Presently the Korean grounding system uses TN system, multi-grounding method with TT independent grounding method. Nevertheless TN system can't exist with TT system in the technological terms. If they coexist, it causes ground-fault circuit not to operate, and brings about different electrical potential rise by customer system. It brings about serious problems for safety. This paper aims for improving method of grounding system based on the technical analysis on instances in foreign countries and Korea. Almost standards and construction manner were apt to be internationalized after WTO/TBT agreement was concluded. The internal grounding systems should meet the international criteria and reliability for safety, and be provided with technologically impeccable standards.
The Sun interference event predictions for the KOMPSAT TT&C station were performed to analyze the frequency of the event and the impact on the TT&C link. The KOMPSAT orbit was propagated including only J2 geopotential term for maintaining the Sun-synchronism and no other perturbations were included. Local time of ascending node of the KOMPSAT satellite was set to 10h50m00s. The TT&C station was assumed to locate in Taejon and have 9 meter antenna for S-band link. One year of simulation from 1999/07/01 were performed out of 3 year of mission lifetime of KOMPSAT satellite. Total four times of Sun interference events were occurred during 1 year of simulation and those lasted about 50 seconds altogether. The C/N degradation of the TT&C system was calculated about 4dB. The Sun interference event of 50 seconds of year are 0.0076 percents of the S-band contact time when the 30 minute of contact time is assumed in a day.
Technology transfer (TT) consortium is an affiliation of two or more public research institutions (PRIs) that participate in a common technology transfer activity or pool their resources together, with the objective of facilitating technology transfer. Based on empirical analysis of five regional TT consortia (2002-2006) operating in Korea, this paper suggests their effectiveness by employing a TT performance index (TTPI) and identifies possible characteristics involved, such as motivations, facilitators, barriers, and challenges. TTPI devised in the paper is a new composite TT performance index to measure how much the TT performance of a PH changed in a designated year compared to a base year. All the performance indicators of TTPI are well-structured based on the unique TT process that is prevalent in Korea. Further, TTPI can bring different size and focus of PRIs to the same scale for comparison by double-normalizing. The paper tests the effectiveness of TT consortium for the escalation of TT performances in member PRIs by highlighting the differences of TTPI's between 2005 and 2001. As a result, the paper found that the escalation of TTPI for member PRIs was greater than that for non-member PRIs. As for the characteristics of TT consortia, their respective factors obtained by TT expert survey were computed with proportion tests of differences (Z tests) to compare two perspectives between intramural and extramural groups. One of key findings is that there is general homogeneity in stakeholder perspectives regarding motivations, facilitators, barriers, and challenges. Some notable responses are as follow; the most probable motivation to join TT consortium is to share or exchange TT competences for enhanced performance. Second, the most probable facilitator is professional capability of consortium-hired personnel. Third, the foremost probable barriers to effective TT consortium are frequent change of consortium director and passive participation of member PRIs. Lastly, both publicizing TT consortia and developing performance metrics are the most important for the improvement of TT consortia. The understanding of the characteristics of TT consortia increases the likelihood of accelerated success, because TT consortia path from formation to termination encompasses many concepts, processes, principles, and factors. Finally, an analysis of the survey data combined with expert interview and observation data led the authors to derive five conditions as being critical to viable TT consortia in Korea at early stage of technology transfer systems. These conditions include policy infrastructure, proactive participation, excellent professionals, personal motivation, and teaming mechanisms. It is expected that the Korean evidence is a starting point to develop and refine the theory of TT consortia and for additional studies in other countries.

Background The Exoscope is a novel high-definition digital camera system. There is limited evidence signifying the use of exoscopic devices in microsurgery. This trial objectively assesses the effects of the use of the Exoscope as an alternative to the standard operating microscope (OM) on the performance of experts in a simulated microvascular anastomosis. Methods Modus V Exoscope and OM were used by expert microsurgeons to perform standardized tasks. Hand-motion analyzer measured the total pathlength (TP), total movements (TM), total time (TT), and quality of end-product anastomosis. A clinical margin of TT was performed to prove non-inferiority. An expert performed consecutive microvascular anastomoses to provide the exoscopic learning curve until reached plateau in TT. Results Ten micro sutures and 10 anastomoses were performed. Analysis demonstrated statistically significant differences in performing micro sutures for TP, TM, and TT. There was statistical significance in TM and TT, however, marginal non-significant difference in TP regarding microvascular anastomoses performance. The intimal suture line analysis demonstrated no statistically significant differences. Non-inferiority results based on clinical inferiority margin (Δ) of TT=10 minutes demonstrated an absolute difference of 0.07 minutes between OM and Exoscope cohorts. A 51%, 58%, and 46% improvement or reduction was achieved in TT, TM, TP, respectively, during the exoscopic microvascular anastomosis learning curve. Conclusions This study demonstrated that experts' Exoscope anastomoses appear non-inferior to the OM anastomoses. Exoscopic microvascular anastomosis was more time consuming but end-product (patency) in not clinically inferior. Experts' "warm-up" learning curve is steep but swift and may prove to reach clinical equality.

In satellite communication, which use the satellite, the protection of TT&C channel which controls the position, performance, and operation is required. In this thesis, we analyzed the weakness of authentication algorithm which is used for protection of TT&C generation and operation. Also, we proposed the authentication algorithm which complements key recovery attack structurely without increasing additional computational amount and verified its performance. The proposed authentication algorithm can satisfy Rivest's recommendation by increasing the computational complexity from $2^{55}$ operations to $2^{111}$ operations. In addition, it can be applied to the existing satellite system because the length of TT&C data and message authentication codes used for the input of authentication algorithm are unchanged.

A grounding system in a large-scale apartment complex consists of a TT grounding system when viewed in each building unit, but the characteristics of TN grounding system appears when viewed in the total ground system function. Therefore, this study examined the characteristics of a grounding system in a large-scale apartment complex using design draft, field measurements and PSCAD/EMTDC modeling. This paper proposes an algorithm for fault analysis depending on the grounding system structure in large-scale apartment complexes considering the connection of the underground culvert as well as a design algorithm for each grounding system considering the contact voltage and step voltage. The simulation results based on the proposed modeling and algorithm confirmed that it is useful for analyzing the characteristics of a grounding system in a large-scale apartment complex.
