전동차 제동장치의 고장데이터와 비용함수를 고려한 유지보수 정책에 관한 연구 (A Study on the Maintenance Policy Considering the Failure Data of the EMU Braking System and the Cost Function)

  • Railway vehicle equipment goes back again to the state just before when failure by the repair. In repairable system, we are interested in the failure interval. As such, a statistical model of the point process, NHPP power law is often used for the reliability analysis of a repairable system. In order to derive a quantitative reliability value of repairable system, we analyze the failure data of the air brake system of the train line 7. The quantitative value is the failure intensity function that was modified, converted into a cost-rate function. Finally we studied the optimal number and optimal interval in which the costs to a minimum consumption point as cost-rate function. The minimum cost point was 194,613 (won/day) during the total life cycle of the braking system, then the optimal interval were 2,251days and the number of optimal preventive maintenance were 7 times. Additionally, we were compared to the cost of a currently fixed interval(4Y) and the optimum interval then the optimal interval is 3,853(won/day) consuming smaller. In addition, judging from the total life, "fixed interval" is smaller than 1,157 days as "optimal interval".

무역학전공 관련 NCS의 이해와 활용에 관한 연구 (Understanding and Utilization of NCS on International Trade Major in University Education)

  • Recently Korea has stepped into a stage of sluggish development, and the unemployment of young people has become a major issue. Especially in 1998 IMF economic shock was influential in formulating government policy and social economic structure on employment. Restructuring now becomes everyday words and further restructuring is already under way. Owing to the growing economic crisis and resultant unemployment and initial appointment shall be considered conditional. Young job seekers are grappling with mastering their native language and unnecessary experiences. These unnecessary experiences are needless waste of time and money. Educational system in university may be affected by environmental changes in population of students and business crisis. Sometimes the departments made a very low rate of employment may be abolished or merged in university. The government will demand us in the work of reform by doing NCS. The government is now ask to teach, train and employ students on the basis of NCS especially in high-school, job training center, and college and university. NCS has advantages and disadvantages. NCS may reduce waste of time and money to make unnecessary experiences, provide standard course to prepare educational system. It will be a big help to adapt properly and make better employment system. The most negative element of the program is application to humanities and social sciences by the same standard with technology and engineering department in the university. Standardization of each educational course will not react quickly to rapidly changing situations in the future.

Tax Incidence of Philippine Tax Reform: Poverty and Distributional Effect

  • The purpose of the study is to determine the poverty and distributional effects of the implementation of Tax Reform for Acceleration and Inclusion Law. The Computable General Equilibrium-Top Down Behavioral Microsimulation was used to obtain the effects of the tax reform on macroeconomic and microeconomic levels. Moreover, the Poverty Gap Index, Squared Poverty Gap Index, Foster, Greer, and Thorbecke Measures of Poverty, and Sen-Shorrocks-Thon Index were used to measure the poverty effect of the tax reform. Meanwhile, the Gini Coefficient and SST Gini Coefficient Index were used to measure the distributional effect of the tax reform. The results show that the implementation of the tax reform has resulted in a significant increase in household income and disposable income. Region IV has the highest estimated increase in household income. Meanwhile, Region IV remained to have the lowest household income. Further, the findings of this study suggest that the tax reform resulted in a significant decrease in the magnitude of poor and the number of poor in the Philippines. However, the result of the study also suggests that the effect of tax reform manifests no differences in terms of the poverty gap measured through the Foster, Greer, and Thorbecke poverty index due.

캡슐트레인 주행 동특성 분석을 위한 축소 시험장치의 개발 (Development of the Small Scale Testbed for Running Dynamic Characteristics Analysis of the Capsule Train)

  • 공기 저항이 적은 아진공 상태의 튜브 안을 주행함으로써 초고속주행이 가능한 캡슐트레인은 부상 공극이 커서 인프라 건설 비용 절감에 유리한 초전도 유도 반발식 부상을 채택하고 있다. 초전도 유도 반발식 부상은 부상 공극을 크게 할 수 있고, 별도의 공극 제어가 필요 없는 장점이 있는 반면, 공극 변동량이 크고 부상력에 댐핑 특성이 작기 때문에 차량의 주행 안정성 및 승차감이 악화 될 수 있다. 이러한 단점을 극복하기 위해서는 차량의 주행 동특성에 기반한 주행안정화장치를 설계하고 적용하여야 한다. 본 연구에서는 캡슐트레인의 동특성을 모사하고 주행안정화장치의 성능을 사전에 검토할 수 있는 1/10 스케일의 축소형 시험장치를 개발하였다. 시험장치는 대차의 모션을 구현할 수 있는 6 자유도 스튜어트 플랫폼, 주행안정화장치가 적용된 2차 현가장치 및 차체로 구성되어 있다. Jaschinski가 제안한 동특성 상사 법칙에 따라 축소 시험장치를 제작하였고, 가이드웨이 불규칙도와 부상 강성이 반영된 대차 모션 구현 알고리즘을 적용하였다. 제작된 시험장치를 이용한 실험을 통해 얻어진 결과와 수치해석 결과와의 비교를 통해 시험장치의 성능을 검토하였다.

