The objective of this article is to compare the characteristics and the origin of Welfare State in Korea and France. This study also finds out the causes of underdevelopment of Welfare State in Korea. In the third Republic of France, the first Industrial Accident Compensation Law was legislated in 1898. The discussion of the project of Law commenced in 1880. The Parliamentary Debate on the legislation of the Law had continued for 18 years. The leaders of the debate was the group of progressive Republicans(Radicals) in the French Parliament. In Korea, it was also in the period of the third Repulic, the President and several members of the Supreme Committee of National Reconstruction (Guk-Ga-Jai-Gun-Choi-Go-Ho-Eui), the authoritative military government who enacted and developed the Social Insurance Law of Industrial Accident Compensation, the first Law of Welfare State in Korea. However, Korea and France show more differences than similarities in the terms of the origin of the Welfare State. The motivations and goals of social policies of the two countries were quite different at the beginning stage. In France, the progressive Republicans of Parliament made welfare state policies in order to maintain the politico-social hegemony and social peace by provision of economic supports to workers. In Korea, the group of military officers had begun the welfare legislation in order to win the general election and obtain political power in 1963. Comparison on the origins of the welfare states in the two countries shows similarities as well as differences in terms of the role of actors. In France, the state and the owners of big enterprises had agreed and played positive roles in the legislation of the welfare state policies. However, the owners of small companies, merchants and farmers had played negative roles. Like the French case, Korean government and owners of big enterprises had played positive roles. The state as a major actor of the legislation of the social insurance programs in the two countries are slightly different. In Korea, the owners of small companies had played negative roles in making of medical insurance programs in 1976. Comparison of the current state of two welfare states shows substantial differences in terms of the development of the welfare state. What is the reason for such differences? Why does Korean Welfare State underdevelop? Historically, the developmentalism as an major ideology of the third Republic of Korea has continually influenced the underdevelopment of the Welfare State. It implies that Koreans have to invent a new ideology of Welfare State which can replace the developmentalism and support the development of Welfare State in the future. Without such a new ideology, it is very difficult to develop an european style welfare state in Korea.
Science & Technology(S&T) personnel have been Playing a major role to develop our country since S&T is the most important factor in enhancing national competitiveness in the 21st century, As S&T activities are done by S&T personnel, it is essential to improve the welfare of S&T personnel in order to increase the performance of S&T activities. We should motivate them to pour their efforts and energy in S&T activities. However, the issue of S&T personnel's welfare has not been discussed sufficiently not only in academic research, but also in actual S&T policies. It has caused many social problems, for example, avoidance of S&T areas by young generation, low social recognition of S&T community, and so on. Under this background, this paper aims at investigating how to effectively improve S&T personnel's welfare. In this paper, we will suggest the 'Comprehensive Welfare Town for S&T personnel' as an effective instrument for improving of S&T personnel's welfare. In particular, we will discuss the detailed aspects of the comprehensive welfare town : objectives, strategies and budgets.
The purpose of this study is to analyze empirically the causes of high unemployment among the people with disabilities, focused on productivity and discrimination. In order to pursue such goal this study adopts human capital theory, screening theory, job contest theory, taste theory and statistical discrimination theory as theoretical background. The major findings are: (1) Among the human capital variables Education degree and job training are not statistically significant on employment. Only degree of activity limit has significant effect. (2) Among the discrimination related variables only discrimination experiences variable has negative effect on employment. (3) Between degree of activity limit and discrimination experiences, both have similar effect on employment. But the degree of activity limit can be thought as discrimination related element. Because' not giving resonable accommodation' is regarded discrimination in ADA or DDA. These mean that it is important for society to compel the employment of the disabled and to put focus on eliminating prejudice rather than accomplishing education and job training programs to improve the employment of the disabled. In order to accomplish this it is necessary to increase the levy for disabled persons' employment promotion of the disabled persons' employment promotion act and to establish the disability discrimination act. Also, integrated education starting from infancy is necessary. Education system should be changed, and Job training must focused on industry which demand more labor force.
