산업안전보건법의 한계와 민간기준의 활용에 관한 연구 (A Study on Legal Limits of Occupational Safety & Health Law and Application of Private Standards)

  • Objectives: The present system of occupational safety and health law gives priority to traditional command and control regulations. However, this may give rise to problems such as the delay of standard-setting and shortages of human resources. The aim of this study is to examine the usability of private standards in occupational safety and health systems. Materials: After the limits of occupational safety and health law were examined, an application plan for private norms (EN, as enforced in the EU) and occupational safety and health management systems (OSHMS) was investigated. Results: The utilization of private norms and OSHMS may address the limits of the current legal system. In particular, OSHMS is known internationally as a measure for achieving improvements in overall occupational safety and health performance. As a result, occupational safety and health law and private norms/OSHMS are complementary to one another. Conclusions: Even though the utilization of private standards may give rise to legal questions, such standards as complementary measures to traditional command and control regulations need to be utilized progressively in occupational safety and health systems.

  • In an effort to decrease aviation accident worldwide, development of aviation safety management has been sought through aviation index and standardization, both by establishing SMS(Safety Management System). It also needs to be done in the domestic. both study on SMS which ICAO recommends and setting the top priority safety goal, each differently classified by nations. Accordingly, defining safety index and developing continuous monitoring approach. Aircraft accident reporting system in Air Force does not operate in a open approach method due to its uniqueness related to mission achievement. Therefore, limits of utilizing the recent worldwide aircraft data sharing and analyzing results to prevent accident is inevitable. This paper introduces an overview of ECCAIRS 5 which become the standard for the recent worldwide aviation safety reporting and data exchange system. Also using ECCAIRS 5, aircraft accident cases of the Air Force are classified such as accident type, year, month, occurrence category, and flight phase. The result of the study will provide a guide line for utilizing the civil system in prevention of future military aviation accidents.

고향(古都) 나주에서의 한옥집합주거 모델의 형태요소 연구 (A Study on the Preference of Facade Element for Hanok Multi-Family Housing in Old Naju City Areas)

  • This study has extracted elements and related factors in the modernization of Hanok, using an evaluation method, and has also considered the possibilities of modern images using AHP analysis. As a result, first, the elements that form the urban landscape of historical and cultural environment have to be created by extracting elements from the subject standard for construction of the elements selected. As for the aspect of blending history, culture and environment, scenic and important architectural aspects were delineated. Second, based on selected components of the basic type of features and construction, roof types, vertical and horizontal elements were simulated after setting the criteria. Third, according to its historical cultural circumstances the man-made landscape and the traditional measure of the model, specific values of the elements for the formation of structures were evaluated by priority. A region characterized by old city houses constructed of objective elements can possibly be combined. In addition, a Hanok multi-family house fitted for modern life and a variety of models to develop and validate the possibility and utilization of this study can be expected.

군용 섬유제품에 적합한 파스너 테이프의 품질수준 연구 (A Study on Setting Quality Level of Fastener Tape for Military Textile Products)

  • Fastener tapes are widely used as auxiliary materials in textile products, and military textiles products are also applied. However, in Korea, the HL3-WA class of KS K 1309 was applied to military uniforms without consideration of the operating environment. Instead of adopting the standard of initial strength for Korean military uniforms, the US military applied the value after 3 washings, and presented different properties according to the items. Also in Japan, the standard was applied differently according to products in general clothing. The purpose of this study in to examine the quality level of fastener tapes used for military materials. The changes of tensile shear strength and peel strength of military and commercial fastener tape were studied after washing. As a result, the initial strength of the current military fastener tapes was higher than commercial one, but the strength retention rate was rapidly decreased as the number of washing. So it was confirmed that the decrease in strength was relatively lower than commercial one. It is necessary to improve the durability by adjusting the adhesive strength to suit the purpose of the product, and it is necessary to consider the priority of maintaining the durability according to the initial performance and repeated use according to the use environment, respectively.

Is Educational Level Linked to Unable to Work Due to Ill-health?

  • Background: This study aimed to examine the association between educational level and unable to work due to ill-health (UWdIH) among 30- to 79-year-old South Koreans. Methods: A cross-sectional nationwide survey of the 2010-2016 Korea National Health and Nutritional Evaluation Survey was used for analyses. A total of 29,930 participants aged ≥30 and < 80 years, who do not have any disability in their daily life because of health problems, were included. Educational level and reason for nonworking are self-reported with multiple choices. Multivariate logistic regression was used to examine an association between education level and UWdIH by setting those who graduated college as their final education (n = 6,997) as a baseline while controlling for potential confounding factors. Results: In the age-stratified result, the ratio of UWdIH was increased as age increases in 3 educational groups (p < .0001). There was a tendency that low-level educated [International Standard Classification of Education (0-2)] participants showed higher ratio of UWdIH than high-level educated [International Standard Classification of Education (5≤)] participants in both sexes (odds ratio: 2.54, 95% confidence interval: 2.12-3.05). Conclusion: There is a clear link between educational level and UWdIH; the less the educated, the more likely to be UWdIH. Policy priority should be given to plans that can help this vulnerable social group to work and enjoy healthy lives.

