  • The Construction industry has been dealing with much trouble due to global economic recession and domestic political trends emphasizing on welfare than development. Consequently, domestic construction market has been dramatically shrunk during the last a few years, and international market has become the only potential solution for the industry. However, there has been lack of efforts in developing a quantified measure of global competencies for Korean engineering and construction organizations. This study attempted to develop quantified indices for Korean engineering and construction contractors with which the level of global construction competencies can be objectively monitored. In doing so, a survey questionnaire was developed to identify relative importances of core competency elements which were derived from extensive literature reviews and experts interviews. AHP (Analytic Hierarchy Process) was employed as a main analysis method in developing quantification measures. The analysis results reveal little differences in competency requirements between engineering and construction firms and it implies that the global market becomes more integrated and requires a total solution for a construction project. The developed core competency measures can be used to quantify the level of preparedness of Korean engineering and construction firms at the time of evaluation and also be used as a basis for performance benchmarking indicators if they are compared with business showings.

  • Old archived film shows two major defects: line scratch and blobs. In this paper, we present a design and implementation of an automatic video restoration system for line scratches observed in archived film. We use autoregressive (AR) image model because we can make stochastic and specifically autoregressive image generation process with our PAST-PRESENT model and Sampling Pattern. We designed locality maximizing scanning pattern, which can generate nearly stationary time-like series of pixels, which is a strong requirement for a stochastic series to be autoregressive. The sampled pixel series undergoes filtering and model fitting using Durbin-Levinson algorithm before interpolation process. We designed three-stage film restoration system, which includes (1) film acquisition from VHS tapes, (2) simple line scratch detection and restoration, and (3) manual blob identification and sophisticated inpainting scheme. We implemented film acquisition and simple inpainting scheme on Texas Instruments DSP board TMS320DM642 EVM, and implemented our AR inpainting scheme on PC for sophisticated restoration. We experimented our scheme with two old Korean films: "Viva Freedom" and "Robot Tae-Kwon-V", and the experimental results show that our scheme improves Bertalmio's scheme for subjective quality (MOS), objective quality (PSNR), and especially restoration ratio (RR), which reflects how much similar to the manual inpainting results.

  • The binding mode of anthryl derivatives to synthetic polynucleotides were investigated by various spectroscopic methods. The spectroscopic properties of anthracence with metbylamine and methylethylenediamine side chains, complexed with $poly[d(A-T)_2]$ and $poly[d(G-C)_2]$, can be summarized as a red-shift, with a strong hypochromism in the absortion spectrum, similar induced CD spectra, and a strong negative LD spectrum with an $LD^r$ magnitude comparable to the DNA absorption region. These observations indicate that anthracene moiety is intercalated between the nucleo-bases of $poly[d(A-T)_2]$ and $poly[d(G-C)_2]$. The side chains did not alter the spectroscopic properties, demonstrating that the binding mode was not affected by them. A strong energy transfer was observed from poly[d(A-T),] and $poly[d(I-C)_2]$ but not from $poly[d(G-C)_2]$, as reported by Kumar et al. (J. Am. Chem. Soc.(1993) 115, 8547). Since the binding mode is the same for all the polynucleotides, the amine group of the guanine base, which protrudes into the minor groove of $poly[d(G-C)_2]$, is concluded to disrupt the energy transfer.

  • The governmental investment to SOC facilities currently has increasedthe construction of new roads and the consistent extension of already-existing roads or the line-shape revision of those roads. As a result, the road cut slopes have been increasingrapidly. Unfortunately, human-life damages and property damages frequently occur due to the rockfall and the landslide every year. To reduce those damages, many studies have been performed. The present regulation regarding rockfall protection facilities follows the "Guide for Installation and Management of Road Safety Facilities" issued by MLTM (the Ministry of Land, Transport, and Maritime Affairs) that indicates the standard size of facilities and energy absorbing efficiencies. Most domestic road slopes use standardized rockfall protection facilities based on the regulation. However, there have been doubted about the effectiveness of rockfall protection facilities and the damages caused by rockfalls havebeen increasedevery year. Thus, it seems that relevant studies are necessary on the rockfall protection net being capable of supporting rockfall energies. Accordingly, this study reviews previous literature to investigate the function and the feature of rockfall protection nets and analyzetheir limitations by each type. After that, by using the pullout test device for a rockfall protection net, an experiment on the PVC coating net and the expanded metal is performed under the exact same condition. Finally, the features of the Expended metal is explained with the comparison analysises of load-variation and the confirmation of damaged forms. As a result, there have been founded the problemsof net breaking down and not being able to support due to PVC coating net's material property of disintegration. On the other hand, the Expanded Metal might be expected as a substituteof rockfall protection net according to its capability of support and integration.

