우리나라의 입${\cdot}$낙찰제도는 1995년 7월에 적격심사제도를 도입하기 전까지 최저가 낙찰제를 근간으로 삼아왔으며, 평균가 낙찰제나 제한적 최저가낙찰제가 보완적으로 시행되어 왔다. 하지만 최저가 낙찰제도에 의해 공사비의 직접비 수준에도 미치지 못하는 저가투찰(덤핑)이 일반화되고 부실공사에 대한 우려가 높아지면서 평균가 낙찰제나 제한적 최저가 방식이 도입되었다. 그러나 평균가낙찰제나 제한적 최저가낙찰제가 건설업체의 기술개발 노력이나 원가절감 노력을 촉진시키지 못하는 문제점이 부각됨에 따라 또다시 경쟁원리를 내세워 최저가 낙찰제로 회귀하는 악순환이 지난 50년간 반복되고 있다. 따라서 사회 ${\cdot}$ 경제적으로 급변하는 건설 환경에 대처하고 건설 산업의 구조개편에 적극 대응하여 국내 건설엔지니어링의 경쟁력을 재고하고, Global Standard와 우리나라의 실정을 모두 충족시킬 수 있는 개선방향을 해외 사례 분석을 통해 제시하고자 한다.

2010년부터 턴키심의위원 풀 제도를 폐지하고, 상설심의위원 제도를 도입하여 현재까지 턴키입찰공사는 설계적합최적가방식, 종합평가방식으로서는 입찰가격, 설계점수조정, 가중치기준, 확정금액최상설계방식의 5가지 낙찰자 결정방식으로 선정하고 있다. 또한 낙찰자 결정방식으로서 설계심의분과위원회를 크게 중앙 지방 특별 설계자문위원회의 분과위원으로 구성하여 운영하고 있으나, 아직 로비 부담에 대해서 개선되지 못한 것은 심의위원 풀제에서 상설심의위원으로 심의 주체만 변경되었을 뿐, 턴키입찰에서 설계심의가 가지는 비중과 설계심의방식도 과거와 유사하기 때문이다. 그러므로 가격경쟁을 부분적으로 강화하여 설계점수가 낙찰을 좌우하는 풍토를 개선하고, 기술경쟁은 영업력보다 실질적인 기술력이 경쟁력을 가질 수 있도록 설계심의제도를 개선하는 것이 필요하다. 이에 이 연구는 낙찰자 결정방식의 설계심의 운영제도와 문제점 그리고 개선된 설계심의방안을 제시하였다.

2010년부터 2013년까지 낙찰자 선정방식이 설계적합 최저가방식, 종합평가방식(입찰가격 조정, 설계점수조정, 가중치기준), 확정금액 최상 설계방식으로 변경되었다. 따라서 이 연구는 국내에서 시행된 변경된 방식에 의한 토목부분 턴키 대안입찰공사의 발주현황, 건수, 수주실적, 낙찰률 범위, 공종별 발주기관별 수주실적, 가중치 낙찰자 수주실적 등의 분석을 통해 국내 낙찰자 결정방식이 건설산업에 미치는 영향, 심의 발주방식 및 운영상의 문제점을 분석하여 제시하였다.

Construction projects are fraught with risks from cost or other overruns to accidents along with other issues. This is true whether the relevant organization is an owner, general contractor, CM, specialty-trade contractor, or other entity. When cost issues or other issues confront arise, how should an organization proceed whether attempting to gain additional compensation in terms of cost/other damages or protecting the same against such claims if they do not appear to be warranted? Enter construction cost forensics. This presentation will focus on strategies/techniques with construction cost forensics in these areas in order to be successful. Covered techniques include those to develop and analyze claims including fundamental construction cost analysis techniques. When an unexpected event disrupts a construction project, using sound analytical methods to identify the cause and quantify the extent of the issue will be important for negotiating a fair result or for obtaining a successful outcome in arbitration or litigation. Key examples of uncovering issues via construction cost forensics will be covered in this presentation.

In-planned duration and cost at project closing are the two of criteria of successful project and successful project management. In Vietnam, regularly, construction projects are delayed and their costs are overrun. This research employed a questionnaire survey to elicit the causes of this situation by interviewing 87 Vietnamese construction experts. After processing data, 21 causes of delay and cost overruns appropriate with building and industrial project in construction stage were inferred and ranked. Spearman's rank correlation tests showed that there're no differences in the viewpoints between parties in project.