생태복원용 식물종 선정을 위한 지표의 중요도·우선순위 (Importance and Priority of Indicators for Selection of Plant Species for Ecological Restoration)

  • 생태복원은 생태계의 건강성과 지속성에 있어 생물다양성의 손실을 막을 수 있는 좋은 수단으로 인식되어 있으나 식물종 선정에 관한 환경, 생리·생태요인, 복원목표 설정 등 종합이고 객관적인 기준점이 없어 실행에 옮기는데 애로사항이 있다. 이에 전문가 그룹의 의견을 종합하는 델파이 기법을 활용하여 생태복원용 식물종을 선정하는데 필요한 평가지표를 개발하였다. 생태복원 등의 전문가를 대상으로 2회에 걸쳐 38부의 설문조사를 시행하여, 복원 대상지를 내륙과 도서 지역으로 나눠 평가지표의 중요도와 우선순위를 분석했다. 중요도 분석 결과, '자생식물'이라는 평가지표가 내륙과 도서 지역에서 모두 평균 4.9로 가장 높았다. 다음 '종자확보', '증식', 활착률' 순으로 높았다. 내륙의 지표우선순위는 '자생식물', '출현빈도', '활착율', '분포범위', '종자확보'로 도서 지역은 '자생식물', '활착율', '출현빈도', '분포범위', '내성' 순으로 나타났다. 중요도와 우선순위 분석을 수행한 결과 '내륙의 중요도 평균값은 4.1, 우선순위 2.9로 도서지역은 중요도 평균값은 4.2, 우선순위 2.9로 기준을 설정하였다. 생태복원용 식물종 선정의 중요도와 우선순위는 '자생식물'이 중요도와 우선순위가 가장 높은 것으로 나타났다. 다음은 '종자확보', '활착율', '지형', '증식', '내성', '토양조건', '생육특성', '천이초기', '분포범위', '출현빈도', '발아율'이 중요도와 우선순위가 낮은 하위 그룹으로 분류되었다. 가장 낮은 지표는 '천이 최종단계', '천이장기', '천이중기', '뿌리', '번식', '토양', '성상', '기술', '경관', '기후', '발아율'로 구분되었다. 이에, 생태복원용 식물종 선정을 위해 객관적 검증을 통한 생태복원용 자생식물 종 선정을 위한 평가지표로 복원사업에 활용되기를 기대한다.

CS2013 지식영역의 계량화를 통한 컴퓨터과학 영역별 우선순위 설정 (Setting Priorities by Computer Science Area Through Quantification of CS2013 Knowledge Area)

  • 고등교육의 질 관리를 중요하게 생각한 국가들은 다양한 제도나 방법을 통해 교육의 질 강화를 진행하고 있다. 컴퓨터과학 분야에서도 고등교육의 질 관리를 위해 교육과정 표준을 구성하는 등 끊임없이 노력해 왔다. 컴퓨터과학 분야 교육과정 표준에서 언급한 지식영역의 우선순위를 파악해 보면, 내용체계 구성에 시사점을 줄 수 있을 것이다. 따라서 CS2013을 토대로 내용요소에 대한 Tier1, Tier2, Elective의 시수와 세부영역의 수를 중심으로 순위를 도출하였다. 분석결과, 가장 높은 우선순위를 지닌 지식영역으로는 Software Development Fundamentals이었다. 해당 지식영역은 CS2013에서 기초 요소이기 때문에 초급코스로 권장한다고 기술되기도 하였다. 도출되어진 영역별 우선순위가 향후 초중등 정보교육과정이나 고등 교양 정보교육과정, 교원양성기관의 정보교육과정 설정에 시사점을 줄 수 있을 것이다.