This study seeks the countermeasures for the successful organization of the social welfare labor union after examining social welfare workers' cognizance about a labor union and analyzing the major factors affecting their participation in a labor union. An analysis of social welfare workers' cognizance about the social welfare labor union. demonstrates that (1) most social welfare workers have positive opinions about a labor union organization and the participation in a labor union, (2) a great part of workers prefer forming a labor union and a professional organization together in relation to the organization of social welfare workers, and (3) the effective strategies for the organization of a labor union are in the order of the uplift of social welfare workers' consciousness, the constitution of the basic organizations which propel the formation of a labor union, and the preparation of policy countermeasures which attain the supports of clients and citizens. An analysis of factors affecting the participation in a labor union shows that the attitude toward the participation behavior (positive results), subjective norm (specific individuals), subjective norm (social constituent members), and perceived behavior control in the analysis model, male, lower position in officers, and lower educational attainment in democratic characteristics, and lower democratic and professional managements in officers and longer working hours in labor environmental conditions affect positively the participation in a labor union. These results suggest several assignments for the successful organization of the social welfare labor union. First the activities that make social welfare workers recognize the beneficial results bringing about by the participation in a labor union need to be carried out, second strategies that persuade the influential individuals to supports the participation in a labor union need to be developed, third activities that make the social constituent members understand the ethical, professional, and non-productive characteristics of social service works not to be confronted with the organization of a labor union should be pursued, fourth the organizational environments in which social welfare workers can freely participate in a labor union according to their intentions need to be made up, fifth the policy countermeasures which attain the support of social welfare workers, clients and citizens should be developed and carried out, and finally the basic organizations that effectively propel the formation of a labor union need to be constituted.
The purpose of this study is to examine the trend of the studies on Korean social welfare administration over a recent 10 year period. Employing both network analysis and content analysis, which are representative statistical strategies to identify research trends, we analyzed 221 articles published in the Journal of Korean Social Welfare Administration from 2005 to 2014. The major findings were as follows; First, we found two clusters -"social (welfare) service" and "social welfare organization"- in the studies of social welfare administration. In addition, more than 80% of articles are mainly related with human resource management, including job satisfaction, organizational commitment, and so forth. Second, the newly emerging academic subjects such as social enterprise and community network appeared to be done independently of traditional subjects. Third, the proportion of quantitative studies being focused on human resources was overwhelmingly high compared to the other types of studies; therefore, there are a few studies using qualitative or mixed method, evidence based practice, and discourse studies. In addition, the studies of the rural areas, which are a blind spot of the social service delivery system, and the studies about information management, financial management, marketing, organization innovation rarely appeared, despite their significance.
In this study we examine the relationship between the social participation in the early adolescents and school adjustment as well as the mediating effects of a sense of community. Findings provide ways of intervention that can increase a youth's school life. Based on samples of 2,351 first grade middle school students from the data in the 'Korea Youth Panel Survey' administered by the National Youth Policy Institute, we analysed the correlation among the variables. The results are as follows. First, the social participation of youths showed a major influence on school adjustment, and was identified as: the more the students participate in social activities, the better the students get adjusted to school. Second, the social participation has a significant effect on sense of community. In other words, the more the students participate in social activities, the more the students get a sense of community. Third, a sense of community mediated the process of social participation on school adjustment. These findings indicate that in order to increase a youth's school adjustment, a promotion of social participation and an effort to increase a sense of community are required. The implications of these findings suggest that by intervening social welfare and policy, can improve the integrity of a youth's school life.
