PMS(Pavement Management System) is the effective and efficient decision making system to provide pavements in an acceptable condition at the lowest life-cycle cost. As the highway system become larger, the necessity of the PMS in increasing. As of December 1995, the 3rd stage of PMS project was completed. Since the first sewage treatment plant had been in operation in 1976, the Korean water industry was in the logarithmic growing stage corresponded with the country's rapid economic expansion up to late 1990's. Unfortunately, however, the current industry status seems to require not only new paradigm for water environment but the development of new growth engine, since there are various warning signals for stalling growth from the field engineers to policy makers. Because of sharing of the awareness, the Korean government recently launched an ambitious development policy for water industry. This paper describes the new paradigm-shift in water environment in view point of the water as renewable resources. Based on the new paradigm, it has been suggested the prerequisite conditions to meet for the development of a new Korean water industry.
The purpose of this paper is to analyze trade disputes between Korea and China in terms of broad industrial policy concept and to derive some solution. It provide first a historical overview of the basic theory for the trade policy in the developing countries to see how the trade policy evolved the different stage of option and then try to highlight features of China's trade policy development after the capitalization. An attempt is also made to review the trade dispute in Kimchi in order to identify what are the underlying reasons for policy failure. Finally, we will try to suggest trade strategy with major policy directions which could be relevant for trade development of Korea today. The trade dispute issue with China has been newly coined referring to Korea's weakening economic stance among the two powerful Asians countries, China and Korea has always been closed partners geographically and economically. The study has stressed that the Koreans should not recoil from the trade crisis but to consider it as an opportunity. Rapidly growing Chinese manufacturing industry has heightened the importance of trade between Korea and China, indicating conversion in specialization from vertical to horizontal, according to the economic research so far. This paper has proposed strategy to cope with any trade disputes between Korea and China.
The purpose of this study was to develop an efficient method for Korean food to make inroads into Paraguay. In-depth interviews with 15 Korean restaurant owners in Asuncion, Paraguay and foodies (food experts) who had experiences with Korean food were conducted. The results are as follows: Paraguay wants to establish economic ties with Korea currently, and economic development is ongoing in Paraguay. The food service industry for the middle class in Paraguay is now in the development stage. There are not many Korean restaurants (currently 15) in Asuncion. First and second generation Korean immigrants are operating these restaurants. It is necessary to provide support for a comprehensive food culture system by developing a menu composition system to meet local tastes, a strategy for improving distribution of Korean food materials, and a plan for sanitary management and operations.

This study deals with the "Dissemination Stage", the final step in the R&D process consisting of R&DDD($R&D^3$ : Research & Development, Demonstration, Dissemination). At the "Dissemination Stage", the newly configured technical design is compared with other alternatives to come up with the most desirable selection. The assessment conducted at this stage is not a simple procedure. It goes through the complex evaluation process in which various elements including economic effects and technical characteristics are considered. The reason for taking such a complex procedure is that the assessment, selection and application of the desirable technical alternative is critical for the company's competitive edge in every field of industrial sectors, thus influencing its survival and continuous growth. This study reviews the AHP method for assessing technical alternatives of the heat supply system design. And, to show the practical validity of the AHP method, it is applied to the evaluation of waste heat system alternatives in the field of energy supply system technology.

Bumblebees, more efficient than honeybees, provide important services for pollination especially in tomato, pepper, cucumber, strawberries and other crops grown under tunnel farming or glasshouse conditions to yield maximization. These bees require pollen and nectar to meet their dietary needs and maintain their colony structure, development and reproduction. Keeping in view their economic importance, the effect of five concentrations of sugar and honey solutions (1:1, 1:1.5, 1:2, 2:1,1.5:1) each as alternative to nectar were used to observe their effect on life history parameters of Bombus terrestris. The 1:1 ratio of sugar solution was found most effective followed by 1.5:1, 1:1.5, 1:2 and 2:1 and also more effective of all five concentrations of honey solutions on all three stages of colony development i.e., at colony initiation, colony development and colony maturation stages. At colony initiation stage, early pre-oviposition period ($6.40{\pm}0.97$ days), early emergence of first worker in the first batch ($25.40{\pm}1.21$ days) and maximum numbers of workers ($6.20{\pm}0.24$) emergence in the first batch were observed at 1:1 ratio of sugar solution. Colonies reared on 1:1 ratio of sugar solution reached earlier ($52.13{\pm}1.28$ days) at colony foundation stage with minimum mortality ($3.27{\pm}0.54$ workers). At colony maturation stage, maximum numbers of workers, sexual (males, queens) and maximum mother queen longevity was observed at the same 1:1 ratio of sugar solution. It can be suggested from present study that sugar solution as alternative of nectar at 1:1 ratio was better than other sugar concentration levels and also from those of honey solution.