Since Lean Construction has been introduced as a new management approach to improve productivity in the construction industry, much research is in progress to develop lean concepts and principles for better implementation and to get results of the successful adaptation of lean ideas from manufacturing for application in the construction industry. Currently, several construction companies in the USA are starting to implement lean construction with nebulous hopes of obtaining better results from their current projects than from past projects not employing lean construction. There are many difficulties in adopting lean concepts and systems into construction projects and implementing lean construction in real construction sites. Thus, there are demands to share information how other companies implement lean construction, to identify the benefits and barriers of lean implementation in the construction fields, and finally to improve their lean implementation. This study was the first exploratory study to assess lean construction implementation on overall projects. The case studies carried out the examination of the mutual relationships of lean planning systems, organization structure, attitudes of project participants and company strategy which played major influences on successful lean implementation

과거에 시행한 심사제도는 입찰참가자격사전심사 및 기본설계평가와 가격평가로 구분하여 최종 낙찰자를 선정하였으나, 2010년 1월 1일부터 현재까지 턴키 대안입찰공사는 설계 적합 최적가 방식, 종합 평가 방식(입찰가격조정, 설계점수조정, 가중치기준), 확정금액 최상 설계 방식의 낙찰자 결정방식을 선택하고 있다. 이러한 제도적인 문제로 발주기관은 동일 유사한 공사에 대해 서로 다른 낙찰자 결정방식을 적용하고 있는 사례가 종종 있어 왔다. 그러므로 이 연구는 국내에서 시행된 토목부분 턴키 대안입찰공사 발주현황, 건수 및 수주실적, 공종별 발주기관별 수주실적, 세부방식 가중치 낙찰자 수주실적 등의 분석을 통해 국내 턴키 대안입찰공사 실정에 적합한 낙찰자 선정기준을 제시하였다.

In the current construction industry, difficulty arises in creating an adequate baseline schedule to establish a fundamental plan for construction. This presentation will present the research findings which investigated industry-recognized schedule metrics that aid in the successful implementation of said schedule. Industry organizations (Association for the Advancement of Cost Engineering, the Government Accountability Office, the Project Management Institute, and local city, state, and county government offices) provide standardized guidelines with specific metrics requirements to ensure successful implementation. However, most of those metrics are substantiated or validated in their effectiveness. The study examined the impact between these industry-recognized critical metrics and three distinct scheduling characteristics: Project Type, Project Duration, and Project Density (number of activities within a schedule). The research results showed that, among the 12 various schedules evaluated in parallel with 20 industry-recognized critical metrics, seven metrics substantially demonstrate a significant impact on a project schedule's success. Furthermore, six of the seven metrics directly correlate to at least one of the three scheduling characteristics outlined. As a result, this research has established more predictable outcomes based on impacts between three distinct project characteristics and 20 of the most discussed/researched critical scheduling metrics in the field. This allows management teams to have more confidence in establishing critical milestones and accurate turnover dates from the start of the project through its final completion.

The use of inappropriate procurement methods to deliver construction projects has long been acknowledged as a major source of poor project performance and is particularly problematic for the Libyan Construction Industry. Poor procurement method selection has been recognised as a major contributory factor to frequent time and cost overruns. This paper offers a way of selecting specific procurement methods to maximize successful project performance. The methodology involves an intensive review of relevant literature, followed by a semi-structured questionnaire survey. The key findings of the study reveal that 11 out of its 12 common selection criteria exhibit a significant contribution to one or more project performance criteria (time, cost and quality). Project clients should therefore prioritise these criteria when selecting a design-bid-build method. Knowledge of the criteria that contribute positively to project performance will also enable clients to work out, prior to and during construction, the best measures and provisions for successful project outcomes.

최근 국가의 경쟁력 확보를 위하여 사회간접자본시설에 대한 투자가 급증하고 있으나, 민간투자사업은 정부의 재정부담 증가, 잘못된 수요 예측 등 여러 측면에서 많은 문제점을 드러내고 있으며, 이러한 문제점들은 결국 민간투자사업의 확대 및 성공적 추진에 걸림돌이 되고 있다. 이러한 환경 속에서 최근의 국내 건설업계는 제한된 공공부문의 턴키와 BTL 사업을 두고 매우 치열한 수주경쟁을 벌이므로써 건설업계의 경영난을 가중시키고 있다. 더욱이, 이러한 경쟁은 업체 간의 건설원가에 대한 가격 경쟁까지 야기시키므로서 BTL사업 시 기본적으로 고려해야 할 원가의 정확한 견적, 업체의 능력, 공기 등 사업의 성공여부를 판가름하는 기본적인 검토사항마저 무시되고 있는 형편이다. 이에 본 연구는 BTL사업의 핵심성공요인과 효율적인 운영방안을 제시함으로서 국내 건설기업이 BTL 사업 참여시 합리적인 전략을 수립하는데 기초적인 자료를 제공코자 한다.
