  • In this study, the Standard Precipitation Index(SPI), meteorological drought index, was used to evaluate the temporal and spatial assessment of drought forecasting results for all cross Korea. For the drought forecasting, the Multi Layer Perceptron-Artificial Neural Network (MLP-ANN) was selected and the drought forecasting was performed according to different forecasting lead time for SPI (3) and SPI (6). The precipitation data observed in 59 gaging stations of Korea Meteorological Adminstration (KMA) from 1976~2015. For the performance evaluation of the drought forecasting, the binary classification confusion matrix, such as evaluating the status of drought occurrence based on threshold, was constituted. Then Receiver Operating Characteristics (ROC) score and F score according to conditional probability are computed. As a result of ROC analysis on forecasting performance, drought forecasting performance, of applying the MLP-ANN model, shows satisfactory forecasting results. Consequently, two-month and five-month leading forecasts were possible for SPI (3) and SPI (6), respectively.

  • Drought is a non-negligible disaster of nature and it is mainly caused by rainfall shortage for a long time though there are many definitions of drought. 'Standard Precipitation Index' (SPI) that is widely used to express the level of meteorological drought intensity has a limit of not being able to consider the hydrological changes such as rainfall and evapotranspiration caused by climate change, because it does not consider the temperature-related variables other than the precipitation. Recently, however, 'Standardized Precipitation Evapotranspiration Index' (SPEI), a drought index of new concept which is similar to SPI but can reflect the effect of temperature variability as well as the rainfall change caused by climate variation, was developed. In this study, the changes of drought occurrence in South Korea were analyzed by applying SPEI for meteorological data (1973~2011) of 60 climate observatories under Korea Meteorological Administration (KMA). As the result of application, both of SPI and SPEI showed the trend of deepening drought in spring and winter and mitigating drought in summer for the entire nation, with SPI showing greater drought intensity than SPI. Also, SPI and SPEI with 12 months of duration showed that severe droughts with low frequency of around 6 years are generally being repeated.

  • A drought-flood abrupt alternation event is an overlapping extreme event that is harder to cope with than a single event of drought and flood. It is also expected to have a significant adverse impact on ecosystems as well as industries and agriculture. However, there has not yet been a comprehensive study that characterizes the drought-flood abrupt alternation events in Korea. Therefore, this study employed a standard weighted average precipitation (SWAP) index, which is efficient to analyze not only individual events of drought and flood but also the drought-flood abrupt alternation events considering various time scales. The SWAP standardized the weighted average precipitation (WAP) by adding temporal weights to the precipitation. The SWAP indices were calculated for middle-sized watersheds of the Han River basin using the area average precipitation during 1966 and 2018. The severity K was calculated to represent the relative regional severity considering normal rainfalls, and used to characterize the drought-flood abrupt alternation in the study areas. The results indicated that 20 of the 30 middle-sized watersheds in the Han River basin were confirmed to increase the severity of drought-flood abrupt alternation over time. Considering the frequency and severity of drought-flood abrupt alternation events in each watershed, vulnerable areas and dangerous areas due to drought-flood abrupt alternation were identified, for example, the Upstream Namhan River (#1001).

  • To characterize historical droughts in the conterminous United States (CONUS), we estimated the actual evapotranspiration ($ET_a$) in the CONUS using the generalized complementary relationship (GCR) for 1895-2016. The $ET_a$ estimates were compared against simulations from the Noah land surface model (LSM). In this study, the evapotranspiration (ET) deficit defined as the difference between the wet-environment ET ($ET_w$) and $ET_a$ was then normalized to calculate the Standardized Evapotranspiration Deficit Index (SEDI) across the CONUS for the years 1895-2016. The SEDI was compared to the Standard Precipitation Index (SPI) at various time scales. The results showed that the GCR $ET_a$ was slightly higher than the Noah LSM-simualted $ET_a$. As time scales increased, the correlation between the SEDI and the SPI was higher. This study suggests that the GCR has promise as a tool in the estimation of $ET_a$ and SEDI can be useful for the drought characterization.

