International construction market has been open to other countries, and it derives the development of our overseas construction industry quantitatively as well as qualitatively. Until now, the major companies have an absolute majority in the overseas construction market, and the small and medium enterprises have had difficulty to get a leadership in the international construction market because of the lack of the technical expertise and the capital strength. Especially in the Middle East Asia, our construction companies has touched off a boom, so our market share also has grown, which derived from the up toward ratchet oil prices and a worldwide boom in real estate development. The small and medium enterprise minority have recognition that the overseas construction market is the major company's native territory. But Data from the existing researches and many statistics indicate the most companies tend to underestimate the capacity and international competitiveness of the small and medium enterprises. As a matter of fact, hundreds of small and medium enterprise cut a conspicuous figure in overseas market. Consequently, it is indispensable to overcome the international financial crisis by revitalizing our overseas construction industry which obtains excellent results in international market. this study suggested the ways to expand overseas bonding capacity of Korean financial institution. This study proposed the Korean government to allow Construction Guarantee (former Korea Construction Financial Cooperative) to deal with foreign exchange so that Construction Guarantee will underwrite the overseas construction bond.

The small-and-medium sized construction sites are in weak state of safety management because of the variable working environments, the lack of safety techniques and the weak economic conditions, and industrial accidents of these sites were occupied 60％ of the total construction accidents. Recently, the safety engineer's number are not to be enough at the small-and-medium sized construction sites. Therefore, the safety engineer's works are addition to more and more. This paper is a development of the integrated program which using composition of construction safety management expenses. It is an management tool which helps to saving time of construction safety engineer. A method of development composition, to used Brain Storming for a place of meeting to construction safety management counselors.

건설산업내 상생을 위한 정부의 중소기업 보호 정책에도 불구하고, 위축되어 가는 건설시장으로 인해 대·중·소기업간 수주양극화, 중소기업 및 지역기업의 수주 경쟁력 약화 및 수익성 약화 등의 문제는 여전히 개선되지 못하고 있는 실정이다. 미국 건설산업내 중소기업 및 지역기업에 대한 발주우대제도, 입찰우대제도, 지역기업 활용을 중심으로 건설산업 생태계 내 상대적 약자인 중소기업, 지역기업, 사회적약자소유기업 등을 위한 미국 연방 및 주정부의 정책 및 제도를 고찰하고, 이를 통해 바람직한 중·소기업 보호 및 경쟁력 강화 정책 방향 재고를 위한 국내 중소기업 보호 관련 정책에 시사하는 바를 도출하였다. 결론적으로 물량 배분을 기반으로 하는 국내 중소기업보호 관련 정책과는 달리 미국의 중소기업 및 지역기업 우대 제도는 해당 기업들을 일정비율이내에서 우대를 하되 공정경쟁 원리를 동시에 수용함으로써, 중소기업 및 지역기업 보호와 동시에 해당 기업들의 경쟁력을 강화 할 수 있는 방향에서 정책을 운용하고 있다. 따라서 향후 국내 중소기업 및 지역기업 보호 및 경쟁력 강화를 위해서는 일정부분 보호하는 동시에 중소기업의 경쟁력을 강화할 수 있는 방향으로 관련 제도를 정비할 필요가 있을 것으로 판단된다.

중소건설업체는 열악한 경영상태 전문인력 부족, 기술력 부족 등의 여러 문제로 인해 그 기반이 매우 취약하다. 이린 상황에서 IMF 이후 대형건설업체들의 수주난과 경영 악화는 대형건설업체의 하도급을 수행하는 중소건설업체에도 전가됐으며, 이에 중소건설업체의 생존을 위한 전반적인 변화와 정보기술 도입을 통한 경쟁력 확보가 요구되고 있다. 본 연구는 중소건설업체의 프로젝트 관리방안 측면에서 중소건설업체의 특성과 기존 대형건설업체 및 상용 SI업체에서 개발한 정보관리 시스템을 분석하여 중소건설업체를 위한 프로젝트 정보관리체계를 구축하고 이를 관리하는 지원시스템 모델을 제안하고자 한다. 이를 통해 중소건설업체의 프로젝트 정보관리 능력을 향상 및 생산성 향상을 통한 경쟁력을 확보할 수 있을 것으로 예상된다.

지난 22년 동안 '시설물안전관리에 관한 특별법'에 의해 관리된 1, 2종 시설물의 안전사고는 전무 하지만, 나머지 시설물인 소규모 시설물들에 대해서는 체계적인 관리를 하지 못하고 있어 이 시 설물의 안전사고는 매년 증가하고 있다. 이에 정부에서는 소규모 시설물의 일부를 3종 시설물로 정하여 안전점검을 법제화하여 시행 예정이다. 이 논문에서는 3종 시설물 중 건축물에 대한 안전 관리 현황을 분석하고 이를 바탕으로 소규모 건축물에 대한 안전성 향상을 위한 방안을 제안하고 자 한다.

