The Swedish welfare state has been the model for others to emulate the archetypical example of state intervention. The state interventions are presented in the form of legal acts. These social welfare acts can be classified according to the demographic transition theory. According to the Bogue's theory, the demographic transition in Sweden took place in four stages : the pre-transitional stage before 1810; the early transitional stage from 1810 to 1860; the mid-transitional stage from 1860 to 1930; the late transitional stage from 1930 to now. As we look into the social welfare acts in Sweden, the relief of the poor was the major concern of the early transitional stage, the care of workers was the major concerns of the mid-transitional stage and the care of the families was the major concerns in the late transitional stage. The Korea's transition period can be devided as follows; the pre-transitional stage before 1960; the early transitional stage from 1960 to 1969; the mid-transitional stage from 1970 to 1987; and the late transitional stage from 1987 to now. In Korea, the major concern of the early transitional stage was the care of the officials and the workers; in the mid-transitional stage the care of the aged and the handicapped were the major concerns. And in the late transitional stage the expanding of the welfare clients was the major concern. If we compare the results of both countries, the relief of the poor, the care of the workers and the care of the families will be the major concerns in Korea, because the social welfare acts in Korea are extended to specific groups and not to the whole population. The acts related to these social issues have been arranged in 120 years in Sweden. But Korea had to do the same work in 27 years. So the burden of making those social acts will be four times heavier. If we want to extend the benefits of the social system to the general population, we need to look at the design and approach of the swedish model. The reason why swedish social acts constitute an international model has more to do with the uniqueness of its design and approach. First of all, it is characteristic by its universalism, secondly by its emphasis on social services and thirdly by its productivitism. Also the swedish welfare state supported by a high-tax system called the earnings-related welfare system. In order to achieve an effective welfare state, we Koreans should pay attention to the relief of the poor, the care of the worker and the families. We should also focus on a good system design and prepare appropriate budgets.

As the global climate change emergency is escalating, the need for 'Social Action-Oriented SSI (SAO-SSI) on climate change topics' in science education that can change society through social activity is increasing. By employing sociocultural theory, this study explores the challenges of limiting teacher's agency in implementing SAO-SSI on climate change topics in science education. Data from participant observation for 46 lessons, in-depth interviews with participants, field notes, and teacher reflection notes were analyzed by the structure of into micro- (classrooms), meso- (school), and macro- (Korea society) level. At the micro-level, the teacher's new attempts of SAO-SSI on climate change topics class made it difficult for him to identify students' understanding of climate change, because they have a low sense of perception that climate change is also their problem. In addition, the teacher had difficulties leading students' into an engagement for social action because students were skeptical about the feasibility of planned social behavior by positioning themselves as children or had difficulty in understanding social action and sympathizing with its values. At the meso-level, a school culture that encourages the implementation of a curriculum similar to that of colleagues, it was difficult to implement one's own curriculum. And it was difficult to develop expertise without the support and communications with colleagues who revealed the burden of unfamiliar science topics of climate change. In addition, conflicts arose in the process of implementing out-of-school social actions with the principal's passive support. At the macro-level, the insufficient proper material resources for SAO-SSI on climate change topics class, and negative perceptions on the students' social action in the society were acting as constraints. We offer implications for what kind of structural support and efforts from various subjects in the educational community should be provided to implement SAO-SSI on climate change topics class in science education.
The aim of this study is the development of a fee - based model day care center for the elderly by inquiring into the current condition of facilities in America and in Korea, and in surveying the opinion of domestic elderly about day care facilities. A field trip to U.S. day care services was held between July 5 and July 15 in 1997, and an on-the-spot study for domestic facilities took place during March in 1998. Our research reveals that the overall supply of day care facilities can not meet future demand in terms of quality and quantity. Therefore a model must be created for day care centers of a that consists of a director from a professional group. an adequate environment, and a standardized in order to offer a qualified public health service linked to the home and community in Korea. The director of a day care center is a critical variable in determining the quality of service. Professional skills related to the needs of the elderly and the person's quality of service should be considered in appointing director for the center. This study belleves that a professional nurse should be the director of a day care center. The operating environment of a day care facility should be made up of considerable space comparable to the number of residents, should be in a comfortable and safe location, and should have equipment that provides a qualified, safe service to the elderly. Our model is designed for 20 persons and allocates 4 Peng per person. This model is comprised of a reading room. a craft room, a health room, a room for physical therapy, a dining room, a staff office, and a multi -purpose room connected to other rooms. Day care service should be a comprehensive service program meeting the multidimensional needs of the elderly. A comprehensive service program needs a team of various professionals made up of the elderly family, participants, nurses, social workers, physical therapists, nutritionists, and medical doctors. The program will also include health care service, physical therapy, speech therapy. diet, occupational therapy, transportation service, health and an education program, etc. In conclusion, a model of a day care center is developed with the following components: a professional director and an environment and program, that considers the physical, mental, and social characteristics of the elderly. A model should also motivate self-reliance self-fulfillment in the elderly in order to fulfill their health needs and to prevent isolation from society and mental depression. Furthermore, This facility will be a beneficial factor in reducing a family's burden on caring for the elderly that includes unnecessary hospital expenses. The following is a suggestion based on results this study: A service program should be developed to fit the conditions of the elderly in Korea by specifically analyzing the needs of the elderly.
