개방과 공유에 기초한 정부 3.0이라는 새로운 패러다임이 국정전반에 확산되고 있다. 공간정보산업의 발전이라는 장기적인 관점에서 볼 때 항공사진의 공개해상도 등 공간정보 보안규제는 합리적으로 개선되어야 한다. 그러나 공간정보 보안관리체계가 합리적으로 확립되지 않은 상태에서의 규제 철폐는 자칫 국가안보와 같은 또 다른 문제를 야기할 수도 있다. 본 연구의 목적은 현행 국가 공간정보 보안정책과 공간정보산업 등 시대적 여건 변화를 고려하여, 보안규제의 완화를 위해 필요한 공간정보 보안관체계의 개선방안을 제시하는 것이다. 분석의 관점으로써 법제도적 측면, 운영 관리적인 측면, 기술 시스템 측면을 종합적으로 검토하였으며, 특히 공간정보 보안관리의 통합적 관점을 유지하였다. 공간정보 보안체계의 문제점과 함께 해외 공간정보 보안규제 정책을 검토한 후, 이를 토대로 합리적인 보안관리 개선 방안을 법제도적 측면, 운영 관리적인 측면, 기술 시스템 측면으로 나누어 제시하였으며 장기적인 보안규제의 완화를 위한 3단계 보안관리체계의 개선방안을 제시하였다.

공간 데이타베이스 시스템에서는 동일한 레이어 상에서 보안등급이 다른 두개 이상의 비공간 정보로 이루어진 공간 객체를 관리할 필요성이 있다. 이러한 공간 객체 관리를 위해 관계 데이터베이스 시스템의 다중인스턴스화(polyinstantiation) 기법을 적용하면 공간 객체의 표현상 문제와 상이한 보안등급을 가지는 주체의 접근으로 인한 서비스 거부(service denial)와 정보 노출(information flow)이라는 문제가 발생한다. 본 논문에서는 이와 같은 문제점을 해결하기 위해 상이한 접근등급을 갖는 공간 객체를 위한 다중인스턴스화 기법을 제안한다. 제안된 기법은 공간 객체에 대해 보안등급 변환검사 단계와 다중인스턴스 생성단계를 통하여 사용자의 등급에 따라 새로운 공간 객체를 생성하고, 이를 보안 정책에 활용한다. 또한 상이한 등급의 사용자가 공간 객체에 대하여 다양한 보안 연산을 요구할 경우 발생하는 서비스 거부와 정보노출의 문제점을 각 등급에 따른 공간 객체 다중인스턴스를 생성하여 해결한다.

The utilization of underground space has recently increased with the complication of road, the rise of the land price, and the development of green technology. Underground space ranges from classical excavations to subway, underground cities, and shopping malls where there are crowds of people. At this time, government has spent a lot of money in installing various types of safety facilities for preparations of increasing potential disasters. Therefore, an effective facility management system is required. In this paper, we propose an information retrieval process to effectively extract the facilities' information based on the ontology and spatial analysis in underground space. The ontology-based searching supports hierarchical and associated results as well as knowledge sharing with hierarchy concepts. The spatial analysis based searching has "Buffer" and "Near" functions to operate on a map without understanding any property of the facility information.

최근 안전취약계층을 상대로 한 범죄가 증가함에 따라 사회적 약자를 위한 안전망 구축에 대한 관심이 증가하고 있다. 이를 위하여 사회안전망 구축 연구성과의 지속적인 실증을 위한 테스트베드를 필요로 하고 있다. 그러나 기존의 지능형국토정보기술혁신사업이나 U-Eco City R&D 사업 등의 테스트베드는 연구개발 성과물을 테스트베드에 적용하여 효과를 검증하는 단계에만 머물러 사업 종료 후 기술의 사업화 및 테스트베드의 지속적인 운영 관리 측면에는 미흡한 점이 많았다. 따라서 R&D성과물에 대한 지속가능한 운영 관리체계 및 제도가 필요한 실정이다. 본 연구는 기존의 테스트 베드 사례와 방범 및 범죄 예방 연구사례를 토대로 지능형 방범 실증지구의 개념을 정립하고, 실증지구 선정기준에 대해 제시하였다. 객관적인 평가기준을 통해 선정된 실증지구는 연구기간 이후에도 지속적인 운영이 가능하고, 시민들의 안전한 삶에 기여하는 실증지구의 표준모델을 확립할 수 있을 것으로 사료된다.

이 연구는 국내 시스템경비업체의 보안관리 개선을 위한 경영대책의 일환으로 관제시설에 대한 구축 프로세스와 보안관리 방안을 제안한다. 관제시설은 시스템경비의 중추신경으로 현장의 대응체제가 아무리 잘 구축되어 있더라도 관제시설이 장애나 재해로 작동이 중단되거나 관제기계경비원이 위해를 입게 되면 본래의 기능을 수행할 수 없기 때문이다. 관제시설의 구축 프로세스는 공간구조, 기반시설, 관제장치, 관제 솔루션, 운영조직으로 구분하고, 보안관리 방안으로는 물리보안, 정보보안, 인적보안에 대한 대책을 제시한다.

