The purpose of this study was to investigate the influences of work-family conciliation strategies on work-family conflict and enrichment in dual-earner couples who live in Daegu with children. The subjects of this study were 176 dual-earner couples, who have under 16 youngest children and work over 15 hours each week. The research tool was questionnaires. For data analysis, factor analysis, Cronbach ${\alpha}$, paired t-test and multiple regression were performed. The main results of this study were as following. First, there were significant differences in management and planning skill strategy, work-family conflict and enrichment according to gender. Second, positive attitudes strategy toward multiple responsibilities, wives use, had an influence on work${\rightarrow}$family conflict in wives. Also, partner coping, management and planning skill, and positive attitudes strategy, wives use, and management and planning skill strategy, husbands use, had an influence on family${\rightarrow}$work conflict in wives. And management and planning skill and professional adjustment strategy, husbands use, had an influence on family${\rightarrow}$work conflict in husbands. work-family conciliation strategies had no influence on work${\rightarrow}$family conflict. Third, positive attitudes strategy toward multiple responsibilities, wives use, had an influence on work${\rightarrow}$family enrichment in wives. Also, partner coping strategy, wives use, and management and planning skill strategy, husbands use, had an influence on family${\rightarrow}$work enrichment in wives. And positive attitudes strategy toward multiple responsibilities, husbands use, had an influence on work${\rightarrow}$family enrichment in husbands. Also management and planning skill strategy, wives use, and partner coping, professional adjustment and management and planning skill strategy had an influence on family${\rightarrow}$work enrichment in husbands.

Information strategy planning(ISP) is an analysis of the organization's work, information flow, and current information systems, and planning information structures to achieve organizational strategies and objectives. In addition to the systematic promotion of the information sector in the public sector, the government is required to establish an information strategy plan in order to enhance the efficiency of the information sector. However, there are many cases in which the IT project budget is reflected without establishing the information strategy planning. The purpose of this study is to clarify the criteria for establishing the information strategy planning in order to enhance the effectiveness of the information strategy planning. For this purpose, we set up a judgment model for Information strategy planning through expert group review (FGI) and conducted questionnaires on public sector experts. In addition, we proposed a project to establish an information strategy planning and an exceptional project based on the size of iinformatization project and characteristics of informatization project.

Many economic development practitioners view cluster theory and analysis as constituting a general approach to strategy making in economic development, which may lead them to prioritize policy and planning interventions that cannot address the actual development challenges in their cities and regions. This paper discusses the distinction between strategy formation and strategic planning, where the latter is the programming of development strategies that are identified through a blend of experience, intuition, and analysis. Cluster theories and analytical tools can provide useful informational inputs into a strategy making effort and they can also be helpful for programming specific interventions (i.e., strategic planning). However, they should not be used as the exclusive or even predominant framework for filtering information about the competitive advantages of a region or for formulating strategy. To do so forces strategy making into a conceptual box defined by only one highly stylized theory of regional growth and development.

Korean local governments have been planning for u-City construction with great efforts. Such efforts are needed in order to reflect the urban characteristics of each city, to promote local economic growth, and to have a sustainable operation model. Thus it is critical at an earlier stage to set a strategic direction based on urban environment analysis, which will lead to a feasible implementation of u-City. This paper derives issues and suggests improvement methods based on a case study on the USPs (u-City Strategy Planning's) of ten local governments. It is expected that the improvement methods will greatly reduce risks involved in u-City construction and contribute to better provided local-specific u-services.

Information strategy planning (ISP) pursues alignment of business strategy and IT (Information Technology) strategy as well as derivation of feasible and valuable IT projects. However, conventional ISP methodology hardly obtains the objectives because of its intrinsic shortcomings. Diverse ways are proposed for the improvement of the conventional methodology including, for example, combination of EA (Enterprise Architecture) with ISP. Meanwhile, six-sigma methodology which is characterized by quantification, scientific and systematic approach, customer orientation, process orientation has been gaining considerable attention and extending its application scope continuously. In this paper, an innovative ISP methodology is proposed by decomposing activities, methods, and tasks from conventional ISP process and reorganizing them into DMADOV six-sigma framework. In addition, the usefulness and applicability of the newly proposed methodology are provided using an electronics company example. The methodology enhance the possibility of producing future oriented and beneficial IT projects by associating IT strategy and the projects in the form of quantified causal relationship. Besides, it can also increase the objectivity of IT vision and strategy.

To strengthen competences, most of firms have co-operated with external partners. This increases the possibility of unexpected conflicts between firms due to the intellectual property litigation. A suitable intellectual property strategy for firms has to be developed to settle this issue. This study aims to analyze an utilization of intellectual property strategy in firms, and tries to suggest a concept of IP roadmap to support intellectual property strategy planning aligned with technology planning process. For the purposes, we derive five types of intellectual property strategy of firms using Korea Innovation Survey. Then, we explore significant affecting factors using a decision-tree and conduct in-depth analysis for them. Lastly, we suggest a concept of IP roadmap, which can be a supporting tool for developing intellectual property strategy in firms, based on analysis results.

The directions and tasks of rural planning system can be accessed by the three view points of planning theory that are value formation, mean identification and effectuation. As today's Information Technology (IT) becomes more global and specialized the importance of Information Technology Architecture (ITA). Based on the case study of e-commerce, this paper presents a systematic approach to Information Strategy Planning (ISP) with ITA. To implementation of strategic approach, ITA is developed to establish e-commerce projects. It is believed that the Chief Information Officer (CIO) will be more receptive to results that include ISP and ITA are combined simultaneously.

This paper articulates the STI strategy development principles and methodologies that have been elaborated through iterative processes of STI strategy development cases for the past ten years. The consultation cases include poverty traps in Nepal and Laos, African health challenges in Nigeria and Tanzania, and ASEAN global challenges in Indonesian Water, Vietnamese Green Energy, and Filipino Food, in partnership with some multilateral agencies.The iterative elaboration process has continued with consultation activities on Thailand and on Cambodia, Laos and Myanmar in planning partnership with Thailand. The principles were originally conceptualized from the benchmarking process of the Korean STI development experience. They were further incorporated as methodologies with which relevant planning bodies are guided to address individual and regional challenges through science, technology and innovation strategies. The methodologies are strong in providing plausible holistic perspective scenarios by which various stakeholders can be engaged in the planning and implementation process. But it is heuristic in nature and can be learned only through on-the-job training process. This is the structural limitation for scaling up.

Value of rural amenity resources scattered in rural area is difficult to be assessed isolatedly. Rural Amenity Resources Map (RARM) is developed for assessing rural resources based on specific territory. In the developing process, knowledge based system is oriented because rural amenity is differed from personal feeling. Possible decision trees in RARM are developed in reviewing process of previous GIS based decision support systems, and information strategy planning is constructed for achieving goals such as rural tourism, down shifting, and rural investment.