This study of small & Medium-Sized construction sites construction disaster prevention technology conduction-site visits from the map results report by the inspector on-site advice and technical guidance for the analysis of deficiencies and potential construction of disaster revealed the potential factors causing an accident as follows. As a results, Should not be a once a month visits. Therefore should be changed at least twice a month to help prevent accidents of this system is to be judged.

According to the data released by Korea Occupational Safety & Health Agency, construction workers suffering from falling disaster have been increasing continuously for the last five years, and in fact, small and medium construction companies' falling disaster forms over 97% of all every year. This means that to reduce falling disaster significantly, it is needed to get rid of disaster taking place in small and medium construction companies. Here, this study aims to analyze various causes of falling disaster in small and medium construction companies, examine how those factors are correlated with one another, and suggest how to manage the risk of falling disaster effectively. According to the study results, main factors influencing falling disaster in small and medium construction companies are found as follows: Situational Awareness/Risk Perception, Fatigue/Alertness, Communications, Equipment/Facilities, and Personal Protective Equipment (PPE) in the Direct Level, Management/Supervision, Education/Training, and Planning in the Organizational Level, and Management's Commitment to Safety in the Policy Level.

The smart factory is an important system that can reduce defects, maximize productivity, and respond to customer needs, from the labor-intensive era of traditional small and medium-sized manufacturing companies through the automation era to CPS using ICT. However, small and medium-sized manufacturers often fall short of the basic stage due to economic and environmental constraints, and there are many companies that do not even recognize the concept of a smart factory. In this situation, to expand the smart factory of small and medium-sized enterprises, the project to support the establishment of a smart factory for the win-win between large and small enterprises. The win-win smart factory construction support project provides a customized differentiation program support project according to the size and level of the company for all domestic manufacturing SMEs regardless of whether or not they are dealing with Samsung. In this study, we analyze the construction status and introduction performance of companies participating in the win-win smart factory support project to find out whether they have been helpful in management and to find efficient ways to improve support policies, and to suggest the direction of continuous support projects to improve the manufacturing competitiveness of SMEs in the future.

소형주택은 2009년 완화된 주택법 이후 꾸준히 공급되어져 오고 있다. 이에 본 연구는 소형주택 시공 관련 전문가 집단을 대상으로 설문조사를 실시하여 문제점을 도출하여 개선방안을 제시하고자 하였다. 첫째, 저가수주는 불리한 계약의 주요 원인이며 수주실적관리를 위해 저가수주를 하고 있었다. 저가입찰 및 저가수주는 건설 업체 유지를 위해 계약하게 되고 결국 건축물 안전 환경까지 위협하게 되는 것이다. 또한 적절한 기간의 입찰 및 공사 기간이 주어져야 할 것으로 판단된다. 둘째, 시공 프로세스를 준수하지 못한 사례가 많아, 중소건설업체의 업무 표준화가 필요한 상황이며, 관련 내용을 인지하지 못한 실무자가 많아 정기적인 교육이 필요한 것으로 판단된다. 셋째, 현재 가장 필요한 정책 방향에 대해 저가입찰 지양과 부실업체 시장퇴출이 가장 높게 나타났다. 안전 환경을 위해 저가입찰과 부실업체에 대한 개선이 필요하다고 판단된다. 대부분 소형주택을 짓는 중소건설업체는 업무 여건이 열악하다. 따라서 업무에 대한 표준화와 저가수주 지양으로 소형주택의 안전 환경을 제고해야 할 것이다.

본 연구에서는 국내 중소 제조기업을 대상으로 스마트팩토리의 구축요인에 따른 활용 정도를 분석하였다. 연구결과 첫째, 스마트팩토리를 기존의 목표와 취지에 맞게 활용하기 위해서 스마트팩토리 도입에 따른 중소 제조기업의 구축요인에 대한 사전에 기업의 특성에 맞는 전략적 검토가 필요하다는 점을 알 수 있다. 둘째, 조직 내 구성원들이 스마트팩토리에 대해 어떻게 받아들이고 수용하느냐 따라 활용의 정도는 차이가 있다는 점을 실증분석을 통해 확인할 수 있었다. 중소 제조기업 뿐 만 아니라 많은 기업은 조직 내 구성원들이 스마트팩토리에 따른 변화의 불안감을 갖지 않고, 적극적 참여를 유도하고 이를 통해 스마트팩토리 활용도를 높이기 위해 중요성을 확인할 수 있었다.
