RFID 기술은 RFID 통신, 이동통신 및 네트워크 인프라, 그리고 정보 처리 기술이 결합된 대표적인 융합 기술이다. RFID 기술은 사용자의 주변 사물에 대한 정보 소통을 가능케 함으로써, 언제, 어디서나, 원하는 정보 서비스를 제공받을 수 있는 유비쿼터스 정보 사회의 기반 기술이라 할 수 있다. 우리나라는 RFID 기술에 대한 조기 개발 및 표준화 노력을 경주하여, 기술 주도권 확보와 함께 국제 표준화를 선도하고 있다. 이에 본 논문에서는 RFID 표준과 관련이 있는 국제 표준화기구(ISO, IEC, ITU)에 선언된 RFID 표준특허 데이터를 분석하여 RFID 기술 동향에 대해 살펴보고자 한다. 특히, 2013년 6월 기준으로 RFID 기술 관련 표준화를 담당하고 있는 국제 표준화기구인 ISO, ISO/IEC JTC1, ITU-T에 선언된 표준특허 906건을 대상으로 분석을 진행하였다.

파괴적 기술(disruptive technology)은 기존 산업, 타 산업 그리고 소비자에게까지 미치는 파급력으로 인해 국내외 산업계, 표준화기구, 학계, 정부 및 규제기관 등의 관심이 집중되고 있다. 새로운 기술을 주도하는 기업들은 자사의 기술을 표준, 특히 국제표준으로 만듦으로써 세계 시장을 선점하고자 하지만 국제 표준화기구 등을 통한 공식적인 표준화는 급격한 기술 및 시장 변화에 대응하는 데에 시간이 많이 소요되는 어려움이 있어 공적 표준화기구를 우회하는 방법들이 선호되고 있다. 파괴적 기술 분야에서 여러 규모의 기업들과 다양한 이해관계자들이 표준이 가져다주는 기술 개발 및 확산의 혜택을 얻기 위해서는 공적 표준화기구에서의 결집된 표준 제정의 노력이 필요하다. 따라서 본 연구는 파괴적 기술 분야의 표준화에 대해 공적 표준화기구의 역할이 시장 메커니즘에 비해 미미한 이유가 무엇인지 분석하고자 전문가 델파이 조사를 수행하였다. 이를 통해 전문가들은 파괴적 기술의 핵심적 특성을 소비자의 행동 및 습관을 변화시켜 새로운 시장을 창출하고 기존 시장의 경쟁 질서를 변화시키는 것으로 인식하고 있음을 발견하였다. 이러한 특성을 반영하여 유연하고 신속한 표준화가 핵심적이라는 점이 전문가들이 공유하는 의견으로 드러났다. 또한, 표준화 활동과 기업의 이윤창출과의 연결고리 부재에 대한 인식이 표준화 참여를 저해하는 요인으로 작용하고 있음을 발견하였다. 델파이 조사 결과를 분석하여 공적 표준화기구의 차원과 표준화 정책적 측면에서 시사점을 도출하였다.

본 연구는 국제표준화에서의 성공 결정요인을 도출하고 요인간의 관계를 파악하기 위하여 문헌연구를 통하여 결정요인을 파악하고 설문조사에 기반을 둔 구조방정식 분석을 통하여 요인간의 관계를 추정하였다. 탐색적 요인 분석과 확인적 요인분석을 통하여 6개의 요인, 즉 '정부의 지원(직접)', '정부의 지원(간접)', '표준기구 활용', '표준화 전략', '시장지배력 확보', 그리고 '국제표준채택'이 추출 및 설정되었다. 분석결과 첫째, 정부의 직간접적 지원은 국제표준 채택에 직접적인 효과를 나타내지 않지만 시장지배력 확보와 같은 중간 매개요인을 통하여 국제표준 채택에 간접적으로 영향을 나타내고 있다. 둘째, 시장지배력 확보는 국제표준 채택에 가장 중요한 효과를 끼치므로 정부는 대상 표준의 연관 시장지배력을 확보하도록 선도적 시장진출, 고품질의 표준개발을 통한 시장의 만족도 증가, 잠김효과(lock-in effect)의 확대, 그리고 유사수직통합 시스템 구축을 통한 시장지배력 확보에 대한 적극적 전략을 구사해야 한다. 셋째, 공식표준화기구에서의 국제표준 채택을 위해서는 정부의 직접지원이 가장 중요하며, 사실상표준화기구에서의 국제표준 채택은 표준화기구 자체의 전략적 활용이 중요하다.