  • The effects of electrolyte additives, lithium bis(oxalate)borate (LiBOB), fluoroethylene carbonate (FEC), vinylene carbonate (VC), 2-(triphenylphosphoranylidene) succinic anhydride (TPSA), on high-temperature storage properties of $Li(Ni_{1/3}Co_{1/3}Mn_{1/3})O_2$/graphite are investigated with coin-type full cells. The 1 wt.% LiBOB-containing electrolyte showed the highest capacity retention after high temperature ($60^{\circ}C$) storage for 20 days, 86.7%, which is about 5% higher than the reference electrolyte, 1.15M lithium hexafluorophosphate ($LiPF_6$) in ethylene carbonate/ethyl methyl carbonate (EC/EMC, 3/7 by volume). This enhancement is closely related to the formation of semi-carbonate compounds originated from $BOB^-$ anions, thereby resulting in lower SEI thickness and interfacial resistance after storage. In addition, the 1 wt.% LiBOB-containing electrolyte also exhibited better cycle performance at 25 and $60^{\circ}C$ than the reference electrolyte, which indicates that LiBOB is an effective additive for high-temperature performance of $Li(Ni_{1/3}Co_{1/3}Mn_{1/3})O_2$/graphite chemistry.

  • Despite the process of neoliberalization has made a decisive influence on our society as a whole, there seems little interests in neoliberal urbanization and entrepreneurial urban projects promoting it. This study is to see relationships between neolibealization process and recent urbanization and urban policies in terms of entrepreneurial city mediating them. In particular, this paper tries to reconceptualize entrepreneurial city as corresponding to privatization and commodification, financialization, state redistribution, and management and manipulation of crises which Harvey(2005) suggests as four main features of neoliberalization process in general and 'accumulation by dispossession' in particular, and to characterize it in terms of 'creative destruction' and of 'entrepreneurial governance'. As examined in the later part of this paper, recent cases of these entrepreneurial urban projects in S. Korea include volatility of land and housing price in the Capital region and urban regeneration and newtown projects, project for free economic zones construction in Incheon and other 5 regions, project for SOC construction heavily relying on private investment, in particular project financing pursued nationwidely including Daegu, and project of urban cultural marketing to promote capital inflow tacitly as well as to enhance urban imagine explicitly.

  • To control manage environmental load during construction work, it is required to ascertain an accurate quantity for materials those are using during the construction. In construction industrial nowadays, especially on design part, there are lots of mistakes occurred on quantity take-off between plan documents and actual work. That mistakes are caused by omission of design items, overcount because of interference each materials or simple calculate error. Besides, in case of a construction project, engineers are impossible to design perfectly due to a lot of invalid variable in a construction site. Thus, design errors and changes occur frequently in the process of construction work or design due to such unclear elements. And in case of LCA assessment based on 2D design, there is difficult for an engineer who is in charge to calculate the volume of materials manually using drawings and relevant specifications. This study is aimed for examining and verifying a high reliable method of evaluating environmental load which is useful in construction process through comparing LCA analysis. In addition, this study provides the method of calculating the volume of materials and LCA assessment in working on the basis of 2D design, using the specifications which is used for LCA evaluation, and possibility of utilizing the LCA assessment by introducing BIM design technic to improve the former problem through comparing and analyzing the previous method with 3D-based evaluation process.

