The Study on a Residents' Demands of Support Facilities for Self-sufficiency and Design of Permanent Rental Housing -With Reference to Man-soo 7 Estate in Incheon- (영구임대아파트 자족지원시설 수요 및 설계 연구 -인천 만수주공 7단지를 사례로-)

  • Permanent rental housing complex is subjected to both an increase in the crime rate due to its residential population structure and social, economic isolation for insecurd income of the residents. It should be considered that the densely populated area with low-income group of the city causing many problems related with the community. This study focused on the Man-soo 7 housing estate in Incheon with the area's average scale and ratio is made as an effort to include the residents who live in the permanent rental housing area among the members of the healthy community. The result of the research suggests the method of housing improvement to establish the successful support institution for self-sufficiency of the low income inhabitants analazying the demand of the residents through a survey categorized into resident support system, public workplace and inhabitant participation.

  • As a result of rapid aging speed in our society, it is necessary to supply a lot of housing for older people in near future. When we think that high portion of residence in rental housing complex composed of small units is the elderly, the housing units in those apartments have to be designed for the physical, mental, social, and economical conditions of elderly people who lives in such a residential complex. Considering these living conditions of the elderly, this study proposes a remodeling prototype of a living unit for older people in rental housing complex. For the research of this topic, various characteristics of the elderly and the environmental requirements for them firstly have been analysed from the literature survey and the interviews with two residents living in a rental apartment. And the design considerations for each space of the housing unit such as entrance, living room, bed room, bath room, and so forth have been explored. Based on the design guidelines above, the remodeling plan of a housing unit for older people has been propose as a result of this study.

  • Public rental apartment has suffered social exclusion problem, stemmed from its closed planing for a very specific range of the disadvantaged population. Thereby, it has been recognized as a disliked residential facility. To alleviate this problem, various approaches have been tried such as ownership-tenant mixture, and different unit size mixture. The purpose of this study is to grasp the expected social relation among neighboring residents according to socially integrative planing elements such as ownership, unit size and family life cycle match. Thirty eight graduate students in architecture and housing field responded to the questionnaire which was specifically made to identify relations of 28 neighboring situations based on $2{\times}2{\times}2$ variable composition. Frequency, percentage and MDS(multidimensional scaling) were used to analyze data. As a result, the order of preferred matchy were identified. The match between rental/small/children group and ownership/middle/children group was turned out to be the most desirable while the match between rental/small/children family group and rental/small/elderly group was found the least desirable. Spatial representations of the relationships among 8 household types were delineated. In conclusion, the definite patterns of the favorable and unfavorable match were found. This result is expected to be used as a reference in developing a strategic match to promote the rental apartments social integration in Korea.

  • This study aimed to suggest the implications to improve the management system of permanent public rental housing. For this purpose, qualitative data were collected by using the in-depth interview with 13 staffs of community welfare center and management office in permanent public rental housing complexes and 2 times of advisory committee meetings. To analyze the data gathered in this study, the constant comparative method of data analysis was used. Based on the results, some implications including institutional support and social complementary cooperation were suggested in terms of short and long term period.

  • As increasing demand for the living environment to promote social health, this study focused on consumers customized rental housing community space. Set the community spatial planning objectives and strategies shown in previous studies to the conceptual model for evaluation of community space. Based on the planning methods and standards of consumers custom community facilities, we analyzed the Seoul consumer customized public rental housing nine cases. Because almost located in the small vacant lot, they had limitations as a base for the local community. Nevertheless, through the arrangement of the building, Child care households increase the chance of contact with the neighbors. In elderly households, welfare facilities strengthen the character of as a base for local community. 1-2 person households situated close to the cultural facilities, by installing a hobby room and gym, was judged to be able to promote the community. Consumer custom rental housing community space evaluation items presented in this study, was set up by analysis of the conceptual model for evaluation of community space and implications of the 9 cases.

  • This study aims to analysis of determinants of the residents satisfaction of purchased rental housing and currently being implemented policy of supporting low-income families are empirically evaluated through the residential evaluation of purchased rental housing residents. Purchased rental housing users are possible to live in currently residing community consistently, have advantages for fewer problems of the phenomenon of social isolation, exclusion and preventing slumism of low-income families, are expected to increase in the future. First of all, the characteristics of residential environment, housing expenses and a head of household were examined for the residential environment evaluation of the residents of purchased rental housing, on the basis of this, the characteristics of internal and external house and residential location are examined each for the determinants of the residential environment satisfaction of purchased rental housing. The variables that affect residential satisfaction according to residential location are public facilities, educational facilities and welfare facilities respectively. In particular, the higher the satisfaction of access to welfare facilities, the higher the satisfaction of residential location of purchased rental housing was analyzed. The variables affecting the residential satisfaction according to the internal and external characteristics of house are significant in window status, cracking, heating facilities, housing scale and management.

  • The cost of low-income groups's housing expenses have been weighting since 2000. To solve this problem, governments encourage supplying rental apartments for them. House rental supplement is most common things to solve housing problem in an advanced country but there is neither earning rate nor assessment standards in our country. Therefore, studies on house rental supplement are required to develop this systems. Hence in this study, we try to suggest both proper house rental charge to encourage nongovernmental construction and house rental supplement, considerng ability to pay.

  • Government uses some sections of intended areas of abolition in Development Restricted Zones(DRZ) to construct a million national rental houses. It has been opposed by environmental NGOs, local governments and land owners. Therefore, government carried out a questionnaire survey to make plans for the better development of housing estates for national rental houses in DRZ. The results of the survey are as follows: First, using abolished DRZ has to be kept to a minimum, though the continued construction of this kind of houses is inevitable. Second, it has to be designed using pro-environmental techniques. Third, the discussion between the interested groups was not enough. Fourth, residents were dissatisfied with the compensation package. The policies based on this research, are as follows: First, meetings for projects presentation and public hearings have to be held on a regular basis. In addition, the consultative council with residents, local NGOs, and local governments should be combined. Second, The plan should promote social integration through the mixing of rental and owner-occupied houses. Third, a compensation policy, which offers land or houses, and not only cash, needs to be introduced.

  • The purpose of this study was to identify the opinions on 'Dagagu' Housing Purchase and Public Rental Program by public officials and professionals in the area of social or housing welfare to suggest ideas for improvement of this program. Data were collected from 146 public officials and 108 professionals in the area of social or housing welfare. Respondents showed that the perception on this program was not high, especially respondents working in Seoul showed lower perception than respondents in other localities in spite of experience of pilot program executed in Seoul. Respondents also thought that this program will take an realistic role to improve housing welfare for urban poor. Other opinions to practice this program were also suggested.

  • There is a rapid increase of child care centers due to the growth of women's social activities and a nuclear family. Child care center is an important part of community facilities for apartment housing complex. This study aims to collect the basic data required to develop the planning standards for the child care centers. This research limited the child care centers which is situated to permanent rental housing complex. Therefore, this research presents the basic design guidelines for the space composition planning of child care centers by grasping the special quality connected with the space composition of child care centers among the community facilities that is located in the permanent rental apartment housing complex.
