Recently, trust in online transactions and corporate trust are most important at the corporate level as social overhead capital in commercial transactions using digital devices such as online, mobile, and SNS platforms. Therefore, this study used data from the Korea Consumer Agency's consumer policy indicators to identify the impact of digital consumption trust and corporate responsibility trust on the satisfaction of information and communication products and services. According to the analysis, trust in digital consumption conditions and responsibility of companies have a positive impact on satisfaction of information and communication devices and satisfaction of information and communication services. In addition, it was found that trust in corporate responsibility has a greater impact on satisfaction of information and communication devices and satisfaction of information and communication services than trust in digital consumption conditions. Theoretical and practical implications for these findings and suggestions for future research were presented.

Bridges are ones of fundamental facilities for roads which become social overhead capital facilities and they are designed to get safety in their life cycles. However as time passes, bridge can be damaged by changes of external force and traffic environments. Therefore, a bridge should be repaired and maintained for extending its life cycle. The working load on a bridge is one of the most important factors for safety, it should be calculated accurately. The most important load among working loads is live load by a vehicle. Thus, the travel characteristics and weight of vehicle can be useful for bridge maintenance if they were estimated with high reliability. In this study, a B-WIM system in which the bridge is used for a scale have been developed for measuring the vehicle loads without the vehicle stop. The vehicle loads can be estimated by the developed B-WIM system with the reaction responses from the supporting points. The algorithm of developed B-WIM system have been verified by numerical analysis.

민간 주도형 사회간접자본 (social overhead capital :SOC) 사업은 BOT(build-operate-transfer)를 비롯하여 대상 프로젝트의 정부 정책 등의 여러 환경의 변경에 따라 다양하게 변형되어 적용되어 BTL(build-lease-transfer), BOO (build-own-operate)등의 여러 기법들을 사용된다. 민간 SOC 사업은 프로 젝트의 규모와 장기에 걸친 공사의 불확실성 때문에 프로젝트의 경제성 분석을 하는 것은 복잡하다. 일반적으로 사용하고 있는 현금흐름 할인모형(discount cash flow model; DCF)은 미래의 불확실성 변수들을 적절히 반영하지 못한다는 한계점을 가지고 있지만 현실적으로 많이 쓰이고 있는 방식이다. 본 논문은 옵션기반모형에 근거한, BOT-옵션가치평가(BOT-OV)모형을 국내 민간 SOC 사업의 경제성 분석을 위해 적용한다. BOT-OV모형을 적용하는 것이 기존 순현재가치(net present value; NPV)방식을 통하여 프로젝트 가치 평가 할 때보다 더 정밀한 경제적 타당성 평가를 할 수 있다는 것을 확인하여 기존의 NPV 평가방식의 방법을 대체할 수 있는 가능성을 확인하는데 의의가 있다고 할 수 있다.

Current Korean ITS policies are decided by two persuading parties, so that ITS industry has great difficulties in establishing unified policies and developing ITS related industries. This paper provides the analysis of current Korean ITS policy issues, and suggests the ways how to activate the ITS industry. First, the ITS policy should be unified through agreement between related departments in government. Second, ITS should be recognized as social overhead capital and thus implemented as national infrastructure. Third, define the range of ITS services to prevent confusion with general wireless and mobile communication services.

GIS has recognized as the Social Overhead Capital to improve national competition and to heighterl the productivity of adminstration in 1990's in Korea. As the size and the scope of the NGIS policy have drastically expanded, evaluation has become a critical process. Thus NGIS driving committee has adopted the GIS project evaluation scheme in NGIS law since 2000. But the HGIS evaluation scheme is not sufficient for the comprehensive appraisal on the GIS project in the Second National GIS Master Plan (2001-2005). This research aims to explore an the improved evaluation scheme of NGIS policy.

Korea shotcrete technology has been developed by constructing underground space, roads and rails for expanding Social Overhead Capital. To late, importance of shotcrete is raised due to the efforts for semi-permanent use of underground structure and a long term safety. Shotcrete testing method and quality criterion have been developed continusously in abroad, but there are no standard and quality criterion of shotcrete in Korea. International quality criterion has been used to domestic conditions, so various problems are occurred in construction field, material, mixture, equipment, and so on. In this study, to establish standard of domestic shotcrete, both criteria and quality of shotcrete were investigated and opinion poll was performed in the construction field. Indoor and field test were performed to investigate appliance possibility of high-performance shotcrete.

As Social Overhead Capital(SOC) has been expanded, the highway road construction has been accelerated and city road system has been more complicated. So, long road tunnels have been increased and traffic flow rate also has been raised. Accordingly, the exhausting gas of vehicle cars seriously deteriorates the tunnel inside air quality and driving view. In order to improve tunnel inside air quality, it is needed to introduce a compulsory ventilation system as well as natural ventilation mechanism. The former, that is, a special compulsory ventilation facility is very useful and helpful to prevent a tunnel of being contaminated by traffic in most case. In the case of obtaining clearer and longer driving view, the ventilation systems have to be considered in order to remove floating contaminants or exhaust gas from engines. In this paper, discharge electrode design technology will be discussed.

As globalization is making rapid progress, place of international trade based on seaports is changing to airports, which make logistic function in airport getting more important. Airports are required to serve as social overhead capital representing economies of scale as well as a logistic hub for integrating production, sales and transport for multinational corporations. In order to keep regional airport hub, many strategies are required such as development of hinterland and competitive advantage strategies. This paper tried to find determining factors to be a hub airport and competitiveness for hubbing, using the data from Incheon, Narita, Kansai, Nagoya, Singapore-Changi and Taipei airports. As the result of making an analysis of competitiveness of airports and competitive ranking excluding hinterland factors.

Highway have to be constructed under thorough investigation about function, economy, safety of the traffic and environment, because they are needing huge budget for construction and management as important facilities of the social overhead capital in the national economics. Initially the construction of roads becomes effective the plan, the design, construction phase. The design is foundation of accomplishment of the roads operation, the results of the design operation come to much effect a nation when using roads. Especially ancient design methods were not expected for visual effects as attaching weight to 2-dimensional drawing from flat. Therefore, it is difficult to recognize troubles happened during the work operation besides, many troubles are solved by modification of drawings as situations. For solving of those of the problems, it is emphasize on visual effect through introduction of 3-dimensional design from the initial phase. In case of national conditions, limited national land has caused increasing weight for construction of the roads through cities as the urban centered development. thereupon, citizens are increasing concern about the right of the light and the environmental effect, road designs and construction of the structures under agreement with local residents cause to make troubles. The analysis of 3-dimensional design is necessary as intermediation for decision making. In this study, Virtual reality techniques in 3-dimensional roads design are expected to visual effect on the publishing Internet Web, find problems in first phase and make decision between users and people having civil appeal.
