The basic stance of the Republic of Korea Ministry of Foreign Affairs was 'quiet diplomacy'. However, there had been demands for specific plans for practical protection of Dokdo. In 2011, Prime Minister Kim Hwang Sik mentioned that they are reviewing measures of stationing marines on Dokdo, while on August 10th, 2012, former president Lee Myung Bak visited Dokdo. The visit itself was meaningful as he was the first supreme commander to visit Dokdo. This paper studies on the necessity of naval power on Dokdo to maintain its effective control. The effective control must be done by a national organization in a peaceful and unimpaired method. If so, can stationing naval power, whether directly or indirectly, on Dokdo be considered a violation of 'peaceful' method? A 'peaceful' effective of control meas the right of sovereignty over a territory without other country's protest. In such terms, protecting a territory falls under practicing the right of sovereignty, and therefore does not violate 'peaceful'. In addition, looking at international cases such as Ligitan/Sipadan Case and Pedra Blanca Case, evidences such as 'navy activity', 'flyng ensign', and 'military communication facility installation' was used. In ter case of Yemen-Eritrea dispute over Hanish, methods on effective control over island and sea was also ruled by the installation of military posts and military surveillance activities. Thus, stationing naval power on Dokdo can be a way of maintaining effective control per international law. To station naval poer on Dokdo, Presidential Instruction 24 integrated Defense Guideline Enforcement Ordinance, which is domestic law, must be revised. Reason being, the Enforcement Ordinance states that the navy area of responsibility excluded Ullundo, where Dokdo is under jurisdiction of Ullungdim thus excluding navy control. In addition, considering the diplomatic situation, it is more fut to install navy radar site on Dokdo rather than 'stationing marines'. In other words, enforcing surveillance in the vicinity of Dokdo and installing radar site instead of stationing direct combatants is one way of practicing effective control without stimulating diplomatic disputes.
This paper is to analyse conflict between the US and China over the South China Sea and Korea's responses. To this end the paper is composed of 6 chapters titled instruction; the current status of South China Sea sovereignty disputes; changes in US and Chinese maritime security strategies and the strategic values of the South China Sea; key issues and future prospects for US-China conflicts in the South China Sea; South Korea's security and diplomatic responses; and conclusion. The recent East Asian maritime security issue has evolved into a global issue of supremacy between the US and China, beyond conflicts over territorial disputes and demarcation among the countries in the region. China is pursuing offensive ocean policy to expand economic growth. The core of the maritime order that the United States intends to pursue is the freedom of navigation in the oceans and the maintenance of maritime access. China is making artificial islands in the South China Sea, claiming the sovereignty of these islands, building strategic bases in East Asia, and securing routes. The United States has developed several "Freedom of Navigation Operations" to neutralize the declaration of the territorial sea surrounding Chinese artificial islands. We can not be free from marine conflicts in the South China Sea and the East China Sea. Regarding the South China Sea dispute, it is expected that the strategic competition and conflict between the two countries will intensify due to China's failure to make concessions of core interests and adherence to the US compliance with international norms. In the midst of conflict over the South China Sea, we need a harmonious balance between our alliance security and economic diplomacy. We must continue our efforts to strengthen the ROK-US alliance but not to make China an enemy. Considering the significant impacts of the oceans on the survival and prosperity of the nation, we must continue to develop our interest in the oceans, appropriate investments and tactical strategies.

Furthermore, The purpose of KCG is to provide the safety of the public and keeping of public order by prescribing matters necessary for the securement of maritime security, maintenance of public order and protection of marine resources & facilities. Therefore, In this article, I would like to suggest tentatively named FRAMEWORK ACT ON KOREA COAST GUARD's management plan which could reflect the scope of functions. It means we examine the current state of KCG, and would like to signpost for the most ideal way of legal system in Korea Coast Guard. With increase of Korean economy scale and globalization, permanent alien residents in Korea are increasing day by day. Living in Korea, they maintain their original nationalities, but their life in Korea is greatly affected by political decision made by Korea. It has been taken for granted that foreigners's suffrage were not recognized due to national sovereignty. The claim that foreigners should not be allowed to participate in government has constantly been met with counterargument on the basis of instability of sovereignty principle, trends of advanced countries, intrinsic differences between federal and regional governments, or actual state of foreigners. It is unreasonable to deal with foreigners' suffrage and eligibility for election differently in that the current public offices election law does not allow foreigners to be eligible for election without any special reason while allowing foreigners to vote in the local election. It is discrimination against foreigners not to allow foreigners to be eligible for election when there is no rationale to differently deal with foreigners' suffrage and eligibility for election. This paper deals with constitutional argument regarding foreigners' electoral eligibility, takes a look at legislative cases of Japanese and European countries, and examines possibilities of including foreigners' eligibility for election in our public offices election law.