  • To investigate the seasonal variations of carbonaceous aerosol in Daejeon, OC (organic carbon), EC (elemental carbon) and WSOC (water soluble organic carbon) in $PM_{2.5}$ samples collected from March 2012 to February 2013 were analyzed. $PM_{2.5}$ concentrations were estimated by the sum of organic matter ($1.6{\times}OC$), EC, water-soluble ions ($Na^+$, $NH_4{^{+}}$, $K^+$, $Mg^{2+}$, $Ca^{2+}$, $Cl^-$, $SO_4{^{2-}}$, $NO_3{^{-}}$). The estimated $PM_{2.5}$ concentrations were relatively higher in winter ($29.50{\pm}12.04{\mu}g/m^3$) than those in summer ($13.72{\pm}6.92{\mu}g/m^3$). Carbonaceous aerosol ($1.6{\times}OC+EC$) was a significant portion (34~47%) of $PM_{2.5}$ in all season. The seasonally averaged OC and WSOC concentrations were relatively higher in winter ($6.57{\times}3.48{\mu}gC/m^3$ and $4.07{\pm}2.53{\mu}gC/m^3$ respectively), than those in summer ($3.07{\pm}0.8{\mu}gC/m^3$, $1.77{\pm}0.68{\mu}gC/m^3$, respectively). OC was correlated well with WSOC in all season, indicating that they have similar emission sources or formation processes. In summer, both OC and WSOC were weakly correlated with EC and also poorly correlated with a well-known biomass burning tracer, levoglucosan, while WSOC is highly correlated with SOC (secondary organic carbon) and $O_3$. The results suggest that carbonaceous aerosol in summer was highly influenced by secondary formation rather than primary emissions. In contrast, both OC and WSOC in winter were strongly correlated with EC and levoglucosan, indicating that carbonaceous aerosol in winter was closely related to primary source such as biomass burning. The contribution of biomass burning to $PM_{2.5}$ OC and EC, which was estimated using the levoglucosan to OC and EC ratios of potential biomass burning sources, was about $70{\pm}15%$ and $31{\pm}10%$, respectively, in winter. Results from this study clearly show that $PM_{2.5}$ OC has seasonally different chemical characteristics and origins.

  • Purpose : Urinary tract infections (UTIs) of children require prompt and correct diagnosis and treatment to reduce the risk of renal damage. As a first step to improve the outcome of UTI in Korea, we investigated the practical variations in the methods of diagnosis, treatment, and evaluation of children with UTI and UTI prevention. Method :A questionnaire related to the individual policy on UTI diagnosis. treatment, imaging test, and prevention was submitted to 26 experts. Result Majority of the experts used bag-collected urine specimen for infants and mid-stream urine specimen for children for urinary culture. With a negative result of culture study, they diagnosed UTI when there was pyuria, positive results of the nitrite test, or bacteriuria. 80 $\%$ of experts prescribed prophylactic antibiotics after upper tract UTI. Operative treatment of vesicoureteral reflux (VUR) was indicated for children older than one or two years old with high-grade VUR, refractory breakthrough infections, or recurrent UTIs. Most of them performed kidney ultrasonography on the diagnosis of UTI and more than half of them evaluated children treated of UTI with vesicocystourethrogram and/or DMSA scintigraphy. Majority did not recommend circumcision. Half of the experts were screening siblings of VUR patients. Conclusion : Considering the variations exposed through this study systematic guidelines for management of children with UTI in Korean would be necessary. (J. • Purpose : To evaluate tile frequency of urinary tract anomalies in male neonates less than 3 months old who presented with urinary tract infection(UTI) and to evaluate a appropriate imaging approach after first UTI. Materials and methods : During a period of 5 years from March 1994 to February 1999, 65 male infants less than 3months old(range: 4-92 days, mean: 43 days) with UTI were evaluated. Ultrasound(US) and Voiding cystourethrogram(VCUG) were done in 60 patients. Due to refusal and technological problem, 5 patients were missed. 99mTc-dimercaptosuccinic acid renal scan (99mTc-DMSA renal scan) was recommended to most patients but performed in 40 patients. Renal scan was performed at least 3 months later after urinary tract infection. Results : Urinary tract anomalies were found in 26 of 65 infants. Twenty-six had vesicoureteral reflux(VUR), two had both VUR and double ureter, two had both U and posterior urethral valve. In patients with VUR, eight had renal scar or renal atrophies. In case of renal scar or atrophy, grades of VUR were III or above. Conclusion : We suggest that US and VCUG should be routinely performed in infants(<3months)with first UTI. 99mTc-DMSA renal scan should be performed only when renal parenchymal damage was observed in US and VUR grade III or above in VCUG.
