Recently, our company has entered the modern knowledge company, government policy and regulation has a big influence on people's lives. Also, unlike in the past, I am hoping for administrative intervention as a problem peculiar to the environment, such as environmental housing problems, urban transportation problems, misuse problems, etc. and corporate pending issues. In this study, through the 10th year of the Seoul Special Citizen Judicial Police Force, if the local autonomy is a special envoy, it will try to present the correctness in the organization luck. As a measure to secure the nature of administrative action, the method of investigation was through the study of the execution process of administrative penalty and its result based on the statistical data of Seoul City. Therefore, we will analyze the process and operation of the 10-year organizational change of the Seoul Metropolitan Government's police force and examine how the police force of the people's livelihoods, which is a special investigation organization, is expanding its duties in order to strengthen the enforcement power of the administration. Also, we will make future-oriented suggestions to encourage the readjustment of the current relevant laws, such as the Ministry of Patriots and Veterans Affairs, and to actively accommodate the expected changes of the special law police organization in charge of the enforcement of the police system.

This study is an analysis of the prisoners' and the pre-trial prisoners' rights based on the laws and rules, and court cases. Rights included are the right to know and the access to information, the right to legal representation and the right of education, all of them can be protected when the prison libraries are administered In order to protect the prisoners' and pre-trial prisoners' rights, the necessity for the establishment of prison library is discussed and the direction of prison library system is suggested.

The recently revised "Telecommunications Business Promotion and Personal Data Protection Act" is an important legal milestone in promoting the Korean telecommunications infrastructure and industry as well as protecting individuals' personal data and individuals' rights to privacy. Special characteristics of information security and privacy protection services including public goods' feature, adaptiveness, relativity, multi-dimensionality, and incompleteness, are reviewed. The responsibility of chief security/privacy officers in the IT industry, and the fairness and effectiveness of the criminal negligence in the Telecommunications Act are analyzed. An assessment of the rationale behind the act as well as a survey of related laws and cases in different countries, offers the following recommendations : i) revise the act and develop new systems for data protection, ii) grant a stay of execution or reduce the sentence given extenuating circumstances, or iii) use technical and managerial measures in data protection for exemption from criminal negligence.

Smart contracts are implemented by blockchain technology, which stores the terms of the contracts of both parties on the blockchain. In the event of an international dispute over smart contracts and blockchains, no special solution has been proposed, such as the enactment of the International Unification Act. The blockchain platform which operates smart contracts is decentralized and operates through distributed nodes around the world without central servers, making it difficult to establish jurisdiction and governing laws. As an alternative to traditional dispute-solving methods, a new mediation model-smart arbitration-is being attempted. The arbitration process is likely to be a preferred means of resolving disputes over smart contracts in practice. There are many problems, such as the fairness of the arbitration center on the selection and judgment of arbitrators, the question of securing reliability, the question of the validity of the arbitration agreement, and how much the court can be involved in the case. Preparations at the national level, such as fostering blockchains and smart contract experts, and overhauling the legal system, are needed.

Today the occurrence and world-wide transfusion of the AIDS has brought about new problems related to family relations. The AIDS is more threatening than any other disease because of the special processes of infection trough sex and intravenous injections high care cost and terminal death. The AIDS causes conflicts among family members economic destitution and family dissolution. In the U.S Marriage without noticing of the AIDS may lead to divorce like injuries abandonment and misfeasance during marriage. But the AIDS victims should not be rejected from the rights of parental decision divorce beneficiaries and visiting rights. More discussion is needed about such issues as the pregnancy rights rongful birth action and selective nontreatment by doctors. The AIDS may influence the every party involved and interdisplinary studies should be required to solve the problem including family science laws psychology sociology and medical research as well.

To attain the rich and comfortable human living, much development and economic growth are needed. But the radical development destroys natural environments or resources, and also the life environments are destroyed. How to maintain the balance between development and environments forms an important problem. Since 1955, a great deal of damage has been done to human being by the pollution of air, water or noise in Japan, for example, Minamata-byo (1956), arsenical poisoning by mkil (1955), Cd-I taiitai-byo (1955), asthma by air pollution, etc. Now, there are over 100,000 sick persons suffering from pollution in Japan. To prevent the pollution, the first act was made 1967, the kind of which were defined as follow:air, water, soil, noise, vibration ground subsidence, and bad smell. Laws on these were established 1970∼1981, and the environments here ave gradually being improved. The mentioned above gituation necsesitates the measuring or chemical analysis of pollution data, but the many cost is necessary to obtain such data. The special environment measuring certifier was needed and the Measurement Law was amended 1974. Some comment will be given of the present condition of environmental measuring certifier.

Nowadays, electro hydrostatic actuator (EHA) has shown great advantages over the conventional hydraulic actuators with valve control system. This paper presents a position control for an EHA using a modified back stepping controller. The controller is designed by combining a backstepping technique and adaptation laws via special Lyapunov functions. The control signal consists of an adaptive control signal to compensate for the nonlinearities and a simple robust structure to deal with a bounded disturbance. Experiments are carried out to investigate the effectiveness of the proposed controller.

At this point, the Pan-Korea Grand Waterway (PKGW) has negative views and various complicated problems, but the government chose PKGW as important project for having a benefit in physical distribution, tourism, aggregate sale and new employment as well as in view of disaster prevention, flood control, irrigation. The government makes special laws for PKGW in evaluating environment effect and the safety of existing facilities and considers countermeasures for the rehabilitation, movement and redevelopment of facilities by related company and specialist. From analyzing and investigating the collective results in detail and in stages, the PKGW is the best choice by which korea engineers can hand over pleasant and beautiful korea to next generation in world.

In this paper, we define generalized induced linguistic aggregation operator called generalized induced linguistic ordered weighted harmonic mean(GILOWHM) operator. Each object processed by this operator consists of three components, where the first component represents the importance degree or character of the second component, and the second component isused to induce an ordering, through the first component, over the third components which are linguistic variables and then aggregated. It is shown that the induced linguistic ordered weighted harmonic mean(ILOWHM) operator and linguistic ordered weighted harmonic mean(LOWHM) operator are the special cases of the GILOWHM operator. Based on the GILOWHM and LWHM operators, we develop an approach to group decision making with linguistic preference relations. Finally, a numerical example is used to illustrate the applicability of the proposed approach.

Some local government, community rehabilitation center, special school operate buses which can be used by wheel chair user in order to commute. However, there are no regulations or laws for safety management of buses and its wheel chair lifts. To prevent discrimination among the physically challenged people, government of Korea plan to supply buses which wheel chair users are able to on board. Safety management system should be prepared to ensure safe and convenient use of express and intercity buses for wheel chair users. In this study, domestic and international standards and regulations of wheel chair lift are thoroughly reviewed and based on this research, national safety standards for wheelchair lift are suggested for the future.