우리나라는 1980년대 초반부터 조선산업과 더불어 조선기자재업체의 동반 성장을 추구해왔다. 그러나 조선산업발전 추이를 보면 중국이나 동남아시아로 시장이 옮겨갈 것이라는 전망이 나오고 있고, 국제해사기구(IMO)에서는 e-navigation 실현을 예고하는 등 국내외적 여건에 따른 산업계의 신속한 변화뿐만 아니라 국가적 대책과 학계의 연구개발 노력이 절실하다. 본 논문에서는 항해통신장비산업의 특징과 국내외동향, 그리고 연구개발분야를 서술하고, 대표적인 연구개발현황을 소개한다.

Medical devices separated by a committee of the International Electrotechnical Commission IEC TC (Technical Committee) 62 medical electrical equipment being promoted by the International standards. Actually, a lot of standards were existed, but many national and international standards for medical devices were lacking in practical standards that can be applied to their development. Most international standards were focused in electrical and mechanical safety of medical devices. Therefore, there were few practical standards which contain essential performance evaluation. Although medical device regulations do not enforce a fixed lifecycle model, activities are presented in a sequential manner, thus hinting at a waterfall process. Meanwhile, for a decade or more, software teams have benefitted from agile development methods. Several medical device manufacturers have adopted agile practices while keeping development in compliance with regulations, but conflicts arise and decisions have to be taken in favor of agility or formality. However, if there are new practical standards of medical devices, it must be possible to promote the medical devices industry in their nation. To do this, there is a need to develop a new standard could apply to the international market through the analysis of the medical device related technology. Consequently, new standards such as NP (New proposal) or NWIP (New Work Item Proposal) should be developed through international standardization of medical device technology.

In this paper, we are looking for requirements of software, hardware and application for use in network-based robots and also directions in building standardization and research activities by reviewing technical status of the robot industries developing robots. The questions are including awareness of RUPI(Robot Unifies Platform Initiative) activities, target market and applications, hardware specifications, software development technologies, and HRI(Human Robot Interaction). The RUPI committee creates standard and drives implementation software for network-based robots through industrial requirements as like of the results. Many robots have been developed and launched services based on RUPI 1.0 standards. Based on this achievement we are expanding RUPI standard to include thin and thick client robots. The results also show that which one is important and urgent technology in the sense of industrial robotic business.

Recently, Internet of Things (IoT) drives a large variety of research, development, and new type of markets. All type of devices and sensors will be part of the Internet of Things and will be able to communicate not only plain data, but also audio-visual, olfactory, and haptic media data. In addition, as the devices and sensors getting smarter, it is highly probable that they can process acquired media and metadata to extract higher level of information (e.g., semantics). To support such enhanced functionalities, ISO/IEC SC29 WG11 (MPEG) starts a new standard project, ISO/IEC 23093, called Internet of Media Things (IoMT) to provide standard data formats and APIs for media things. This paper presents the standardization activities of IoMT focusing on explaining terms, standard scopes, and major media things with their use cases. One of the use cases, an IoT system for a blind pedestrian navigation assistance, is evaluated to prove its effectiveness.

국제해상통신시스템의 현대화를 위해서 ITU-R과 IMO 그리고 IEC 등 여러 국제기구들이 긴밀한 협력으로 GMDSS라는 전세계적인 글로벌 통신망을 구축해서 운용하고 있으나 최근 무선통신기술의 급격한 발전으로 이러한 기술을 반영하기 위한 GMDSS의 현대화 연구가 진행 중이다. 이러한 노력은 2012년에 개최될 WRC-12에서 채택을 위해 제출되었다. 본고서는 최근 ITU-R을 중심으로 논의되었던 해상통신 현대화를 위한 표준화 동향을 분석했으며 새로운 기술 도입을 위해서 주파수 확보를 위한 연구 활동을 분석해서 기술하였다.

With the timeline released by ITU-R (Radiocommunication Sector of the International Telecommunication Union), research and development activities for the International Mobile Telecommunications for 2030 and beyond (IMT-2030) are now in full swing. We provide an overview of the general process of making global core specifications for next-generation mobile systems and summarize the ITU-R Recommendation of the IMT-2030 Framework. The ITU-R Recommendation focuses on IMT-2030 usage scenarios and related capabilities. The expectations of 3GPP (Third Generation Partnership Project) activities for the proposal of candidate IMT-2030 global core specifications to the ITU-R are also discussed. The launch of IMT-2030 for commercial purposes is expected to begin in 2030.

General state of research in fundamentals and applied areas of tribology is analysed with taldng account of changes in structure of funding and other aspects of transfer from centmllzed state economy to market one under simultaneous effect of USSR disintegration to independent states. Belarus Tribology Society as a coordinating body is presented. Activities of the major centers of research in friction, wear and lubrication are shown. Recent advances in development of analytical and calculation methods, surface characterization, wear testing and standardization, condition monitoring and tribomaterials are considered.
