최근 정보통신 국제표준을 세계 시장을 선점하기 위한 필수적인 전략으로 인식하여 선진 각국 및 기업 간의 국제표준화 경쟁이 심화되고 있다. 또한 정보통신 기술의 융 복합화가 통신과 방송의 융합은 물론이고 타 산업과 정보통신 기술 간의 융합으로 새로운 영역의 기술 분야가 대두되고 있으며, 이는 표준화의 중요성 및 영역의 확대를 가져오고 있다. 따라서 21세기 스마트 정보사회에서 우리나라가 세계 정보통신 시장에서 주도적인 위치를 확보하기 위해서는 정보통신시장을 주도할 미래핵심 기술에 대한 국제 표준화를 추진할 수 있는 정보통신 표준화 전략의 수립 및 체계적인 추진이 필요하다. 본 논문에서는 정보통신 동향 및 표준화 환경을 분석하여 향후 바람직한 표준화 추진 전략을 모색하고자 한다.

This paper presents a fundamental study to establish a standardization system of the Construction Continuous Acquisition and Life-cycle Support(CALS). A state of the art in standardization of the Construction CALS is reviewed to find some defects in developing CALS system in construction industry. It is analyzed that three major parts were needed to set up a standardization system for the Construction CALS. Firstly, the range of Construction CALS standardization is set up to identifying Construction CALS and defining the standards and standardization. Secondly, the strategy to carry out more effectively in Construction CALS standardization and make the relationship of the concerned system presented here can be used to establish the Construction CALS standardization system. In addition, the spread and application device are proposed to use Construction CALS standards at public institution and construction related companies. Conclusively, a classification of the Construction CALS standards was proposed and some objects to be standardized were represented in that. Results studied in this paper will provide the primary information and basic model to develop a guideline for standardization of the Construction CALS.

치열한 글로벌 경쟁 환경에서 살아남기 위하여 새로운 성장동력을 확보하려는 국가적인 노력이 다양하게 이루어지고 있다. 국가 주도 기술 표준화는 대표적인 방안 중 하나로 다양한 국가에서 추진되고 있다. 기술 표준화 추진 방안에 있어 각 국가별로 고유한 특징이 있으나, 미국과 같이 최근에는 기존 형태와는 다른 방식으로 기술 표준화를 추진하기 위한 노력을 볼 수 있다. 따라서 본 연구는 새롭게 부상하는 산업의 활성화를 위해 국가 주도로 추진하는 기술 표준화 방안에 대하여 살펴본다. 클라우드 컴퓨팅을 표준화 조직과 프로세스 관점으로 사례 분석하였고, 이와 관련한 미국과 한국의 국가 주도 표준화 노력을 비교하여 두 국가의 기술 표준화 추진 방안에 대하여 분석한다. 이를 통해 그간 알려져 있던 국가별 표준화 방안의 변화상을 살펴보고, 기술 표준화 정책을 통해 신성장산업의 활성화를 추진하기 위한 시사점을 제시한다.

Many advanced countries including the U.S. consider defense standardization as a critical task for the efficient acquisition and effective operation of weapon systems and have implemented the appropriate standardization policy by synchronizing the defense acquisition strategies and nation standardization policy with defense standardization. It is required to develop the long-term defense standardization policy that can cope with the future domestic and international defense environmental changes. Therefore, it is an inevitable task to investigate the standardization trends and strategy in the domestic and international perspectives. The study aims to provide the vision of defense standardization policy, act/regulation, organization/personnel, education/training and information system.

Systematic classification system for standardization in telecommunication is essential to the standardization R&D strategy. This paper suggests a new reference model for development of work area and classification scheme related to the telecommunications standardization : Cubic and matrix approach. Standardization Work Areas(SWAs) that are upper level of the reference model are classified by its main role and function reflecting the market trends and user needs. Standardization expertise is lower level scheme, which can be regarded as the different possible layers of standardization to be applied to each one of the SWAs grouped under upper level scheme. A new reference model consists of two planes that are SWAs plane and Standardization layer plane. Finally the reference model for classification of SWAs in telecommunication mapping onto matrix table that row and column are defined by SWAs and standardization layer respectively.

