Unit cost for asbestos removal work which have been made out at government contract award for recent three years has been reviewed and shown with table. And the cost have been compared with ones made out by two agencies, American asbestos removal specialists, government ministry for making out comparison tables. First, legal and practical work status survey have been made to determine reasonability of introducing separate contract-awarding system, as a part of ensuring reasonable unit work cost. And then, two different status have been compared and there in introduction possibility of separate contract-awarding system, it is found out. In interior removal work case, it is thought that 50% by owner, 60% unit work cost by the expert of which removal specialist think as reasonable unit cost. the results for exterior and spray work method are shown with almost same context. Impact factors for determining unit work cost such as project mount, project kind, contract-awarding method, subcontract method have been compared with parties. Removal specialist and expert group have almost same ideas for project amount which has been hightestly weighed but owner's recognition has partially lower than specialists idea. There are almost no difference of recognition between three(3) parties for project kind. Idea comparison of reasonable unit work cost for asbestos removal work between three concerned parties has been analyzed and found out that expert group do unit work cost, 65% of which removal specialists estimate, in interior tex removal. And there is almost no difference between them in exterior roof slate removal. But there is considerable difference between them that owner estimates 50% unit cost of specialist one while expert group estimate 50% of specialist idea of unit removal cost.

Research on additional indirect cost due to construction period extension in general contracts has continuously been active whereas the same for the subcontract operations has not been. In this research, we review previous research on evaluation methods for additional indirect costs which are widely being used on construction sites as well as previously proposed methods altogether, applying them to analyze model-cases for comparison. We acknowledge that this pattern for construction cost fluctuation over the construction period demonstrates an S-curve. This S-curve shaped indirect cost occurrence is then used to generate model-cases that are used throughout the research which models we applied previous evaluation methods on. Finally in pursuit of finding out some problems of evaluation methods, we came to derive a conclusion that the "Average Actual Cost Evaluation Method on Extended Duration," which, in turn, were proved to be valid for application on general contracts, was also valid for general application on subcontractor operations.

In spite of the emphasis on quality control in auto-industry, most of subcontract enterprises still lack a systematic in-process quality monitoring system for predicting the product/part quality for their customers. While their manufacturing processes have been getting automated and computer-controlled ever, there still exist many uncertain parameters and the process controls still rely on empirical works by a few skilled operators and quality experts. In this paper, a real-time product quality monitoring system for auto-manufacturing industry is presented to provide the systematic method of predicting product qualities from real-time production data. The proposed framework consists of a product quality ontology model for complex manufacturing supply chain environments, and a real-time quality prediction tool using support vector machine algorithm that enables the quality monitoring system to classify the product quality patterns from the in-process production data. A door trim production example is illustrated to verify the proposed quality prediction model.

Objective: The Korean Industrial Hygiene Association(KIHA) held a forum on "Improvement of Material Safety Data Sheets (MSDS) regulations for enhancing the effectiveness and efficiency in the field" at its 2018 Winter Conference(February 2, 2018). This article summarized the major consensus opinions developed at the forum. Methods: Since the initial implementation of the MSDS system, the contents of the system have changed and related studies have been reviewed. Before the forum, online questionnaires were developed and opinions on the effectiveness of MSDS program were collected from various strata of the occupational health field. We also summarized the key opinions of companies, trade unions, experts, and government officials as discussed at the forums. Results: A total of 265 opinions were gathered through online questionnaire surveys from safety and health managers, trade unions, government officials, and health professionals. The results of online surveys and discussions showed some differences of opinion, but it was a common perception that the current MSDS system is not working effectively in the workplace. It was considered necessary to strengthen MSDS education and to make it easier for workers to understand and deliver the necessary information. In addition, it was confirmed that the supply of and education on MSDS to small- and medium-sized enterprise workers is not being well executed. In particular, MSDS training for subcontract workers should be carried out under the responsibility of the contracting employer. Conclusions: In order for the MSDS system to serve more effectively in the field in the future, it needs to be improved in terms of the effective education and training considering the type of industry and employment.

Earnings of domestic enterprises are expected a serious damage because the lowest cost bid system and the current cost estimate system. In 2005 average successful bid rate for the lowest cost bid project is below 60%, this is not reach at the operating budget of enterprise. Many problems such as illegal construction, low price subcontract, chain enterprise loss com in to practice because of low successful bid rate. In addition earnings of the enterprises expected to be the minimum, because of enlarge execution of the current cost estimate system. This study tries to lend assistance by giving alternative for the construction enterprise by presenting the bid system, investigate and compare foreign system with domestic and analyze correlation of the lowest cost bid and the current cost estimate system.