3차 만화산업중장기발전계획 수립과 전문인력양성 정책 (The Establishment of the Third Medium and Long Term Development Plan of the Comics Industry and the Policy of Training Professional Manpower)

  • 박근혜 정부 출범 이후 창조경제에 대한 관심과 지원이 크게 늘어 날 것으로 기대되고 있다. 2013년 3월 28일 문화부 장관의 문화정책관련 대통령 보고 자료에 따르면 스토리텔링, 애니, 게임, 만화, 공연 등 장르 융합형 랩을 권역별로 설치하는 기본 계획을 5월 중 수립하고, 2014년 상반기까지 콘텐츠코리아랩을 전국적으로 개소한다는 방침이 핵심과제로 포함되어 있다. 또한 창의인재 멘토링 프로그램, 현장인력 교육확대, 청소년 창의교육의 확대 등 전문 인력 양성에 정책 방향이 집중될 것으로 보인다. 2017년까지 콘텐츠 창의인재 1천명을 양성하겠다는 방안도 보고서에 나와 있다. 한편 2012년 8월 만화진흥법 발효 이후 문화부, 한국콘텐츠진흥원과 만화계가 함께 만화산업중장기발전 3차계획을 수립하고 있다. 가장 중요한 정책 가운데 하나가 전문인력 양성 부분이다. 2012년에는 45억원을 들인 <창의인재 동반사업>이 이미 시행되었고, 2013년에는 만화계의 요청으로 한국만화영상진흥원을 통해 <만화창조기업 현장인력 지원사업>이 6억원 규모로 운영을 앞두고 있다. 정부의 전문인력양성 계획은 대체로 창업 및 취업 정책과 맞물려 있어 졸업생 취업 대책에 골머리를 앓고 있는 만화 관련 전공 대학들에게는 호재가 될 것으로 전망된다. 이에따라 보다 적극적으로 정책을 개발하여 <3차만화산업중장기발전계획>에 반영시키고, 이를 실행하기 위한 정책 모임 및 연구 모임을 학계 주도로 구성해 나간다면 상당한 시너지 효과가 생길 것으로 보인다. 본 논문에서는 만화진흥법 제정 이후 만화계와 문화부, 관련 기관의 전문인력양성 정책의 흐름과 양상을 먼저 살펴보고, 2013년 하반기 발표될 만화산업중장기 발전계획상의 전문 인력 양성 정책의 문제점을 분석하는 한편, 중장기적인 대학만화 전문인력 양성의 효율적인 방향과 대안을 제시하고자 한다.

  • 본 논문에서는 고속철도 급전계통 주변에서 여러가지 운전 조건하의 자계를 예측 계산하였다. 여기에서는 자계해석 방법으로 Biot Savart's law에 기반을 둔 해석식을 사용하였으며 대지 귀환회로를 계산과정에 포함하여 실제에 가까운 모델링을 하였다. 계산결과 열차 주변 지상 1m 부근의 플랫폼에서 자계의 크기그하였으며, 국제비전리방사보호위원회(ICNIRP)의 자기장 권고기준과 비교하여 평가하였다.

  • The purpose of Overall Railroad Safety Audit(ORSA) is to prevent railroad accidents, and, every two years, to inspect and evaluate whether or not railroad operators faithfully adhere to railroad safety guidelines in accordance with the Railroad Safety Law. However despite of the many contributions of ORSA, due to lots of railroad accidents such as train failures and derailment caused track irregularity this year, it has been recently considered that ORSA will be renewed into Safety Certificates System as a complement. In order to guarantee railroad safety, new Safety Certificates must included appropriate safety standards considering current our country's railroad conditions. Therefore, in this study we're going to compare safety components of foreign audit system with those of Airlines field, based on ORSA's contents for years, to review Safety Management System and Safety Culture, as a result, we'd like to suggest to updated Railway Safety Standards.

  • Recently the structure of disease is changing its form into chronic disease. Taking into consideration this, the health care system doesn't cope with this tendency. With the health care system for acute disease, it is difficult to decrease medical care cost. At this point, Health education like primary health care can reduce risk factors and possibilities of occurrence of disease. This can cut off the medical insurance finance further more cuts off the rates of insurance cost. This is why health education is the principle part of medical insurance service. Though the law shows health education must be executed in the field of Medical insurance, still it is not enough. In order to carry out health education in the medical insurance organization, the efforts we should make are as follows: 1. Recognize the importance of health education. 2. Set the clear goals in health education. 3. Organize health education system. 4. Train health workers. 5. Systematize health education service. 6. Reform the medical insurance system. 7. Evaluate the effect of health education and practice the model.

경전철 급전시스템의 최적설계에 관한 연구 (A Study on the Optimal Design for DC traction system of Light Rail Transit)

  • This paper presents on capacity design of DC-fed-traction system. The system is introduced including a characteristics of train, feeding network configuration, and design method of substation arrangements. Optimal design procedures is described, and program for capacity computation of the system is presented using the nodal equation, K.C.L, K.V.L, Ohm's law and superposition theory. For the proof of the proposed algorithm, we accomplished the simulation of DC traction system for HA-Nam LRT. By considering whole component in DC traction system the conclusion will be much precise.

  • The rolling stock have to be tested and evaluated on test line before entry into service. The test items consist of traction performance, braking performance and current collection performance, etc. This paper is a study of defining the test items considering the domestic safety law, IEC 61133 and describes how to establish a test measurement system. Also this paper presents how to conduct the traction performance test and test results.
