Defense minister of the ROK, Kim Bong-sin suggested that the ROK′s military build-up policy will change from "scenario-based" to "capability-based". Entering the 1990s the ROK′s military build-up policy met difficulties to accomplish its goal, modernizing and strengthening of its force structure and weapon systems because of limited budget. The concept of capability-based military build-up could commit a fault in estimating total amount of defense resources required for force planing. This is because that the total amount of defense resources related to force plan for the 15 years is fixed to embody military strategy. The concept of capability-based military build-up plays a role as a constraint in choosing a military strategy. This has no connection with military build-up. Therefore the resources of mid-term military build-up program and scale of annual defense budget could be affected by the situations of its national economy. In this respect, the scale of annual defense budget and resources could be changed in accordance with national economic condition, however, the total amount of resources required to build-up military force for 15 years, namely resources of military force planing requirement for 15 years, is given already for the accomplishment of military strategy. The purpose of this study is to seek a direction of the ROK′s military build-up policy in a viewpoint of capability-based military build-up.
The spatial distribution of neutron flux or reaction rate was calculated by cell or mesh tally in traditional Monte Carlo simulation. However, either cell or mesh tally leads to the increase of memory consumption and simulation time. In this paper, the function expansion tally (FET) method was developed in Reactor Monte Carlo code RMC to solve this problem. The FET method was applied to the tallies of neutron flux distributions of uranium block and PWR fuel rod models. Legendre polynomials were used in the axial direction, while Zernike polynomials were used in the radial direction. The results of flux, calculation time and memory consumption of different expansion orders were investigated, and compared with the mesh tally. Results showed that the continuous distribution of flux can be obtained by FET method. The flux distributions were consistent with that of mesh tally, while the memory consumption and simulation time can be effectively reduced. Finally, the convergence analysis of coefficients of polynomials were performed, and the selection strategy of FET order was proposed based on the statistics uncertainty of the coefficients. The proposed method can help to determine the order of FET, which was meaningful for the efficiency and accuracy of FET method.

Purpose: The purpose of this study is to look at the current status and cases of ESG at home and abroad, and through this, seek ways to activate the ESG strategy of domestic SMEs and suggest a direction. Research design, data and methodology: This study examines the current status of ESG management at home and abroad and examples of companies through related literature on ESG management and performance. Through this, the strategic direction of ESG management of domestic SMEs was presented. Results: Compared to the government and major corporations, SMEs can be said to lack ESG management activities. ESG activities include environmental activities such as carbon neutrality, waste management, eco-friendly supply chain management, establishment of safety and health processes to improve workers' environment, expansion of governance to guarantee autonomy and profitability such as fair trade, protection of social and shareholder rights such as anti-corruption, etc. should be based on Therefore, there are difficulties in ESG activities of SMEs that lack funds and manpower. Conclusions: Compared to the government and major corporations, SMEs can be said to lack ESG management activities However, it will be possible to establish and implement ESG management strategies based on the strengths of SMEs and the characteristics of each company.
Background: Despite fall prevention strategies suggested by researchers, falls are still a major health concern in older adults. Understanding factors that differentiate successful versus unsuccessful balance recovery may help improve the prevention strategies. Objects: The purpose of this review was to identify biomechanical factors that differentiate successful versus unsuccessful balance recovery in the event of a fall. Methods: The literature was searched through Google Scholar and PubMed. The following keywords were used: 'falls,' 'protective response,' 'protective strategy,' 'automated postural response,' 'slips,' 'trips,' 'stepping strategy,' 'muscle activity,' 'balance recovery,' 'successful balance recovery,' and 'failed balance recovery.' Results: A total of 64 articles were found and reviewed. Most of studies included in this review suggested that kinematics during a fall was important to recover balance successfully. To be successful, appropriate movements were required, which governed by several things depending on the direction and characteristics of the fall. Studies also suggested that lower limb muscle activity and joint moments were important for successful balance recovery. Other factors associated with successful balance recovery included fall direction, age, appropriate protective strategy, overall health, comorbidity, gait speed, sex and anticipation of the fall. Conclusion: This review discusses biomechanical factors related to successful versus unsuccessful balance recovery to help understand falls. Our review should help guide future research, or improve prevention strategies in the area of fall and injuries in older adults.

