Purpose : Delegating authority to employees exerts a positive effect on the efficient operation and service of a company. In particular, investigating how the delegation of authority granted to social workers, who have a greater workload compared with those of other occupations, influences job satisfaction and commitment to the organization is meaningful. Therefore, this study aims to investigate the impact of the empowerment of social workers on job satisfaction and organizational commitment. Methods : Toward this end, surveys were distributed to social workers employed at social welfare facilities in Daegu metropolitan city. Prior to the study, the researcher visited the institutions in which the social workers were working, explained the content in person, and conducted the self-administered survey accompanied by two research assistants who received prior training. Out of the 233 collected responses, those with unreliable responses and missing data were excluded, which left a sample of 224 for analysis. Data were analyzed using SPSS 18.0. Results : First, social workers who were older, had higher positions, and with longer years of service exhibited higher levels of empowerment in terms of differences in empowerment according to general characteristics. Second, for job satisfaction and organizational commitment according to general characteristics, the longer the period of employment, the higher the level of job satisfaction. Third, empowerment exerted an effect on job satisfaction and organizational commitment, and a positive correlation was found. Conclusion : The empowerment of social workers exerted a positive effect on job satisfaction and organizational commitment. Therefore, to improve service quality and the efficient operation of social welfare organizations in this practice, improving the empowerment of social workers is necessary by providing appropriate treatments, improving working environments, and providing appropriate discretion and decision-making authorities that are considered necessary for work performance.
In this study, the impact of organizational culture on the quality of social work services in hospitals were empirically analysed. A mailed questionnaire survey was conducted between February 19 and April 10, 2001. A sample of total 70 hospitals, including general hospitals with one social worker at least and single-department hospital with two social workers or more, were identified nationwide through the registry of Korean Association of Medical Social Workers and Korean Association of Hospitals. According to coping strategy and reacting pattern with the environmental changes, four types of organizational culture in each hospital, classified as group culture, developmental culture, hierarchial culture, and rational culture, were adopted for the independent variables. Three dimensional aspects of quality of social work service - structure, process, and outcome were selected as dependent variables in this study. Also the quality of social work service was distributed into provider-perceiving quality and consumer-perceiving quality The major findings were as following in summary; First, most social workers reported that the characteristic of culture in their hospitals are group culture the first, hierarchial culture the second, developmental culture the third, and rational culture finally in order of comparing the level of quality perceived between social worker's recognition. Second, service provider and consumer, The provider-perceiving quality showed less score than that of consumer, especially the lowest was the score of quality of outcome perceived by provider. Third, according to the types of organizational culture, there were significantly different levels of quality in total social work services, structure dimension and process dimension. The quality of outcome dimension did not show significant differences among the type of organizational culture. Finally, the most influential variables to the quality of social work service ice proved departmental form of social work unit, leader of social work unit, and developmental culture of hospital To assure quality services, accordingly, social work unit in hospital is required to be organized as a single unit, that means to be an independent department of which qualified social worker is supposed to control the unit. It is strongly recommended to develop leadership for the leaders of social work unit.
This study has surveyed 379 social workers to recognize how much they believe their behaviors are ethical related to dual relationship and how many they have experienced dual relationships with their clients. In addition, we also examined if there were significant differences in social workers' beliefs and experiences according to their socio-demographic characteristics and organizational properties. To accomplish this purpose, we conducted frequency analysis, single sample t-test and one-way analysis of variance focusing on sexual, bartering and private relationships. Respondents tend to have a little permissive attitude about dual relationships while they little experienced of them. Social workers's beliefs and experiences are different depending on gender, education level, work experience, position, training experience of ethics and service target. From these results, it suggested that code of ethics for social workers and the curriculum of social work ethics should be revised reflecting on present field situation and inspiring ethical sensitivity.

For clearer study, a survey was conducted for 396 public social workers and the Structural Equation Model by AMOS was used to analyze the outcome. According to the result, the Fitness Index of the Casual Model, proposed by this study, was similarly matched with that of theological model. The Casual Model proved that it explains the connection between social welfare education, job performance and empowerment. The purpose of this study is to investigate what affect social welfare workers' want of career change. The structural equation modeling(AMOS 16.0) was used to examine if job characteristics and organizational characteristics have direct affect on turnover intention or the indirect affect of organizational commitment. A survey was conducted on the social welfare workers of private social agencies in the capital area and 256 of 297 questionnaires that showed clear intentions on turnover were scrutinized. According to the analysis, job autonomy(job characteristics) and fairness in promotion (organization characteristics) influences organizational commitment. For that purpose, a self-reported questionnaire survey was conducted on 900 social workers at welfare center for the disabled nationwide, and a total of 864 copies of data were used for the final analysis. As a result of the main analysis, first, there was a positive(+) correlation between self-efficacy, hope, optimism, resilience which are the sub-elements of psychological capital, and contextuality and task performance, which are the sub-elements of job performance. Second, among the sub-elements of psychological capital, self-efficacy and hope showed statistically significant positive(+) effects on task performance. The purpose of the phenomenological study was to explore the meaning of volunteer activity according to workers' perception. In order to accomplish the purpose of the research, the seven workers with volunteer experiences were asked a question, "What do volunteer activities means to them?" Data was collected through in-depth interview, recoded videotapes. In addition, the data was analyzed by a Colaizzi's content analysis. The findings showed that workers' volunteer activities were identified as 18 themes and 6 categories. The six categories consist of 'initiating an action', 'being close to people in need', 'experiencing the difficulties of the people in need', 'increase of awareness of fellowship', 'increase of stability at work', 'self-growth'. The meaning of workers' volunteer activity was defined as a process to get to know their neighbor within their social boundaries, and to gradually change their life. This study examine the selection criteria for recruiting social workers, commonly agreed by the persons in charge of human resources. We visited 46 social welfare facilities and performed interviews individually with them. Thirty three items belong to 7 different areas (ability, career, suitability and agreement to the facility, characteristics, recommendation, religion) were made based on the results of interviews, and these items were sent to social welfare facilities in 16 different cities in Korea for asking questions (from Oct, 2012 to Apr, 2013). One hundred and sixty cases were collected and among them 45 cases exhibiting consistency rate less than 0.2 were finally selected. Superior scope and subordinate scope were extracted and comparisons between day care centers and living institutions were made. Results demonstrated that ability of social workers was the most important for superior scope and suitability and agreement of social workers to both day care centers and living institutions were the most important factor for recruiting workers.
The purpose of this study is to establish fundamental knowledge on the experience for building resource system using the social networks within the community. This study used a social capital perspective and the grounded theory method based on Strauss and Corbin(1998) and Corbin(2004). Interviews were conducted with 14 Korean social workers (general managers and assistant managers) at community welfare centers who have developed resources by using the social networks or social relations for more than 3 years. In creating autonomy and sustainability of community, there are four types of social worker's efforts in building resource system within the community: 'restoring norms of reciprocity', 'developing citizen's capabilities', 'mobilizing resources through community organizations', and 'utilizing external resource-networks'. These results are contribute to developing theory on social welfare resources using community networks according to characteristics of a community.
