  • This paper researched market responses for listed companies in several industries affected by the major oil spill accident off the coast of Taean, in December 7, 2007. The Taean accident triggered considerable concerns in people over the possibility of potential future regulation in shipbuilding and petroleum industries. However, the accident also provided an unexpected business opportunity for environmental clean-up industry and shipbuilding industry. The oil spill triggered the acceleration of the enactment of policies that require all new oil tankers to be constructed with double hull, which is interpreted as a good news for shipbuilding industry. Increased public pressure coupled with the prospect of tightened regulation is expected to decrease the market values of firms in the affected business fields. The stock prices of shipbuilding companies dropped after the incident but dramatically surged after the enactment of the policy in January 31, 2008. Our study also found that companies with more extensive prior environmental disclosure had less negative market reactions during the first sixteen days following the accident.

Application of the Latest European Standard(EN 15522-2) for Marine Oil Spill Analysis: A Study on its Effectiveness in Analyzing Samples from Korean Incidents (해양 기름유출사고 분석을 위한 최신 유럽표준(EN 15522-2) 적용: 한국 사고 샘플 분석의 효율성에 관한 연구)

  • Approximately 250 marine oil spill accidents have occurred in Korea, with profound impact on local communities and the environment. The restoration process necessitates significant resources and costs to return affected areas to their pre-accident state. In accordance with the polluter pays principle, compensation is demanded from polluter, as stipulated in both international conventions and national laws. Consequently, investigations are conducted to determine civil and criminal liability. As the importance of investigation actors in oil spill accidents increases, standards such as CEN 15522-2 and ASTM D 3248 are employed to determine the similarity between the spilled oil and the oil of the suspected ship. Among these standards, CEN 15522-2, the most actively used European standard, underwent its third revision and is now known as EN 15522-2, as of 2023. This study used EN 15522-2 to analyze samples from marine oil spill accidents that occurred in Korea. The results indicated that, considering the characteristics of domestic spills where light fuel oil spills account for more than 40%, the application of EN 15522-2, which includes low-boiling point substances such as Adamantanes, was confirmed to be highly effective.

  • With petroleum being a major source of energy in Korea, the quantity of petroleum transported via ocean routes is on its way up due to increased consumption. Due to the increase, more than 300 cases of pollution caused by petroleum occur annually. Moreover, the number of oil-spill accidents is also on the rise. Causes of such accidents, not including the disposal of waste oil on purpose, turn out to be human error during navigation or defects in the vessels, showing that most accidents are caused by humans. Therefore, to prevent future oil spills, it is imperative that navigation efficiency be enhanced by improving the quality of navigators and replacing old vessels with newer ones. Nevertheless, such improvements cannot occur overnight, so long- and mid-term efforts should be made to achieve it institutionally. As large-scale oil-spill accidents can happen at anytime along the coastal waters of Korea, it is necessary to set-up institutional devices which go beyond the compensation limit of 92FC. The current special law regarding this issue has its limits in that it prescribes compensation be supplemented solely by national taxes. Therefore, the setting-up of a new 'national fund' is recommended for consideration rather than to subscribe to the '2003 Convention for the Supplementary Fund'. It is strongly suggested that a National fund be created from fees collected from oil companies based on the risks involved in oil transportation and according to the profiteers pay principle. In addition, a public fund should be created to handle general environmental damage, such as the large-scale destruction of the ecosystem, which is distinct from the economic damage that harms the local people. The posterior responses to the large-scale oil spill have always been unsatisfactory because of the symbolic nature of the disasters included in such accidents. Oil-spills can be prevented in advance, because they are caused by human beings. But once they occur, they inflict long-term damage to both human life and the natural ecosystem. Therefore, the best response to future oil-spills is to work to prevent them.

Modelling of Oil Boom Failure using the Fluent (Fluent를 이용한 오일 붐 누유 모델링)

  • When oil is spilled at sea, the oil boom is commonly used to tackle the movement and spreading of oil in an early stage of oil spill combat. But the retaining capability of oil boom is affected by various factors, such as water velocity, viscosity and density of oil, water depth, oil volume and the length of boom draft. In this study, a computer modelling was peformed to investigate how these factors influence the oil retaining process. The Fluent, most popular one of many CFD(computational fluid dynamics) programs is chosen for modelling and modelling results were verified using the empirical data. It is expected that results of this study will be useful data for oil boom designer and oil spill response commander.

  • In this paper is proposed for the oil return device developed to perform efficient emergency operation in the event the sea oil spill. Oil recovery apparatus for spilled oil on marine aims to quickly purged with high recovery. Oil recovery apparatus can prevent secondary pollution which may occur in the purification method using the adhesion agent and chemicals. Also it has excellent properties oil recovery. Adopted by the vapor explosion-proof mechanism to remove the risks that may occur during oil recovery operations.
