The Impacts of Three Sub-Policies and Sub-Strategies of Working Capital Management on Firm's Performance in Thailand

  • The objective of this study was to investigate the impacts of working capital policy and strategy on a firm's performance including profitability and market value. By applying One-Sample T-Test, working capital investment and financing policies were classified into the three sub-policies and strategies: aggressive, moderate, and conservative, unlike previous studies using two sub- policies and strategies. The results showed that the SET-listed companies in all seven industry sectors primarily adopted an aggressive working capital investment policy and a conservative working capital financing policy, so-called as moderate working capital management strategy (MWS), at 49.40%. While the firms adopted and conservative working capital management strategy (CWS), 45.70%, followed by the aggressive working capital management strategy (AWS), at 4.90%. When examining the impacts among three-sub policies and strategies on a firm's performance, it was found that the conservative working capital financing policy led to the highest profitability and market value in all industry sectors. The findings also revealed that the aggressive strategy has no impact on a firm's performance in terms of profitability and market value.

경기도 기초지자체 대기환경 관리정책 지원을 위한 선행 연구 (Preliminary Research to Support Air Quality Management Policies for Basic Local Governments in Gyeonggi-do)

  • Background: When basic local governments want to improve their air quality management policies, they need fundamental evidence, such as the effectiveness of current policies or scenario results. Objectives: The purpose of this study is to lay the groundwork for a process to calculate air pollutant reduction from basic local government air quality policies and provide numerical estimates of PM2.5 concentrations following improved policies. Methods: We calculated the amount of air pollutant reduction that can be expected in the research region based on the Gyeonggi-do Air Environment Management Implementation Plan issued in 2021 and guidelines from the Korean Ministry of Environment. The PM2.5 concentration variations were numerically simulated using the CMAQ (photochemical air quality model). Results: The research regions selected were Suwon, Ansan, Yongin, Pyeongtaek, and Hwaseong in consideration of population, air pollutant emissions, and geographical requirements. The expected reduction ratios in 2024 compared to 2018 are CO (3.0%), NOx (7.9%), VOCs (0.7%), SOx (0.1%), PM10 (2.4%), PM2.5 (6.1%), NH3 (0.05%). The reduced PM2.5 concentration ratio was highest in July and lowest in April. The expected concentration reduction of yearly mean PM2.5 in the research region is 0.12 ㎍/m3 (0.6%). Conclusions: Gyeonggi-do is now able to quickly provide air pollutant emission reduction calculations by respective policy scenario and PM2.5 simulation results, including for secondary aerosol particles. In order to provide more generalized results to basic local governments, it is necessary to conduct additional research by expanding the analysis tools and periods.

  • 이 연구는 미국 에너지 산업의 두 환경 정책 적용 아래 이산화황 농도를 평가하기 위하여 계산가능한 부분적 균형(computable partial equilibrium) 모형을 이용한다. 배출 최고한도(emission caps) 정책과 교환기능 허가(tradable allowances) 정책은 동일한 방출 총계를 산출하기 위해 선택되었다. 두 정책을 통해 상당히 다른 지역간 농도차를 확인할 수 있다. 이러한 편차는 개별 주 및 전국적으로 건강 손상의 총계로 있는 수 억의 달러의 다른 형태의 손실로 변환된다. 배출 최고한도 정책이 교환가능 허가 정책을 4억 5,200만 달러만큼 능가한다. Caps는 다른 정책보다는 8억 4,000만 달러 적은 피해를 전달하는 남서지역 중남부와 남동 국가를 선호한다. 그러나 북부와 북동 국가에 3억 9,000만 달러 더 높은 피해를 전달한다.

PROCESS OF COMMUNITY-BASED SUSTAINABLE CO2 MANAGEMENT

  • According to the United Nations Framework Convention on Climate Change (UNFCCC), many countries around the world have been concerned with reducing Greenhouse Gas (GHG) emissions. Reducing the level of building energy consumption is particularly important in bringing GHG down. Because of this, many countries including the US and the EU are enforcing energy-related policies. However, these policies are focused on management of single types of buildings such as public buildings and office buildings, instead of management on a national level. Thus, although various policies have been enforced in many countries, CO2 management on a national level is still not an area of focus. Therefore, this study proposed a community-based CO2 management process that allows government-led GHG management. The minimum unit of the community in this study is a plot, and the process consists of three steps. First, the current condition of the GHG emission was identified by plot. Second, based on the identified results, the GHG emission reduction target was distributed per plot by reflecting the weighted value according to (i) the target CO2 reduction in the buildings in the standard year, (ii) region, and (iii) building usage and size. Finally, to achieve the allocated target reduction, building energy management was executed according to the properties of the building located on each plot. It can be expected that the proposed community-based CO2 management process will enable government-level GHG management, through which environment-friendly building construction can be promoted.

