A Comparative Research of Assessment System Development for Low Carbon and Sustainable Neighborhood (친환경 근린주구 인증제도 개발을 위한 국내외 인증제도 비교연구 : 탄소를 중심으로)

  • Recently, as the concern over environmental problem has been serious all over the world, carbon has become a key issue to mitigate the problem. In the field of Architecture, various sustainable assessment systems and LCCO2 assessment strategies have been developed, guiding low carbon building while planning. However, assessment system for low carbon neighborhood, which can be more efficient strategy, is still in the stage of research. In this paper, as a research for low carbon assessment system and planning guideline for neighborhood, scope meeting domestic condition has been set and sustainable assessment system for neighborhood, which is similar to low carbon concept, have been compared. LEED-Neighborhood Development, BREEAM-Communities, CASBEE-Urban Development, and GBCC-Apartment Houses were used for comparison. As a result, it is found that those systems has many differences in judging system, aggregating method, scope of evaluation, and relations with a building assessment system. The concern about carbon is not insufficient yet. Finally, assessment system for low carbon neighborhood, which is not only for establishing the plan, but also for giving guideline at the very first state of the plan, should be developed as fast as passible. With the result of this paper, establishment of assessment criteria and the way to measure quantitative $CO_2$ should be studied forward.

  • Reliability assessment of power systems has been an important topic for the past several decades. It is becoming even more important nowadays as the power market moves toward a new competitive environment. This paper deals with two topics on reliability assessment. The first is how to select probability distributions and determine their parameters to model the probabilistic events in a power system. The second is how to consider restorative actions in the assessment, which directly influence reliability indices. This paper proposes simple but convincing alternative solutions on the two topics. In the case study, this paper shows the influences of the probability distributions that are used in power system modeling.

  • 'Navigable airspace' means an airspace at and above the minimum safe flight level, including airspace or flight procedures needed for safe takeoff and landing. Airspace may be established as needed and may be abolished, and in some cases may be limited to airspace management. These are absolutely based on risk assessment. Safety is the state in which the risk of harm to persons or of property damage is reduced to, and maintained at or below, an acceptable level through a continuing process of hazard identification and risk management. 'Risk' is the assessed potential for adverse consequences resulting from a hazard and 'Risk assessment' involves consideration of both the frequency and the severity of any adverse consequence. This paper proposed 'risk assessment procedure' for the structural changes of Navigable Airspaces through literature reviews relevant to manuals on airspace management and risk management.

  • This study develops practical models and methods for the assessment of safety and capacity rating of existing P.C. girder bridges based on the reliability methods. One of the main objectives of the study is to propose a practical but realistic limit state model for safety assessment and LRFR rating criteria, which explicitly incorporates the degree of deterioration and damage as well as actual condition of P.C. girder bridges in terms of the damage factor and the response ratio. The damage factor proposed in the paper is defined as the ratio of the current estimated stiffness to the intact base-line stiffness of a member. Based on the observation and the results of applications to existing bridges, it may be concluded that the proposed methods for the assessment and capacity rating models, which explicitly account for the uncertainties and effects of degree of deterioration or damage, provide more realistic and consistent safety-assessment and capacity rating.

The real state of the learning achievement assessment of the basic curriculum of the special education for referring learning and growing of children (배움·성장 평가를 위한 특수교육 기본교육과정 학업성취도 평가 실태)

  • This study researches and analyses the state of the learning achievement assessment of the basic curriculum of the special education in the viewpoint of the individualized education pursuing for the learning and growing of each person, and discusses the political plan for support on the basis of the results. The object of study was 129 special school teachers working in B metropolitan city applying for the basic curriculum. For the measurement, the tool developed by the examination of FGI and the specialist on the basis of test research related to the evaluation tools of the learning achievement assessment for the special education was used. As the result of analysing the real state, to evaluate the individual learning and growing in the aspect of the plan, criteria, period of the evaluation, the special education teachers were approaching in detailed and precise quality, and guiding and using the evaluation results in the various ways in the prospective of the curriculum. The recognition on the sub-element in the each area of the measurement tools showed the difference by gender, age, career, academic achievement, school class, foundation type. On the basis of the results of the real state, as the political support plan, some advice were proposed, which were the expansion of the autonomy of making the curriculum achievement standard and the evaluation system, improving the field and system of the learning achievement assessment, establishing the support system to strengthen the evaluation competences in accord with the teachers' background variables, etc.

The Current State and Prospects of Peer Assessment (동료평가의 현황과 전망)

  • Peer assessment in educational setting, refers to activities in which students provide grades or comments on other students' accomplishments such as writing, presentation, or performances. In case of writing, peer assessment can allow instructors to give out more writing assignments, which were often avoided because of the burden of grading. Moreover, grading other students' writing can enhance learning by having students participate in the assessment process. This review will introduce major peer assessment systems and results from empirical studies on peer assessment, examine obstacles to its more wide-spread use, and discuss topics for further research. We hope this paper will facilitate further studies and use of peer assessment in actual educational settings, and eventually lead to many changes in assessment and teaching in Korea.

