  • IAEA has employed various types of radiation detectors - HPGe, NaI, CZT - for accountancy of nuclear material. Among them, HPGe has been mainly used in verification activities required for high accuracy. Due to its essential cooling component(a liquid-nitrogen cooling or a mechanical cooling system), it is large and heavy and needs long cooling time before use. New hand-held portable HPGe has been developed to address such problems. This paper deals with results of performance evaluation test of the new hand-held portable HPGe prototype which was used during IAEA's inspection activities. Radioactive spectra obtained with the new portable HPGe showed different characteristics depending on types and enrichments of nuclear materials inspected. Also, Gamma-rays from daughter radioisotopes in the decay series of $^{235}U$ and $^{238}U$ and characteristic x-rays from uranium were able to be remarkably separated from other peaks in the spectra. A relative error of enrichment measured by the new portable HPGe was in the range of 9 to 27%. The enrichment measurement results didn't meet partially requirement of IAEA because of a small size of a radiation sensing material. This problem might be solved through a further study. This paper discusses how to determine enrichment of nuclear material as well as how to apply the new hand-held portable HPGe to safeguard inspection. There have been few papers to deal with IAEA inspection activity in Korea to verify accountancy of nuclear material in national nuclear facilities. This paper would contribute to analyzing results of safeguards inspection. Also, it is expected that things discussed about further improvement of a radiation detector would make contribution to development of a radiation detector in the related field.

  • As guides to decision-making in the management of the victims in case of acute whole body or partial body radiation exposure, we studied the relationship between radiation dose and the frequency of chromosomal aberrations observed in peripheral lymphocytes that were irradiated in vitro with $^{60}Co\;{\gamma}-rays$ at doses ranging from 2Gy to 12Gy. The yields of cells with unstable chromosomal aberrations (dicentric chromosomes, ring chromosomes, and acentric fragment pairs) were 32% at 2Gy, 47% at 4Gy, 80% at 6Gy, 94% at 8Gy, and 100% at 10Gy and over. Ydr, which reflect average dose to the whole body in case of acute whole body exposure, were 1.373 at 2Gy, 0.669 at 4Gy, 1.734 at 6Gy, 2.773 at 8Gy, 3.746 at 10Gy and 5.454 at 12Gy. The relationship between radiation dose (D) and the frequency of dicentric plus ring chromosomes per cell(Ydr) could be expressed as $Ydr=9.322{\times}10^{-2}/Gy {\times}D+2.975{\times}10^{-2}/Gy^2{\times}D^2$. Qdr, which are used in estimating dose of partial body exposure and dose of past exposure, were 1.166 at 2Gy, 1.436 at 4Gy, 2.173 at 6Gy, 2.945 at 8Gy, 3.746 at 10Gy and 5.454 at 12Gy. To see how confidently this dosimetry system may be used, we obtained Qdr values from those who received one fraction of homogenous partial body irradiation of 1.BGy, 2.5Gy, and 7.OGy therapeutically; in vivo Qdr values were 1.109, 1.222 and 2.222 respectively. The estimated doses calculated from these in vivo Qdr values using the equation $Qdr=Ydr/(1- e^{-Ydr})$ were 1.52Gy, 2.48Gy, and 6.54Gy respectively, which were very close to the doses actually given.

  • This study examined the energy performance according to the main design parameters of a solar water heating system for an office building using the life cycle cost (LCC) optimization simulations. The LCC optimization simulations of the system were conducted with TRNSYS and GenOpt employing the Hooke-Jeeves algorithm for cases where water temperature was $60^{\circ}C$ and $50^{\circ}C$. The results showed that for water temperature at $60^{\circ}C$ and $50^{\circ}C$ the global radiation incident on the collector could be decreased by 16.98% and 28.52%, collector useful energy gain could be decreased by 15.04% and 22.59%, energy to load from storage tank could be decreased by 10.86% and 18.06% and AH energy to load could be increased by 16.86% and 38.50% respectively compared to a non-optimized system. The annual average collection efficiency of the collector was increased by 0.88% for $60^{\circ}C$ and 2.78% for $50^{\circ}C$ because of increase of collector slope and decrease of the mass flow rate per collector area. The annual average efficiency of the system was increased by 1.74% and 3.47% compared to the basis system. However, the annual solar fraction of the system was decreased by 6.68% for $60^{\circ}C$ and 11.26% for $50^{\circ}C$ due to decrease of collector area and storage tank volume.

