  • Objectives : This study is to investigate factors that predispose the oral health education patterns of teachers at preschool institutions such as kindergartens and day nurseries, for which a comparison was made among the patterns, whereto the PRECEDE model was applied. Methods : A survey was conducted by two visits, a preliminary survey and a main survey, and teachers at the foregoing institutions personally filled in the questionnaire. Results : 1. With relation to epidemiological and social diagnosis, the largest number of respondents (53.7%) agreed on the need for oral health education, but at the same time, the largest number of respondents (40.3%) was unsatisfactory with oral health education given by them. 2. With relation to behavioral diagnosis, there were many cases where respondents taught their students to brush their teeth after meals and snacks. Oral health education was focused on safety and injuries. There was no significant intergroup difference (p>0.05). 3. Predisposing factors (a subcategory of educational diagnosis) showed the following results: As for the frequency of oral health education, most respondents at both institutions answered preferred once every six month (p>0.05). In the case of oral health checkup, 75.4% of respondents at kindergartens preferred once a year. 72.2% of respondents at day nurseries preferred the same frequency. They showed a statistically significant difference (p<0.05). In enabling factors, it was found that most respondents at both institutions collected information and teaching materials from mass media and public health centers respectively. In enabling factors, insufficient teaching materials, media and knowledge were found to be obstacles to oral health education. Conclusions : Oral healthcare providers' cooperation is required to diversify away from tooth brushing-centered education and to enrich oral health education. In addition, continuous supplements are required to make teachers at preschool institutions acquire expert knowledge and give oral health education with confidence. Moreover, it needs to train them for various education programs as well as to support them with educational media. Lastly, family members' cooperation is required to develop oral health education programs.

Major findings revealed the primary school students' low accessibility on education and poor competencies and qualification of primary school teachers, which have hindered a quality of education in Cambodia. Central implications were produced to improve the quality of education and training system for primary school teachers. First, sustainability should be embedded from the initial design to the performance evaluation of the projects. Second, we should carry forward a customized training project that can meet the needs of primary school teachers in Cambodia. Third, the Education ODA project should be institutionalized into the national mechanism of the credit accreditation system, including the incentives of participating. Fourth, in-service training should ensure the inclusiveness and accessibility for the disadvantaged in remote areas. Fifth, short-term workshops for teachers should be avoided, but intensive programs including mentoring should be expanded. Finally, we should support the establishment of autonomous teacher- learning communities based on school level across the Cambodia, which could establish the social capital of the teaching profession in a long term.

  • Globalization brings changes to universities in particular facilitating internationalizing students exchange and curriculum diversification. Such efforts are relatively weak in education college even though the demands are high in students' global learning expectations internally and educational development cooperation from developing countries. The demands of global education arise from the increase of multi-cultural family, the compelling foreign language proficiency and others. The demands of development cooperation arise from the contribution of education to the rapid economic development. However, Korean participation focuses on vocational training which is far from the international norm of basic education provision and carried out without enough educational specialists. Global education and teaching practices in developing countries would substantiate the internationalization of education college while the effectiveness of educational development cooperation would be enhanced after learning the international norms and local knowledge which are learnt from the global education including foreign school practices.

  • This study examined the needs analysis of school-based staff development at the elementary school level in rural areas of Kyungki and Chungnam provinces. Using a modified survey, the Korean School-based Staff Development Needs Assessment Survey (KSSDNAS), adapted from the Teacher Needs Assessment Survey (TNAS) developed by Gary M. Ingersoll et al. and the Korean Teacher Needs Assessment Survey (KTNAS) developed by K. Chung, the study analyzed 192 teachers' responses. In order to analyze the data, frequency, factor analysis, cross-tabulation, and one-way ANOVA were computed. The findings of this study indicated that there were significant differences between years of teaching experience and the teachers' perceptions of school-based staff development needs. These involved "building learning objective and learning group "and" cooperation of classroom management and students' activity". However, elementary school teachers' perceptions of their school-based staff development needs were not significantly influenced by school size or school location. Most of all, it may be suggested that active teachers can improve the achievement of their rural schools by rearrangement of the subject contents and by understanding their students in rural areas.