최근 스마트 시대의 도래와 함께 미래 경제 성장을 견인할 새로운 정보통신기술을 선점하려는 기업 및 국가 간 경쟁은 더욱 치열해 지고, 국제표준 선점이 사실상의 시장 지배 전략으로 활용되고 있는 상황에서 글로벌 표준경쟁은 더욱 심화되고 있다. 이러한 환경에서 스마트사회를 조기에 실현하고, 세계 정보통신 시장에서 주도적인 위치를 확보하기 위해서는 정보통신 시장을 주도할 핵심기술에 대한 표준화 전략 수립 및 체계적인 추진이 필요하다. 따라서 본 논문에서는 기존의 기술로드 맵 체계 및 표준화 전략맵 수립 사례를 분석하여 기술개발과 연계한 표준화 로드맵을 수립하기 위한 체계적인 접근방법과 전략 수립 체계(framework)를 제시하여 국내 개발기술의 국제 표준화를 촉진하고 표준화 활동의 기반을 마련하고자 한다.

최근 스마트 시대의 도래와 함께 저출산, 고령화, 노동생산성 저하, 저탄소 녹색성장 등 우리 사회현안을 해결하고, 개인의 일과 삶을 조화시킬 수 있는 스마트워크에 대한 관심이 증가하고 있다. 또한, 미래 경제 성장을 견인할 새로운 스마트워크기술을 선점하려는 기업 및 국가 간 경쟁은 더욱 치열해 지고, 국제표준 선점이 사실상의 시장 지배 전략으로 활용되고 있는 상황에서 글로벌 표준경쟁은 더욱 심화되고 있다. 이러한 환경에서 스마트워크를 조기에 실현하고, 세계 정보통신 시장에서 주도적인 위치를 확보하기 위해서는 스마트워크 시장을 주도할 핵심기술에 대한 표준화 전략 수립 및 체계적인 추진이 필요하다. 따라서 본 논문에서는 스마트워크 도입 현황, 기술 및 표준화 동향 등을 분석하여 우리나라가 선도할 표준화 대상과제를 도출하고 향후 표준화 추진방향을 제시하고자 한다.

경제 성장에 따른 지구 온난화와 이로 인한 기후변화에 대응하고, 코로나19로 인한 경제위기를 극복하기 위해서 각국은 그린뉴딜 정책을 추진하고 있다. 그린뉴딜 정책을 실현해 나가는데 있어서는 ICT 기술의 역할이 매우 중요하며, ICT 기술의 표준화는 선행적으로 추진되어야 한다. 이에 본 논문은 국내외의 그린뉴딜 정책을 살펴보고 이와 관련한 국내외 ICT 표준화 활동 동향을 분석한다. 이를 토대로 한국판 그린뉴딜 정책의 성공적인 실현을 위해서 8대 과제별로 개발해야 할 ICT 표준 아이템을 제안한다. 그린뉴딜 관련 ICT 표준을 개발함에 있어서 공공시설 제로에너지화 과제를 사례로 ICT 표준화 추진 전략을 제안한다. 또한, 그린뉴딜 관련 ICT 표준화 정책을 추진함에 있어서의 어려움을 해결하기 위한 방안을 제안한다. 본 연구를 통해 범정부차원에서 추진 중인 한국판 그린뉴딜 정책이 ICT 표준 기술을 바탕으로 실효를 거둘 것으로 기대한다.

사물인터넷 관련 제품들이 다양하게 출시가 되면서 사물인터넷 관련 세계 표준화 모델에 따라 제품을 생산하지 않으면 표준화된 제품들과의 통신이 원활하게 이루어지지 않게 되고, 사물인터넷 제품 수출이 불가능해 질 수 있기 때문에, 사물인터넷의 세계표준화 추진전략을 마련하여 각 국의 사물인터넷 표준화 동향을 파악하고 그에 따르는 제품을 출시하여 수출 경쟁력을 높이기 위해 본 연구를 진행하였다. 세계 사물인터넷 주요 정책 동향을 파악하여 표준화된 프로토콜을 통하여 이기종간 통신 호환성을 높일 수 있는 전략적 추진 모델을 제시하였으며, 국내기술 수준은 높으나 아직 국제표준화 완성도가 낮을 경우 적극공략 표준을 채택하는 것이 유리하며, 기술수준이 높지 않을 경우, 다각적협력 표준에 따라 국제표준을 협력 경쟁하는 것이 필요하다. 따라서 본 논문은 제품의 기술 수준별 표준화 전략을 제시하였다.
