An International Trend for an E-Navigation and Its Implementation Plan (E-Navigation의 국제동향과 구현방향)

  • This paper proposes an international trend and its implementation for an E-Navigation that can utilize of existing and new navigation tools, in particular electronic tools, in a holistic and systematic manner. IMO develops a broad strategy for incorporating the use of new technologies in a structured way to ensure that their use is compliant with the various electronic navigational and communication technologies and services that are already available. Implementation of this new strategic vision might require modifications to working methods and navigational tools, such as chats, bridge display equipment, electronic aids to navigation, communications and shore infrastructure. E-Navigation will reduce navigational accidents errors and failures by developing standards an accurate and cost effective system.

  • This paper focuses on the economic effects of local loop unbundling under some contract theories. Local loop unbundling is considered as a means of achieving competition in telecommunications industry. Although there are potentially significant economic benefits to be gained from competitive local loop provision, some arguments against the implementation of local loop unbundling are coincident. we propose that both optimal contracts between contract partners in local loop unbundling market exit and strategic commitment be important in evaluating the economic effects of local loop unbundling.

  • This paper proposes policies for developing ICT ecosystems so that Korean ICT companies can have a competitive power under the changing ICT industry environment. It analyzes the changes of user characteristics, their consumption trends and ICT industry environment. It also examines problems of domestic ICT industry and overseas ICT policies. In addition, it investigates the ICT ecosystem strategies of Google and Apple based on the theory of business ecosystem. This study suggests government policies for establishing a smart ecosystem, incubating a strategic ecosystem, and maintaining a sustainable ecosystem. The findings of this study provide additional insights and guidelines for policy makers to develop effective ICT ecosystems.

  • RFID is a technique that plays an important role in identifying and tracking the movement of objects by inserting small chips in objects. It is somewhat similar to bar codes from the various points of applications, but is hopefully considered to lead to tremendous development by solving the present drawbacks of bar codes such as slow identification. Speed, low rate of identification, limitation on the distance of identification and on the amount of saving capacity. Through the development of RFID technique, revolutionary growth is anticipated in the area of logistics and commodity distributional systems. Futhermore, the self processing RFID makes the communications between man and objects possible, and through which introduction of ubiquitous atmosphere will be accelerated. Therefore RFID is considered as one of the most attracting area of investment by developed countries as well as Korea. In this paper, we analyze the world wide tendency on RFID, and propose the conditions for activating RFID industry and also suggest directions for national strategy for diffusing RFID.

Structural Analysis and Implications of Mobile Service Industry (모바일 서비스 산업의 구조적 분석과 시사점)

  • Recently mobile service industry has grown very rapidly. In this paper, I investigated the changes in mobile service industry as well as new direction of human life in future global society. Under these changing market conditions, competition has been also changed into global and ecological competition. But compared to the platform initiatives and ecological strategies of global companies, Korean companies' vision of building ecosystems is still unclear. New directions of mobile service industry are smart phone oriented open market, UCC, QPS and cloud computing. As such, I investigate the structure of mobile service ecosystem in order to gain strategic implications and insights in this paper.

  • This paper aims at identifying the desirable R'||'&'||'D life cycle related to government-industry cooperative R'||'&'||'D. It is based on a case study associated with the relationship between cooperation and cooperation in information in information communications sector. It presents three types of R'||'&'||'D life cycle to achieve a technological enhancement as high as possible with limited resources. The first case of R'||'&'||'D project is of "advanced type". In the generic technology phase, government takes a leading role jointly in R'||'&'||'D activities, but, in after the applied research phase, the domestic firms take the lead. This kind of cooperation can be made when competition between domestic firms is highly intense, and the technological knowledges of participating firms are at internationally competitive levels. The second type of "less-advanced type"; the firms of a country(more often a small country) lag behind in technology level, and the penetration of foreign firms in the market is limited. In this case, government takes full charge of R'||'&'||'D activities up to the applied research phase, due to the low technology level and insufficient financial resources of private firms. Lastly, this paper presents and R'||'&'||'D life cycle of "strategic" type. This applies to the case in which domestic firm with less financial resources make an attempt to increase their technological knowledges while the government, in turn, contributes to strengthen the international competitiveness of domestic industry.

