Research on Development of Housing Welfare Program Satisfaction Evaluation Tool -Focusing on housing welfare programs for residents of long-term public rental housing in Seoul-

  • Purpose: The purpose of this study is to develop a satisfaction evaluation survey tool that reflects the characteristics of the program for housing welfare supported in long-term public rental housing in Seoul. Research design, data and methodology: The main research methods of the study were review of previous studies, literature review, and expert consultation. Results: First, the characteristics of each housing welfare program being promoted by Seoul City were summarized, and the characteristics were reflected in the evaluation survey tool. Second, the SERVOUAL model, a service quality model, was used to measure satisfaction with the housing welfare program and modified to suit the characteristics of the program. Third, an evaluation survey tool was constructed by dividing the evaluation tool into common questions and individual questions, and for the operation and sustainability of the housing welfare program, rather than just evaluating satisfaction, program loyalty was used as a survey item. Fourth, through expert advice, more than 10 evaluation questions for each housing welfare program were revised. Conclusions: The results of future research are expected to be used to prepare practical operation plans through annual monitoring of housing welfare programs and comparative analysis between programs.

  • Purpose: This study aims to provide a direction for restructuring resilient waterfront spaces, emphasizing the severity of water-related disasters and the significance of developing responsive urban strategies. Method: To achieve this objective, the study analyzes overseas planning and design cases based on the theoretical framework of urban resilience. The goal is to identify physical and social systemic design elements that can be applied to waterfront space planning and design of Korea. Result: The proposals from the Resilient by Design Callenge included strategies for enhancing social systems and promoting sustainability in a more systematic manner. Additionally, various physical design strategies and technologies were identified in the Sponge City projects, which aim to create a flexible urban waterfront space. Conclusion: When planning and designing Korean waterfront spaces to effectively respond to disasters, several elements should be considered, such as enhancing educational functions, expanding local resident participation, establishing a governance system, developing systematic sustainable plans, adopting ecological approaches, and implementing various low-impact development techniques.

  • In spite of the government policies and incentives to revitalize rural areas, we still have a lot of problems such as the environmental degradation in rural areas, widening gap in living conditions between urban and rural areas, and decreasing rural populations. This paper aims to suggest a new planning model for ecotourism based rural villages and develop a village revitalization plan for Jangwha-ri in Gangwha Island. The new model emphasizes sustainable development based on local indigenous resources and resident initiatives.

  • This paper attempts to solve the problems what is Making Livable City for and how to implement their scheme in the future. The purpose of this article is two. First, it is a examination of the background and main concept of Making Liviable City that was proposed last year end and compare with similar urban development strategies. Second, it is proposed direction and scheme that is workable to implement in local community level especially, throuth the participants' role for Making Livable City. It is concluded that is needed to develop indicator for Livable City, reinforcement of administrative capacity, formation of political mood for paticipation, and enactment of Act of Making Livable City. Impications are discussed for significance of mutual cooperative endeavour and partnerships between participants in decision-making.

The Alternative Policies for the Sustainable Development of New Town in Metropolitan Area, Korea -The case of Jisan.Bummul, Taegu- (대도시 신시가지의 지속가능한 개발 대안 모색 -대구시 지산.범물지구를 사례로-)

  • The purpose of this study is to evaluate the environmental sustainability of new town development in metropolitan area, Korea and derive some policy implications for sustainable urban development. The case study area selected for empirical research is Jisan Bummul new town in Taegu. In the part of theoretical review, it is considered that the urban form suitable to sustainable development of a metropolis is the type of decentralized concentration. For the decentralized concentration form, we suggest developing suburban centers with self-sufficiency within a metropolis. This strategy is to develop a few suburban centers on the outskirts of a metropolis to decentralize urban activities of the central city, and to conserve the remaining. The empirical study evaluating the environmental sustainability of new town development shows that Jisan Bummul new town generally have low environmental sustain ability, because of the policy of mass housing provisions without consideration on overall natural conditions and environmental capacity of the area. To develop a new town. we must first select the locational site with minimum possibility of the destruction of natural environment, and then it is necessary to develop new towns into compact form to minimize the destruction of the natural environment. Second, a new town should be developed into a large scale to obtain urban self-sufficiency. Third plans must be established for decentralising both industrial and residential functions of a metropolis simultaneously. As more detailed policy implications, it is suggested that the policies are needed to improve the quality of educational conditions and enhance the level of services of public transport facilities. It is also necessary to establish the comprehensive development plan that takes the adjacent developmental area into consideration, and to prepare various action plans to bring up the facilities of self-sufficiency. In the selection of the location of a new town, the adaptability of public transportation planning must be emphasized. But, to take a program for short-term mass housing provisions must be restricted.

Reframing Sustainability in Consideration of Climate Change and Natural Hazards: Focusing on the U.S. Natural Hazards Mitigation Trend and Case Analysis (기후변화시대 자연재해를 고려한 지속가능개발 개념의 재정립: 미국 방재동향 및 사례 분석을 중심으로)

  • The main purpose of this study is to reframe sustainability or sustainable development concept in the field of planning in consideration of climate change and natural hazards. The new concept is expected to provide a theoretical foundation for upcoming hazard mitigation measures addressing climate change. The first and main argument of the new concept is that environmental protection should be inclusive enough to address urban (or community) security from current natural hazards. The second is that the balance between structural and nonstructural mitigation measures is critical to cope more effectively with extreme natural hazards in the era of climate change and also with conflicts driven by three goals of sustainability--environmental protection, economic development, and social justice. The following studies, based on this new concept of sustainablity, are expected (1) to address new participation methods for the conflict resolution, (2) to explore detailed and substantive planning strategies and creative technical and institutional solutions for environmental protection, natural hazard mitigation, and conflict resolution. Two of APFM(the Associated Programme on Flood Management)'s three natural hazard risk criteria, Exposure and Vulnerability, may guide the exploration.

