Priority Setting for the Healthy City Program in Busan Using the Analytic Hierarchy Process (계층 분석법을 적용한 부산시 건강도시 사업의 우선순위 설정)

  • Objectives: Busan had the highest mortality and the shortest life expectancy at birth among 16 provinces in Korea in 2008 and there were considerable health inequalities within the region. This study was performed to build up a priority setting framework in Healthy City Busan project. Methods: Analytic hierarchy process was used to determine the relative priority weight for different strategic and program dimensions along with the consistency of response. An on-site workshop-based meeting (calculating importance) and online survey (calculating risk) were conducted to obtain data from 8 experts. Results: The results showed that in strategic criteria "active health promotion & diseases prevention" and "building infrastructure for the Health City project" were two most important factors. In program criteria, considering both importance and risk scores, "making a healthy community" and "building community health centers" in disadvantaged areas were a top priority group. In addition, "enacting an ordinance for the Healthy City", "building the infrastructure for health impact assessment" and "making health care safety net for vulnerable population" were also higher priorities group. Conclusions: Our findings suggest that the Healthy City project in Busan should be focused on strengthening health equity and building infrastructure for sustainability of the project.

Quantifying the seismic resilience of two tall buildings designed using Chinese and US Codes

  • With ongoing development of earthquake engineering research and the lessons learnt from a series of strong earthquakes, the seismic design concept of "resilience" has received much attention. Resilience describes the capability of a structure or a city to recover rapidly after earthquakes or other disasters. As one of the main features of urban constructions, tall buildings have greater impact on the sustainability and resilience of major cities. Therefore, it is important and timely to quantify their seismic resilience. In this work, a quantitative comparison of the seismic resilience of two tall buildings designed according to the Chinese and US seismic design codes was conducted. The prototype building, originally designed according to the US code as part of the Tall Building Initiative (TBI) Project, was redesigned in this work according to the Chinese codes under the same design conditions. Two refined nonlinear finite element (FE) models were established for both cases and their seismic responses were evaluated at different earthquake intensities, including the service level earthquake (SLE), the design-based earthquake (DBE) and the maximum considered earthquake (MCE). In addition, the collapse fragility functions of these two building models were established through incremental dynamic analysis (IDA). Based on the numerical results, the seismic resilience of both models was quantified and compared using the new-generation seismic performance assessment method proposed by FEMA P-58. The outcomes of this study indicate that the seismic resilience of the building according to the Chinese design is slightly better than that according to the US design. The conclusions drawn from this research are expected to guide further in-depth studies on improving the seismic resilience of tall buildings.

Simulation-based Yield-per-recruit Analysis of Chub Mackerel Scomber japonicus in Korean Waters (모의실험을 통한 한국 연근해 고등어(Scomber japonicus)의 가입당 생산 분석)

  • Chub mackerel Scomber japonicus is an economically important pelagic species in the western North Pacific. In the last 50 years, the annual total catch in Korean waters showed large fluctuations, ranging from 100 to $420{\times}10^3tons$. To provide a biological reference point for management of chub mackerel, we applied a simulation-based yield-per-recruit (Y/R) model that considered both temperature-dependent growth and size-dependent mortality. We estimated the fisheries yield with respect to varying biological reference points and environmental conditions, including 1) the instantaneous rate of fishing mortality (F), 2) length of fish at first capture ($L_c$), and 3) water temperature. The result of our analysis showed that the Y/R could be greatest when the $L_c$ ranges from 19-27 cm and F ranges from $1.48-2.00yr^{-1}$. Y/R increases with increased water temperature between 15 and $23^{\circ}C$. We suggest targeting an $L_c$ of 17 cm (age=0.6 years) under the assumed current of $F=0.48yr^{-1}$ for maximizing the chub mackerel harvest. Further analysis considering spawning and recruitment processes are required to provide biological reference points to ensure the sustainability of chub mackerel fisheries in Korean waters.

A Study on Factors and Measurement Methodology on Workers' Work Competence Levels for Sustainable Management in ICT Organization (ICT조직의 지속가능경영을 위한 직무전문성 측정요인과 방법)

  • Ever more so than any other times, today's corporations today face an ultimate issue of acquiring highest work expertise for their employees. However, most of current academic researches try to focus on what factors comprise an expertise while they fail to tackle the very issue of detailed numerical measurement of the expertise factors recommended improvement paths, and goals for each measured expertise level. Hence, this study suggests more objective and highly reliable identification of work competence measurement factors and the correlation among the identified factors. For details, it tries to propose a methodology of expertise measurement by developing into the definition of experts and expertise, reestablishment of expertise factors, determination of reference points of the expertise factors, and weighting of the factors. This measurement methodology finds that it itself has significant correlation with existing work competency level measurement and test tools. Therefore it is identified to justify its effectiveness. Finally, this study proposes an action point of establishing a national expertise architecture and its frameworks for various societies in general.