The transgenic technologies and their product (living modified organisms) have been developed and commercialized enough to get much attention in terms of their potentials to solve the current global difficulties such as shortage of food and energy. Furthermore, they are expected to make a big role in improving human health levels and creating bio-economy as innovative tools to pursue environmentally sound economic development. However, for the technologies and products to be developed and used in such a way that they continuously give a good impact to human society, first and foremost safety issues surrounding them should be dealt with. Every stage from in-house R&D, pilot field application to on the shelves should be managed to ensure safety following them because many consumers tend to have fear before they get the right or needed information on the modern biotechnology. In this sense, managing research facilities and LMOs for R&D from the point of safety is very crucial in that they are in the early stage of technology or product development. This paper especially deals with those to be complied with by researchers according to the Act on transboundary movement of LMOs, etc, entered into the effect from Jan. 1 2008.
The aim of this study is to develop a software tool of thermal performance and economic analysis of windows, called WEPTools which helps architects, builders, and engineers quickly identify the most cost-effective window system in the very early stages of the design process. This software is suitable for examining middle or Large-sized commercial and residential buildings that are characterized by one thermal zone. To establish the reliability of the simulation results, we adopt TRNSYS algorithm of which verification has already well approved. Therefore it performs whole-building energy analysis for 8760 hours/year, including dynamic thermal calculation.
In environmental value education, the difference between Ecological and Economic view-point about environmentmust should be considered. Usually, although the differences are unavoidable, because our lifes are inclined to Economic life. But this propensity have become great obstacles to Environmental value education by diluting the fundamental reasons which the nature should be preserved. Furthermore we can't say that environmental problems are not solved just by economic approach, owing to its limits of solving by incentives. So we can say that it is very important to have equalized view-points in the relations of economics and ecology for balanced environmental value education. This study is to alternative environmental value education program, to have equalized view-points in the relations of economics and ecology through the small community located in Japan. The exact name of that program is GENSANGGAI. They have persued to attain a spiritual state of complete absence of ego through this program, and this spiritual state can be important environmental value educaton goal, which make the student to see the evironment with equalized view-points in the interdependence between economics and ecology. we can say that this program can be a kind affective (sentimentally perceived) environmental education program. It can be good environmental education program in affective domain. we can say that equalized view-points is to attain a spiritual state of complete absence of ego. This program is some similar to Kohlberg's latter term theory and Open educationin theory in substantial aspect, he persued Just Community Approach through Kibbutz in Israel. From the basis of his theory, if the GENSANGGAI program, which means harmony between socialization and development of moral stage, individualism and communism.
The purpose of this study is to analyze the effect of the R&D subsidies by the government on the private firms' R&D investments in the Korean pharmaceutical industry, which are supposed to have positive effects on their economic performance. We also estimate the relationship between the private firms' R&D investments and firms' economic outcome. Empirical analysis is done by Error Component 2 Stage Least Squares(EC2SLS) estimation using 43 pharmaceutical firms' 8 years' panel data. The elasticity of the government R&D subsidies on the private R&D investments is 0.021%, which we cannot say 'efficient'. Also R&D investments have positive effects on the economic outcome of the pharmaceutical firms, as we expected. We propose several suggestions in the conclusion for the efficient way of government R&D subsidies to induce more private R&D investments.