  • The City Complex Development and TOD originated from the Compact City are entrenched domestically. The New Urban Development such as these changes Structure of Urban space from the Automobile to the Public Transportation. Also, Transit-Oriented Development is drawing attention as sustainability because it has effects of Environment as Green growth. However, An empirical Study is insufficient about Influence Factors of Transit Oriented Development. Therefore This study sets up the Density spaced 1000m apart of Transit Oriented than the existing and did 7 Types considered of Accessibility, Complexity and Design Element according to the Factorial analysis. As a result, this study drew that (1) 'intraregional accessibility of public transit', (2) 'degree of development', 'pedestrian-friendly facility', (3) 'interzonal accessibility of public transit', (4) 'land-use of the city centre', 'complex using of rail station area', 'complementary public transit' are related 201 in number of the Subway stations according to the Multi-dimensional scaling.

On the Study of Developement for Urban Meteorological Service Technology (도시기상서비스 기술 개발에 관한 연구)

  • Urbanization of the world's population has given rise to more than 450 cities around the world with populations in excess of 1 million (megacity) and more than 25 so-called metacities with populations over 10 million (Brinkhoff, 2010). The United States today has a total resident population of more than 308,500,000 people, with 81 percent residing in cities and suburbs as of mid - 2005 (UN, 2008). Urban meteorology is the study of the physics, dynamics, and chemistry of the interactions of Earth's atmosphere and the urban built environment, and the provision of meteorological services to the populations and institutions of metropolitan areas. While the details of such services are dependent on the location and the synoptic climatology of each city, there are common themes, such as enhancing quality of life and responding to emergencies. Experience elsewhere (e.g., Shanghai, Helsinki, Tokyo, Seoul, etc.) shows urban meteorological support is a key part of an integrated or multi-hazard warning system that considers the full range of environmental challenges and provides a unified response from municipal leaders. Urban meteorology has come to require much more than observing and forecasting the weather of our cities and metropolitan areas. Forecast improvement as a function of more and better observations of various kinds and as a function of model resolution, larger ensembles, predicted probability distributions; Responses of emergency managers, government officials, and users to improved and probabilistic forecasts; Benefits of improved forecasts in reduction of loss of life, property damage, and other adverse effects. A national initiative to enhance urban meteorological services is a high-priority need for a wide variety of stakeholders, including the general, commerce and industry, and all levels of government. Some of the activities of such an initiative include: conducting basic research and development; prototyping and other activities to enable very--short and short range predictions; supporting and improving productivity and efficiency in commercial and industrial sectors; and urban planning for long term sustainability. In addition urban test-beds are an effective means for developing, testing, and fostering the necessary basic and applied meteorological and socioeconomic research, and transitioning research findings to operations. An extended, multi-year period of continuous effort, punctuated with intensive observing and forecasting periods, is envisioned.

A Study on the Type and Sense of Place of the Lighting Design of Urban Public Space (도시 공공공간 조명디자인 유형과 장소성에 관한 연구)

  • Based on the relationship between urban public space, urban lighting and the sense of place, this paper aims to analyze the lighting environment types with the sense of place and their characteristics. First, with the theory study as the research foundation, it extracts six spatial factors of public space lighting design and then analyzes 12 relevant cases on the basis. Finally, it divides the 12 cases into four types, Basic types, Storytelling, Interactive and Multi-Media and analyzes the core design factor and characteristics of various types. The results show that: first, functionality, sustainability and aesthetics are the basic factors to realize the urban public space lighting places. Second, the six cases of "Storytelling" show that the theme of specific areas, namely the exploration of "story" is conducive for lighting design to form clear and definite environment recognition. Third, for "Interactive" and "Multi-Media", the intervention of new media technology and new lighting way has made the wide expansion of urban lighting design connotation and extension. The research results show that strengthening the urban location performance by the lighting design could improve the city image, which provides the basis for the development of urban public space lighting design.

A Study on The Structure and Contents of Streetscape Design Guideline as a Tool of Residents' Participation (주민참여 도구로써 가로경관 디자인 가이드라인 구성 연구)

  • In order to create humanitarian living environment with sustainable ecological environment, urban regeneration project has been implemented recently seeking diverse methods for residents'participation stressing the process of communication with the residents changing from the existing one way planning by limited number of experts. Particularly, it is essential to develop systematic tools to promote the voluntary and positive participation of the residents because residents have to perform as the master of urban streetscape design project that requires sophisticated knowledge and experience and also because the residents have to function as sustainable maintainers and managers of their streetscape. This study intends to identify the organizational structure and major contents of design guideline as a tool to support the voluntary and positive participation of the residents in streetscape maintenance. For this purpose based on the structural system and characteristics of Chicago streetscape design guideline that was developed as tool for residents' participation, efforts were made to set up framework of design guideline for sustainable streetscape project with the users' participation with their overall understanding and trust. In detail, the author studied the resident participatory process for sustainable maintenance and management in a long term landscape project and the principle and theories of design planning for streetscape that supports the utilizing behaviors of the users, and how this information should be linked and organized to form the structure and contents of design guideline. As a tool supporting residents' participation and helping the residents perform the responsible function as sustainable maintainers and managers of their streetscape through social maturity with ontological sense of masters of their local community as they experience the gradual processes of their streetscape maintenance project, streetscape design guideline has its meaning in the efforts that tried to achieve deep participation of the residents through researches converging the two academic sectors of urban architecture and social psychology.