시스템다이내믹스를 활용한 미세먼지 저감 정책이 미세먼지 농도와 건강에 미치는 영향 분석 (An Analysis of the Effects of Fine Dust Reduction Policies on PM10 Concentration and Health Using System Dynamics)

  • 본 연구는 시스템다이내믹스를 활용하여 미세먼지 저감 정책이 미세먼지 농도와 건강에 미치는 영향을 살펴보았다. 시스템다이내믹스는 미세먼지 발생원, 저감 정책, 미세먼지 농도, 건강영향 간의 동태적이며 순환적인 관계의 모델링을 구축할 수 있는 장점이 있다. 연구에서는 국내의 대표적 미세먼지 저감 정책인 산업부문 미세먼지 배출규제, 디젤차 규제, 전기차 확대, 공원·녹지면적 확대를 대상으로 정책 시나리오를 작성하여 현재 추세가 유지될 때와의 2030년 기준 결과를 비교하였다. 분석 결과, 전기차 지원정책은 0.21㎍/m3의 PM10 농도 저감과 494명의 순환기계 질환자 수 감소 효과가 있었으며 전국적으로 고르게 효과가 나타났다. 산업 배출량 규제 시나리오에서는 0.22㎍/m3의 가장 높은 PM10 농도가 감소하였으나 전기차 지원보다 적은 질환자 수 감소 효과(358명)가 나타났는데 이는 해당 정책이 충북 단양군, 부산 사하구 등 일부 공업지역을 중심으로 높은 미세먼지 저감 효과를 보였기 때문이다. 이러한 결과는 지역의 배출원 특성에 맞는 정책 선정의 필요성을 제시하였다.

지방정부의 지속가능도시를 위한 정책적 노력이 도시 내 CO2 배출량에 미치는 영향 - 미국 도시들을 사례로 - (Impact of municipal sustainability policy efforts on citywide CO2 emissions - Case study of cities in the USA -)

  • The purpose of this study is to analyze the impact of municipal sustainability policy efforts on citywide $CO_2$ emissions. 25 cities in the U.S.A., which offer data on $CO_2$ emissions and are included in the top 50 largest cities in the U.S.A. according to its estimated population, were selected as study cities. This study utilizes the Sustainable Cities Seriously Index of Portney and selects data for the index at the city level. For analysis, this study employs correlation analysis, and OLS regression analysis. The results show that each city has around 30 sustainability policies and emits $12.76tCO_2$ per year on average. In addition, when the number of sustainability policies increases by one, the amount of $CO_2$ per capita decreases by $0.7tCO_2$. This means that the more cities employ sustainability policies, the less $CO_2$ those cities emit. The results of this study support the idea that active efforts on behalf of municipal governments toward the development of sustainability policies are needed to handle citywide $CO_2$ emissions.

경상북도 농산물 수출지원정책의 효과와 과제 (The Effectiveness and Proposal of Agri-Food Export Subsidies in GyeongBuk)

  • This paper examines the effects of export subsidies on agricultural food exports, focusing on a case of Gyeongsangbuk-do. Using monthly data of agricultural food exports during 2007-2020 and the GLS regression analysis, we test the hypothesis whether the export subsidies would increase the exports of four major agri-food categories with three digit codes of HS such as fruits, vegetables, flowers, and mushrooms. Evidence shows that the export subsidies had statistically significant impacts on the agri-food exports except flowers. In order to test the robustness of the analysis, the agri-food export subsidies are reclassified into four sub-subsidy policies, and the analysis re-examines the effects of the sub-subsidies on agri-food exports. It shows that export policies for production stabilization, logistics, and overseas marketing promote the exports of agri-foods significantly. Alternative export policies are drawn in this study since the existing subsidies conflict with the WTO agricultural agreement.

