Public Attitude Survey on Traffic Fine Policy (교통과태료제도에 대한 국민의식조사 분석)

  • Traffic safety has been dramatically enhanced thanks to recent improvements in traffic environment. Nonetheless, many traffic accidents occur due to unchanging driving practices. Therefore, this study addresses the issues of traffic fine and penalty fine policies, and seek appropriate levels of traffic fines through a public attitude survey. For this purpose, a survey was conducted on 905 adult drivers over 20 years of age from 15 provinces and metropolitan cities. Analysis results are as follows. First, traffic environment in South Korea is generally not safe. Respondents perceive violation of traffic laws such as reckless driving, speeding and drunk and driving as an important cause. Second, 61.6% of respondents experienced over one speeding annually, but only 15.2% of respondents were caught in the last three years. Third, opposition to levels of traffic fines has decreased over the past, and responses were more positive when more information was provided. Fourth, to deter moral hazard of paying traffic fines to avoid traffic penalty points, traffic fines should be at least 50,000~70,000 won higher than penalty fines. Fifth, there was less opposition to implementation of accumulated penalty policy compared to income-based differential fine levels. Sixth, traffic fines for different types of traffic violations need to be reorganized. In conclusion, this study suggests the following policy improvements for the current traffic fine and penalty fine policies for violation of traffic laws. First, enough understanding and consensus must be developed for policy improvements. Second, administrative sanctions such as giving penalty points should be considered rather than financial sanctions. Third, there should be policy improvement for accumulative penalty. Current acts of traffic law violation should be reorganized.

  • Driving Event Data such as the rapid acceleration, the rapid deceleration, the sudden braking, and the sudden departure, and over speeding provide important information to predict or analyze the driving habits and accident risk of a driver. Most of the data that represent the driver's driving habits generally fit to the parametric distribution, whereas extreme parts of the data to estimate the accident risk of a driver may not. This paper presents an empirical distribution that is divided into two regions, one is from the normal distribution, and the other is from the general pareto distribution for the driving habits of a driver.

Toward High Utilization of Heterogeneous Computing Resources in SNP Detection

  • As the amount of re-sequencing genome data grows, minimizing the execution time of an analysis is required. For this purpose, recent computing systems have been adopting both high-performance coprocessors and host processors. However, there are few applications that efficiently utilize these heterogeneous computing resources. This problem equally refers to the work of single nucleotide polymorphism (SNP) detection, which is one of the bottlenecks in genome data processing. In this paper, we propose a method for speeding up an SNP detection by enhancing the utilization of heterogeneous computing resources often used in recent high-performance computing systems. Through the measurement of workload in the detection procedure, we divide the SNP detection into several task groups suitable for each computing resource. These task groups are scheduled using a window overlapping method. As a result, we improved upon the speedup achieved by previous open source applications by a magnitude of 10.

  • A developed skill of an intelligent CCTV is also advancing by using its Image Acquisition Device. In this field, area for technique can be divided into Foreground Subtraction which detects individuals and objects in a potential observing area and a tracing technology which figures out moving route of individuals and objects. In this thesis, an improved algorism for a settled engine development, which is stable to change in both noise and illumination for detecting moving objects is suggested. The proposed algorism from this thesis is focused on designing a stable and real time processing method which is perfect model in detecting individuals, animals, and also low-speeding transports and catching a change in an illumination and noise.

Wear Characteristics of Wheel/Rail Material under Dry and Wet Conditions (건식 및 수분조건에 따른 차륜/레일의 마모특성 평가)

  • Rolling contact fatigue and wear on rails are inevitable in railway operations due to excessive wheel-rail contact stress. The wear is influenced by vehicle speed, contact pressure, environmental conditions, and many other factors. Speeding on a curved track causes many problems such as wear on the gauge of the rail and rolling contact fatigue. Managing environmental conditions can reduce problems on the wheel and rail interface. In this study, the wear characteristics of wheel and rail materials were investigated by twin-disc testing using various parameters. The results of the wear test indicated that the wear rate under dry conditions was larger than that under wet conditions. We found that contact fatigue damage occurred on the rail in dry conditions, however, the surface of the specimen under water remained smooth. Also, the friction coefficient in dry conditions was larger than in wet conditions.

  • Recently, most companies are speeding up the movement of modeling and strategically applying IDI (Integration Database Information). This is due to the fact that CRM (Customer Relationship Management) representing communication and relation maintenance with customers, has been raised one of the most important issues for companies. From this point of view, this study is to develop the scoring campaign system connect-ing customer scoring model to marketing layer through data mining techniques which are the core factor for CRM. This developed system makes users easily choose the target customers as well as easily obtain customer scoring results under GUI circumstances which helps users easily apply as a result.

  • Recurrent event data occurs when a subject experience the event of interest several times and has been found in biomedical studies, sociology and engineering. Several diverse approaches have been applied to analyze the recurrent events (Cook and Lawless, 2007). In this study, we analyzed the YTOP(Young Traffic Offenders Program) dataset which consists of 192 drivers with conviction dates by speeding violation and traffic rule violation. We consider a subject-specific effect, frailty, to reflect the individual's driving behavior and extend to time-varying frailty effect. Another feature of this study is about the redefinition of risk set. During the study, subject may be under suspension and this period is regarded as non-risk period. Thus the risk variables are reformatted according to suspension and termination time.

  • The diffusion of the internet, the advancement of ICT technology, and digital diffusion have facilitated the streamlining and acceleration of scholarly communication and speeding up research, and the paradigm of scholarly information dissemination is changing. This study introduces the ORCID, a unique author identifier, and examines the ORCID organization's activities, the advantages given to researchers and research institutes, and the membership status. In addition, this paper examines adoptions and utilizations of ORCID in major countries including USA, UK, Italy, and China. Based on this, this paper suggests the necessary considerations for utilizing ORCID in terms of governance, system elements, policy and institutional aspects in an effort to identify authors at national level.

Effects on the Vehicle Running Speed Analysis according to the Speed Reduction Road Facilities (속도저감형 시설이 차량 주행 속도에 미치는 영향 분석)

  • It has been applied several ways in order to prevent traffic accidents and speed management on the road which is one of very important factors to prevent accidents. In this study, it is analyzed whether the facility such as the flashing and crosswalk, speed cameras and intermittent warning signs affect on a driving deceleration or not. It has been shown that the flashing and crosswalk and speed cameras except intermittent warning signs play a role of reducing the driving speed. The result showed that these traffic safety facilities help to improve the average speed as well as velocity distribution which was derived by the speed deviation even if there were the difference between facilities. Speed limit display does not affect the deceleration of the driver. Therefore, it was founded in this research that there were the driving speed reduction effect due to the facilities on the road. In order to control the driving speed on the road, it is necessary to install facilities with appropriate location and spacing on the road. In addition, place that turns out suppressed speeding through speed management also are required adequate facilities such as speed cameras.

Optimization of Lightweight Encryption Algorithm (LEA) using Threads and Shared Memory of GPU (GPU의 스레드와 공유메모리를 이용한 LEA 최적화 방안)

  • As big-data and cloud security technologies become popular, many researchers have recently been conducted on faster and lighter encryption. As a result, National Security Research Institute developed LEA which is lightweight and fast block cipher. To date, there have been various studies on lightweight encryption algorithm (LEA) for speeding up using GPU rather than conventional CPU. However, it is rather difficult to explore any guideline how to manipulate the GPU for the efficient usage of the LEA. Therefore, we introduce a guideline which explains how to implement and design the optimal LEA using GPU.
