  • This study examines the digital divide, one of the main issues in digital media environment, in relation with the digital literacy on the perspective of audience welfare. The study explores the current state of audience welfare policy with regard to the issue of digital divide which can be seen as the dark side of this flourishing digital technology society. The barriers and enablers of the digital divide are discussed with the question of how these factors are related with the digital literacy competence of audience. It has been criticized that both the research efforts and the policy implementations on the digital divide had been set within the limitation of physical access to the digital equipment and technology. Recent studies suggested that the digital divide should be viewed in dynamic interaction of a variety of factors such as psychological dispositions, inner attitudes toward digital media, competence and ability of audiences as well as socio-economic status of individuals. Despite the recent inclusive discussion, however, the role of digital literacy in the digital divide remains unexplored. It should be noted that the question of access is not just to do with equipment, but with skills and knowledge that are required to use equipment. This notion suggests an important implication for the digital divide policy establishment. This study proposes a two-stage solution for reducing the digital divide, in which the first stage focuses on physical access and technology education and the second stage on the digital literacy education.

  • This research empirically analyzed the selection factors and the locational selection factors of the medical service facilities according to the gradual increase of the importance of the selection factors and the locational selection factors regarding the establishments of the small- and medium-sized hospitals according to the rapid changes of the socio-economic conditions. By analyzing the priority order according to the levels of the importance of each evaluation item factor through a research related to the selection factors and the locational selection factors of the small- and medium-sized hospitals and by drawing what the important factors that have the influences on the competitiveness of the pre-existent small- and medium-sized hospitals are through the classification of the real estate locational factors and the non-locational factors, the purpose lies in utilizing them as the basic data and materials for the opening strategies of the small- and medium-sized hospitals considering the special, locational characteristics according to the important factors of the selection factors of the small- and medium-sized hospitals, regarding the medical suppliers that have been preparing, for opening the new, small- and medium-sized hospitals. Based on the results of the preceding researches and the researches on the case examples, 28 evaluation factors were arrived at in terms of the level of the medical treatment, the medical services, the accessibilities of the hospitals, the conveniences of the hospitals, and the physical environment. And, regarding the 28 detailed evaluation factors that had been collected, through the interviews with the related experts, the 5 factors of the medical level, the medical service, the expertise of the hospital, the convenience of the hospital, and the physical environment were selected as the upper class evaluation factors. And, according to each upper class, a total of 28 low-part evaluation factors were selected. Regarding the optimal evaluation factors that were selected, the optimal locational factors were selected by carrying out an AHP questionnaire survey investigation with 200 medical experts as the subjects. Regarding the AHP analysis results, similarly with the case examples of the precedent researches, the levels of the importance appeared in the order of the medical level, the medical services, the accessibility of the hospital, the physical environment, and the convenience. And the factors that were related to the facilities of a hospital appeared low. The results of this research can be applied in providing the basis for the decision-makings regarding the selections of the locations of the small- and medium-sized hospitals in the future.

  • Contrary to urban development, urban regeneration is a process of land development through conservation, restoration, and management. In particular, ecologically based urban regeneration is an attempt to improve the quality of life in an area, establish a stable settlement space, and revitalize the local economy by considering the ecological environment. In this regard, the objectives of this study were to establish theoretical concepts and analyze the successful foreign cases of ecologically based urban regeneration, and propose a direction of socio-economic regeneration along with the physical-environmental regeneration of urban areas in Korea. The study results suggest the following. First, strategies must be developed to coordinate public transportation, such as buses and subways, by considering the importance of bicycle riders, along with the sustainable-commuting system. Second, both the importance of planning parks and trails around water systems in various scales while maintaining the existing natural environment as well as using natural elements, such as electric vehicles and wind-power generation systems, were emphasized. Third, urban regeneration for increased energy efficiency requires specific architectural planning and facilities. Fourth, education and research for easy access by the public, as well as public-private partnership, will be needed in the regeneration process.

  • The population over 65 years old is 12.7% of total population in 2014 and Korea is going to be an aged society in the near future. The transportation vulnerable including the aged should be guaranteed in walking mobility under safe and comfortable environment for their socio-economic activities. For the era of fusion and convergence this paper investigated the characteristics of walking accidents related to the aged pedestrians and analyzed the aged-oriented walking factors with a reaction time and a walking speed at crosswalks in Yeosu. In the results, the crashes for the aged occur at 9.9% of total crashes and the fatalities of the aged are 40.3% of total fatalities in 2014. The 47.4% of the aged fatalities is also attributed to vehicle-to-pedestrian accidents. The 49.3% of all pedestrian fatalities occurs at the aged pedestrians with a very high proportion. The reaction time and walking speed for the aged were determined as the values located at the lower 15%-tile of the elderly physical ability. It is shown that the reaction time is 4.56 seconds and the walking speed is 0.76 m/s in the case of Yeosu. From two factors' standpoint, the walking environment at crosswalks in Yeosu is inappropriate for the aged.

