A Study on Calculating the Fee Range of Broadcasting Contents : Focus on IPTV

  • Concerns have been growing about whether domestic internet protocol television (IPTV) can establish a solid foothold in the pay TV market, largely because of the lack of IPTV-only content and service differentiation. It has been difficult for IPTV providers to attract valuable PPs (program providers) to strengthen their positions, and IPTV providers have invested much money into procuring content. To survive this difficult situation, IPTV providers need to reappraise their profit sharing methods and content distribution structure to facilitate the expansion of their subscriber base. This can be done by attracting valuable PPs to IPTV providers and securing extra revenue by distributing more content for their PP partners. The IPTV industry has a different structure and value chain from the digital cable industry. Moreover, profit sharing schemes among participants in the IPTV industry are complicated. Thus it is essential to analyze the criteria for profit sharing, the selection of attributes in profit sharing, and their cause-effect relationship in developing fair pricing for broadcast content in the IPTV industry. This study introduces the attributes that need to be considered for the pricing of content and profit sharing among IPTV providers and PPs. In addition, this study uses system dynamics to analyze the relationship among those attributes along with additional associated factors for the pricing of content.

A Scalable Content-Sharing Architecture for High-quality TV Programs (확장 가능한 실시간 고화질 TV 컨텐츠 공유 아키텍처)

  • It can be organized with PVRs and FC-AL for a high-quality TV content-sharing architecture. It is, however, not easy to configure a large community network with the FC-AL since it has a 7-bit address space with supporting up to 127 users. We, therefore, propose a novel scalable FC-AL multiple-loop architecture using shared disks, which does not need to use expensive and load-concentrated switches. In this article, our suggested architecture shows a superb startup delay, such as less than 20msec. In addition, it demonstrates outstanding scalability, such that the number of accomodable users increases almost linearly according to adding loops. Lastly, it reveals exceptional time-shifting hours, that is, which supports more than 140 hours with 1000 users.

  • Smart TV is expected to bring cloud services based on virtualization technologies to the home environment with hardware and software support. Although most physical resources can be shared among virtual machines (VMs) using a time sharing approach, allocating the proper amount of memory to VMs is still challenging. In this paper, we propose a novel mechanism to dynamically balance the memory allocation among VMs in virtualized Smart TV systems. In contrast to previous studies, where a virtual machine monitor (VMM) is solely responsible for estimating the working set size, our mechanism is symbiotic. Each VM periodically reports its memory usage pattern to the VMM. The VMM then predicts the future memory demand of each VM and rebalances the memory allocation among the VMs when necessary. Experimental results show that our mechanism improves performance by up to 18.28 times and reduces expensive memory swapping by up to 99.73% with negligible overheads (0.05% on average).

  • This study examines how OTT service changes the television viewing experience, what are the underlying dimensions that difference of viewing behavior and experiences between OTT service and old television media. The result showed the characteristic of viewing experiences through OTT service that social viewing, channel zapping by sharing information, multi viewing, de-contextualized viewing space. Specifically, television as a family media turned into a personalized media, social viewing generalized so called 'lean forward' with each other using texts and images at the same time. In particular, information on the content and appraisal shared with each other on SNS in real time.

Place-shifting of TV Content by the Use of Slingbox and the Copyright (슬링박스를 이용한 TV프로그램의 장소이동 시청의 저작권법상의 성격)

  • This research examines the legal liability of place-shifting of TV contents by the use of the Slingbox. The place-shifting of TV contents is fair use because it is a non-commercial private use based on the relevant case law regarding time-shifting and device-shifting such as Sony, RIAA and Napster. But the sharing of place-shifting function is likely to be liable for copyright infringement. And place-shifting may not be fair use based on the cases which denied fair use of time-shifting and space-shifting because the consumers' convenience for the use of the copyrighted work is against the purpose of legislation of copyright law. Place-shifting is unlikely to have a significant effect on the potential market for TV contents because it presents lucrative new platforms to disseminate TV contents to computers and mobile devices. However it is likely to have negative effect because various devices can be the follow-up marketplaces of the copyright holders of TV contents. This study proposes the "innovative medium defense," a new doctrine to analyze liability of innovative media.

  • Media sharing platform such as YouTube have grown significantly in the mobile environment. This is a platform that allows users to select and view broadcast programs that are only available on TV through network-connected PCs and mobiles, and share their media content to communicate. Currently, in the era where mobile and TV broadcasts can be viewed equally, there is a time difference between the video and real-time screen transmitted to TV and mobile, different from the actual situation.We want this time difference to be realized in the same way as the real time, and there is a need for a system that can broadcast in a free environment at any time. Therefore, in this paper, a broadcasting system was designed and implemented in a mobile environment. The result of reducing the delay time difference due to the improvement of the processing method was obtained.

