Space development has been led by the state due to huge investment, risks of development failure, and restrictions on international cooperation on technology development and transfer. For this reason, it has been developed mainly by some advanced countries and industrial network formed among them. However, Korean space industry is being promoted by the successful launch of 'KSLV-I' and 'CAS 500-I' and the space launch vehicle "KSLV-II" under development. Recently, Korea and U.S. agreed to end bilateral missile guidelines. Therefore it is expected that development of Korean space industry will be accelerated due to the disappearance of the constraining factors for the development of space launch vehicles. Accordingly, this study examined the development and formation of the Korean space industry through the framework of network analysis. Based on this, the effect of structural position in the industrial network as a resource on the performance of Korean space companies was examined. Panel analysis was applied. Through this study, ideas for fostering the domestic space industry and implications for national policy related with building an industrial ecosystem are derived. It contributes to the development of space industry in Korea.

Korea now has a rapidly expanding space programme with exploration aspirations. The government is giving priority to the aerospace industry and, to put it on a better footing, enacted an Aerospace Industry Development Promotion Act in 1987, a Space Development Promotion Act in 2005 and a New Space Compensation for Damage Act in 2007. I would like to describe briefly the legislative history, main contents and comment for these three space acts including especially launch licensing, registration of space objects, use of satellite information, astronaut rescue, liability for compensation, third party liability insurance and establishment of committee and plans to assist the Korean space effort. Furthermore author proposed to legislate a draft for the establishment of a new Korean National Space Development Agency (KNSDA: tentative title) to create a similar body to Japan Aerospace Exploration Agency (JAXA), British National Space Centre (BNSC) of UK, French Centre National d'Etudes Spatiales (CNES), German Aerospace Center (DLR), Swedish Space Corporation, China Aerospace Science and Industry Corporation, Indian Space Research Organization (ISRO) as well as the Korean Space Agency (KSA: Tentative title) to create a similar body to Canadian Space Agency, European Space Agency, Russian Space Agency, Italian Space Agency, Israel Space Agency, Indian Department of Space, National Aeronautics and Space Administration (NASA) of USA, China National Space Administration in order to develope efficiently space industry. A call is made for Asian countries to unite and further their space development through a regional space agency.

According to IASB(International Accounting Standards Board), R&D(Research and Development) is defined as a tertiary sector industry combining research and development. Many studies investigated R&D industry clusters in the form of high-tech cluster(Coe et al., 2007). However, these studies only generalized various spatial cluster of R&D industries. In particular, the studies could not considers cluster formation process over time lacking statistical significance in space-time perspectives. This study, therefore, indicates the limitation of recent R&D cluster literature which only considers either time or space. In addition, this study explores space-time clusters in R&D industry together with textile and cloth industry for comparison. Discovering the existence and location of clusters, this study utilized space-time K function and space-time scan statistics. The result shows that R&D industry presents significant clusters only in spatial dimension. No significant clusters were found in space-time dimension. However, textile and clothing industry presents significant clusters in both spatial and space-time dimensions.

The purpose of this paper is to research on the contents and improvement of national legislations relating to space development in Korea to make the sustainable progress of space development project in Korea. Korea has launched its first satellite KITST-1 in 1992. The National Space Committee has established "The Space Development Promotion Basic Plan" in 2007. The plan addressed the development of total 13 satellites by 2010 and the space launch vehicle by 2020, and the launch of moon exploration spaceship by 2021. Korea has built the space center at Oinarodo, Goheng Province in June 2009. In Korea the first small launch vehicle KSLV-1 was launched at the Naro Space Center in August 2009, and its second launch was made in June 2010. The United Nations has adopted five treaties relating to the development of outer space as follows : The Outer Space Treaty of 1967, the Rescue and Return Agreement of 1968, the Liability Convention of 1972, the Registration Convention of 1974, and the Moon Treaty of 1979. All five treaties has come into force. Korea has ratified the Outer Space Treaty, the Rescue and Return Agreement, the Liability Convention and the Registration Convention excepting the Moon Treaty. Most of development countries have enacted the national legislation relating to the development of our space as follows : The National Aeronautic and Space Act of 1958 and the Commercial Space Act of 1998 in the United States, Outer Space Act of 1986 in England, Establishment Act of National Space Center of 1961 in France, Canadian Space Agency Act of 1990 in Canada, Space Basic Act of 2008 in Japan, and Law on Space Activity of 1993 in Russia. There are currently three national legislations relating to space development in Korea as follows : Aerospace Industry Development Promotion Act of 1987, Outer Space Development Promotion Act of 2005, Outer Space Damage Compensation Act of 2008. The Ministry of Knowledge Economy of Korea has announced the Full Amendment Draft of Aerospace Industry Development Promotion Act in December 2009, and it's main contents are as follows : (1) Changing the title of Act into Aerospace Industry Promotion Act, (2) Newly regulating the definition of air flight test place, etc., (3) Establishment of aerospace industry basic plan, establishment of aerospace industry committee, (4) Project for promoting aerospace industry, (5) Exploration development, international joint development, (6) Cooperative research development, (7) Mutual benefit project, (8) Project for furthering basis of aerospace industry, (9) Activating cluster of aerospace industry, (10) Designation of air flight test place, etc., (11) Abolishing the designation and assistance of specific enterprise, (12) Abolishing the inspection of performance and quality. The Outer Space Development Promotion Act should be revised with regard to the following matters : (1) Overlapping problem in legal system between the Outer Space Development Promotion Act and the Aerospace industry Development promotion Act, (2) Distribution and adjustment problem of the national research development budget for space development between National Space Committee and National Science Technology Committee, (3) Consideration and preservation of environment in space development, (4) Taking the legal action and maintaining the legal system for policy and regulation relating to space development. The Outer Space Damage Compensation Act should be revised with regard to the following matters : (1) Definition of space damage and indirect damage, (2) Currency unit of limit of compensation liability, (3) Joint liability and compensation claim right of launching person of space object, (4) Establishment of Space Damage Compensation Council. In Korea, it will be possible to make a space tourism in 2013, and it is planned to introduce and operate a manned spaceship in 2013. Therefore, it is necessary to develop the policy relating to the promotion of commercial space transportation industry. Also it is necessary to make the proper maintenance of the current Aviation Law and space development-related laws and regulations for the promotion of space transportation industry in Korea.