  • This study was conducted to investigate the types, socio-demographic characteristics, use patterns, and visit motivations of visitors to "Jangseong Pyunbaek Healing Forest (JPHF)." Data were collected from 216 samples selected by convenient sampling method using questionnaire survey between October and November 2016. Data obtained from 476 respondents of the same type of survey during the same period were partly used to examine the types of activities of visitors to the study site. The results showed that 77.0 percent of respondents were categorized as "visitor for recreation" (VR: Those who visit JPHF for the purpose of general recreational experiences such as appreciating landscapes, tourism, social interactions rather than better health or healing). On the other hand, only 10.3 percent of respondents were "visitor for healing" (VH: Those who visit JPHF for the purpose of better health or physical and mental healing). VH showed a higher level of visit experiences to JPHF than VR and tended to expect JPHF as "the place to enjoy calm and natural experiences" more than VR did. VH tended to visit JPHF "alone" more, and their group size was also smaller than VR. About 26.8 percent of all respondents were not aware that JPHF was the "healing forest," and VH showed higher awareness of it than VR. About 66.8% of respondents assessed the managerial and operating states of JPHF positively while only 6.2% assessed them negatively. There was no difference in the assessment of managerial and operating states between VR and VH. The visitors of JPHF showed the markedly high use in main forest roads (use rate: 47.4%) and "Healing Field" (use rate: 59.2%) of JPHF. Regarding the visit motivations to JPHF, VH showed higher importance on "quietude," "health," and "tension release" than VR while VR rated higher importance on "social interaction." The paper discussed the managerial implications, findings, limitations and further studies.

  • The purpose of this study is firstly to understand socio-demographic and health characteristics and economic characteristics of elderly single households aged over 60 and secondly to examine the relations between these factors and level of life satisfaction, especially differentiated relations by income level. We used the data drawn from third KREIS (Korean Retirement and Income Study) surveyed by National Pension Research Institute. The statistical methods used for the analyses were t-test, X2, multiple regression analysis. For the whole sample, the results showed that the life satisfaction is positively related to higher income, better physical and emotional health status and having a religion. When we conducted the regression on two groups, the religion and income level were no longer significant factors. On the other hand, being a woman and enjoying good health contributed to life satisfaction for lower-income group while having a job and enjoying good health played a positive role in life satisfaction for higher-income group.

  • This study aims to explore how older adults construct their life-world in their ecological and socio-cultural context of rural communities and to understand what meanings they give to the life experiences they have had within their life-world. Two rural villages in Sunchang County in North Jeolla Province, South Korea were selected for this study and ethnographic fieldwork was conducted for about 2 months to gather the data. Despite the fact that rural communities face restructuring and economic decline, older adults in this study gave positive meanings to their life experiences. Doing agricultural labor particularly in later life let them maintain independence and continuity in life, and provided them with plenty of opportunity to interact with nature. Also, they had a sense of control over their physical and social environments where they had been familiar with for a long period of time. Furthermore, older adults had various memories of contributions to families and communities have been created. This research shows older adults in rural communities are active agents of their life-world, dismantling stereotypical notions of older adults as dependent, isolated, and marginalized. Implications of the study are discussed in detail.

  • This study aims to enhance the family-friendliness of the region by examining the relationship between family relations and the community environment, and objectively comparing the local environment surrounding the family. To this end, we reviewed the areas of socio-cultural and economic sectors that affect the family relationship satisfaction, and in particular, analyzed the trend of changes in regional index by utilizing the Korean Family Happiness Composite Index (KFHCI) developed as a community indicators. This index utilizes community indicators published in the National Statistical Portal's "e-Region indicators," and these variables are related to family relationship satisfaction. Therefore, this study compared the seven areas of the Family Happiness Composite Index (Population Family, Health Culture, Education, Income Consumption, Employment Labor, Housing Transportation, Environment and Social Integration) by region, and examined the trends for 10 years. According to the study, the average score of KFHCI's entire region was rising from 2008 to 2018. Overall, the community environment that affects family relationship satisfaction is also improving. The regions belonging to the upper level were Jeonnam, Gangwon, Chungnam, Jeonbuk, and Gyeongbuk. Areas belonging to the lower level are Seoul, Busan, Daegu, Incheon, and Gwangju. In almost sectors, the lower-level regions did not have sufficient physical infrastructure compared to population density and over-density, and improved little by little, but not enough to reflect the needs of local people and improve the quality of life. In the future, we should develop more regular and complementary indicators to develop customized policies for each region that can improve the quality of family relationships. It will also be necessary to study the impact of each index field when a socioeconomic crisis occurs due to social disasters, and try to change indicators