Preliminary Calculation of the Indicators of Sustainable Development for National Radioactive Waste Management Programs (국가 방사성폐기물 관리계획에 관한 지속가능 발전지표의 예비평가)

  • As a follow up to the Agenda 21's policy statement for safe management of radioactive waste adopted at Rio Conference held in 1992, the UN invited the LAEA to develop and implement indicators of sustainable development for the management of radioactive waste. The IAEA finalized the indicators in 2002, and is planning to calculate the member states' values of indicators in connection with operation of its Net-Enabled Waste Management Database system. In this paper, the basis for introducing the indicators into the radioactive waste management was analyzed, and calculation methodology and standard assessment procedure were simply depicted. In addition, a series of innate limitations in calculation and comparison of the indicators was analyzed. According to the proposed standard procedure, the indicators for a few major countries including Korea were calculated and compared, by use of each country's radioactive waste management framework and its practices. In addition, a series of measures increasing the values of the indicators was derived so as to enhance the sustainability of domestic radioactive waste management program.

Safety Knowledge and Changing Behavior in Agricultural Workers: an Assessment Model Applied in Central Italy

  • Background: In recent years, the interest in health and safety in the workplace has increased. Agriculture is one of the human work activities with the highest risk indexes. Studies on risk perception of agricultural workers are often referred to as specific risk factors (especially pesticides), but the risk perception plays an important role in preventing every kind of accident and occupational disease. Methods: The aim of this research is to test a new method for understanding the relation between risk perception among farmers and the main risk factors to which they are exposed. A secondary aim is to investigate the influence of training in risk perception in agriculture. The data collection was realized using a questionnaire designed to investigate the risk perception; the questionnaire was given to a sample of 119 agricultural workers in central Italy. Through the use of the "principal components analysis" it was possible to highlight and verify the latent dimensions underlying the collected data in comparison with scales of attitudes. Results: Results show that the highest percentage of strong negative attitude is among the people who have worked for more years, while farmers who have worked for fewer years have a marked positive attitude. Conclusion: The analysis of the questionnaires through the synthetic index method (Rizzi index) showed that agricultural workers involved, in particular the elderly workers, have a negative attitude towards safety; workers are hostile to safety measures if they have not attended special training courses.

University Students' Awareness of Eco-friendly Textile Fiber (친환경 섬유소재에 대한 대학생들의 인식도 연구)

  • In midst of growing interest and awareness towards sustainability and being "green", there has been increased demand for sustainable clothing. In the purpose of boosting eco-friendly textiles industry, this research was conducted by investigating environmentally-conscious clothing behavior of university students and assessing their views on eco-friendliness of fibers. Thus, their awareness on recycled polyester fiber was evaluated. The research was conducted by surveying 257 university students residing in Daejeon. The data were analyzed with descriptive statistics, factor analysis, and reliability analysis, using SPSS 19.0. The results were as follows. 1) The majority of the subjects answered "Disposing clothing in the clothing recycling container" to reduce environmental impact. 2) Six factors of eco-friendliness of fiber were extracted as reutilization, unfinishedness, economics, environment preservation, natural materials, and slow fashion by using factor analysis. 3) Subjects scored organic cotton as most eco-friendly among various fibers. Recycled polyester fiber was graded less sustainable than natural fiber, but more eco-friendly than artificial one. 4) In assessment of subject's awareness of recycled polyester fiber, they highly valued on resource-reutilization and economics, but less valued on its hygiene, thermal insulation and health-functionality.

Development of Green Building Certification Framework for Urban Neighborhood Scale Development (근린단위 녹색건축인증 평가체계 개발)

  • Green building certification is being implemented in various countries around the world for the purpose of securing sustainability and reducing energy use and carbon emissions. Korea has been implementing G-SEED, a green building certification, for buildings since 2002, but in foreign countries, the evaluation target has been expanded from buildings to neighborhood units, cities, and infrastructure. Therefore, the purpose of this study was to establish Korean green building certification system in terms of neighborhood scale. In order to make Korean certification scheme for neighborhood communities, three major international certification systems (BREEAM Communities, LEED-ND, and CASBEE-UD) were compared. Comparison was executed about definitions and goals, certification system and range, certification categories, and regulation relationship by literature review. Based on the results, the evaluation system proposal including the scope, subjects, and items for green building certification in Korea was proposed.

  • This study shows the application of sustainable water resource planning procedure developed in the previous paper. Its goal is to prevent the streamflow depletion in upstream watershed of the Anyangcheon which is a typical urban stream. The pressure-state-response model which is the framework to reflect the sustainability was applied. The composite programming which is the multilevel multicriteria decision making technique is also used in the calculation of state and evaluation index. The feasible alternatives were proposed and hydrologically analyzed by SWAT(Soil and Water Assessment Tool) and the priority ranking of alternatives were proposed based on the results of SWAT.

  • Recently, each country has been trying to promote Eco-Industrial Park (EIP) development for industrial sustainability. Technological modeling is required to realize EIP practically even though the project contains the political concerns for many companies, government, and self-governing bodies. The four main technologies of the EIP developments include energy exchange, material flow analysis, water pinch, and life cycle assessment. Material flow analysis (MFA) methodology can be utilized in EIP modeling in view of the fact that the analysis of material flows and the optimized modeling are major purposes for the technological modeling of EIP. Through MFA methodology in POHANG EIP project, how to apply MFA modeling to EIP modeling and how to utilize software for MFA modeling are shown in this research.