Learning community is one of the important pillars of the education in knowledge-based society. How to encourage students' spontaneous participation to the learning community is one of the actual problems to solve for the revolution of the education scheme. In this paper we introduce a strategy to boost the activity of the learning community, which works in the on-line space. The keys for the on-line supporting system for the learning community are to have communication space, trading space and connection with industry. To support activities of each space, we provide an on-line web site which includes a community module, a knowledge market module and an industrial commentary module. Students can start their self-leading study in the communication space, and they can also practice skills for the knowledge management in the knowledge trading space. Through the connection space, they can learn more from the real world critics with help of industry.

Space technology is a core technology which is emerging as the most competitive industry in the 21st century. However, it is said that private enterprises may have some limitations to run the space business independently because the space industry requires not only to enormously spend the amount of investment at the beginning stage of business but also to have lots of difficulties to get the amount of investment in the short period of time. Therefore, the advanced countries of having the space industry such as America, Japan, France and so on have been developing the space technologies through the help of their governments to some level at the beginning stage of business. Korea established the space development promotion law in 2005. Also Korea has been making efforts to correct the national space development middle and long term basic plans. However, while Korea becomes the 8th economic country in the world, Korea does not have a large enterprise which has ability to supply the domestic satellite demands, and to export satellites to foreign countries by developing satellites without having any help from foreign companies. Therefore, this paper described the activating scheme of satellite industry to efficiently carry out the Korea's space development mission, and to enforce the global competitive power.

The space industry is a comprehensive and technology-intensive industry involving different converging technologies. However, most of the companies in Korea's space industry are small and medium-sized enterprises (SMEs) and need to strengthen global capacity to export their products. However, the link between the destination country and the product remains insufficient. Consequently, the purpose of this study is to propose an export roadmap for space products to provide SMEs with export opportunities and strategic guidelines. For this, technology roadmap and portfolio analysis are applied to this purpose. This study is expected to be helpful to SMEs and government agencies.

The purpose of this paper is to systemize the spatial studies of logistics industry by arranging the partially scattered current studies on spatial studies of logistics industry overall. Logistics industry now builds a complex spatial organization which has been developed to the stages of independent optimization by materials management and physical distribution providing specialized logistics services, logistics, and supply chain management including IT and management step by step. The complex spatial organization of logistics industry has been systematized with geographical space and virtual space, disintegration and integration, and intermediation and disintermediation. The three areas reported a dynamic characteristic overlapped in space. The dynamic characteristic has a dose relationship with interaction between IT and space of economic activities.

This study aims to provide strategic recommendations for promoting the development of the global satellite data services industry by analyzing the startup landscape. Based on the analysis of startup data, such as number of startups, market segment, and funding amount, we examined the paradigm shift in the global satellite data services market, particularly its convergence with other market segments. To this end, we derived the cumulative funding-convergence dynamics matrix, which classifies the converging areas into four quadrants by considering the growth rate of converging segments and the cumulative funding amount. In this way, we can specify converging areas in the satellite data services market that bear potential importance for the creation of new markets. The findings of this study are expected to contribute to the advancement of the satellite data services industry and facilitate the exploration of new market opportunities. Furthermore, they can serve as a valuable reference for policy makers, industry stakeholders, government officials, and researchers involved in the satellite data services industry in capitalizing on the emerging space economy.
