Recently drastic climate changes(e.g., extreme floods and droughts) are often taking place around the world. Even an increase in uncertainty, population, and mega cities has caused drastic changes in water recycle process. As in other countries, Korea has faced some issues relevant to water security. In response to these changes, Smart Water Grid(SWG) system combining the current water resources management with ICT (Information and Communications Technology) is considered as a new paradigm for the Korean water resources management. This study aims to explore and identify influential factors contributing to the SWG system's application to analyze the importance and role of those factors, and then to offer a policy suggestion for the successful application of the SWG system along with legislative improvements in Korea. In this study, we looked at different barriers related to the SWG application and also the complicated Korean water laws, enacted by different ministries and in order to efficiently apply the SWG system to the current Korean water resources management structures. This study employed qualitative research methods to analyze and identify the priorities of the tasks to be implemented by analyzing conditions for the SWG application, especially related to multi water sources and micro water grid, because legal and institutional measures can be more important to manage conflicts between different stakeholders once the SWG enters a phase of standardization and commercialization from its development stage.

The generation of small hydropower as compared to other different developed environmental methods produces one of the clean energies. In such manner, various application system development through IT technique is being developed for an advanced small hydropower energy resources data mining. However, existing data analysis of New & Renewable Information System for small hydropower resources application is incomplete therefore it limits expressing these information on the Web. Thus for positive usage of small hydropower resources, a more systematic and precise analysis system should be built. This study seeks to develop a map of the domestic small hydropower resources problems to further improve small hydropower resources, developed through Package Tool which can accurately evaluate a wide range of small hydropower basin in a short period of time. Small hydropower Package Tool was calculated using existing Analysis System small hydropower resources which did not provide diverse capabilities resulting to 840 standard basin classified by A and facility capacity, etc., and to assume a 40% annual capacity, expected annual electricity production was calculated. Small hydropower for the national water system of small hydropower resources potential calculated in terms of resources for the development of small hydropower will be utilized as basic data.

이 연구는 중국, 중앙아시아의 우즈베키스탄과 카자흐스탄 그리고 러시아에서 거주하는 한인 관련 한글 정보자원관리 현황을 조사하여 분석하였다. 이 결과를 토대로 한글 정보자원 현황과 정보 자원관리시스템을 구축한 것이다. 연구결과에 대한 주 내용은 1)중국, 중앙아시아와 러시아에서 한글 정보자원분포와 매체의 현황 2)한글 정보자원관리기관 현황 3)중국과 러시아의 문헌분류표 4)정보자원시스템 구축 기본계획과 시스템 구현으로 이루어졌다.

본 연구에서는 과학기술부의 21C 프론티어 사업 중 하나인 수자원의 지속적 확보기술개발사업단에서 연구 개발 중인 수자원 확보기술을 대상으로 기술평가 모형을 구축하였다. 이는 개발기술의 가치평가를 통하여 R&D가 효율적으로 사용되고 개발된 기술이 실용화 단계까지 성공적으로 갈 수 있도록 기여함에 있다. 수자원 확보기술의 성격을 반영할 수 있도록 정량적 평가뿐만 아니라 정성적 평가가 모두 가능한 2개의 계층으로 이루어진 평가틀이 구축되었다. 4개의 평가기준과 26개의 평가속성들의 가중치는 계층분석과정(AHP, Analytic Hierarchy Process)기법을 이용하여 산정되었다. 구축된 기술평가틀을 2개의 수자원 확보기술 가치평가에 적용시켜 평가틀이 어떻게 사용될 수 있는지 또한 제시하였다.

1960년대 이래로 우리나라 주요수계에는 이·치수를 목적으로 많은 댐들이 건설되어 운영되어 오고 있다. 계속 증가하는 용수수요를 충족시키기 위한 신규댐 개발이 국가 장기 수자원 개발계획에 포함되어 있어 수자원 시스템은 더욱 복잡해 질 것으로 예상된다. 이와 같은 특징은 장래 수자원 관리 정책 결정문제에서 보다 많은 대안 검토를 요구하게 되므로 이를 해결할 수 있는 합리적인 접근방법의 개발이 요구된다. 본 연구는 10여개 이상의 대구모 저수지 시스템 문제를 해결하기 위한 방법중 문제를 간략화하기 위한 시도로 중·소규모 댐에 대해서는 모의모형(HEC-5)을 적용하고 이의 결과를 대용량의 댐으로 구성된 최적화 모형(IDP)의 입력자료로 이용하여 최종적인 결과를 얻는 2단계 해석 방법을 한강유역 물수지 분석에 적용하였다. 아울러 한강수계의 기존 다목적댐과 장래 개발 계획댐을 하나의 시스템으로 구성하고 DPSA를 이용하여 유역 개념의 수자원 평가에 적용하였다.

본 연구는 교육연구기관에서 생산된 지식정보자원이 기관의 지식관리시스템으로 역할을 수행하는지 살펴보고, 국가지식관리시스템의 방안 제시를 위하여 시도되었다. 홈페이지에서 제공되는 지식정보자원을 '결과의 지식정보자원', '과정의 지식정보자원', '소통의 지식정보자원'으로 분류하고, 내용분석법을 사용하여 메타데이터의 적용 현황, 검색시스템의 구성 현황을 분석하였다. 연구결과, 홈페이지 지식정보자원 관리의 개선을 위하여 표준화된 유형별 메타데이터와 분류체계의 개발, 홈페이지가 기관 생산지식정보자원의 대외 유통 창구라는 인식 고취, 홈페이지 지식정보자원에 대한 다양한 검색기능과 지식지도 제공, 원문 획득을 위한 연계정보 제공, 조직 운영자와 홈페이지 관리자의 기관 홈페이지에 대한 지식관리시스템으로서의 인식, 모바일 환경에 적합한 데이터 크기 분할과 제공 단위의 다양화 작업, 내부 전자결재시스템과 홈페이지의 유기적인 연계 기능을 제시하였다.

본 논문에서는 다중자원(multiple resource)을 사용하는 시스템의 명세와 검증을 위한 프로세스 대수 ACSMR(Algebra of Communicating Shared Multiple Resources)을 정의한다. ACSMR은 프로세스 대수 기반의 정형기법(formal methods)인 ACSR에 다중자원의 개념을 확장한 것이다. 명세와 검증의 예로 실시간 시스템의 스케줄링 기법의 하나인 Earliest-Deadline-First(EDF)를 멀티프로세서하에서의 시스템의 행동 명세와 다중 포트를 가진 레지스터를 이용한 수퍼스칼라 프로세서의 타이밍 특성과 자원 제한을 묘사하기 위한 명세방법을 제시한다.

The paradigm of agricultural and rural policies has shifted from food production and profitability to the competitiveness of rural areas through the discovery, grants and use of the agricultural and rural resources' potential value. This study aims to discover the value of the agriculture and rural resources and intend to offer the method for discovering resources and its value as the agricultural heritage. To this end, the functions and values of the agricultural and rural resource, the criteria and procedure of Globally and Nationally Important Agricultural Heritage System which is leading institutions were investigated. The policy implications were proposed in the process and series of steps of discovery and evaluation of the pluralistic value of the agriculture and rural resources and agricultural heritage designation and management.
