  • With the emergence of indirect procurement, it has become a global trend for companies to outsource their maintenance, repair, and operating (MRO) supplies to procurement service providers (PSPs). Due to the variety of MRO items, evaluation of numerous suppliers in various industries is a particularly complex task for PSPs. Due to this complexity, many PSPs still evaluate and select suppliers based on the sourcing managers' subjective knowledge. Through the case of adopting a supplier evaluation system, this research is to find the managerial issues organizations should consider when they transform sourcing managers' knowledge into the system. We interpret the issues based on the Technology-Organization-Environment (TOE) framework. This case conclusively shows the importance of positive feedback loop between the users and the information system for the performance improvement of the system.

Appilication of a Green City Index as a Green Space Planning Index for the Low-Carbon Green City of Gangneung-si

  • This study aims to establish baseline data for sustainable monitoring by applying the green city index (GCI), which is set up to evaluate the city level, to the city of Gangneung-si, which was designated as a pilot city for the Low-carbon Green Growth City project by the Ministry of Land, Infrastructure, and Transportation. The GCI was applied in the framework of European systems, while considering the social and economic status of Korea. Indicators from 7 areas-$CO_2$, energy, building, transportation, water, waste, and quality of atmosphere were analyzed, except for qualitative indicators. Results indicate that total $CO_2$ emissions were 30.8 tons per capita, or 2.2 tons per one million units of real GDP. The total final energy consumption was 0.231 TOE/capita, or 0.317 TOE per one million units of real GDP. The percentage of total energy derived from renewable resources was 0.41% and energy consumption by the building was $433.5Mwh/1,000m^2$. The total percentage of the working population travelling to work daily by public transportation (limited to bus) was 19%. Further, the total annual water consumption was $99m^3/capita$, and the water lost in the water distribution system was $0.057m^3/capita/day$. The total annual waste collected was 0.0077 ton per capita, The annual mean emission were 0.014 ppm/day for $NO_2$, 0.005 ppm/day for $SO_2$, and 0.019 ppm/day for $O_3$. The annual mean for PM10 emissions was $39{\mu}g/m^3/day$.

A Study on the Factors Affecting the Use of the Military Battlefield Management System in the Non-voluntary Use Environment

  • In this paper, we propose a novel behavioral model that explains the use of the military battlefield management system more effectively in the non-voluntary use environment. This study intends to suggest a model based on the Unified Theory of Acceptance and Use of Technology(UTAUT), an extended TAM. Also, it introduces the concept of 'Conative IS use' as a dependent variable that can explain user's behavior more effectively in non-voluntary technology acceptance environment. In addition, we propose the major factors affecting the UTAUT components from the TOE(Technology-Organization-Environment) perspectives, and analyze their effects. In order to validate the proposed model, this study applies PLS(Partial Least Squares) to the survey collected from military personnel. The findings of our study may shed a light on improving the effectiveness of battlefield management information system.

A Study on the Determinants of Blockchain-oriented Supply Chain Management (SCM) Services (블록체인 기반 공급사슬관리 서비스 활용의 결정요인 연구)

  • Recently, as competition in the market evolves from the competition among companies to the competition among their supply chains, companies are struggling to enhance their supply chain management (hereinafter SCM). In particular, as blockchain technology with various technical advantages is combined with SCM, a lot of domestic manufacturing and distribution companies are considering the adoption of blockchain-oriented SCM (BOSCM) services today. Thus, it is an important academic topic to examine the factors affecting the use of blockchain-oriented SCM. However, most prior studies on blockchain and SCMs have designed their research models based on Technology Acceptance Model (TAM) or the Unified Theory of Acceptance and Use of Technology (UTAUT), which are suitable for explaining individual's acceptance of information technology rather than companies'. Under this background, this study presents a novel model of blockchain-oriented SCM acceptance model based on the Technology-Organization-Environment (TOE) framework to consider companies as the unit of analysis. In addition, Value-based Adoption Model (VAM) is applied to the research model in order to consider the benefits and the sacrifices caused by a new information system comprehensively. To validate the proposed research model, a survey of 126 companies were collected. Among them, by applying PLS-SEM (Partial Least Squares Structural Equation Modeling) with data of 122 companies, the research model was verified. As a result, 'business innovation', 'tracking and tracing', 'security enhancement' and 'cost' from technology viewpoint are found to significantly affect 'perceived value', which in turn affects 'intention to use blockchain-oriented SCM'. Also, 'organization readiness' is found to affect 'intention to use' with statistical significance. However, it is found that 'complexity' and 'regulation environment' have little impact on 'perceived value' and 'intention to use', respectively. It is expected that the findings of this study contribute to preparing practical and policy alternatives for facilitating blockchain-oriented SCM adoption in Korean firms.

A Study of Influencing Factors Upon Using C4I Systems: The Perspective of Mediating Variables in a Structured Model (C4I 시스템 사용의 영향 요인에 관한 연구: 구조모형의 매개변수의 관점에서)

