Comparatie Study on the Characteristics and Development Stage of Micro Manufacturers Clusters: Focused on Apparel Sewing Clusters in Changsin and Jangwi, Seoul, Korea (소공인클러스터의 특성과 발달단계에 대한 비교연구: 서울시 창신 및 장위 의류봉제 클러스터를 중심으로)

  • The support policy of Micro manufacturers clusters should reflect the regional characteristics of Micro manufacturers clusters, but only similar policies are proposed based on the normal collection of information from related companies. Since the regional characteristics of Micro manufacturers clusters are not understood, they are not reflected in the support policy. Therefore, this study analyzed the characteristics of Micro manufacturers clusters as the formation factors of localization, networking/embeddedness, and innovation synergy/collective learning which are the characteristics of clusters, and applied the development stage based on the analyzed formation factors. Since regional characteristics may be different in the same industry, Micro manufacturers clusters in Changsin and Jangwi, which are representative clusters of apparel sewing industry in Seoul, were compared and studied in terms of regional characteristics and developmental stages. As a result of analyzing the characteristics of Apparel Sewing Micro manufacturers clusters, clusters of peers were found to be higher in Changsin than in Jangwi in localization. However, in the synergy and group learning, the Changsin area was mainly centered on designers and the Jangwi area was centered on Micro manufacturers, the Changsin area was active while the Jangwi area was passive in participating in fairs and seminars, and in sample and production. As a result of examining the two formation factors, the development stage of Micro manufacturers clusters in the two regions is progressing beyond the industrial district in the case of Micro manufacturers clusters in Changsin apparel sewing, and the Micro manufacturers clusters in the Jangwi apparel sewing are analyzed to stay in the industrial district. Innovative and long-established garment sewing clusters suggest that the government's support policy needs to reflect the characteristics and development stages of the two regions for sustainable growth.

  • Mountain destination plays a vital role in satisfying the demand of natural tourism products, provides exclusive leisure, adventure and unique cultural experience. The Himalayan region includes some of the most biologically diverse habitats on Earth as well as homes to a bewildering variety of culture. The purpose of this study is to figure out the mountain tourism as a tool of sustainable development and explore the tourism destination development strategies with case study of Himalayan area. In this study, we recognized the importance of tourism for the isolated developing communities, for which, tourism provide the way of developing its economic and society. It also generates new opportunities of employment and change the soclo-economic environment of region. The hilly terrain of the state lacks reliable transportation infrastructure, therefore tourism is the only industries to support the economy and to uplift the standard of living for the people of Himalayan region. The region has large potential in the natural and cultural based tourism. The tourism development of the state may have cultural and ecological impact in future. Therefore, the planning and successfully promoting long-term policy and developing more sustainable tourism is important.

Green Spaces in the Urban Peripheries of Metropole Regions for Sustainable Development - Focused on Berlin, Milano and Seoul - (지속가능한 발전을 위한 대도시 외연부 녹지 활용 사례연구 - 베를린, 밀라노, 서울을 대상으로 -)

  • This study focused on cases that led sustainable urban development through the construction and utilization of organic greenery systems linking green spaces of urban peripheries with metropolitan areas. To that end, Berlin - Brandenburg's regional parks in Germany and Milan's Raggi Verdi, a radial green axis project, in Italy were selected for analysis as case studies. As frameworks for this analysis, this study has established existing infrastructure accessibility and linkage, recycling and cooperative management. The results of the case study analysis are as follows: First, the specialized spatial strategy based on the individuality of the green space outside the city rather than a uniform landscape was used as the foundation of the sustainable development plan. Second, physical linkage from the center of the city to the periphery contributed to the sustainable development of the overall metropolis by improving the economic value of the surrounding area as well as ecological and environmental values. Third, the central management system was established to reduce the administrative inconvenience caused by multiple administrative districts in the green space of urban periphery. The implications of applying the above results to Seoul, Korea are as follows. First, it is necessary to establish a differentiation strategy by re-establishing the identity of a green landscape in the urban periphery, because the green spaces of Seoul's periphery are dispersed and mostly have a repetitious mountain landscape. Also, it is necessary to actively link peripheral mountains and urban green areas to create ecological value and economic value, and ultimately to help the sustainable development of the city. Finally, building an integrated management system is required to solve fragmented green space management departments in most of the urban periphery's green spaces. In conclusion, this study shows the significant possibility that the sustainable development of a metropolis can be derived from the utilization, linkage, and management of the green space in the urban peripheries, which is extraordinary compared to normal centralized urban development.