식·의약 위해 감시체계(K-RISS)의 우선순위 평가를 위한 시계열 구조변화 기반 기준선 설정 모델 개발 (Development of a Baseline Setting Model Based on Time Series Structural Changes for Priority Assessment in the Korea Risk Information Surveillance System (K-RISS))

  • Background: The Korea Risk Information Surveillance System (K-RISS) was developed to enable the early detection of food and drug safety-related issues. Its goal is to deliver real-time risk indicators generated from ongoing food and drug risk monitoring. However, the existing K-RISS system suffers under several limitations. Objectives: This study aims to augment K-RISS with more detailed indicators and establish a severity standard that takes into account structural changes in the daily time series of K-RISS values. Methods: First, a Delphi survey was conducted to derive the required weights. Second, a control chart, commonly used in statistical process controls, was utilized to detect outliers and establish caution, attention, and serious levels for K-RISS values. Furthermore, Bai and Perron's method was employed to determine structural changes in K-RISS time series. Results: The study incorporated 'closeness to life' and 'sustainability' indicators into K-RISS. It obtained the necessary weights through a survey of experts for integrating variables, combining indicators by data source, and aggregating sub K-RISS values. We defined caution, attention, and serious levels for both average and maximum values of daily K-RISS. Furthermore, when structural changes were detected, leading to significant variations in daily K-RISS values according to different periods, the study systematically verified these changes and derived respective severity levels for each period. Conclusions: This study enhances the existing K-RISS system and introduces more advanced indicators. K-RISS is now more comprehensively equipped to serve as a risk warning index. The study has paved the way for an objective determination of whether the food safety risk index surpasses predefined thresholds through the application of severity levels.

제3기 지역보건의료계획서에 기술된 핵심사업의 특성에 관한 연구 (A Study on Characteristics of Core Projects Described in 3rd Community Health Plans)

  • Objectives : The 3rd community health plan let health centers select and promote core projects considering budget and manpower. This study analyzed the content and selection processes of core projects, using the nationwide 3rd community health plans, to give relevant information on health center policies. Methods : Classification criteria for content analysis of core projects were established and verified through a literature review and by specialist discussions. Fifty plans were selected by stratified proportional random sampling for regional characteristics. And coding criteria standardized through coding repetition and discussion, by 2 persons (k>0.7). Using stratified proportional random sampling for 16 cities and provinces, regional characteristics, 117 plans were selected, and the contents of the core project selection processes and program contents analyzed. Results : The survey was used by 59.8 % of samples as a core project decision-making method. The partici- pants included 98.6, 81.4, 40 and 38.6% of the health staffs, residents, medical institutions, and administrators, respectively. Discussion was used by 15.4% of samples. The participants were health staffs by 100% as a great. The ranking of the frequencies of the selected core projects were, in order; chronic disease control, health promotion, elderly health, maternal-child health, and oral health at 16.4, 14.8, 14.3, 12.7 and 11.9%, respectively. Analyses on the chronic disease control and elderly health contents showed the diversity of object disease, high rates of visitors on patient detection programs, high rates of unclear target populations, and the provision of medical exams and treatments as the main services, with high variations in business per-formance. The national health budgets for health centers in 2003 were about 910 and 240 million won for chronic disease control and elderly health, respectively, which were less than for the other five priority core projects. Conclusions : The chronic disease control and elderly health at the health centers were not standardized for object disease, patient detection program, target population, service provision, and national support budget was insufficient. Thus it is necessary to develop standard guidelines, and increase financial support, for chronic disease control and elderly health

시스템사고에 기반한 상수도 효율성 개선에 관한 연구: 충청북도를 중심으로 (A study on the improvement of efficiency for waterworks on the basis of the accidents in the system by setting the example of Chungcheongbuk-do)

  • The service for waterworks is important infrastructure structuring the cities and the public properties affecting the health and the abundant lives of the residents at the same time. However, the waterworks project still has many problems in reality in spite of the continuous efforts from the nation, local governments and many related people in waterworks projects. From the aspect of the situation, this purpose of this study is to review the actual operation state and the operation principle on the basis of the accidents in the system and to suggest the policy leverages for accurate diagnosis of the waterworks project and for the efficient operation. The operation structure of the service for waterworks is the complicated system showing the overlapped forms of the relation with other various factors. Moreover, as this has been influenced by other external environments, it has flexible features that can be changed by unexpected factors even if the internally close causality has been established The domestic local operation of waterworks have been divided by an administrative district and it causes inefficiency in the aspect of the country and the local government with small sized of budget faces the insufficient investments. These phenomena have been shown in some small sized areas located in Chungcheongbuk-do and, making a realistic suggestion by the related local government to improve the waterworks operation project is urgent. For this reason, this study is to lead the policy leverages to increase the efficiency of the service for waterworks and to stabilize the structure of virtuous circle in the system. At first, the reformation of the waterworks structure should be performed after the various supports and system maintenance. At second, the service quality should be improved through the creativity in management and the consideration of the efficiency by the participation of private enterprises for waterworks service. At third, through the specialized waterworks operation, the quality improvement of the waterworks and satisfying the standard of natural environment should be related. In this context, the fundamental solutions for the problems of domestic waterworks service and finding realistic alternatives are considered to be the priority for the waterworks project to be operated efficiently.
