Isomorphism, Human Resource Capability and Its Role in Performance Measurement and Accountability

  • This research tests the effects of institutional pressures, the use of performance measurement systems and accountability, and moderation effects of human resource capability between institutional pressures and the use of performance measurement systems in the Local Government institutions in Indonesia. The research aims to provide empirical evidence both quantitatively and qualitatively that isomorphism institutional pressures occurred in the scope of implementation of the performance measurement system and accountability in the public sector organizations and to show the importance of human resource capability enhancement in reducing external pressure impact. In addition, it tries to develop the correlation model of institutional pressures, human resource capability, implementation of the performance measurement system, and accountability of public sector organizations. The research used mixed methods with sequential explanatory design. The data collection used surveys and interviews in 209 regency/Special Region of Yogyakarta and Central Java local governments as samples. The research result indicated that the institutionalization process of the performance measurement is influenced by institutional pressures, especially coercive and mimetic pressures. Human resource capability was unable to weaken institutional pressures effects in the performance measurement system implementation. The research also proved that the use of a performance measurement system was able to improve local government institution accountability.

The mediating effect of informatization level between characteristics of introducing information system and organizational performance in hospital settings (병원의 정보시스템 도입 특성과 조직성과간의 관계에 있어 정보화 수준의 매개 효과)

  • The purpose of this study is to analyze the mediating effect of informatization level between characteristics of introducing information system and organizational performance in hospital settings, and to provide suggestions to improve the performance level of strategic information system of hospitals. In order to achieve study purpose, a causal path model was developed and empirically tested. Data were collected from 746 managers of 92 hospitals keeping information system in Busan, Ulsan and Kyungnam Province using self-administered structured questionnaire. Major results of this study were as follows; The results of the path analysis showed that organizational characteristics variables except informatization strength within health industry had significant effects on informatization level, and had indirect effects on organizational performance mediated by informatization level. On the other hand, informatization level, especially revelation capability among informatization level variables, was found to have significant direct effect on organizational performance. These results of empirical test imply that informatization level variables are both important affecting factors on organizational performance and mediating factors between organizational characteristics and organizational performance. Therefore, in order to increase organizational performance, measures improving informatization level should be developed and carried out continuously. And, especially, focusing on building and strengthening revelation capability is crucial to those efforts.

  • In this paper, we propose an efficient Robot Performance System (RPS). For the proposed system, a soundboard was developed and inserted into the body of a humanoid robot to enable audio playback without an external playback device; the hardware required to enable the external storage device within the soundboard to remember the sound sources necessary for performances was developed. Furthermore, a specialized performance scenario planning software called Robot Performance Planning Development Program (RPPDP) was developed to allow users to search through a motion database for the robot's default motions, applied motions, and motions for special circumstances, allowing anyone to plan a robot performance at a low cost in a short amount of time.

A Comprehensive Model for Measuring Information Systems Performance (포괄적인 정보시스템 성과평가모형에 관한 연구)

  • Measuring performance of corporate information system has become one of the core issues in that development of the information system requires substantial amount of investments and the system works as a crucial leverage to enhance competitive edge. Most of the previous researches for performance of the information system have narrow and limited focus on such as the effect of user satisfaction and productivity. This paper suggests a model to measures the comprehensive performance which is classified as user scope (user involvement and satisfaction), operational scope (task productivity, task innovation, customer satisfaction, management control) and efficiency scope (financial performance), and to represent the relationship among the scopes by the path analysis model. Followings are conclusions from statistical hypothesis test of the model: (i) user involvement through user satisfaction has positive effect on all the performances in the operational scope, (ii) task innovation and customer satisfaction in the operational scope has statistically significant impact on financial performance but task productivity and management control do not. This conclusion indicates that task productivity and management control has the long term effect in nature, and evaluation of the information system has managerial implication when it Is measured in comprehensive performance which includes internal operational performances as well as financial performance.

