농촌활성화사업과 지역특화발전특구제도의 고찰 (A Study on the Rural Activation Project and the Special Economic Zone for Regional Development Policy)

  • Decrease in Population and graying of rural area by industrialization and urbanization are gone continuously. This makes happened various rural problems and the differential of standard of living with is arising day by day. Government is unfolding rural supporting project to solve continuously these problems. Recent Projects which are choosing not top-down process by government leading but bottom-up process through village inhabitants' participation and expert consultant get positive estimation. But those have difficulties because the support is attained only in the beginning step not continuously and inhabitants' number by graying is decreasing. The Special Economic Zone for Regional Development Policy is new access that regulation can differ according to special quality of each area depending on Localization Age. Through this transfer the competence that can mitigate or reinforce various regulations according to special quality of area in local government. So, back and maintain activation systematically so that each area could be developed specially. The purpose of The Special Economic Zone for Regional Development Policy is the activation of regional economy through development that regional specific character is. And there is characteristic that local government plans and takes the lead in all project contents, government gives regulation benefit by appointing the special economic zone and do not support finance and various tax remissions. Through investigation of such new policy, I wish to recognize what long-term plan and method could be possible to success rural activation continuously.

  • In terms of coastal and marine tourism, Busan's Haeundae had the nation's representativeness, and is pushing for many kinds of related policies to revitalize the special tourism zone. Due to a drop in the number of beach users, it is inevitable for the Haeundae Special Tourist Zone to face active responses to new trends emerging in the global tourism market. Therefore, the purpose of this study is to present a tourism strategy for making the Suyeong River as a more competitive ourist resource along the zone. First, a language network analysis is conducted through interviews to understand the ideas of interest groups for the river cruise activation project. Second, the frame structure of stakeholders is used to analyze solutions by comparing the similarities and differences in recognition frames of interest groups. Third, we intend to analyze the detailed frame types of stakeholders and present new alternatives based on the structure of relationships between types.

해양경제특구의 성공 요인 (A Study on Success Factors of Marine Special Economic Zone)

  • 최근 우리나라에서도 '해양경제특구'의 지정 필요성이 대두되고 있다. 해양은 새로운 자원 확보 및 국가적 역량제고에 무한한 가능성의 공간을 제공하며, 특히 중국, 일본 등 동북아 주변국의 국가 차원의 해양산업 발전전략을 강화하고 있으나 국내 항만정책은 그간 양적성장 위주로 추진되어와 발전한계에 봉착하고 있다. 따라서 국가적 차원의 해양산업 고도화 및 고부가가치 창출 전략 필요한 시점에 와 있으며, 이에 '해양경제특구'의 지정 필요성이 크게 대두되고 있다. 그러나 '해양경제특구'의 지정이 중요한 것이 아니라 그 성공적인 개발을 통한 시너지 효과의 극대화가 중요한 것이다. 따라서 본 논문에서는 '해양경제특구'를 지정하여 성공적으로 개발하기 위한 성공 요인분석을 하였다. '해양경제특구'의 성공적인 발전 요인 중 대분류 세 가지 요인에 대한 분석결과는 "주관적인 요인"이 4.11점, "산업환경적인 요인"이 3.89점, 그리고 "정부정책적인 요인"이 3.72점이었다. 세 가지 요인 중 주관적인 요인의 평균평점이 월등히 높아 결국 '해양경제특구'의 성공적인 발전을 위해서는 입주기업 스스로가 집중화된 시장전략 및 친시장 능력을 확보하여 경쟁력을 갖추는 것이 가장 중요하다는 것을 나타내고 있다. 하지만 산업환경적인 요인과 정부정책적인 요인의 평균평점은 각각 3.89점 및 3.72점을 기록하여 주관적인 요인보다는 적은 영향을 미치고 있다는 결론이다. 즉, 주관적인 요인의 평균평점이 월등히 높다는 것은, '해양경제특구'의 성공적인 발전을 위해서는 입주업체 스스로가 가장 우선적으로 (1) 집중화된 시장전략 및 친시장적인 능력을 확보하고, (2) 신속한 고객 욕구 충족 및 신뢰성을 확보하며, (3) 특구 내 해양산업 분야 간 연계발전 모델 정립을 통한 경쟁력 확보하는 것이 가장 중요하다는 것을 의미한다.

