A Study on the Development of Convergence Security with the Changes in Security Environments (시큐리티 환경변화에 따른 융합보안의 대두와 물리보안업체의 대응)

  • As new technologies emerge and threats become increasingly complex and unpredictable, security professionals who are living in the age of information face an increasingly complex array of challenges. In recent, virtually all organizations with physical and IT assets protect those assets in a variety of methods. There are physical systems to protect facilities and their contents from unlawful trespassing. It is important to note that the integration of physical and IT security is to be required: When done correctly, the integration starts with laws, strategies, policies and procedures. Integration of physical and IT security systems is done not for its own sake but in support of security policies and procedures. Significant security improvements can be made by integrating physical and IT security management without necessarily integrating physical and logical electronic security systems. Up to now, the private security industries of the Republic of Korea have been operated and developed by the separation of physical security and industrial security. However, considering the fast changing security environments, physical security companies should turn their attention to security convergence field to cope with the new trends in the security matters. At the same time, governmental supports on the improvement of various laws, regulations and policies in such a way to meet the realistic needs of the industries should be followed.

  • The development of technology speeds up the process of obtaining information and its analysis to track the level of corruption in different countries and develop countermeasures. This study examines the role of information and analytical support of anti-corruption policy as a tool for government accountability and analysis, evaluation, combating corruption in Eastern Europe. The purpose of the article is to identify the components of the information-analytical system that help reduce the level of corruption. The research methodology is based on a qualitative content analysis of the functioning of information and analytical systems of Ukraine used by anti-corruption bodies. A quantitative analysis of the CPI score was conducted, according to Transparency International, to identify the effectiveness of anti-corruption policies in developing countries. The results show similar trends in countries developing on the effect of the use of information and analytical systems in the implementation of anti-corruption policies, strategies and measures. The strategy to combat corruption mainly involves increasing the independence and powers of anti-corruption bodies. Therefore, the development of information and analytical support is aimed at automating the processes of pre-trial investigations and criminal proceedings, information protection. As a tool for accountability, information and analytical systems may be ineffective due to the abuse of power by higher anti-corruption bodies due to political pressure from elite structures. Restrictions on political will are a major problem for the effectiveness of anti-corruption policies.

  • Growing qualitative and cost-based competition with the roads and air modes will be oblige the railways to make better use of their existing infrastructure than present. Development and use of new signalling and safety systems and introduction of wide-area control systems may make it possible to operate railway efficiently. Therefore. a comprehensive series of measures must be developed in the fields of technology, planning and management, measures which can operate today's korean railway systems intelligently and achieve cost savings, better quality services and improved results.

Periodic Preventive Maintenance Policies when Minimal Repair Costs Vary at Failures

  • This paper considers a repairable system, which is maintained preventively at periodic times and is minimally repaired at each failure. Most preventive maintenance policies for such repairable systems assume that the cost of minimal repair is constant regardless of its age at failure. However, it is more practical to consider the situations where the cost of minimal repair is dependent not only on its age at failue, but also on the number of preventive maintenance carried out prior to its failure. We consider the preventive maintenance carried out prior to its failure. We consider the preventive maintenance policy with age-dependent minimal repair cost. The optimal policies which minimize the expected cost rate over an infinite time span are discussed. We obtain the optimal period and number of preventive maintenance prior to replacement of the system.

Characteristics of Video Contents Related to Waste Cycle in Korean Social Media (한국 소셜 미디어에서 폐기물 순환 관련 동영상 콘텐츠의 특성)

  • This study identified the characteristics of video contents related to waste cycle in Korean social media. The contents of broadcasting companies were the most popular among production entities, and mainly current affairs contents and educational contents were popular. Among the solutions to recycle wastes, 'Improvement of systems and policies' was predominantly covered in the video as solutions to the waste circulation problems. 'Broadcasting companies', 'local governments', 'non-profit private organizations' and 'central administrative agencies' actively used the social media to deliver solutions and engage consumers. However, very few contents were produced by companies that are socially responsible for waste. The results of this study show the importance of communication-oriented, public-friendly content development in the process of video production related to waste cycle. These are expected to be useful guidelines for decision-making supporting the development and improvement of related systems and policies.