  • WTO/TBT requires that, for technical regulations affecting trade, technical regulatory requirements must be specified where possible in terms of performance rather than design or descriptive characteristics. The movement which made "performance" a keyword in landscape architecture was activated in Japan, one of the leading counties in performance-based regulatory system(PBRS). The Japanese recent movement of systematization activity on performance-based standards and specifications was reviewed and operational applications for performance-based regulatory system in South Korea are summarized as follows: 1. The establishment of performance standards that can be properly evaluated by assessment indicators is necessary in cases when quantitative evaluation is difficult. 2. As a preparation for PBRS, a brief procurement system by technical proposal for the landscape design and construction is necessary. 3. As a preparation for PBRS, activation of an environmental performance evaluation on experimental construction is necessary. 4. As a preparation for PBRS, a certification system of environmental performance on various landscape construction methods is necessary. 5. The Private Finance Initiative Project is the most similar to PBRS therefore, activation of the Private Finance Initiative Project is necessary in landscape architecture projects for park rehabilitation.

The Energy and Environmental Performance of Hydrogen Fuel Cell System in Apartment Complex (공동주택 단지 적용 수소연료전지 시스템의 에너지 및 환경 성능 평가)

  • This study analyzed the central heating system and the cogeneration system among the methods of supplying energy which have application to the Hydrogen Fuel Cell system and apartment complexes for performance evaluations. Therefore, a feasibility study on the first application of this system in an apartment complexes was considered to evaluate the energy performance by the amount of fuel consumed by the system using Hydrogen Fuel Cell energy and environmental performance by the amount of greenhouse gas emissions. As a result, the Hydrogen Fuel Cell system consumes 83% of fuel while the cogeneration system consumes 81% of fuel comparison to conventional central heating system. The Hydrogen Fuel Cell and the cogeneration system produce 73%t and 70% of greenhouse gas emissions in comparison to conventional central heating system.

  • The introduction of high speed railway(KTX) in Korea after the Korean high speed train through the KTX-II of the development is being run is made. Thus the demand for the railway technology advances and high performance, Korean government promoted the development of the next-generation high speed train system(HEMU-400X). In addition to the production of train system essential element of the train through an on-line test is to evaluate the performance. Through the on-line test of the train in order to evaluate the performance test items should be selected first and need to the test procedures are required. In addition, an Overall Measuring System(OMS) to measure the performance of the train system should be established. In this study for the on-line test of the HEMU-400X test items was selected for detailed measurements and performance evaluation of a comprehensive and efficient trains to test an OMS for the development are discussed.

A Technique to Enhance Performance of Log-based Flash Memory File Systems (로그기반 플래시 메모리 파일 시스템 성능 향상 기법)

  • Flash memory adoption in the mobile devices is increasing or vanous multimedia services such as audio, videos, and games. Although the traditional research issues such as out-place update, garbage collection, and wear-leveling are important, the performance, memory usage, and fast mount issues of flash memory file system are becoming much more important than ever because flash memory capacity is rapidly increasing. In this paper, we address the problems of the existing log-based flash memory file systems analytically and propose an efficient log-based file system, which produces higher performance, less memory usage and mount time than the existing log-based file systems. Our ideas are applied to a well-known log-based flash memory file system (YAFFS2) and the performance tests are conducted by comparing our prototype with YAFFS2. The experimental results show that our prototype achieves higher performance, less system memory usage, and faster mounting than YAFFS2, which is better than JFFS2.

  • Parallel performance of a Myrinet based PC-cluster was tested and compared with a conventional Fast-Ethernet system. A preconditioned Navier-Stokes code was parallelized with domain decomposition technique, and used for the parallel performance test. Speed-up ratio was examined as a major performance parameter depending on the number of processor and the network topology. As was expected, Myrinet system shows a superior parallel performance to the Fast-Ethernet system even with a single network adpater for a dual processor SMP machine. A test for the dependency on problem size also shows that network communication speed is a crucial factor for parallelized computational fluid dynamics analysis and the Myrinet system is a plausible candidate for high performance parallel computing system.

  • This paper present a performance evaluation method for Timed Place Petri Nets modeled by Live-and-Bounded Circuits (LB-circuits) through a bottom-up approach. The method can handle the case for the nets having common resources(CR). The target system is divided into the sub-systems by disconnecting the common Transition-Transition-Path(TTP) or Place-Place-Path (PPP) between sub-systems. The common PPP pattern is classified into Parallel Common Resource (PCR) and Sequential Common Resource (SCR) in detail for handling common resources. We evaluate the performance of each divided sub-system, and calculate the sub-systems affect on the performance of the whole system. The facts are generalized as a theorem. The developed theorem are applied into the performance evaluation of an automated assembly system shown in an example. All the results are verified by simulation.