Recently, the development of aerospace and automobile industries brought new technological challenges, related to the growing complexity of products and new geometry models. High speed machining using 5-Axis milling machine is widely used for 3D sculptured surface parts. 5-axis milling of turbine blade generates the vibration, deflection and twisting caused from thin and cantilever shape. So, the surface roughness and the waviness of workpiece are not good. In this paper, The effects of cutter orientation and lead/tilt angle in 5-Axis high speed ball end-milling of turbine blade were investigated to improve the geometric accuracy and surface integrity. The experiments were performed at lead/tilt angle $15^{\circ}$ of workpiece with four cutter directions such as horizontal outward, horizontal inward, vertical outward, and vertical inward. Workpiece deflection, surface roughness and machined surface were measured with various cutter orientations such as cutting direction, and lead/tilt angle. The results show that when 5-axis machining of turbine blade, the best cutting strategy is horizontal inward direction with tilt angle. As we enter a high industrial society that widens the gap between the rich and poor, demand for the security services has grown explosively. With the growth in quantitative expansion of security services, people have also placed increased requirements on more sophisticated and diversified security services. Consequently, market outlook for private security services industry is positive. However, Korea's private security services companies are experiencing difficulties in finding a direction to capture this new market opportunity due to their small sizes and lack of management-strategic thinking skills. Therefore, we intend to offer a direction of development for our private security services industry using a management-strategy theory and the Analytic Hierarchy Process(AHP), a structured decision-making method. A resource-based theory is one of the important management strategy theories. It explains that a company's overall performance is primarily determined by its competitive resources. Using this theory, we could analyze a company's unique resources and core competencies and set a strategic direction for the company accordingly. The usefulness and validity of this theory has been demonstrated as it has often been subject to empirical verification since 1990s. Based on this theory, we outlined a set of basic procedures to establish a management strategy for the private security services companies. We also used the AHP method to identify competitive resources, core competencies, and strategies from private security services companies in contrast with public companies. The AHP method is a technique that can be used in the decision making process by quantifying experts' knowledge and unstructured problems. This is a verified method that has been used in the management decision making in the corporate environment as well as for the various academic studies. In order to perform this method, we gathered data from 11 experts from academic, industrial, and research sectors and drew distinctive resources, competencies, and strategic direction for private security services companies vis-a-vis public organizations. Through this process, we came to the conclusion that private security services companies generally have intangible resources as their distinctive resources compared with public organization. Among those intangible resources, relational resources, customer information, and technologies were analyzed as important. In contrast, tangible resources such as equipment, funds, distribution channels are found to be relatively scarce. We also found the competencies in sales and marketing and new product development as core competencies. We chose a concentration strategy focusing on a particular market segment as a strategic direction considering these resources and competencies of private security services companies. A concentration strategy is the right fit for smaller companies as a strategy to allow them to focus all of their efforts on target customers in a single segment. Thus, private security services companies would face the important tasks such as developing a new market and appropriate products for such market segment and continuing marketing activities to manage their customers. Additionally, continuous recruitment is required to facilitate the effective use of human resources in order to strengthen their marketing competency in a long term.
The cruise industry is a future-oriented convergence industry based on tourism and shipping, and has attracted great attention not only in the global market but also in Korea. The rapid growth of Asian cruise population, especially in China, has had a considerable impact on both the global market as well as the Korean market. With the recent THAAD problem, the need for diversification of the market has been raised as the entry of cruise tourists from China has been greatly reduced. It is also time for a more systematic and comprehensive development strategy ahead of the opening of the new cruise terminal. This study draws out the problems based on the interviews with experts such as prefectures, travel agencies, and related organizations, as well as analyzing literature on domestic and overseas government plans, policy reports, and research data. Then, the SWOT analysis is used to develop the development strategy and explore the policy support direction. The research scope can be extended to sustainable development model through wider linkage of mid to long term strategy and policy.

The work environment that produces and preserves records is changing in the digital transformation era, going beyond the new technologies of the Fourth Industrial Revolution. The electronic records management strategy in the archives must be prepared according to the technology, policy, and environmental changes related to overall records management of the era. Based on this, the basic environment in which the public can access records can be created by preserving the value of records. This study analyzes the direction of changes and strategies of records management in the digital environment and the direction of electronic records management strategies of the National Archives & Records Administration (NARA) in the United States, the National Archives of Australia (NAA), and the National Archives of Korea (NAK). Based on the analysis, the study suggests policies, facilities, and personnel elements as the core of the national electronic records management strategy and direction in the digital era.
In this paper, we propose the adaptive Odd/Even Multi-shell Median Filter(adaptive O/E MMF) to improve the defect that Modified Multi-shell Median Filter(MMMF) can not recover missing lines of vertical and cross direction. This filter uses odd/even multi-shells and new proposed threshold strategy The performance of the proposed filter is evaluated over image 'airfield 'by using MATLAB. As the proposed threshold strategy eliminate the number of redundant replacement, it suppresses impulse noise and recovers missing lines.