This study aims to provide the research for dental technician's stress prevention and management with basic materials by understanding dental technician's psychosocial stress level and examining relevant factors. The subject of this study is 255 dental technologists who work mainly in Seoul Gyeonggi district for a month of April of 2009 and I conducted cross-sectional study through self administered survey. The contents of survey include general feature, occupational feature, health behavior feature. I used Karasek's Job Content Questionnaire, JCQ and Psychosocial well-being index, PWI-SF as means of measurement. To compare the level of dental technician's psychosocial stress, I conducted t-test and ANOVA and I measured the factors that are related with psychosocial stress symptom with step by step multiple regressive analysis. According to the result of Cronbach's a value which is yielded to verify the reliability of means of measurement, the reliability of concept is sufficient. The detailed result of this study is as follows. 1. According to the result of analyzing the stress symptom in accordance with general feature and occupational feature, those dental technologists who are older and not married, graduate from junior college, have lower position, work at university hospital or general hospital show lower stress(p<0.05). There is no difference in the level of psychosocial stress with regard to duty related feature, period of service, daily average working hours, monthly average pay. 2. With regard to health behavior feature, those dental technologists who control weight better and have meal more regularly show lower stress(p<0.05). Those dental technicians who smoke, drink liquid and take a suitable sleep show low stress but the difference does not have significance statistically. 3. With regard to the factors of stress in the workplace, those dental technicians who have lower duty related requirement, have higher duty related control ability, have higher social support, have less instability of employment and have less workload and physical burden show lower stress(p<0.05). 4. According to the result of analyzing the factors that influence dental technologist's stress symptom, social support has the most enormous influence on stress symptom. Unstable employment, regular exercise, regular eating, daily average sleeping hours and technological capacity are also important in this order. According to the result of this study, those dental technicians who have higher social support, less instability of employment, do exercise more regularly, take enough sleep more soundly and have higher technological capacity show lower psychosocial stress symptom. Therefore, to adjust appropriately the dental technician's stress and properly maintain and improve the dental technician's mental health, effective management plan that enables dental technicians to maintain smooth human relationships for dental technicians should be sought. In addition, heath education and health management for dental technicians should be given more thoroughly so that they can establish desirable health behavior in daily life.
Adolescents whose families receive public assistance are primary interest in the article because they experience disproportionate shares of the burden of poverty and psychosocial stress and are at substantially high risk. To explain the psychosocial stresses of high-risk adolescents in poverty, this study analyzed the inter-relations and interactions of major variables: 1) stress related life condition, 2)individual & environmental resources, 3) emotional, behavioral, and academic adjustment. Data came from the survey of 351 students living in the families receiving public assistance. The major findings were as follows. High-risk adolescents in poverty suffered from chronic stresses related life conditions, including family environmental stress, financial & medical stress and stigmatic stress. As the effects of stress increased, depression/anxiety and delinquency of poor youth increased. The psychosocial adjustment of poor youth at risk was most effected by the stress resulted from family environment. Though they were suffered from stresses related poor environment, adolescents in poverty adjusted well, if they had individual and environmental resources including self-esteem democratic parenting and supportive school climate. In conclusion, this study confirmed that emotional, behavioral, and academic adjustment of adolescents in poverty was affected by various stresses from life conditions and individual and environmental resources. In order to improve adjustment of poor youth at risk, life conditions have to be improved and psychosocial resources to be increased. These findings have provided practical implications for social workers helping high-risk adolescents in poverty.
The occurrence of complicating, multilateral social condition demands the strategy for facing many social state and consolidating public security against criminal loss. The lacking ability of local police for preventing crime can't satisfy the demand of security and can't get rid of fear of crime. At last, it brings a distrust of public confidence and became a factor of serious social crisis. We have problems - not only making an alternative plan for preventing crime, but also introducing CPTED(Crime Prevention Through Environmental Design) by environmental design, to expect crime prevention and to select systemic crime prevention system and the most suitable model. And we have a goal - to recognize the importance of guard activity for local crime, analyse public safety activity in community & focusing guard activity as a strategy for them, apply CPTED in police and private security company as a local crime prevention & setting effective model, and, make it as an index for preventing & dealing with intellectual, brutal crime. The rapid growth in the guarding-activity field lighten the burden of police for crime-prevention. But the misjudgement of some people blocks it to be settled institutionally. It needs to reconsider what is the effective crime-prevention method, at this point of time when the all parts of a nation changing into unlimited competitive, private self-control system.