  • Sub-region cooperation is necessary based on the condition that China-Japan-Korea free trade area has not been established. Shandong has common interests with Koreain economic and trade cooperation and it has been equipped with prominent external environment and industrial advantages in sub-region cooperation. The article discusses the advantages, the specific patterns, the cooperation contents and the matched government measures of sub-region cooperation between Shandong and Korea, with the purpose of modifying the relevant policies launched by government.

Basic reproduction number of African swine fever in wild boars (Sus scrofa) and its spatiotemporal heterogeneity in South Korea

  • Background: African swine fever (ASF) is a hemorrhagic fever occurring in wild boars (Sus scrofa) and domestic pigs. The epidemic situation of ASF in South Korean wild boars has increased the risk of ASF in domestic pig farms. Although basic reproduction number (R0) can be applied for control policies, it is challenging to estimate the R0 for ASF in wild boars due to surveillance bias, lack of wild boar population data, and the effect of ASF-positive wild boar carcass on disease dynamics. Objectives: This study was undertaken to estimate the R0 of ASF in wild boars in South Korea, and subsequently analyze the spatiotemporal heterogeneity. Methods: We detected the local transmission clusters using the spatiotemporal clustering algorithm, which was modified to incorporate the effect of ASF-positive wild boar carcass. With the assumption of exponential growth, R0 was estimated for each cluster. The temporal change of the estimates and its association with the habitat suitability of wild boar were analyzed. Results: Totally, 22 local transmission clusters were detected, showing seasonal patterns occurring in winter and spring. Mean value of R0 of each cluster was 1.54. The estimates showed a temporal increasing trend and positive association with habitat suitability of wild boar. Conclusions: The disease dynamics among wild boars seems to have worsened over time. Thus, in areas with a high elevation and suitable for wild boars, practical methods need to be contrived to ratify the control policies for wild boars.

인천항 선박 대기오염물질 배출량 산정 및 친환경 정책 효과에 대한 연구 (A Study on Calculation of Air Pollutant Emissions from ships at Incheon Port and the Effects of Eco-Friendly Policies)

  • 과거에는 대기오염에 대한 관심이 온실가스에 집중되어 있었지만, 최근 몇 년 사이 미세먼지에 대한 관심이 고조되고 있다. 언론 및 환경단체 등에서는 미세먼지에 의한 대기오염에 대해 지속적으로 강조하고 있다. 미세먼지에 대한 경각심이 높아지는 가운데 국외 유입을 제외한 국내 요인으로써 항만에서 발생되는 대기오염이 심각한 것으로 분석되고 있다. 이를 인지하고 항만에서 발생하는 대기오염을 감소기키기 위해 국내에서도 항만지역등 대기질 개선에 관한 특별법을 제정하여 항만에서 기인하는 대기오염을 억제시키려는 시도를 하고 있다. 이 법에서는 선박뿐만 아니라 차량, 하역기계 등 항만 전체에서 발생하는 대기오염물질을 규제하며, 선박과 관련한 정책으로는 ECA, VSR, AMP가 있다. 본 연구에서는 인천항을 대상으로 이러한 친환경 정책의 효과에 대해 분석하고자 하였다. 우선적으로 정책이 없을 경우를 가정하여 선박에서 발생한 대기오염물질 배출량을 산정한 후, 각각의 정책에 대한 분석과 최종적으로 모든 정책이 반영된 실제 배출량을 산정하여 비교하는 연구를 수행하였다. 유럽환경청과 미국환경보호국에서 제시하는 방법론을 이용하였으며, 분석대상 오염물질은 국립환경과학원에서 제공하는 황산화물(SOX), 일산화탄소(CO), 질소산화물(NOX), 총부유물질(TSP), 미세먼지·초미세먼지(PM10, PM2.5), 암모니아(NH3)를 대상으로 하였다. 분석결과, 모든 정책이 반영된 실제 배출량은 약 4,097톤/년으로 정책 미 반영시의 약 4,857톤/년에 비해 약 760톤/년의 배출저감 효과가 있는 것으로 분석되었다. 각 정책의 효과를 개별적으로 분석하였을때는 ECA 4,111톤/년, VSR 4,854톤/년, AMP 4,843톤의 대기오염물질 배출량이 발생하는 것으로 나타났다. 본 연구의 결과는 인천항 대기환경과 관련된 정책수립의 기초자료 및 근거자료로 사용될 수 있을 것이다.