  • This study was conducted to analyze the effect of climate change on the tree-ring growth of Pinus koraiensis in Korea. Annual tree-ring growth data of P. koraiensis collected by the $5^{th}$ National Forest Inventory were first organized to analyze yearly growth patterns of the species. When tree-ring growth data were analyzed through cluster analysis based on similarity of climatic conditions, five clusters were identified. Yearly growing degree days and standard precipitation index based on daily mean temperature and precipitation data from 1951 to 2010 were calculated by cluster. Using the information, yearly temperature effect index(TEI) and precipitation effect index(PEI) by cluster were estimated to analyze the effect of climatic conditions on the growth of the species. Tree-ring growth estimation equations by cluster were developed by using the product of yearly TEI and PEI as independent variable. The tree-ring growth estimation equations were applied to the climate change scenarios of RCP 4.5 and RCP 8.5 for predicting the changes in tree-ring growth by cluster of P. koraiensis from 2011 to 2100. The results of this study are expected to provide valuable information necessary for estimating local growth characteristics of P. koraiensis and for predicting changes in tree-ring growth patterns caused by climate change.

  • Background: The phenomenon of tree dieback in forest ecosystems around the world, which is known to be associated with high temperatures that occur simultaneously with drought, has received much attention. Korea is experiencing a rapid rise in temperature relative to other regions. Particularly in the growth of evergreen conifers, temperature increases in winter and spring can have great influence. In recent years, there have been reports of group dieback of Pinus densiflora trees in Korea, and many studies are being conducted to identify the causes. However, research on techniques to diagnose and monitor drought stress in forest ecosystems on local and regional scales has been lacking. Results: In this study, we developed and evaluated an index to identify drought and high-temperature vulnerability in Pinus densiflora forests. We found the Drought Stress Index (DSI) that we developed to be effective in generally assessing the drought-reactive physiology of trees. During 2001-2016, in Korea, we refined the index and produced DSI data from a 1 × 1-km unit grid spanning the entire country. We found that the DSI data correlated with the event data of Pinus densiflora mass dieback compiled in this study. The average DSI value at times of occurrence of Pinus densiflora group dieback was 0.6, which was notably higher than during times of nonoccurrence. Conclusions: Our combination of the Standard Precipitation Index and growing degree days evolved and short- and long-term effects into a new index by which we found meaningful results using dieback event data. Topographical and biological factors and climate data should be considered to improve the DSI. This study serves as the first step in developing an even more robust index to monitor the vulnerability of forest ecosystems in Korea.

  • Drought is difficult to detect and monitor, but it is easy to interpret through the drought index. The Palmer Drought Severity Index(PDSI), which is most commonly used as one of drought indices, have been widely used, however, the index have limitation as operational tools and triggers for policy responses. Recently, a new index, the Standardized Precipitation Index(SPI), was developed to improve drought detection and monitoring capabilities. The SPI has an improvement over previous indices md has several characteristics including its simplicity and temporal flexibility that allow its application for water resources on all timescales. Keetch-Byram Dought Index(KBDI) was defined as a number representing the net effect of evapotranspiration and precipitation in producing cumulative moisture deficiency in deep duff or upper soil layer. The purpose of this study is to analyze drought in Korea by using PDSI, SPI and KBDI. The result of this study suggests standard drought index by comparing of estimated drought indices. The data are obtained from Korea Meteorological Administration 56 stations over 30 years in each of the 8 sub-basins covering the whole nation. It is found that the PDSI had the advantage to detect the stage of drought resulting from cumulative shortage of rainfall, while SPI and KBDI had the advantage to detect the stage of drought resulting from short-term shortage of rainfall.

  • Drought is one of the severe natural disasters and it can profoundly affect our society and ecosystem. Also, it is a very important variable for water resources planning and management. Therefore, the drought is analyzed in this study to understand the drought distribution and trend. The Standard Precipitation Index (SPI) is estimated using precipitation data obtained from 55 rain gauge stations in South Korea and the SPI based drought variables such as drought duration and drought severity were defined. Drought occurrence and joint probabilistic analysis for SPI based drought variables were performed with run theory and copula functions. And then the return period and spatial distribution of droughts on the South Korea was estimated. As the results, we have shown that Gongju and Chungju in Chungcheong-do and Wonju, Inje, Jeongseon, Taebeak in Gangwon-do have vulnerability to droughts.

  • Drought has strong local characteristics, an objective definition or standard that can define the progress or severity of drought is needed and to date, many drought-related studies are being conducted around the world. In this study, Standardized Precipitation Index (SPI), which is a representative meteorological drought index, was calculated, and the drought risk index (DRI) that can consider actual drought was applied to the target area, Uiryeong-gun, by applying the drought vulnerability index (DVI) and the drought hazard index (DHI). A method for practical drought evaluation that can establish a water supply system is presented in this study.