새로운 공간기술의 발달은 현 토지 관리의 효율성을 유지하면서 미래 토지 관리의 효율성뿐 만아니라 지속성까지도 고려할 수 있게 하고 있다. 이런 맥락에서 토지관리 및 지속성에 직면한 도전은 무엇이며, 양자의 관계는 어떻게 설정할 수 있는지? 토지 관리를 위한 지속가능한 기술은 무엇인지? 그리고 지속성의 도전과 기술을 어떻게 토지 관리를 위해 적용할 수 있는지? 등의 의문을 제기해 볼 수 있다. 따라서 본 연구는 토지 관리를 보다 더 효율적이고 지속적으로 유지관리하기 위한 지속가능한 기술을 조사 및 적용하여 지속가능한 토지 관리방향을 모색하는 것이다. 특히 지속가능성 및 토지 관리의 도전이라 할 수 있는 수용능력(capacity), 안전성(security), 정보기술자원(IT resource), 새로운 장치(new device), 표준(standards), 투명성(transparency), 자료의 접근(access to data) 등을 고려하여 토지 관리를 위한 지속가능한 기술을 기술하고 접근하고자 한다.

The emergences of GeoSensor and researches about GIS have promoted many researches of u-GIS. The disaster application coupled in the u-GIS can apply to monitor accident area and to prevent spread of accident. The application needs the u-GIS DSMS technique to acquire, to process GeoSensor data and to integrate them with GIS data. The u-GIS DSMS must process big and large-volume data stream such as spatial data and multimedia data. Due to the feature of the data stream, in u-GIS DSMS, query processing can be delayed. Moreover, as increasing the input rate of data in the area generating events, the network traffic is increased. To solve this problem, in this paper we describe TRIGGER ACTION clause in CQ on the u-GIS DSMS environment and proposes data source management. Data source weight table controls GES information and incoming data rate. It controls incoming data rate as increasing weight at GES of disaster area. Consequently, it can contribute query processing rate and accuracy

최근 공간정보와 다양한 멀티미디어 등이 융합되어감에 따라 고부가가치의 공간정보 콘텐츠에 대한 수요와 공간정보 보안을 위한 각종 기술의 필요성이 증대되고 있다. 그러나 현재의 보안 정책은 각각의 시스템에서 독립적으로 관리되고 있기 때문에 보안 정책의 수정에 많은 비용이 소요되거나 신뢰성이 떨어지는 문제점이 있으며, 국내외 공공기관 및 기업에서 사용되는 공간정보 관리 시스템에서도 시스템의 연계 및 통합 과정 중 이와 같은 문제점들이 빈번히 발생하고 있다. 따라서, 본 논문에서는 국제 표준화 기구인 OGC에서 제시한 GeoXACML을 기반으로 문법 및 의미의 확장이 용이하고 많은 공간 플랫폼 및 시스템에 대해 통합된 보안 정책을 제공할 수 있는 접근 제어 시스템을 설계 및 구현하였다. 본 논문에서 설계 및 구현한 GeoXACML 기반 접근 제어 시스템은 국제 표준 스펙을 따르기 때문에 높은 이식성과 함께 상호운용성을 제공한다. 마지막으로 본 논문에서는 본 시스템을 접근 권한이 요구되는 군사 지역에 대한 가상 시나리오에 적용해 봄으로써 그 효용성을 입증하였다.

Location Based Services, or LBS refers to value-added service by processing information utilizing mobile user location. With the rapidly increasing wireless internet subscribers and world LBS market, the various location based applications are introduced such as buddy finder, proximity and security services. As the killer application of the wireless internet, the LBS has preconsidered technology about location determination technology, LBS middleware server for various application, and diverse contents processing technology. This paper describes the open architecture for LBS platform ensuring interoperability among the wireless networks and various location-based application services and the functional requirements for the LBS platform. The LBS platform in a narrow sense provides a standard interfaces for location management and network management for location services as follows, positioning (location acquisition through network or/and handset), location managing, location based functions, profile management, authentication and security, location based billing, information roaming between carriers and the system monitoring independent to specific network or ISP/CPs(Content Providers).

This study has reviewed the "A survey on the relation between the employees' viewpoint with knowledge management and cultural intelligence among the employees working in Social Security Organization of Ardabil". The present study is functional in terms of objective and the method is descriptive and survey. This has asked the others' ideas and viewpoints concerning a specific subject and has analyzed them. About the nature and the method used, the present research is of correlation research. The population applied in this research includes all employees working in Social Security Organization of Ardabil consisting of 400. The method used for sampling is simple random sampling. To collect the information in the first step of the research the library method has been used. In this research the data has been collected through standard questionnaires. Then, via descriptive and inferential statistics the research data has been characterized and regarding the spatial scaling of the measurement to test the hypothesis the, correlation analysis of Pearson has been used and also to specify the reliability of the questionnaire the Chronbach's Alpha has been taken in use and the SPSS software to analyze the data also. The findings resulted from the study showed that there is a significant relation between the factors concerning employees' efficiency with knowledge management and the cultural intelligence and all hypotheses was confirmed.