  • In this paper, we propose the development of embedded board for integrated radiation exposure protection fireman's life-saving alarm capable of location tracking and radiation measurement. The proposed techniques consist of signal processing unit, communication unit, power unit, main control unit. Signal processing units apply shielding design, noise reduction technology and electromagnetic wave subtraction technology. The communication unit is designed to communicate using the wifi method. In the main control unit, power consumption is reduced to a minimum, and a high performance system is formed through small, high density and low heat generation. The proposed techniques are equipment operated by exposure to poor conditions, such as disaster and fire sites, so they are designed and manufactured for external appearance considering waterproof and thermal endurance. The proposed techniques were tested by an authorized testing agency to determine the effectiveness of embedded board. The waterproof grade has achieved the IP67 rating, which can maintain stable performance even when flooded with water at the disaster site due to the nature of the fireman's equipment. The operating temperature was measured in the range of -10℃ to 50℃ to cope with a wide range of environmental changes at the disaster site. The battery life was measured to be available 144 hours after a single charge to cope with emergency disasters such as a collapse accident. The maximum communication distance, including the PCB, was measured to operate at 54.2 meters, a range wider than the existing 50 meters, at a straight line with the command-and-control vehicle in the event of a disaster. Therefore, the effectiveness of embedded board for embedded board for integrated radiation exposure protection fireman's life-saving alarm has been demonstrated.

  • In order to transmute long-lived radioactive nuclides such as transuranics(TRU), Tc-99, and I- l29 in LWR spent fuel, a preliminary conceptual design study has been performed for the accelerator driven subcritical reactor system, called HYPER(Hybrid Power Extraction Reactor) The core has a hybrid neutron energy spectrum: fast and thermal neutrons for the transmutation of TRU and fission products, respectively. TRU is loaded into the HYPER core as a TRU-Zr metal form because a metal type fuel has very good compatibility with the pyre- chemical process which retains the self-protection of transuranics at all times. On the other hand, Tc-99 and I-129 are loaded as pure technetium metal and sodium iodide, respectively. Pb-Bi is chosen as a primary coolant because Pb-Bi can be a good spallation target and produce a very hard neutron energy spectrum. As a result, the HYPER system does not have any independent spallation target system. 9Cr-2WVTa is used as a window material because an advanced ferritic/martensitic steel is known to have a good performance under a highly corrosive and radiation environment. The support ratios of the HYPER system are about 4∼5 for TRU, Tc-99, and I-129. Therefore, a radiologically clean nuclear power, i.e. zero net production of TRU, Tc-99 and I-129 can be achieved by combining 4 ∼5 LWRs with one HYPER system. In addition, the HYPER system, having good proliferation resistance and high nuclear waste transmutation capability, is believed to provide a breakthrough to the spent fuel problems the nuclear industry is faced with.

  • As information processing technology develops with the trend of the times, the possibility of cyber threats to nuclear facilities is increasing. In the 2000s, there was a growing perception that cyberattacks on nuclear facilities were needed, and in fact, a cybersecurity regulatory system for nuclear power plants began to be established to prepare for cyberattacks. In Korea, in order to prepare for cyber threats, in 2013 and 2014, the Act on Protection and Radiation Disaster Prevention, Enforcement Decree, and Enforcement Rules of Nuclear Facilities, etc., and notices related to the Radioactive Disaster Prevention Act were revised. In 2015, domestic nuclear operators prepared information system security regulations for each facility in accordance with the revised laws and received approval from the Nuclear Safety Commission for implementation of information system security regulations divided into seven stages. In 2019, a special inspection for step-by-step implementation was completed, and since 2019, the cybersecurity system of operators has been continuously inspected through regular inspections. In this paper, we present some measures to build improved training to suit the steadily revised inspection of the nuclear facility cybersecurity system to counter cyber threats to the ever-evolving nuclear facilities.

