A Study to Improve Service System through the Analysis of Needs and Problems of Community Welfare Center and Management Office in Permanent Rental Housing Complex (영구임대주택 단지 내 사회복지관과 관리사무소의 업무 및 운영실태 분석을 통한 서비스체게 개선방안)

  • Permanent rental housing which is entirely financed by the Government is welfare housing for those who fall within the lowest income bracket. This type of housing is intended for use as rental housing on a long-term basis. At present, there are about 190,000 permanent rental housing units in Korea. The purpose of this study is to suggest the implications to improve the management and welfare service system of permanent rental housing. For this, qualitative data were collected by using the in-depth interview with staffs of community welfare center and management office of five permanent rental housing complexes and two times of advisory committee meeting with housing and social welfare experts. To analyze the data gathered in this study, the constant comparative method of data analysis was used. Conflicts between the management office and social welfare center of permanent rental housing could be classified into two aspects; personal and operational. Main reasons for the conflicts between two institutions were identified such as attitude of management office staffs, lack of cooperation, current administrative system, lack of management resources such as space and operation cost, and so on. Based on the results, some implications including institutional support and social complementary cooperation were suggested for improvement of management and welfare service system for the residents of permanent rental housing.

  • Despite the increase in the demands on collaboration between health and social welfare, the success of such schemes have been limited. The extant literatures tends to be dominated by explanations for needs or short-term outcomes of collaboration rather than systematic follow-up research to apply to the frontline. At the same time, there is no attempt to apply the theories related to collaboration in order to discuss the situation. This study explores the factors hindering such collaborative working in the frontline, through semi-structured interviews with practitioners involved in two pilot projects. A theoretical framework (Equilibrium Model-Sensemaking, E-S model) which combined Equilibrium Model of 'Interorganizational Network' of Benson(1975) and 'Sensmaking' of Weick(1995) for conceptualiing aspects of collaborations such as working atmosphere and agency was applied to the empirical study of the Public Health and Welfare Office(1995-1999) and the Social Welfare office(2004-2006) pilot projects. Data were collected over three months from 8 pilot project areas with practitioners and managers from health and social welfare. The findings show significant regional differences between pilot areas, such as the presence of active leaders and co-location, had a major impact on the ability of practitioners to effectively integrate services. In other words, active leaders tended to influence practitioners' motivation, while co-location encouraging communication between both practitioners, and thus seemed to influence the practices of collaborative working. Furthermore, through E-S model, it is interpreted that this kind of positive experiences about collaborations may impact on the current practitioners' comprehensive perspective towards health and social welfare services in general. The findings could help policy makers consider the practical ways to break down the barriers between health and social welfare.

A Study on Role and Function of Management Office and Resident Perception of Permanent Public Rental Housing from the Perspective of Social Welfare (사회복지적 차원의 관리사무소 업무와 운영실태에 대한 연구;영구임대주택 단지내 관리사무소와 입주자의 의식 비교)

  • In recent, the concept of management is emphasizing the aspects of social welfare, especially in permanent public rental housing that most of the residents are very low income households. Although the quality of service for the residents of permanent public rental housing was improved comparatively, it still needs to continually change in response to the needs of residents. To figure out the better way of supporting the service for the residents of permanent public rental housing, this study examined the role and function of management office and the residents' perception. Two types of survey questionnaire (residents/staffs of management office) were developed for the research purpose. A sample of 89 management office staffs and 111 residents were used for the data analysis. The result showed that both of residents and management office staffs recognized the need for the participation of residents in management process.

Most of the respondents recognized the need of a cooperation system among management office, social welfare center, and residents for providing better management system and welfare service.

The Impacts of Social Welfare Worker's Interpersonal Stress on Job Burnout and Turnover Intention - Focusing on Moderating Effects of Stress Coping Ability

  • The purpose of this study is to investigate the relationship between interpersonal stress and job burnout, turnover intention of social welfare worker's in social welfare center and efficient response of welfare worker's. In order to accomplish this study purpose, the interpersonal stress of social welfare worker's in social welfare center as an independent variable, interpersonal stress as a dependent variable of job burnout and turnover intention, and stress coping ability as a moderating variable were selected. The causal relationship between interpersonal stress and job burnout, turnover intention and the moderating effect of stress coping ability were analyzed. As a result of the analysis, the interpersonal stress of social welfare worker's showed a significant effect on job burnout and turnover intention. Also, moderating effects of stress copying ability were significant. Based on the results of this analysis, the theoretical implications and policy implications of this study are suggested, and the directions and limitations of this study are suggested.

The Relationship between Counselor's Emotional Labor and Psychological exhaustion : The Moderating Effects of Social Support

  • The purpose of this study is to suggest the implications of social welfare workers' understanding of emotional labor and prevention of psychological exhaustion. In order to achieve this goal, I analyzed the effects of the levels of surface acting and deep acting, which are components of emotional labor in social welfare workers in social welfare center, on emotional exhaustion, depersonalization, and lack of sense of personal accomplishment which are components of psychological exhaustion. And I empirically analyzed how emotional labor affects psychological exhaustion, when superior support and fellow support as components of social support play a role as moderating variables. Empirical results show that emotional labor affects psychological exhaustion and social support plays a moderating role. Based on these results, theoretical and policy implications and future research directions are presented.

  • The purpose of this study is to suggest institutional reformation of public office facilities by analysis the status of services on welfare for the aged and disabled. For this study, we have researched and analyzed on two different aspects. The aspects are space composition of public office facilities, welfare systems and service support within region. And we can get the following important points as conclusion; (1) We need to consider on not only access for public office facilities site but also the connection on business such as block plan on zone and connection between quarters. Architectural plan has to be considered. (2) Most of the public office facilities use human service resources as a supporting system for shortage of convenient facilities. Variety of welfare services are required. (3) We need to secure various programs and space for local peculiarities and social demand.

Candidate Selection Methods, Standing Committee and Structure of the Social Security Acts: Compare Korea and Germany (의회의원후보공천방식, 의회상임위원회제도 그리고 사회보장법 구조: 한국과 독일 비교)

  • The degree of delegation related to the social security acts is involved in the candidate selection methods and the standing committee system. The social security acts with a small amount of delegation have an affinity with the bottom-up selection methods and the standing committee to guarantee long term in office. In Germany, the bottom-up selection method which guarantees the right of party members to nominate candidates and the standing committee to guarantee long term in office have an affinity with the Social Acts with less delegation. But the social security acts with a large number of delegation have an affinity with the top-down selection methods and the standing committee not to guarantee long term in office. In Korea, the top-down selection method in which the central headquarter of the party dominates the selection process, and the standing committee whose members are to be selected every two years have an affinity with the Social Security Acts with the excessive delegation.