A Study on Determinant Factors of the Joint Technology Development Project Performance between SMEs and Universities (중소기업과 대학 간의 산학 공동기술개발 성과의 결정요인에 대한 연구)

  • The purpose of this research investigates the determinant factors of the joint technology development project performance between SMEs and universities. Reviewing existing papers we could categorize independent variables into three groups of partner characteristics, process management variables and relationship characteristics between partners. Three measures of satisfaction with the cooperation result, the intention of continuing relationship and the utilization of developed technology and product were used as dependent variable considering that we studied the joint projects of SMEs' involvement, short period and small scale. The data was collected by questionnaire survey mailed to the 1082 SMEs and university professors which executed the joint projects sponsored by Small Business Administration in 2009. We received 200 responses from SMEs, and 305 cases from professors among which 55 responses of each partner were on the same project. We analyzed the data sets individually, data of SMEs and that of universities with multiple regression analysis technique and also analyzed the common responses of 55 projects. Analysis results of the data from SMEs indicated that partners' expertise, facilities and equipment, communications, strategic importance, and trust were significant variables for the project performance. Analysis results of the data from universities showed that previous links, definition of objectives, strategic importance, trust and commitment were significant variables. Analysis results of combined data of 55 projects from SMEs and universities indicated that facilities and equipment, project management proficiency and commitment were significant variables.

An Empirical Study on the Strategy and Implications of M&A in Korea IT companies (한국 IT 기업의 M&A 전략과 시사점)

  • The purpose of this study is to analyze the effects of mergers and acquisitions of domestic IT companies on strategic aspects of internal capacity enhancement. Empirical analysis applied to this study analyzed the business performance in the market through the merger of Daum Communications and Kakao Group. After Daum pursued the merger with Kakao, it showed that the platform business of kakao is expanding to the domain of the existing portal site. The merger was completed, and the total value of the stocks went up to the highest level, but soon its value declined. The merger shows that the growth potential of the enterprise is temporarily declining, which seems to be the internal cost of the merger. Even in the case of profitability, the merger did not show positive results. In the case of stability, the expectation due to the merger was reflected and slightly increased. The following two companies were interested in the kakao when they viewed the merger through a chronological analysis. However, after the merger, the interest of the next kakao was similar. This is seen as a result of the expansion of kakao's diverse platform business rather than the following search sites. From the results of this study, it is suggested that domestic IT companies should approach by analyzing the strategic factors that generate synergy when pursuing M & A to strengthen their resources or capabilities.

A Cross-National Study on the Relationship of Service Quality, Customer Satisfaction and Customer Loyalty in Mobile Telecommunication Services (서비스 품질, 고객만족, 고객충성도의 관계에 관한 국가 간 비교 연구: 한국과 중국의 이동 통신서비스를 중심으로)

  • This research aimed to do an empirical study, by comparing the relationships of service quality, customer satisfaction and customer loyalty in mobile telecommunications between Korea and China which possess different growth phases. For this purpose, six factors in service quality, customer satisfaction and customer loyalty have been under a regression analysis to verify the causal relationship. The key findings of this study are as follows. Both Korea and China showed the causal relationship between customer satisfaction and customer loyalty; the service support which applies as the core services, have been found to be the most important factors in customer satisfaction and customer loyalty. And this study has been able to establish strategic views on reinforcing customer bases in mobile telecommunication service markets in both countries.

A Study on Influencing factors and strategic market segmentation for diffusing ATCA based network equipments (ATCA 기반 통신 장비의 수요 요인 분석 및 도입 전략에 관한 연구)

  • This paper aims to find influencing factors for firms to adopt network equipments which based on Advanced Telecom Computing Architecture (ATCA). ATCA suggests a standardized specification for telecom equipments design. This new paradigm of developing network equipment provides benefits for network equipment manufacturers by reducing development time for new equipments with lower CapEx and OpEx. It also deliver oportunities for telecom services providers to exploit or test new services by replacing or upgrading part of total system with modular based network equipments. The research model basically depends on various researches based on Rogers' Innovation and Diffusion theory and it is verified through an empirical study for ninety-one domestic forms. Binary logistic regression was conducted to find the relationship between purchase intention and factors affecting new technology adoption. As a result, two factors such as scalability and cost/benefit effectiveness of the new system were statistically significant. Cluster analysis followed with those two variables. This helps TEMs (Telecom Equipments Manufacturers) get some implications on timing and target customers for diffusing the ATCA based technologies in the market.