  • The main purpose of this study is to analyze and examine the problems of the law systems of the safety and maintenance of nuclear facilities and to propose the improvements with respect to the related problems especialy focused on safety management of aquatic products. Therefore, the results of the paper would be helpful to build an effective management law system of safety and maintenance of nuclear facilities and fisheries products. The research methods are longitudinal and horizontal studies. This study compares domestic policies with foreign policies of nuclear plants and aquatic products. Using the above methods, examining the current system of nuclear-related laws and regulations, we have found that there exist 13 Acts including "Nuclear Safety Act", etc. Safety laws related on nuclear facilities have seven Acts including "Nuclear Safety Act", "the Act on Physical Protection and Radiological Emergency", "Radioactive waste control Act", "Act on Protective Action Guidelines against Radiation in the Natural Environment", "Special Act on Assistance to the locations of facilities for disposal low and intermediate level radioactive waste", "Korea Institute of Nuclear Safety Act". "Act on Establishment and Operation of the Nuclear Safety and Security Commission". The seven laws are composed of 119 legislations. They have 112 lower statute of eight Presidential Decrees, six Primeministrial Decrees and Ministrial Decrees, 92 administrative rules (orders), 6 legislations of local self-government aself-governing body. The concluded proposals of this paper are as follows. Firstly, we propose that the relationship between the special law and general law should be re-established. Secondly, the terms with respect to law system of safety and maintenance of nuclear plants should be redefined and specified. Thirdly, it is advisable to re-examine and re-establish the Law System for Safety and Maintenance of Nuclear Facilities. and environmental rights like the French Nuclear Safety Legislation. Lastly, inadequate legislation on the aquatic pollution damage should be re-established. It is necessary to ensure sufficient transparency as well as environmental considerations in the policy decisions of the Korean government and legislation of the National Assembly. It is necessary to further study the possibilities of accepting the implications of the French legal system as a legal system in Korea. In conclusion, the safety management of nuclear facilities is not only focused on the secondary industry and the tertiary industry centering on power generation and supply, but also on the primary industry, which is the food of the people. It is necessary to prevent damage to be foreseen. Therefore, it is judged that there should be no harm to the people caused by contaminated marine products even if the "Food Safety Law for Prevention of Radiation Pollution Damage" is enacted.

  • After the expiration of operating license of a plant, all infrastructures within the plant must be safely dismantled to the point that it no longer requires measures for radiation protection. Despite the fact that Kori 1 and Wolsong 1 are close to the expiration of their operating license, sufficient technologies for radiological characterization, decontamination and dismantling is still under development. The purpose of this study is to develop one of methods for radiological inventory assessment on measuring object by using direct measure of large component with In-Situ measurement technique. Radiological inventory was assessed by analyzing nuclide using portable gamma spectroscopy without dismantling reactor head, and the result of direct measurement was supplemented by performing indirect measurement. Radiochemical analysis were performed on surface contamination samples as well. During the study, radiological inventory of reactor vessel calculated expanding the result. Based on the result and the radioactivity variation of each radionuclides time frame for decommissioning can be decided. Thus, it is expected that during the decommissioning of plants, the result of this study will contribute to the reduction of radiation exposure to workers.

  • The present investigation aims to study the role of Pr2O3 on the structural, physical, and radiation shielding properties of a dense cadmium lead borate glass. The XRD was used to affirm the glassy amorphous structure of fabricated sample materials. Moreover, the FTIR was used to record the change in the FT-IR spectra due to the addition of Pr2O3 in the wavenumber interval between 400 and 4000 cm-1. The features of glass surfaces and the elemental analyses for the synthesized Pr2O3-reinforced cadmium lead borate glasses were performed using a SEM, supported by an energy-dispersive spectrometer. The γ-ray protection capacity was evaluated using the Monte Carlo method in a wide energy interval ranging between 0.015 and 15 MeV. The linear attenuation coefficient (LAC) at 1 MeV was reduced by a factor of 10 % from 0.372 cm-1 to 0.340 cm-1. The decrease in the LAC values negatively affected the other shielding properties such as half-value thickness and the transmission factor. Although the linear attenuation coefficient is decreased slightly with the partial substitution of CdO by Pr2O3 compound, the fabricated glass samples still have a high shielding capacity compared to the traditional commercial glasses as well as previous similar reported glasses.