This study was carried out to empirically analyze the hypothesis that the impact of the welfare status on the welfare attitudes is moderated by each individual's level of confidence in government. To do this, this study focused on the welfare status known as the significant predictors of welfare attitudes and measured the welfare status as a gap between 'welfare contribute' and 'welfare benefit' in a single dimension, which is defined as 'material sacrifice'. Also, this study examined the main effect of material sacrifice and trust in government on the welfare attitudes and moderating effect of trust in government on relationship between material sacrifice and welfare attitudes. This study was performed with secondary data from 8th year of "2013 Korea Welfare Panel Study". Hypothesis of this study were verified using hierarchical multiple regression analysis. The major findings of this study are summarized as follow. 'Material sacrifice' was found to be negatively associated with the welfare attitudes. However, as the confidence in which social policies will be carried out competently by government increases, it was confirmed that the negative effect of material sacrifice on the welfare attitudes was moderated. It suggests that self-material interests associated with welfare could be moderated by beliefs and expectations about the government's functions, which means that expanding the reliance on the social policy is an important task in order to lead a social consensus for the welfare expansion.
Purpose: The aim of this study was to investigate the perceptions of nurses regarding their roles in social welfare facilities, including role expectation, role performance, and role conflict and its influencing factors. Methods: Data were collected by administering a structured questionnaire to 92 nurses working in 5 types of social welfare facilities. Descriptive statistics, paired t test, Pearson correlation coefficient, and multiple linear regression analyses were performed using the SPSS Win 18.0 program. Results: The mean score of role expectation ($4.44{\pm}0.41$) was significantly higher(t =17.50, p<.001) than that of role performance ($3.46{\pm}0.005$). The biggest mean difference between role expectation and role performance was found in "research activities" ($2.92{\pm}0.81$). The mean score of role conflict was $2.89{\pm}0.66$, with the highest mean score found in "conflict caused when one nurse takes up two or more roles" ($3.31{\pm}0.69$). The influencing factors on role conflict were the difference between role expectation and role performance(${\beta}=.45$, p<.001), and facility size (${\beta}=-.37$, p<.001), which accounts for 51.5% incidence of role conflict controlling nurses' age, career, position, and working periods in social welfare facilities (F=17.13, p<.001). Conclusion: The nurses working in the social welfare facilities perceived some restrictions on their role performance compared with their role expectation, this difference being a major factor influencing their role conflict. Therefore, future studies need to investigate interventions to minimize this effect.
At this point in time South Korea is rapidly metastasizing to a aging society. A major cause of aging can be summarized as increased life expectancy, decrease of nuclear family and birthrate, and South Korea's progress is faster than any other country. From the 1970s, western society has changed social welfare to deinstitutionalization and community care because of problems about economic reason and facilities protection, so the type of elderly social service has also changed from the facility welfare service which is accommodated old people in certain facility to community welfare service which provides various welfare services with living together. Public facilities for low income group which are supported by government are lower, 6.6%, than the United States or Japan, 50%. They are divided into private manage facilities and subscription elderly facilities. These subscription elderly residential facilities show poor administration because of focusing on development and market analysis for investment returns. Therefore, in order to vitalize the elderly welfare residential facilities in Korea, we need plans about systematic services facilities for welfare and phased medical treatments. Therefore, the purpose of this study is that (1) the types and functions of residents for community elderly residential facilities in elderly welfare policies of U.S., and supported policies are researched as a transcendental model, (2) data about operating system with the principles of the market is analyzed, and (3) basic data about welfare facility plan for community residential elderly people is provided.
This study explores gender mechanism of welfare politics in Korea from the perspective of welfare status theory. In the simplistic analysis, it is found that there is no gender difference in welfare attitudes. In the more sophisticated analysis of welfare-status-beased SEM, however, it is found that Korean welfare politics is to be understood in terms of gender-related politics. Three major findings of this study are as follows. Firstly, Korean women possess less pro-welfare attitudes in terms of the status of welfare beneficiary. This is due to the visible gender segregation in the Korean labor market on the one hand and due to the centrality of social insurance programs in the structure of Korean public welfare system on the other hand. Secondly, Korean women have relatively higher level of pro-welfare attitude when it comes to the status of welfare service provider. Thirdly, Korean women tend to be more supportive to pro-welfare parties as they have less chance to be a higher taxpayer. Based on the above mentioned findings, this study concludes that it is possible to make Korean women be more pro-welfare if the Korean welfare state expands more social services that tend to meet urgent needs of women.