Environmental analysis and strategy to jointly host the 2027 Chungcheong Summer World University Games (2027 충청 하계세계대학경기대회 공동유치를 위한 환경분석 및 전략)

  • This study proposes a strategy to attract visitors by analyzing the justification for hosting the 2027 Summer World University Games in Chungcheong, Korea, as well as by assessing the internal and external factors to promote regional development. Using Environmental Analysis as the diagnostic approach, we focus on strength/opportunity (SO), strength/threat (ST), weakness/opportunity (WO), and weakness/threat (WT) analyses. SO analysis show that a matching strategy of mid- to long-term cooperation among the four cities and provinces in Chungcheong and development of local sports by promoting its linkages to science, and industry offer best strategic use-value. ST analysis shows that optimal infrastructure development and establishment of competition management strategies in preparation for non-face-to-face engagement make balanced regional development possible. WO analysis shows the need for rearrangement and renovation of outdated sports facilities, development of programs linked to convergence sports tourism products, efficient and strategic attraction activities, and promoting sustainable development of bed town cities. WT analysis suggests that the imbalance in regional development due to expansion of sports facilities, insufficient cultural contents in tourism, and tourism demand fluctuation are potential problems. Follow-up studies can focus on deeper analysis of the possibility and attractiveness of hosting the Summer World University Games in Chungcheong, Korea using qualitative methods such as focus group interviews and in-depth interviews with stakeholders and local residents.

  • Geotourism is an essential sector of geopark, as it stimulates sustainable development, local socioeconomic development as well as educational effects, from which geo-scientific knowledge can be communicated between the local people and the public. It is also a rapidly growing paradigm of nature-based tourism and is attractive in terms of its year-round accessibility to the sites. Passing over a decade history, it is necessary to present how it can establish a platform for further development and improvement across the country. In this regard, this study is to demonstrate how to develop geotourism model that is effectively applicable to Korean environment based on the enhancement of geotourism. We apply the general geotourism organization model to Haegeumgang in Geojedo Island in this study. Although this area is well known for its small boat tours, privately-guided-tour on the boat is insufficient in terms of delivering geological and geographical information from the geotourism perspective. Therefore, in order to develop the desirable Korean geotourism model, boat tours at Haegeumgang have to be supported professionally by the local government through the geotourism department and the partnership with the stakeholders.

  • So far, the water management have separately been accomplished by water supply, flood control, and environmental river management. In spite of sustainable policy of water resource development, flood & drought damage, poor water accident, and deterioration of river ecosystem have continuously occurred. It means that it is difficult to improve those problems with the present systems and institutions. So, it is time to discuss to change the present water management system of administrative sense into the one classified by the watershed in order to understand problems of water resource in the regional basis. First, a integration of similar branch office in organization and a work specialization should be driven in the government. Second, it is desirable to develop the water resources according to the inherent characteristics of the watershed.

Development of integrated marine monitoring network on southern coastline of Caspian sea

  • Monitoring of water surfaces through permanent measurement of hydrodynamic and meteorological data is one of the main requirements in safe and sustainable water management. The Caspian Sea, the major surface water body in Iran, significantly affects more than 600 km of urban and industrial coastline. In the present work, an integrated marine monitoring network for the entire southern coastline of the Caspian Sea was developed. The main design concerns centered on the network measuring components and data recording, checking, filtering, gap recognition, and transferring systems. Four coastal monitoring stations were assigned, along with two regional collecting stations and one central data station for gathering, checking and delivering recorded data at different access levels. Applicable guidelines on selection of measuring devices for both shallow and deep water zones are presented herein.

Ecotourism Study on the Chunsuman Bay Birdwatching Festival (생태문화관광 축제연구 : 천수만 철새 축제 사례)

  • The purposes of this study were to investigate visitors' environmental attitudes of educational tourism, environmental preservation, and regional economic benefits satisfaction through the Chunsuman Bay Birdwatching Festival. The results of this study were as follows: First, the degree of educational satisfaction was high and this festival provided environmental preservation mind for visitors and local residents as well. The festival participants had a positive attitude toward migratory birds. Especially, the residents who had negative perceptions toward migratory birds due to physical harms of agricultural crops was positively changed after visiting this festival. So there should be prepared for more strategic approaches for residents' visiting and participating this birdwatching festival. Second, while the number of tourists was increased, it did not make a practical contribution to residents' income Particularly, farmers' satisfaction was low. So there should be more strategic programs to improve residents' economic rewards for sustainable development.

Formulation of "Supporting Policy of Energy Saving Facilities" for Rural Community (에너지 절약형 농촌 지역시설 보급 지원을 위한 정책 개발 연구)

  • This paper presents the real condition and problems of rural communities, shift of social paradigm, and also discussed the results and efforts of existing energy supporting policy by literature review. The aim of this study is to suggest the new supporting policy of energy saving facilities for rural communities, and to show its necessity, framework, promotion method, and connection plan with existing policy. Based on this study, mainly three results can be drawn as follows; first, this new policy is required that not only suggestive reason such as energy crisis and social atmosphere, but also, financial support and welfare service for resident of rural area. Second, the various rural facilities including residence must be planed sustainable energy saving system by this new policy. And the third, this policy should be simultaneously adopted with rural development policy, and must drive forward that is closely connected with a related policy.

Maximising Cross-Border Labor Mobility of Seafarers in APEC region

  • Seafarers from 21 APEC economies, are not only an indispensable source of human capital for the global maritime industry, covering at least 56% of the world's seafaring population (BIMCO, 2015), but also pivotal in providing support to their economies as a major industrial pillar, specifically in developing economies where the development of skills and enhancement of labor mobility of human resources is essential in creating sustainable and inclusive regional growth. This paper examines challenges and barriers in seafarer mobility in relation to policies in APEC economies and investigates mutual collaborative actions that can be taken to address the issues identified in a coordinated and harmonised manner.