Dokdo is a volcanic island, and its formative geological age took place at the end of the Pliocene Epoch. Dokdo is located at 131。 52′33" East longitude, and 37$^{\circ}$ 14′18" North latitude, and is consituted of 87 islands. The total area of Dokdo is 0.186 $\textrm{km}^2$ and the length of its coastline is 4 km. Ookdo is a treasury of fish resources where many varieties of fish including squid and Alaska pollack live in abundance of greatest importance. Dokdo is a forward fishery base. Ullung island is located at 37$^{\circ}$ 27′~37$^{\circ}$ 33′North latitude and 130$^{\circ}$ 47′~130$^{\circ}$ 56′East longitude. The area of Ullung is 72.92 $\textrm{km}^2$ and the length of its seashore is 44.21 $\textrm{km}^2$. The total marine product of Ullungdo(1995) is 9,066 tons (M/T). The largest is squid, 8,900 tons. For the sea area of the depths near the Ullungdo, coast, that of 50m or less is 2,477 ha, and that of 50- 100m is 1,471ha. This fact tells us that there is no extensive area of a very shallow sea, and that it is directly connected to the deep sea. Ullungdo is a treasury of marine bioresources with rich and varied fishes including squid and Alaska Pollack and many others. Presently there is a sovereignty dispute over Dokdo between Korea and Japan. Since A.D.512, Dokdo has been a part of territory of Korea. Dokdo is a part of Kyungsang-Bukdo, Ullung-gun, Ullung-up, Do-dong in the Korean administrative district division system. Japan strenuously claims sovereignty for significant economic reasons, including fishery rights, and has adhered to a contradictory position that "Dokdo is Japanese land" since Japan incorporated Dokdo into Japanese territory in 1905.ritory in 1905.
With the development of the Internet, user authentication technology that proves me online is improving. Existing ID methods pose a threat of personal information leakage if the service provider manages personal information and security is weak, and the information subject is to the service provider. In this study, as online identification technology develops, we propose a DID-based self-authentication model to prevent the threat of leakage of personal information from a centralized format and strengthen sovereignty. The proposed model allows users to directly manage personal information and strengthen their sovereignty over information topics through VC issued by the issuing agency. As a research method, a self-authentication model that guarantees security and integrity is presented using a decentralized identifier method based on distributed ledger technology, and the security of the attack method is analyzed. Because it authenticates through DID Auth using public key encryption algorithms, it is safe from sniffing, man in the middle attack, and the proposed model can replace real identity card.
Since a working draft sequence mapping of the human genome was published in 2001, the variety of the national genome projects has been initiated in South Korea. One of the rationales for such projects is that "the Korean genome database" will be used for "the personalized medicine for Asians." By focusing on the development of human genomics in this country, this paper examines how the discourse has emerged as a strategy for commercializing the national genome. The paper argues that Korean genomicists developed this strategy under the influences of the global "genome sovereignty" policy and local "Asian regionalist" science policy. It will contribute to the literature of the "Asian" race and genomics by shedding new light on the historical formation of the Pan-Asian Single Nucleotide Polymorphism(PASNP) consortium beyond the Singaporean experience.
Ahn Jaihong tries to establish a unified nation state with Dasarism through which conflicts of right and left could be sublated. Dasarism has two features; one is nationalism and the other is centrism. His nationalism recognizes national identity and national sovereignty as two faces of one coin and sublates nationalism and globalism. His centrism is thought to be a route to true democracy which can sublate liberalism and communism and a route to nation's sovereignty. However, his dasarism did not make any impact on political reality of that day. Its today's value must reside in its proposals to harmonize nation and world, and to protect the social weak, and to pursue a central route of reunification.

Along with the exponential growth of data businesses, the importance of data containing personal information of use have also increaseing. Particularly, in Korea, as the Data 3 Act was implemented, companies can use personal information more actively through regulatory improvement and stipulation in case of using data containing personal information. In this situation as per the service use, self-sovereign identity technology has emerged that can minimize the provision of personal information in relation to real name authentication and provision of personal information. Recently, services and studies using blockchain have been actively conducted in case of using the self-sovereign identity function for clarity and verification of records according to the use of personal information. In this thesis, by analyzing the characteristics of domestic self-sovereign identity service and the current status and contents of research related to blockchain-based self-sovereign identity technology and we suggest a research direction based on self-sovereign identity technology to reinforce the sovereignty of personal information in the era of the 3rd Data Act do.