The purpose of this study was to investigate the relationships among poverty, family structure and functioning, burdens of adult roles and socio-emotional problems. It was especially focused on the relationship between the burden of adult roles and socioemotional problems among children in poverty. The Structural Equation model was employed for analyses. The Theoretical model was established based on previous researches related to poverty and adult roles (for example, parentification and parentified children). Data came from the first wave of 'Seoul Panel Study of Children; SPSC' and subjects consisted of 1,807 4th grade elementary school students and their parents who were located at K-Gu in Seoul. The survey was carried out from October 25th to November 20th in 2005. The Results of the Structural Equation model were congruent with the theoretical expectations. To find a more appropriate model, three kinds of structural models were hypothesized and analysed. In the most appropriate model which had a good model fit, poverty and family structure impacted on socio-emotional problems directly and indirectly. The relationship between poverty and socio-emotional problems was mediated by family functioning and burdens of adult roles. The same mediation process existed between family structure and socio-emotional problems also. In brief, children in poverty or those who have a single parent are more likely to have impaired family functioning, which is likely to cause higher burdens of adult roles. In turn, those who have higher burdens of adult roles are more likely to have socioemotional problems. In conclusion, various theoretical and practical implications for social work practice focusing on the burdens of adult roles or caretaker roles among children in poverty were discussed.
The rate of admission to facilities for people with developmental disabilities in Korea is very high for other types of disabilities. Therefore, 'community care', which supports life in the community for people with developmental disabilities, is very important compared to other types of disabilities. However, in Korea, families with disabilities are the problem of care and are appealing for the burden of support. This study analyzed practical cases through welfare institutional visits and interviews on support for community independence in Japan. As a result of the study, the transition of people with developmental disabilities to communities in Japan was centered on group home. The private sector is providing support for people with severe disabilities in group home to live in communities, and Sapporo City Hall is conducting private connections to solve the problem of caring for the developmentally disabled elderly parents. Accordingly, as Korean policy recommendations, it is proposed to expand group home, switch functions of living facilities for the disabled, cope with the problem of caring for the disabled by elderly parents, and provide preventive services through surveys on the actual condition of adults living alone. As practical suggestions, it is necessary to develop and distribute educational textbooks such as pictures to improve daily life skills for self-reliance, expand sufficient manpower and facilities in vocational training for self-reliance, and operate shelters for adults with developmental disabilities and their guardians.
This study has examined how the welfare system has changed as it has passed through the most controversial period in Korean modern history. The welfare system has changed in a way that adapts to the need for export-led economic growth. Industrialization centered on light industry, which started in the mid-1960s, absorbed the labor force that existed in the rural areas and commodified them, thereby creating a momentum for Korean society to get out of poverty. However, the public de-commodification, ie social security system, adapted to the commodification of the labor force has been institutionalized only in a very limited area and people. Indeed, the de-commodification system was confined to the area directly linked to the reproduction of the labor force. Even so, the target was very limited in the abundance of labor in rural areas. Compulsory medical insurance was rejected because of corporate burden, and industrial accidents insurance was introduced centering on large-scale workplaces. As the Korean economy began to move from the light industry to the heavy industry in the 1970s, the commodificated labor force changed from a low skilled labor force to a skilled male labor force. It is at this time that dual structures have begun to be created between workers employed in export-oriented large enterprises and workers employed in domestic-oriented SMEs. Therefore, the system of de-commodification that supports the reproduction of labor power in response to social risks has also been institutionalized centering on large-scale workplaces.
Korea is facing one of the fastest aging population problems in the world due to the extension of life expectancy and low birth rates due to economic development and the development of health care. It has become difficult to take care of elderly people in need of long-term care at home, and social problems such as dementia and the increase in stroke cases are serious problems. The government is enacting and implementing the Long-Term Care Insurance Act for the purpose of improving the quality of life for senior citizens subject to long-term care and alleviating the burden of family support in order to solve such social structure and problems for senior citizens. However, as a result of the implementation of the long-term care insurance system for the elderly, the privatization of the facilities and the disorder are causing widespread requests for public accountability of the services and the enhancement of the quality of the facilities. In addition, various arrangements are needed for the production of low-wage medical care workers, tasks for quality improvement, problems regarding financing methods, and so on. In order to maintain and develop the long-term care insurance system for the elderly, the government will consider seeking ways to improve the legal and institutional aspects according to changes in the social environment of the age, as well as seeking mental and psychological measures for the stabilization of old life as well as physical health.