Redesigning Archival Appraisal Policies for Improving Accountability of Public Bodies (공공기관의 책임성 강화를 위한 기록평가제도의 재설계)

  • Trust in government agencies is closely related to accountability. The key strategy to increase public accountability is to document the processes and outcomes of their key tasks and policies adequately. The purpose of this study is to suggest a redesign of the records appraisal policy to enhance the accountability of government agencies. Applying the newly introduced concept of appraisal in ISO 15489-1: 2016, the relationship between accountability and appraisal is articulated and the problems of records appraisal systems in terms of accountability are analyzed. Based on this analysis, it suggests the principles for reforming the appraisal policies well as the redesign of the current disposition authorities as a key tool for appraisal, and the introduction of records disposal freeze system.

A Comparative Analysis of Rooftop Greening in Korea and Japan (한국과 일본의 옥상녹화 동향분석 및 비교)

  • A comparative analysis of rooftop greening in Korea and Japan was carried out to understand current status of rooftop greening creation and technology and to give directions to frame a policy or plan on rooftop greening in Korea. Besides literature studies, questionnaire survey to Korean and Japanese experts on rooftop greening were done. As results, the annual creation areas, the types and the scales of rooftop greening in Seoul and Tokyo until 2007 were analysed and the satisfaction on the creation areas and technologies, the preference types, the present levels of and the most important parts among policies (support systems), technologies (creation methods), materials, maintenances and user programs for the development or expansion of rooftop greening in Korea and Japan were compared. The creation areas of rooftop greening in Seoul until 2007 was around 15% in Tokyo but the increasing rate of those in Seoul was faster than in Tokyo. Korean needs for the improvement on the rooftop greening systems and technologies were higher than Japanese, but both desired the expansion of rooftop greening areas in both countries. Korean preferred semi-intensive rooftop greening system but Japanese preferred intensive system. Korean and Japanese rooftop greening experts preferred policies (support systems) and technologies (creation methods) for the most important part for the development or expansion of rooftop greening in both countries.

Korea's Capital Market Promotion Policies: IPOs and Other Supplementary Policy Experiences

  • This paper studies a series of capital market promotion policies Korea pursued over a 30-year period during its development era (1960s - 1980s). The purpose of this paper is twofold. The first purpose is to understand the policy approaches Korea took, and the second is to extract lessons that can benefit policymakers in the developing world, where capital market promotion is an important policy goal. There are two key features of Korea's capital market promotion policies. First, the government was actively involved, sometimes indirectly by giving tax incentives to encourage IPOs. However, in other times, it was directly involved by giving IPO orders and threatening those that did not comply. No stock exchange in a developed country has ever experienced such government involvement. Combined with rapid economic growth, this interventionist approached allowed the Korean stock market to experience phenomenal growth over a short period of time. Second, the capital market promotion policies had multiple objectives. One was to mobilize domestic capital for economic development. Another was to lower firms' debt-to-equity ratios. Most interestingly, however, the Korean government wanted to popularize stock ownership, thereby allowing ordinary Koreans to share in the fruits of economic growth.

A Study on Policy and System Improvement Plan of Geo-Spatial Big Data Services in Korea

  • This research focuses on accomplishing analysis problems and issues by examining the policies and systems related to geo-spatial big data which have recently arisen, and suggests political and systemic improvement plan for service activation. To do this, problems and probable issues concerning geo-spatial big data service activation should be analyzed through the examination of precedent studies, policies and planning, pilot projects, the current legislative situation regarding geo-spatial big data, both domestic and abroad. Therefore, eight political and systematical improvement plan proposals are suggested for geo-spatial big data service activation: legislative-related issues regarding geo-spatial big data, establishing an exclusive organization in charge of geospatial big data, setting up systems for cooperative governance, establishing subsequent systems, preparing non-identifying standards for personal information, providing measures for activating civil information, data standardization on geo-spatial big data analysis, developing analysis techniques for geo-spatial big data, etc. Consistent governmental problem-solving approaches should be required to make these suggestions effectively proceed.

Optimality of Interval Caching Policies in Multimedia Streaming Systems

  • Interval caching is one of the representative caching strategies used in multimedia streaming systems. However, there has been no theoretical analysis on interval caching. In this paper, we present an optimality proof of the interval caching policy. Specifically, we propose a caching performance model for multimedia streaming systems and show the optimality of the interval caching policy based on this model.
