Impacts of Payload Weights on the Cost Effectiveness of Reusable Launch Vehicles (재사용발사체의 비용 효용성에 미치는 임무중량의 영향)

  • Recently, in the space market, there has been a rapid reduction of the launch price. The major reason is that a few commercial companies, especially SpaceX, began to enter into the space market about ten years ago, which has changed the space market from monopolization to competition, and accelerated the adoption of commercial efficiency in the technology and management. Also, the successful landing and recovery of a first stage in 2016 by SpaceX proved to be a prelude to opening a new era of reusable launch vehicles, and SpaceX declared the groundbreaking launch price through using the reusable launch vehicle. This study calculates the total launch cost required to put a certain satellite into the LEO, compares the launch cost in three cases with different payload weights, and reviews the impacts of the payload on the cost effectiveness of a reusable vehicle. The total launch cost is divided into 6 subsections cost, namely development cost, production cost, refurbishment cost, operation cost, fixed-cost of factory and launch site, and insurance cost. The cost estimation relationships used in the calculation are taken from the commonly proven cost models such as TRANSCOST.

  • Space launch vehicle development needs many kinds of technologies synthetically. Nowadays, KARI (Korea Aerospace Research Institute) has developed a space launch vehicle, KSLV-I (Korea Space Launch Vehicle-I), that is able to load with an 100kg payload. After that it plans to develop Korean Space Launch Vehicle. As space launch vehicle becomes more complicate and larger, it needs a scientific and analytic development cost estimation. In this paper a cost estimation for KSLV-II using TRANSCOST 7.1 was studied.

  • The development of space launch vehicle is an important step to advance to developed countries in the space area. It is also so risky due to necessity of huge costs and longer development period. The accuracy of cost estimation is important to develop a space launch vehicle successfully and efficiently. It is also necessary to estimate production and operation cost in order to develop commercial space launch vehicle possessing competitiveness. In this paper, Korean factors to be able to reflect the current state of workforce, average working hours and technology readiness level in Korea were analyzed to estimate production and operation cost of space launch vehicles that are developed in Korea. Korean factors have been applied to production and operation cost estimation of KSLV-II based on TRANSCOST. We evaluated the competitiveness level of KSLV-II as the commercial launch vehicle in the commercial launch services market by comparing with cost per flight of foreign launch vehicles.

  • A space launch vehicle system represents a typical example of large-scale multi-disciplinary systems, consisting of subsystems such as mechanical structure, electronics, control, telecommunication, propulsion, material engineering etc. A lot of cost is required to develop the launch vehicle system. A precise planning of R&D cost is very essential to make a success of the launch vehicle development program. Especially in the early development phase of a new space launch vehicle system, cost estimation techniques and analogy from past similar development data are very useful methods to estimate a development cost of the launch vehicle system. Now Korea Aerospace Research Institute is in charge of the KSLV-I (Korea Space Launch Vehicle-I) Program that is a part of Korea National Space program. KSLV-I Program is a national undertaking to develop launch capabilities to deliver science satellites of a 100kg-class into a low earth orbit. It is hereafter, going to plan to develop a new korean space launch vehicle. In this paper, first the development costs of well-known launch vehicles in the world are presented to provide a reference to make a development plan of a new launch vehicle. Second this paper introduces the present status of cost estimation applications at NASA. Finally this paper presents the results from application of a TRANSCOST, a parametric cost model, to derive a cost estimate of a new launch vehicle development, as an example.

Cost Model for Annual Cost Spread Estimation of Space Launch Vehicle Development (발사체 개발의 연차별 비용 추정을 위한 비용모델 개발)

  • In order to develop a launch vehicle successfully, it is important to estimate development costs accurately but it is also important to plan the annual budget. In this paper, the statistical method was utilized for cost spreading. For cost spread modeling, the suitability of the model by analyzing several statistical models was evaluated and consequently, the beta-distribution model has been selected. In this study, the validity of the annual estimation cost model was verified through the comparison of the actual development cost distribution and the estimating cost distribution of Space Shuttle Main Engine. In addition, this paper estimated the annual budget required for the development of the KSLV-II using currently allocated cost for successful development. It is anticipated that the present cost spread model can be applied to not only launch vehicle development but also other large complex system development.

Measuring a Value of Contract Flexibility in the Third-Party Warehousing

  • This paper considers the value of warehousing contract under probabilistic demands. We consider a supply chain consisting of a supplier, a retailer and its third-party warehousing partner who provides the warehousing service to the retailer through an outsourcing contract. A typical contract is specified by initial space commitment and modification schedule. The retailer decides the order quantity for the supplier and space commitment for the outsourcing contract. Since there is close relationship between order quantity and space commitment to minimize the total cost including ordering cost, inventory carrying cost, shortage cost, and warehousing cost, we develop an analytical model under probabilistic demands, where the retailer can determine the optimal order size and space commitment level jointly. We found the closed-form optimum for a single-period case and the optimal conditions for a two-period case. To evaluate the value of contract flexibility for the two-period case, we compared the total cost under two policies; one with modification, under which the base commitment can be changed at the start of each period and the other without modification. From results of our numerical analysis, we showed that the modification policy is more cost-effective as the variability of demand increases.

  • Mix-used development in urban renewal project is done to effectively utilize the limited downtown. Generally unlike a single project, It features placing a large number of different facilities(residential, commercial, business, cultural, etc.) which is each other organically linked. The purpose of this study is to suggest the method of modeling guide for 3D preliminary cost estimation considering visual and intuitive judgement of space in mix-used development Urban Renewal project. In this research, introducing SME(Standard Module and Element) breakdown structure, FID(Finish Identity) for estimating building space unit-based quantity take off was implemented. It could narrow the discrepancy of opinion between the stakeholders with more accurate cost-estimates, comparing to the traditional methods.

Therefore, minimizing building size during a project development is of paramount importance against such wastes. However, incautious reduction of building size may result in crowded space, and therefore harms the functionality despite the fact that building is supposed to satisfactorily support users' activity. A well-balanced design solution is, therefore, needed at an optimum level that minimizes building size in tandem with providing sufficient space to maintain functionality. For such design, architects and engineers need to be informed accurate and reliable space-use information. We present in this paper a conceptual framework of an agent-based space-use prediction simulation system that provides individual level space-use information over time in a building in consideration of project specific user information and activity schedules, space preference, ad beavioural rules. The information will accordingly assist architects and engineers to optimize space of the building as appropriate.

  • Recently the reusable launch vehicle is being a major trend in the worldwide space market, because a few commercial companies, especially SpaceX, are trying to cut down the launch price through developing and succeeding the reusable launch vehicles. However, there is still a big controversy about whether in view point of the launch cost which is more favorable between expendable and reusable. Therefore, a study and close examination is required for the launch cost in the early development phase of the reusable launch vehicle. In this study the sensitivity analysis is performed with respect to the major cost parameters which have great effects on the launch cost and price. The standard vehicle of this sensitivity analysis is the expendable vehicle having a payload 20 tons. The cost estimation relationships used in this calculation are referred from the commonly proven cost models such as TRANSCOST. The major cost parameters chosen in this study are as follows: development cost, production cost, refurbishment cost, and maximum reusable number.