Construction business, which is complex and long-term business, requires accurate estimation and verification in construction costs and payment procedure from project planning to the completion of construction phase. And more importantly, it is necessary to investigate and determine the risk factors related to construction costs during the entire process including design planning, construction drawings, and quantity calculating. But, currently, it is not seem to be adequate to cope with the risk and increased construction costs against the operational budget in terms of actual costs when screening and estimating the bidding cost of public apartment. Therefore, this study selected and analyzed 40 sites' report of construction completion account from 2004 to 2010 focused on the adequacy on the modification of contract and design planning and on the complication of the budget in the beginning of the project. This study deducted various risk causes and results by analyzing actual costs according to year, architectural area, region, construction cost and sale/lease classification. We could find out construction risk according to annual variation of government policy and economy, and also deducted risk items by construction characteristic according to region and architectural area. Study result, we first found out the problems of lowest price award system according to the construction costs. The weight of the cost increase risk was analyzed that subcontract and material costs are very high. Roof and tile work were analyzed highly in subcontract cost risk and reinforcing bar and cement were analyzed highly in material cost risk, among direct construction cost. Finally, this study results could be used in comparing the categories of the construction costs made by specific construction process, belonging to the construction costs, with the operational budget made in the beginning of the project that can enable to grasp unpredictable risks over the construction costs and making quantitative analysis for it through analyzing the range of fluctuation and variations led by the fluctuations in the actual construction costs.

The domestic market of CM at Risk has not been activated yet. It was analyzed duo to the fact that construction owners didn't have confidence in CM at Risk, because of the concerns regarding CM firms reliability, service, specialty, system and feasibility. Therefore, this study analyzed the problems to find the reason for declines in orders through a business diagnosis based on the Business Model Canvas(BMC) and set up the direction of business model improvement with one on one expert interviews. Additionally, we suggested the sub-activities for the business model improvements of CM at Risk service that are divided into 9 building blocks. Through this method, we determined that we would need preceding innovation activities such as good communication with customers, reinforcement of subcontract and excellence in project operations to convert the successful practice and settlement of the CM business model based in BMC. It is expected that the business model suggested from this study would contribute to improvement of CM at Risk competition and the differentiation strategy when compared with other firms. Also, it would be used a basis data to develop CM at Risk business model in the future.

Domestic dominant method in subcontract cost estimate for comprehensive program management is estimation by referencing similar cases or relying on the experience and expertise of the engaged. However, this method is not reliable due to lack of accuracy, making it harder for clients to plan and budget the program. Since budget itself is roughly estimated, it becomes a source of cost rise in the course of management due to design modifications. Therefore, the client and service providers shall calculate more accurate service cost by applying objective and scientific method in order to minimize cost rise and cost related dispute. Traditional cases, in estimating program management cost, took Top-Down approach based on precedents and experience. On the contrary, this study will categorize management structure into phases and activities, issue WBS for each phase to estimated schedule and cost for each code, and take Bottom-UP approach. By taking this approach named ICEP (Integrated Cost Estimate based on Project), Set project typical model will be developed for service cost estimating, calculate cost by applying project-specific factors. Also, by analyzing progress data and allocated management cost to complement them, more efficient construction management will take shape based on program management cost standards which reflect project-specific features.

This study analyzed the location of manufacturing industries and works' residence in Yangsan city of which large part of industries were relocated from Busan metropolitan area along the industrial suburbanization process. Through the field survey, in-depth interview, and analysis of statistical data, the study tried to describe the relocation characteristics of manufacturing industries in Yangsan city. The results of the analysis are as follows: 1. The relocation rate of manufacturing industries from Busan to Yangsan was very high in 1980s. As a result of analysis, the first prime factor on relocation was the site problem for industrial land use. But for the newly starting industries, the most important factor was the subcontract networks among industries which differed from relocated ones. 2. The industrial suburbanization process influenced on the industrial structure strongly, as the compositional weight of rubber and plastic industries in Yangsan became greater and the size of the major plants got larger. 3. The manufacturing industries in Yangsan city were widely distributed on the main national industrial districts. Also, they were diffused out to the other places beyond the boundary of industrial districts. 4. The commuting workers' residence in Busan, employed by the plants of Yangsan marked 44.5%. That confirmed the strong influence of Busan labor market.
The history of the Korean textile industry is not very long. Its growth only began from the early 1960's. Since then, its production scale and export volume have enpanded enormosly. The textile industry made a great contribution to Korea's sustained economic growth over the past three decades. While expanding rapidly, however, the Korean textile industry went through many difficulties and problems. To survive through interational competition, the textile produce were manufactured on a subcontract basis and prices were set at too low levels. Consequently the profit margins were very small. To meet international competition for the 21st century, the textile industry requires restructuring and a drastic progress has to be made in textile design and technology. To become internationally competitive, the education system for textile design must be improved. The textile schools must be equipped with better technology and facilities so that students may have a hands-on experience and acquire application skills quickly and effectively. Also students should be given an opportunity to work in the industry as an intern. In order to make all these possible, both the government and the industry must be fully supportive. Textile designing can be considered a cultural reflection. This implies that to develop the textile industry requires the elevation of the people's mind and culture. To improve textile technology and to elevate the standard of textile design, the government and the textile schools must make continued effort together.
