Polymer Electrolyte Membrane Fuel Cell (PEMFC) is a power generation system to convert chemical energy of fuels and oxidants to electricity directly by electrochemical reactions. As a catalyst support for PEMFCs, carbon black has been generally used due to its large surface area and high electrical conductivity. However, under certain circumstances (start up/shut down, fuel starvation, ice formation etc.), carbon supports are subjected to serve corrosion in the presence of water. Therefore, it would be desirable to switch carbon supports to corrosion-resistive support materials such as metal oxide. $TiO_2$ has been attractive as a support with its stability in fuel cell operation atmosphere, low cost, commercial availability, and the ease to control size and structure. However, low electrical conductivity of $TiO_2$ still inhibits its application to catalyst support for PEMFCs. In this paper, to explore feasibility of $TiO_2$ as a catalyst support for PEMFCs, $TiO_2$ nanofibers were synthesized by electrospinning and calcinated at 600, 700, 800 and $900^{\circ}C$. Effects of calcination temperature on crystal structure and electrical conductivity of electrospun $TiO_2$ nanofibers were examined. Electrical conductivity of $TiO_2$ nanofibers increased significantly with increasing calcination temperature from $600^{\circ}C$ to $700^{\circ}C$ and then increased gradually with increasing the calcination temperature from $700^{\circ}C$ to $900^{\circ}C$. It was revealed that the remarkable increase in electrical conductivity could be attributed to phase transition of $TiO_2$ nanofibers from anatase to rutile at the temperature range from $600^{\circ}C$ to $700^{\circ}C$.

While economic crises are happening internationally due to the global financial crisis and the long-term recession of the domestic economy, South Korea is also experiencing an aging society with the retirement of the baby-boomers and a low birth-rate. The rapid retirement of baby-boomers, which is one of the essential parts of the Korean economy, is ongoing. Consequently, the number of seniors showing interest in entrepreneurship, as a way to avoid the economic threat, is increasing. Therefore, this study examined the correlation between two factors and its success, which can be stated as the influence of decision making in entrepreneurship and the influence of promotion policies to entrepreneurship. A survey was taken from 393 people, who received academic and managerial assistance from the Senior-Founded Support Center of Small Business Market Corporation and Adults Incubators of Seoul-Business Agency. and 'Hypothesis 1-1' and 'Hypothesis 2-2' were selected, because a positive effect was derived at each verification process. As a result, under the decision making types of entrepreneurship, only a reasonable type showed a positive effect at both the financial outcome and non-financial outcome of success, and the intuitive type was affected positively by the non-financial outcome. In addition, under the entrepreneur supporting business, among financial support, managerial support and educational support only managerial support had a positive effect.
In this study, prior studies of 280 small business owners in Korea over the past two decades were comprehensively analyzed through keyword network and LDA topic modeling analysis, and overall views and trends in academia were examined. As core keywords, "sales" and "protection," which conflict with each other but are essential for stable and sustainable growth were selected, and 7 topics (Topic 1: start-up, topic 2: digital, topic 3: tax system, topic 4: capability, topic 5: coexistence, topic 6: regulation, and topic 7: funding) were drawn up. Based on the results of the analysis, the need to improve digital maturity for the continued growth and development of small business owners was raised, and the response at the pan-ministerial level and the stability of the performance of functions that can survive even after the new administration to solve the economic damage problems facing small business owners were suggested. In addition, attention to the long-term, speed, detail, and direction of government support in a new way, and a flexible approach to the negative way in which pre-allowance and post-regulation is given were suggested.

The Government of South Korea is actively promoting entrepreneurship policies to help solve an age old problem of unemployment; however, the unemployment rate of youth entrepreneurship remains at a low. Primarily due to the government fragmented policies that are unable to solve the daily difficulties young entrepreneurs undergo. Therefore, this study aims at deriving a modern solution to an age old problem that exists through the use of co-creation by first interviewing young entrepreneurs to help derive a paradigm model. The model was developed through a grounded theory approach to help strengthen the young venture entrepreneurs. The results revealed that majority of the young entrepreneurship revitalization policies had exclusive participation structure, allowing only a selected few: complex policies of various government departments, short-term funding, one-size-fits-all training and support, lack of follow-up support policies after start-up, excessive administrative requirements, and performance-oriented fragmented support. Concluding that the policies were unrealistic and ineffective for the entrepreneurs. Accordingly, the result suggests that Co-creation entrepreneurship revitalization policy, based on the experiences of entrepreneurs, will need to be established to formulate an effective policy that provides practical assistance to the entrepreneurs in the field.

The purpose of this study is to draw the implication for building domestic housing-related co-operatives by understanding activities of housing-related co-operatives from case study and by suggesting the start-up typology for possible domestic housing-related co-operatives and requisites for building them. According to their activities housing-related co-operatives are categorized into three types which are housing supply and operation type, maintain and improve the existing housing type, and design and performance improvement type. National housing policy should be connected to housing co-operatives indirectly. That is, the policy direction ought to be not toward controlling housing co-operatives, letting them supply more houses directly, but toward supporting voluntary co-operatives, showing them the overall housing policy blueprint. Co-operatives cannot be a panacea. Too much protection or support for co-operatives could lead to a reverse discrimination against private companies, and the co-operatives might overuse this kind of prominent position. We need to focus on the possibility of the role of co-operatives as a facilitator for local economy rather than a perfect substitute for the existing economy system.

