Assuming the united Korea, total population is estimated to be 70 million and grain demand for the people is estimated to reach 30 million metric tons. Cultivated land in North Korea is about the same as South Korea i.e. 2 million hectares. However grain production in North Korea is about one half of South Korea's, 6 million metric tons in the South and 3 million metric tons in the North a year. This implies that the United Korea need to import more than 20 million metric tons of grain a year and it will trigger many economic and social problems for the United Korea. In order to meet deficient grain supply, the United Korea can choose three possible policy options; importation of grains or increased investment in foreign agricultural development or increase in domestic supply Among the possible policy options, increase in domestic supply is desirable and can be achieved by developing North Korea's grain supply potential. North Korean agricultural development can also be achieved most effectively through cooperation between the South and North. An effective policy option for agricultural cooperation between the South and North is supply of agricultural inputs such as fertilizer and pesticides and exchanges of agricultural technology. Cooperation between the South and North in the agricultural sector should be achieved and developed further to solve the potential food problem before unification.
The point of Bush administraion’s foreign policy is to support the promotion and stability of Democracy in Iraq and counter terrorism and spread of WMD with his strong propulsive force caused by his reelection. In such an environment, there are his leadership, his team, himself, Kim Jung Il, and a new understanding of North Korea after September 11 as the effective factors of Bush administration’s policy toward Pyongyang. Bush administration’s foreign policy of North Korea also shows the process of North Korea’s nuclear weapon program and the future scenario of the Korean Peninsula with "the persistence of solving North Korea’s nuclear weapon program such as the method having done in Lybia", "the holding unconditional talks with Pyongyang, and "the continual concerns with human rights in North Korea." The purpose of Bush administration’s foreign policy of North Korea is to make North Korea do not support terrorism rather than remove the nuclear weapon in North Korea. The process of outlining South Korea’s policy toward North Korea must be considered for "national interest" with reasonable analyses not just hopes For this, South Korea must access systematically human rights of North Korea, prepare projects for a daring approach on North Korea, and strengthen South Korea’s defense ability toward North Korea with deep alliance with U.S and systematize the mutual understanding channel between U.S and South Korea. In conclusion, South Korea must try to get specific methods and practices about Bush administration’s foreign policy of North Korea with national wisdom
This survey is about the disposition of ornament for the traditional women's Jegori and Chima in North and South Korea. And the results are as follows: Disposition of part was used a lot in Jegori and Chima by both North and South Korea. In the existence of ornament, the number and range decorated part and a type of disposition, there were the differences between North and South Korea. There were not many Chimas with ornament in South Korea, which means that South Korea focused on decorating Jegori. The number and range of decorated part in South Korea were many. Disposition type of Jegori ornament in South Korea was various but in North Korea disposition of type of Chima ornament was various. Compared to the traditional disposition, South Korea's Jegori tended to follow the traditional disposition. In case of Chima in North and South Korea and Jegori in North Korea, the proportion of traditional disposition, altered traditional disposition and modern disposition was little different.
The purpose of this paper is to make a research on the administration and practical problems of the arbitral organization called "uth-North Commercial Arbitration Commission". The Arbitration Commission shall be set up under the South-North Agreements officially called "reement on Settlement Procedure of Commercial Dispute" and "reement on Organization and Administration of the South-North Arbitration Commission" between the South and the North of Korea. A variety means of dispute settlement including friendly consultations, conciliation and arbitration called Alternative Dispute Resolution(ADR) will be used frequently and institutionally to settle commercial disputes and conflicts arising from economic transactions between the South and the North of Korea. Under the circumstances, it is becoming a problem of vital importance how to operate the Arbitration Commission for the prompt and effective settlement of the South-North commercial disputes. First of all, the South and the North of Korea should recognize the availability of prompt and effective means of dispute resolution such as arbitration and conciliation to be made by the Arbitration Commission would promote the orderly growth and encouragement of th South-North trade and investment, for which the following measures should be taken as soon as possible : 1. Enactment of the South-North Arbitration Rules. 2. Designation of the arbitral institution by North-Korean side. In this connection, the Korean Commercial Arbitration Board(KCAB) was already designated officially as the arbitral organization of South Korean side as of April 17, 2007. 3. Arbitration shall be held in the place where the respondent has his domicile, in case that both parties fail to agree as to the place of arbitration. 4. Permission of a third country arbitration in case that both parties agree to do so. 5. To become a member country of international arbitration agreements including the New York Convention.
Facing the current difficulties of fisheries industry nationally and internationally, economic cooperations between South and North Korea are needed urgently. Applying the process of economic integration to fisheries sector of separated nation, cooperation processes are divided as follows; (1) indirect and direct fisheries trade, (2) reciprocal use of fishing grounds, (3) joint venture in fisheries sector, (4) free movement of production factors and common fisheries policy. Here, fisheries trade falls under economic interchange stage. Reciprocal use of fishing ground and fisheries joint venture come in economic cooperation stage. Finally. free factor movement and common fisheries policy are related with economic integration stage. This paper investigates the schemes for fisheries cooperation between South and North Korea in preparation for a unified Korea, focusing on fisheries trade. The paper is composed of 5 chapters. Chapter 2 discusses structure and characteristics of North Korea trade, and trade situation between South and North Korea. Then, the present condition of North Korea fisheries industry and fisheries trade trend between South and North Korea are presented in chapter 3. Next, chapter 4 tackles the most common problems encountered in fisheries trade between South and North Korea, and the devices and schemes to raise fisheries trade between South and North Korea. Finally, chapter 5 summarizes and concludes the research results.