Effect of bolted splice within the plastic hinge zone on beam-to-column connection behavior

  • The purpose of this study is to investigate how a fully restrained bolted beam splice affects the connection behavior as a column-tree connection in steel special moment frames under cyclic loading when located within the plastic hinge zone. The impacts of this attachment in protected zone are observed by using nonlinear finite element analyses. This type of splice connection is designed as slip-critical connection and thereby, the possible effects of slippage of the bolts due to a possible loss of pretension in the bolts are also investigated. The 3D models with solid elements that have been developed includes three types of connections which are the connection having fully restrained beam splice located in the plastic hinge location, the connection having fully restrained beam splice located out of the plastic hinge and the connection without beam splice. All connection models satisfied the requirement for the special moment frame connections providing sufficient flexural resistance, determined at column face stated in AISC 341-16. In the connection model having fully restrained beam splice located in the plastic hinge, due to the pretension loss in the bolts, the friction force on the contact surfaces is exceeded, resulting in a relative slip. The reduction in the energy dissipation capacity of the connection is observed to be insignificant. The possibility of the crack occurrence around the bolt holes closest to the column face is found to be higher for the splice connection within the protected zone.

규제자유특구법 개정안의 비교 고찰 (김경수, 정성호, 추경호, 홍일표, 개정안을 중심으로) (A Comparative Study on the Revised Bills of the Regulatory Freedom Special Districts Act (focused on the Revised Bills by Proposed Kim Kyung-soo, Jung Sung-ho, Choo Kyung-ho, Hong Il-pyo))

  • "규제자유특구 및 지역특화발전특구에 관한 규제특례법"은 지역의 혁신적이고 전략적인 성장을 지원하기 위해 기존 시군구의 지역특화발전특구와는 구별되는 새로운 유형의 '규제자유특구제도'를 시 도 단위를 대상으로 추가 도입하고, 지역의 혁신성장사업 또는 지역전략산업에 대해 혁신적인 규제특례를 부여할 수 있는 법적 근거를 마련하였다. 그러나 김경수 의원이 33인을 대표해서 발의한 의안을 시작으로 추경호, 정성호, 홍일표의원이 각각 10명~12명의 의원을 대표하여 의안을 제출하였으나 법이 통과되기까지 많은 사회적 이슈로 인하여 진통을 겪었다. 법안의 주요쟁점으로 규제자유특구의 목적, 명칭, 적용범위, 추진체계, 규제혁신 3종 세트의 적용, 메뉴판식 규제특례의 종류, 징벌규정 등 사실상 법안의 처음부터 끝까지 논쟁이 발생하였으나 각 법안들의 이슈들과 쟁점들을 여야 간의 합의를 거쳐 최종적으로 규제자유특구법이 전면 개정됨에 따라 본 연구에서는 각 의원 안과 통과법안의 차이점을 비교분석하고, 쟁점 항목이 어떻게 최종 법안에 반영되었는지 확인하여 규제자유특구의 올바른 운용을 위한 방안을 도출하고자 한다.

도시계획 수립에 있어 도시생태현황지도 활용방안 연구 - 용도지역과 시가화예정용지를 중심으로 - (A Study on the Utilization of Biotope Map in Urban Planning - Focusing on the land use designation and planned urbanized area -)

  • In South Korea, there is a growing domestic need for a biotope map which contains ecological and environmental geographic information of a city. After the production of a Urban Ecological Maps(biotope map) by the Seoul metropolitan government in 2000, Natural Environment Conservation Act was revised in 2017 to make it mandatory for a local government to draw up its own urban ecological map. The aim of the present study was to find out ways to utilize an urban ecological map as a mean of communication between natural environment planning and urban planning sectors in a preliminary stage before introducing a big framework of 'environmental and ecological planning.' The northern area of Incheon metropolitan city was selected as the target area for this study. The major research content includes a comparative analysis of special-purpose zones, urban planning zones, restricted development zones, and conservation forests with focus on biotope types and Grades 1 of 'Biotope Type Assessment.' Farmland biotopes and forest biotopes within an area designated as an urban zone (residential, commercial and industrial zones) need to be redesignated as a zone which can conserve them. Especially considering a high possibility of damage to a large scale of natural green areas, these areas need to be readjusted immediately. If the entire area designated as an urban planning zone is to be developed, it is likely to cause serious damage to natural biotopes in the area (56.2%), including farmland biotope (30.4%), forest biotope (15.0%) and grassland biotope (10.8%), and thus, readjustment is needed. In case of a conservation forest, as it can possibly be damaged by the designation of special-purpose zones, it is necessary to match the designation of conservation forests or a special-purpose zones with their biotope types. In conclusion, we present a variety of thematic maps for utilization of an urban ecological map and propose a phase-specific environmental and ecological plan. Phase 1 is the establishment of a urban plan in consideration of ecological status; Phase 2 is the independent establishment of an environmental and ecological plan by an environment department; Phase 3 is an integrated management of ecological planning system and urban planning system.