  • The general aspects for the future warfare shows that the concept of firepower and maneuver centric warfare has been replacing with that of information and knowledge centric warfare. Thus, some developed countries are now trying to establish the information systems to perform intelligent warfare and innovate defense operations. The C4I(Command, Control, Communication, Computers and Intelligence for the Warrior) systems make it possible to do modern and systematic war operations. The basic idea of this study is to investigate how TAM(Technology Acceptance Model) can explain the acceptance behavior in military organizations. Because TAM is inadequate in explaining the acceptance processes forcomplex technologies and strict organizations, a revised research model based upon TAM was developed in order to assess the usage of the C4I system. The purpose of this study is to investigate factors affecting the usage of C4I in the Korean Army. The research model, based upon TAM, was extended through a belief construct such as self-efficacy as one of mediating variables. The self-efficacy has been used as a mediating variable for technology acceptance, and the variable was included in the research model. The external variables were selected on the basis of previous research. The external variables can be classified into following: 1) technological, 2) organizational, and 3) environmental factors on the basis of TOE(Technology-Organization-Environment) framework. The technological factor includes the information quality and the task-technology fitness. The organizational factor includes the influence of senior colleagues. The environmental factor includes the education/train data. The external variables are considered very important for explaining the behavior patterns of information technology or systems. A structured questionnaire was developed and administrated to those who were using the C4I system. Total 329 data were used for statistical data analyses. A confirmatory factor analysis and structured equation model were used as main statistical methods. Model fitness Indexes for measurement and structured models were verified before all 18 hypotheses were tested. This study shows that the perceived usefulness and the self-efficacy played their roles more than the perceived ease of use did in TAM. In military organizations, the perceived usefulness showed its mediating effects between external variables and dependent variable, but the perceived ease of use did not. These results imply that the perceived usefulness can explain the acceptance processes better than the perceived ease of use in the army. The self-efficacy was also used as one of the three mediating variables, and showed its mediating effects in explaining the acceptance processes. Such results also show that the self-efficacy can be selected as one possible belief construct in TAM. The perceived usefulness was influenced by such factors as senior colleagues, the information quality, and the task-technology fitness. The self-efficacy was affected by education/train and task-technology fitness. The actual usage of C4I was influenced not by the perceived ease of use but by the perceived usefulness and selfefficacy. This study suggests the followings: (1) An extended TAM can be applied to such strict organizations as the army; (2) Three mediation variables are included in the research model and tested at real situations; and (3) Several other implications are discussed.

  • Open Source Software (OSS) is a new paradigm for software development. The system is based on the notion of giving software (including sources) away for free, and making money on services, customizing and maintenance. For these reasons, many software companies have considered adopting and using OSS in Software R&D. A variety of factors may influence the use of decision making of OSS. The objective of this study was to explore the significant factors affecting the use decision of OSS and the job performance of OSS usage in software R&D. A research model was suggested based on the TOE Framework and Information Systems Success Model. These findings show that technical benefits of OSS have significant effects on OSS use. The technical benefits of OSS, and organization context, in turn, have significant effects on the use of OSS. On the other hand, the technical risks of OSS and the environment context have no effects on OSS use. In addition, OSS use and user satisfaction have significant effects on the individual job performance. This research contributes towards advancing the theoretical understanding of the OSS Benefits and Performance in Software Development.

The Effect of the Determinants on the Intention-to-Use of Big Data System in Manufacturing Industry (제조업 종사자들의 빅데이터시스템 사용의도에 대한 결정요인의 영향)

  • Purpose The purpose of this study was to find the effect of the determinants on the Big data utilization in industry. The determinants of Big data utilization were deduced by reviewing theoretical background and discussions on Big data related researches. Research model and proposed hypothesis were constructed from TOE framework and UTAUT model. Design/methodology/approach The research was conducted to collect a sample data from the experts involved in the Big data projects in industry. In addition, interviews and online survey were performed to get sample data. Exploratory factor analysis was conducted to verify the grouping of these questionnaire items and confirmatory factor analysis was done to verify the validity and reliability of the measurement model. Finally, research hypothesis was verified and theoretical and practical implications were proposed for further studies. Findings The results show that the technical factor have a significant effect on the expectancy factor and the behavioral factor. The organizational factor have a significant effect on the behavioral factor. In addition, the expectancy factor was significant on the behavioral factor and the intention-to-use of Big data system.

The Key Factors of Big Data Utilization for Improvement of Management Quality of Companies in terms of Technology, Organization and Environment (기술, 조직, 환경 관점에서 기업의 경영품질 향상을 위한 빅데이터 활용의 핵심요인에 관한 연구)

  • The IoT environment has led to explosive growth of existing enterprise data, and how to utilize such big data is becoming an important issue in the management field. In this paper, major factors affecting the decisions of companies to utilize big data have been studied. And also, the effect of big data utilization on the management quality is studied empirically. During this process, we have studied the difference according to the award of Korean national quality award. As a result of the study, we confirmed that the five factors such as cost from technology, organization and environment perspective, compatibility, company size, chief officer support, and competitor pressure are key factors influencing big data utilization. Also, it was confirmed that the use of big data for management activities has an important influence on the six management quality factors based on MBNQA, and that the management quality level of Korean national quality award companies is relatively high. This paper provides practical implications for companies' use of big data because it demonstrates for the first time that big data utilization has an impact on management quality improvement.

  • Cloud accounting represents a new area of accounting information systems. Past research has often focused on accounting information systems and its antecedents, rather than factors that adopt cloud accounting system. The purpose of this paper is to explain the factors that influence the adoption of cloud accounting in the financial sectors. This paper applied the technology acceptance model (TAM), technology-organization-environment, and the De Lone and Mc Lean model, coupled with proposed factors relevant to cloud accounting. The proposed model was empirically evaluated using survey data from 187 managers (financial managers, IT department managers, audit managers, heads of accounting departments, and head of internal control departments) in Jordanian bank branches. Based on the SEM results, top management support, organizational competency, service quality, system quality, perceived usefulness, and perceived ease of use had a positive relationship with the intention of using cloud accounting. Cloud accounting adoption positively affected cloud accounting usage. This paper contributes to a theoretical understanding of factors that activate the adoption of cloud accounting. For financial firms in general the results enable them to better develop cloud accounting framework. The paper verifies the factors that affect the adoption of cloud accounting and the proposed cloud accounting model.