When we buy items in online stores, it is common to face recommended items that meet our interest. These recommendation system help users not only to find out related items, but also find new things that may interest users. Recommendation system has been widely studied and various models has been suggested such as, collaborative filtering and content-based filtering. Though collaborative filtering shows good performance for predicting users preference, there are some conditions where collaborative filtering cannot be applied. Sparsity in user data causes problems in comparing users. Systems which are newly starting or companies having small number of users are also hard to apply collaborative filtering. Content-based filtering should be used to support this conditions, but content-based filtering has some drawbacks and weakness which are tendency of recommending similar items, and keeping history of a user makes recommendation simple and not able to follow up users preference changes. To overcome this drawbacks and limitations, we suggest weighted window assisted user history based recommendation system, which captures user's purchase patterns and applies them to window weight adjustment. The system is capable of following current preference of a user, removing useless recommendation and suggesting items which cannot be simply found by users. To examine the performance under user and data sparsity environment, we applied data from start-up trading company. Through the experiments, we evaluate the operation of the proposed recommendation system.
In order to evaluate the start-up behavior and to identify, through abnormal operation occurrences, the transient behaviors of the Sulfur Iodine(SI) process, which is a nuclear hydrogen process that is coupled to a Very High Temperature Gas Cooled Reactor (VHTR) through an Intermediate Heat Exchanger (IHX), a dynamic simulation of the process is necessary. Perturbation of the flow rate or temperature in the inlet streams may result in various transient states. An understanding of the dynamic behavior due to these factors is able to support the conceptual design of the secondary helium loop system associated with a hydrogen production plant. Based on the mass and energy balance sheets of an electrodialysis-embedded SI process equivalent to a 200 $MW_{th}$ VHTR and a considerable thermal pathway between the SI process and the VHTR system, a dynamic simulation of the SI process was carried out for a sulfuric acid decomposition process (Second Section) that is composed of a sulfuric acid vaporizer, a sulfuric acid decomposer, and a sulfur trioxide decomposer. The dynamic behaviors of these integrated reactors according to several anticipated scenarios are evaluated and the dominant and mild factors are observed. As for the results of the simulation, all the reactors in the sulfuric acid decomposition process approach a steady state at the same time. Temperature control of the inlet helium is strictly required rather than the flow rate control of the inlet helium to keep the steady state condition in the Second Section. On the other hand, it was revealed that the changes of the inlet helium operation conditions make a great impact on the performances of $SO_3$ and $H_2SO_4$ decomposers, but no effect on the performance of the $H_2SO_4$ vaporizer.

This study has been conducted at a time when Korean government continues to extend support for youth startups as part of its policy to create jobs and the focus moves from career and employment to youth startups with a growing interest in the field of youth startups. Against this background, this study aims to identify difficulty factors of youth startups in areas besides the Seoul Metropolitan Area, seek ways to overcome difficulty factors, and propose policy implications. To this end, this study set five criteria and 25 sub-criteria to evaluate the difficulties of youth startups by reviewing previous studies and conducting literature review, and performing brainstorming method. The empirical analysis of the evaluation criteria was performed, using the analytic hierarchy process (AHP) method, on youths aged 19 to 39 in Gunsan area. The analysis results showed that the largest difficulty factors facing local youths include business model establishment, business administration and management, and startup funding in the criteria. As for sub-criteria, the largest difficulty factors are market information acquisition, technology commercialization, project feasibility, technology development, and new market pioneering in descending order. Local youths have much difficulty about the process of turning a business item into a product and commercializing it. According to a comparative analysis by gender, men were a relatively high difficulty in commercializing business models than women. men were a relatively high difficulty in commercializing business models than women. On the other hand, women were higher than men in all factors (management management, entrepreneurship, improvement of entrepreneurship system, and improvement of entrepreneurship awareness) except for factors affecting business model. In addition, the factors of entrepreneurship were found to be relatively different among young people (college students, prospective entrepreneurs, entrepreneurs). In conclusion, it was suggested that in order to revitalize youth entrepreneurship in the region, it is necessary to actively resolve the difficulties of business model commercialization rather than entrepreneurship funds. In addition, it is necessary to strategically support customized entrepreneurship support and situational administrative services because gender and hierarchical difficulties are different than general solutions. This study presented practical priorities and derivation methods for the entrepreneurship difficulties faced by local youth, and suggested measures and improvements for vitalizing local youth entrepreneurship in the future.

Background: Oversight on the bioethical compliance of national R&D projects or research personnel is currently conducted exclusively by IRB (Institutional Review Board) within the relevant research institute. Considering current state of affairs in Korea, there is an imperative to establish a national oversight system for bioethical compliance, conduct comprehensive oversight on bioethical compliance of national R&D projects, and enhance subject protection system. Methods: We examined opinions from researchers and IRB personnels regarding ethical oversight system on R&D projects. Additionally, we looked at IRB assessment by KAIRB (Korea Association of Institutional Review Board) in order to identify status and problems with current IRB system in Korea. Assessment was also done for four other countries (US, UK, Germany, Singapore) through in-person visits as well as surveys in writing for a total of 6 months (2012.12.1~2013.5.31). The research comprised of two aspects: system management and R&D project audit. Based on this, we examined current status and problems of the existing system in Korea and made recommendations for improvement. Results: Regulatory objectives and backgrounds of biomedical researches are different from each country due to different characteristics of bioethical oversight system. This shows that each country sets up its own regulations and procedures to fit each situation. Bioethical compliance oversight system greatly varied between the countries. From this study, it can be seen that improvement of existing procedures and oversight system or establishment of new ones are essential in Korea. Conclusion: In terms of system management, a dedicated government organization need to be established for bioethical compliance, subject protection, IRB inspection, training, evaluation, and certification of systems, and also support for IRB e-system. Regarding R&D project oversight, it is essential to confirm IRB review results before start of a research, to conduct a review on ethical aspects of research plans, and to carry out continued oversight on bioethical compliance through interim reports.