  • The Internet can deliver various information and services at the lowest cost without time and space constraints while targeting the world among all existing means of communication. Unlike traditional media such as TV, newspapers, and radio in the past, promotions through mobile environments allow target customers to use two-way low-cost, high-efficiency promotional strategies regardless of time and place. With the development of the Internet, social media has developed into a place to acquire information about favorite companies and their products. Social media greatly contributes to the production of text, photos, videos, and various networks, and has expanded global communication and communication media through the interaction and sharing of various information. In addition, through social media, users can communicate in various ways, reveal themselves, and share and exchange information such as knowledge and personal thoughts. In line with these changes, corporate marketers and sellers are striving to provide consumers with appropriate information more quickly. We aims to find out about social media marketing strategies useful for companies.

An IPTV Network Infrastructure for Organizing an Extendible IPTV Architecture (확장형 IPTV 아키텍처 구성을 위한 IPTV 네트워크 인프라스트럭쳐 연구)

  • An IPTV has emerged as a widespread system when a realtime network and broadcasting system have progressed. Interestingly, it can also be organized with IPTV STBs and FC-AL for a high-quality TV content-sharing architecture. It is, however, not easy to configure a large community network with the FC-AL since it only has a 7-bit address space with supporting up to 127 users in the FC-AL single loop. Context Sharing Framework Based on Time Dependent Metadata for Social News Service (소셜 뉴스를 위한 시간 종속적인 메타데이터 기반의 컨텍스트 공유 프레임워크)

  • The emergence of the internet technology and SNS has increased the information flow and has changed the way people to communicate from one-way to two-way communication. Users not only consume and share the information, they also can create and share it among their friends across the social network service. It also changes the Social Media behavior to become one of the most important communication tools which also includes Social TV. Social TV is a form which people can watch a TV program and at the same share any information or its content with friends through Social media. Social News is getting popular and also known as a Participatory Social Media. It creates influences on user interest through Internet to represent society issues and creates news credibility based on user's reputation. However, the conventional platforms in news services only focus on the news recommendation domain. Recent development in SNS has changed this landscape to allow user to share and disseminate the news. Conventional platform does not provide any special way for news to be share. Currently, Social News Service only allows user to access the entire news. Nonetheless, they cannot access partial of the contents which related to users interest. For example user only have interested to a partial of the news and share the content, it is still hard for them to do so. In worst cases users might understand the news in different context. To solve this, Social News Service must provide a method to provide additional information. For example, Yovisto known as an academic video searching service provided time dependent metadata from the video. User can search and watch partial of video content according to time dependent metadata. They also can share content with a friend in social media. Yovisto applies a method to divide or synchronize a video based whenever the slides presentation is changed to another page. However, we are not able to employs this method on news video since the news video is not incorporating with any power point slides presentation. Segmentation method is required to separate the news video and to creating time dependent metadata. In this work, In this paper, a time dependent metadata-based framework is proposed to segment news contents and to provide time dependent metadata so that user can use context information to communicate with their friends. The transcript of the news is divided by using the proposed story segmentation method. We provide a tag to represent the entire content of the news. And provide the sub tag to indicate the segmented news which includes the starting time of the news. The time dependent metadata helps user to track the news information. It also allows them to leave a comment on each segment of the news. User also may share the news based on time metadata as segmented news or as a whole. Therefore, it helps the user to understand the shared news. To demonstrate the performance, we evaluate the story segmentation accuracy and also the tag generation. For this purpose, we measured accuracy of the story segmentation through semantic similarity and compared to the benchmark algorithm. Experimental results show that the proposed method outperforms benchmark algorithms in terms of the accuracy of story segmentation. It is important to note that sub tag accuracy is the most important as a part of the proposed framework to share the specific news context with others. To extract a more accurate sub tags, we have created stop word list that is not related to the content of the news such as name of the anchor or reporter. And we applied to framework. We have analyzed the accuracy of tags and sub tags which represent the context of news. From the analysis, it seems that proposed framework is helpful to users for sharing their opinions with context information in Social media and Social news.

Effects of Fake News and Propaganda on Management of Information on Covid-19 Pandemic in Nigeria

  • This study measured the effects of fake news and propaganda on managing information on COVID-19 among the Nigerian citizenry. This study examined sources of information on COVID-19 available to the people, evaluated reasons behind spreading fake news, examined how fake news has affected the spread of COVID-19 pandemic in Nigeria, established the consequences of fake news on managing COVID-19 pandemic and as well identified ways to contain fake news at a time like this in Nigeria.It is a survey with a sample size of 375 participants selected using simple random technique. Instrument of data gathering was questionnaire widely distributed in the six geo-political zones of Nigeria using Survey monkey. Data was analysed using frequencies, counts and percentages, tables and charts. Findings revealed that people rely more on radio, television, and social media for information on COVID-19. Fake news is spread by people mostly for political reasons and intention to cause panic. In Nigeria, fake news has led to disbelief of the existence of the virus thereby leading to violation of precautionary measures among the citizenry and lack of trust in the government. Concerted effort on the part of the government is required to give public enlightenment on the danger of fake news. Also, directorate of anti-fake news should be established to censor and reprimand sources of fake news. People should always check source of information to confirm its credibility and be weary of sharing unconfirmed information especially on the social media.