Strategic Approaches to Free Economic Zones for the Digital Economy: Lessons from a Comparative Study

  • The paper addresses the importance of redesigning strategies for resilient and sustainable regional economic development - by applying strategic approaches to free economic zones for the digital economy. The purpose of the paper is to provide a broad comparative perspective on developed versus developing country efforts to use free economic zone programs to enhance various economic and social objectives. First, the paper introduces the chronicle experiences of free economic zone programs in South Korea and mainland China - developed versus developing economies. The main results of the analysis indicate that (1) achieving the goals and objectives of free economic zones is challenging over time; (2) trying to upgrade the technical component, develop knowledge-based and eco-friendly new industries, or value-added to the economy through free economic zone policies is even challenging; and (3) incentives and other program-specific variables are highly context-specific and not structurally correlated with free economic zone performance. In addition, the paper shows that the initial conception of the role of free economic zones has undergone significant change as individual countries have tried to enhance the contributions and avoid damages from incorporating free economic zones into their development strategy respectively, over time.

부산항의 국제경쟁력 제고를 위한 부산.진해경제자유구역의 활성화 방안 (The Development Device of Busan-Jinhae Free Economic Zone for the International Competitiveness of the Port of Busan)

  • This paper suggests the development device of Busan-Jinhae free Economic Zone(BJFEZ) to strengthen the competitiveness of the Port of Busan and promote the regional development in Busan. It deals with the securable feasibility of necessary sites and development costs and financial resources, the foreign investments figure, and the structure of the BJFEZ Authority. In addition, to evaluate the background, process, and contents of 'Special Purpose Local Government', the paper looks into the amendment proposal of 'Act on designation and management of free economic zones' suggested by the central government from the regional view of point. As proposals to promote and activate BJFEZ, it is recommended in the paper that it is required, first, to draw the detailed political methods to guarantee sound and sustainable development project and investment environment in accordance with regional characteristics prior to marketing, second, to develop and implement differentiated policy means to facilitate foreign investment, third, to strengthen specialty of the BJFEZ authority, and finally, to set up the supporting role and cooperation of both the central and local governments.

대북정책 결정의 정치적 환경과 대통령의 영향력 : '서해평화협력특별지대' 정책결정 과정을 중심으로 (The Political Environment and the President's Influence for Policy toward North Korea: Focusing on the process of 'Special Zone of Peace and Cooperation in the West Sea' policy making)

  • 본 연구는 한국의 대북정책 결정과정에서 대통령의 영향력이 제한적으로 나타나게 되는 제도적 요인과 정치적 환경을 분석하는 것을 목적으로 한다. 대통령은 국가수반으로서 대북정책에 대한 최고 결정권을 보유하고 있다. 하지만 대북정책에서 대통령의 영향력이 언제나 절대적인 것은 아니다. 권력분립과 민주주의의 제도화에 의한 관료정치, 분점정부 여부나 대통령의 남은 임기 등 정책을 추진하는 시점의 정치적 환경, 정책의 특수성 등 여러 요인들이 대북정책에 대한 대통령의 영향력을 제한하는 요인으로 작동할 수 있다. 본 연구는 2007년 남북한 정상의 합의로 계획되었던 '서해평화협력특별지대' 조성에 관한 정책결정 과정의 동학을 분석하여, 그 과정에서 대통령의 영향력이 제도적 환경과 정치적 여건에 의해 제한적으로 나타나고 있음을 살펴보았다.

영역피해모델에 의한 균열 및 노치의 피로강도평가 (Inherent Damage Zone Model for fatigue Strength Evaluation of Cracks and Notches)

  • Inherent damage zone model is presented to explain the fatigue properties near the fatigue limit and the crack growth threshold consistently Inherent damage zone model assumes that the stress at a point which is located at a small distance, $r_0$, an inherent length of the material that represents the size of effective damage zone, from the crack initiation position governs the fatigue characteristics regardless of the geometric configuration of the specimen; smooth specimen, notched specimen or cracked specimens with short and long crack length. A special feature of the paper is using the exact stress distributions of notched and cracked specimens at the strength evaluations. Analytical elastic solutions by Neuber and Westergaard are employed for this purpose Relationship between fatigue limit of smooth specimen and threshold stress of cracked specimen, occurrence condition of non-propagating crack at the root of elliptic notch and circular hole and relationship between stress concentration factor and fatigue notch factor are discussed quantitatively based on the proposed model.