Purpose - This study aims to lay the foundation for a desirable direction to solve future environmental problems through framework research on environmental cooperation according to distribution of urbanization between South and North Korea. The article also attempts to explore solution to two Koreas' environmental problems from the cooperative perspective between South and North Korea and draw future policy tasks. Research design, data, and methodology - For methodology, North Korea's legal system to cope with disasters is taken into consideration in terms of literature review. This study also analyzes a series of processes related to North Korea's disaster management through case study, and draws policy measures for North and South Korea's cooperation scope and methods. Result - The results support that North Korea is very vulnerable to environmental disasters due to food shortages, economic sanctions, and enormous natural disaster damages including flood damages occurring each year, because of the lack of disaster prevention infrastructure such as river maintenance. Conclusion - At the current time when North and South Koran exchange and cooperation increase, a disaster management cooperative system is needed for the areas where South and North Korea manage through division. It also suggests that there is a need to establish regulations and procedures for support items in advance for a quick response to disasters in North Korean region.
In south Korea, the so-called 'conservative-liberal' rivalry over the assessment of the government's North Korean policies is seen to be impeding the road to right policy choices. For example, the liberals accused former President Lee Myung-bak's hardline policy of provoking Pyongyang and leading to a deterioration of inter-Korean relations, while the conservatives appreciated it for helping nurture mutually beneficial inter-Korean relations in the longer term by compelling North Korea to observe international norms. However, such debate over the vices and virtues of Seoul's North Korea policies is hardly meaningful as the measuring sticks used by the liberals and the conservatives are entirely different matters. The two major goals South Korea must pursue with its North Korean policies should be 'peaceful management of division' and 'change in North Korea'. The former is related to maintaining stability within South Korea and promoting co-prosperity with North Korea. For this, the nation needs to engage, encompass and assist the Pyongyang regime. The second goal is also necessary since South Korea, as a divided nation, must seek a unified Korea under the system of democracy and market economies by bringing change in North Korea. For this, South Korea needs powerful leverages with which it can persuade and coerce the North. This means that the nation is destined to simultaneously chase the above-mentioned two goals, while also both recognizing and negating the legitimacy of the North Korean regime. This situation necessitates Seoul to apply flexibility in reconciling with Pyongyang while applying firm principles to sever the vicious circle involving the North's military provocations. The May 25 Measures, which banned trade and economic cooperation with the North except those related to humanitarian assistance, were taken as sanctions against Pyongyang for sinking the South Korean corvette Chonan in March 2010. The Measures were taken by the Seoul government immediately after a multinational investigation team discovered evidence confirming that the South Korean naval ship had been torpedoed by a midget North Korean submarine. Naturally, the May 24 Measures have since then become a major stumbling block in inter-Korean exchange, prompting opposition politicians and concerned entrepreneurs to demand Seoul to unilaterally lift the Measures. Given the significant damages the Measures have inflicted on inter-Korean economic relations, removing them remains as homework for both Koreas. However, the Measures pertains to the 'principles on national security' the Seoul government must adhere to under all circumstances. This is why North Korea's apology and promises not to repeat similar provocations must come first. For now, South Korea has no alternative but to let North Korea solve the problems it has created. South Korea's role is to help the North do so.
This study was conducted to compare protected areas of South and North Korea based on international conservation criteria and recommend new fundamental directions for nature conservation policy. International conservation criteria used by this research were the 1994 IUCN protected area categories, composed of 6 management categories. Despite a variety of types and names of protected areas created by different domestic legislations, South Korea was revealed to have only two types of protected areas, Category IV and V, indicating the significant lack of ecological diversity and representativeness in its protected area system. Shockingly, there are no national parks meeting IUCN criteria in South Korea. On the other hand, North Korea has three IUCN Categories of II, III, IV and thus more balanced and ecologically representative protected area network than South Korea. Especially, North Korea maintains 9 national parks to be officially recognized by IUCN and UN. However, both South and North Korea should make sincere effort to have new and well-designed protected area system including all IUCN Categories I -Ⅵ and particularly a minimum area in the stricter protected area categories.

This study suggests integration scheme for agricultural governance of South and North Korea after unification by comparing and analyzing their current agricultural governance, assuming drastic changes of economic system in integration process after unification. The North Korea's critical food shortage will force reformation of its agricultural governance to be the top priority in integration process after unification. The agricultural governance of South and North Korea has comparable structures. However, the North Korea's agricultural governance is extremely inefficient because it is established for political purposes. The integration scheme suggested includes expansion of Rural Development Administration, integration of research institutes, establishment of branch of Korea National University of Agriculture and Fisheries, transformation of existing North Korea's organization into South Korea's system and preparation of training programs for North Korea's officials.
The purpose of this study was to examine the value of children in South and North Korea and to identify the similarities and differences in value orientations related to children and curriculum in child-care and education. The secondary data including 2013 research report on the South Korean consciousness and values, the Familial Law Act and the Child Welfare Act of South Korea, the Familial Law Act and the Law of Nursing and Upbringing of Children in North Korea, and a series of Choson-yeosung magazines in North Korea were analyzed. Results showed that first, it was common that both of social and psychological values of children were found, but the psychological values were more prevalent in the South and the social values were more dominant in the North. Second, parents in both cultures publically agreed that parenting should promote the development of the whole child. However, parents in the South were inclined to support happiness and personal achievement of children, whilst parents in the North were likely to reinforce ideology education producing a pillar for socialism. Third, it was common that both parents of the South and the North were primarily responsible for child-rearing, but the role of government in child-rearing was more emphasized in the North. Lastly, supporting daily routine activities, communication skills, and art activities were included in child-care and education programs in both cultures. However, communication skills and social relationship were emphasized in programs of the South, whilst ideology education was the most important components in program of the North. The strategies for understanding differences in the value of children between the South and the North after unification were discussed.