  • Since 2015, the Health Insurance Review and Assessment Service (HIRA) has performed annual qualitative assessments of asthma management provided by all medical institutions that care for asthma patients in Korea. According to the third report of qualitative assessment of asthma management in 2017, the assessment appears to have contributed to improving the quality of asthma care provided by medical institutions, especially primary clinics. However, there is still a gap between the ideal goals of asthma management and actual health care policies/regulations in real clinical settings, which leads to the state of standstill with respect to the quality of asthma management despite considerable efforts such as the qualitative assessment of asthma management by national agencies such as the HIRA. At this point, a harmonized approach is needed to raise the level of asthma management among several components including medical policies, efforts of academic associations such as education and distribution of the guideline for management, and reliable financial support by the government.

A Study on the National and International Research Trend of Biodiversity Assessment method and Its Application of Environmental Impact Assessment (생물다양성 평가기법의 국내외 연구동향 분석 및 환경영향평가 적용가능성에 대한 연구)

  • Biodiversity is a key element of ecosystem of which function provides essential product and service in human life. In the course since development projects often causes damages to biodiversity, environmental impact assessment technique must be capable of accurately assessing potential impact from flora and fauna and to entire ecosystem. Korea needs improvement of its assessment technique that is compatible with Korean environmental regulatory standard that is generally stricter than that of most countries. This study attempts to explore both domestic and overseas biodiversity assessment techniques and analyze each stage of environmental impact assessment. The data is collected from numbers of literatures selected by navigating both domestic and overseas literature database with certain keywords. Among the 44 selected papers, overseas publications outnumber those of domestics, and there are more researches on assessment methodology of biodiversity than assessment tool and model. In terms of environmental impact assessment, the number of papers on environmental impact forecast exceeds the numbers of papers on current state of environment and the impact minimizing solution. Therefore, contents and trends of those researches in the different stages of environmental impact assessment discussed in this paper not only suggest potential impact on biodiversity and minimization solutions in detail, but is also a valuable resource particularly for biodiversity relevant environmental assessment technique improvement in Korea. Proposing of a new direction of improvement in biodiversity assessment techniques makes this study significant, and further research for preservation of biodiversity should follow up to provide an improvement scheme for biodiversity assessment techniques in the future.

Prognostic Value of Vascular Endothelial Growth Factor Expression in Resected Gastric Cancer

  • Background and Aims: Vascular endothelial growth factor (VEGF) is a potential prognostic biomarker for patients with resected gastric cancer. However, its role remains controversial. The objective of this study was to conduct a systematic review and meta-analysis of published literature. Methods: Relevant literature was identified using Medline and survival data from published studies were collected following a methodological assessment. Quality assessment of eligible studies and meta-analysis of hazard ratio (HR) were performed to review the correlation of VEGF overexpression with survival and recurrence in patients with gastric cancer. Results: Our meta-analysis included 44 published studies with 4,794 resected patients. VEGF subtype for the prediction of overall survival (OS) included tissue VEGF (HR=2.13, 95% CI 1.71-2.65), circulating VEGF (HR=4.22, 95% CI 2.47-7.18), tissue VEGF-C (HR=2.21, 95% CI 1.58-3.09), tissue VEGF-D (HR=1.73, 95% CI 1.25-2.40). Subgroup analysis showed that HRs of tissue VEGF for OS were, 1.78 (95% CI 0.90-3.51) and 2.31 (95% CI 1.82-2.93) in non-Asians and Asians, respectively. The meta-analysis was also conducted for disease free survival (DFS) and disease specific survival (DSS). Conclusion: Positive expression of tissue VEGF, circulating VEGF, VEGF-C and VEGF-D were all associated with poor prognosis in resected gastric cancer. However, VEGF demonstrated no significant prognostic value for non-Asian populations. Circulating VEGF may be better than tissue VEGF in predicting prognosis.

A Review on Meat Quality Evaluation Methods Based on Non-Destructive Computer Vision and Artificial Intelligence Technologies

  • Increasing meat demand in terms of both quality and quantity in conjunction with feeding a growing population has resulted in regulatory agencies imposing stringent guidelines on meat quality and safety. Objective and accurate rapid non-destructive detection methods and evaluation techniques based on artificial intelligence have become the research hotspot in recent years and have been widely applied in the meat industry. Therefore, this review surveyed the key technologies of non-destructive detection for meat quality, mainly including ultrasonic technology, machine (computer) vision technology, near-infrared spectroscopy technology, hyperspectral technology, Raman spectra technology, and electronic nose/tongue. The technical characteristics and evaluation methods were compared and analyzed; the practical applications of non-destructive detection technologies in meat quality assessment were explored; and the current challenges and future research directions were discussed. The literature presented in this review clearly demonstrate that previous research on non-destructive technologies are of great significance to ensure consumers' urgent demand for high-quality meat by promoting automatic, real-time inspection and quality control in meat production. In the near future, with ever-growing application requirements and research developments, it is a trend to integrate such systems to provide effective solutions for various grain quality evaluation applications.
