Research on Improvement Measures for Chemical Risk Assessment for Small and Medium-Sized Businesses (중소규모 사업장을 위한 화학물질 위험성평가 개선방안 연구)

  • The Ministry of Employment and Labor announced a roadmap for reducing serious accidents to create a "safe and healthy workplace, happy Korea" and ordered a risk assessment for all work processes in all workplaces on November 30, 2022. Accordingly, even workplaces that handle new chemicals must conduct risk assessment when introducing new chemicals, but the risk assessment techniques currently proposed by the government focus on preventing conventional accidents such as falls, getting caught, and bumping. Currently, there is a Chemical Hazard Risk Management (CHARM) technique that is most commonly used for chemical risk assessment, but in small and medium-sized businesses that lack professional manpower related to chemical substances, there are many technical terms in the technique and it is difficult to interpret, so its utilization is very low. Therefore, the purpose of this study is to present a method that can make risk assessment easier and simpler before handling new chemicals so that it can be used well in small and medium-sized businesses that lack professional manpower related to chemical substances. Through actual cases, the method of using CHARM was confirmed step by step, and based on this, risk reduction establishment and execution methods were derived. Based on the results of this study, it is expected that it will be used as the best tool for preventing accidents such as acute poisoning when handling chemicals in small and medium-sized workplaces that lack professional manpower related to chemical substances and make every effort to protect workers' health.

Perception differences between users and policy-makers on technology protection support system for small and medium-sized businesses (중소기업 기술보호지원제도에 대한 이용자와 정책담당자의 인식차이 분석)

  • As the risk of technical leakage is increasing, technology protection support systems for small and medium-sized businesses have gained attention. This paper analyzed the perception gap of the user and policy-maker regarding technology protection support systems. First, to identify key elements of technology protection support systems and construct measurement factors, interviews with experts are conducted. Then, surveys are conducted to analyze the perception differences between the users and policy-makers. Factor analysis and ANOVA have been utilized to analyze survey results. The result shows that the perception gaps exist in the following areas: management system, cost reduction, copyright protection, customer satisfaction, leakage prevention, and awareness. To enhance the effectiveness of technology protection support systems, this paper suggests technology protection support systems should be customized in terms of the company's size and type of busines.

  • The status of small and medium-sized enterprises has been changed into more independent business entities rather than simply subcontractor so that the utilization of specialized knowledge has been much more necessary for the survival in the market. However, small and medium-sized enterprises, it is difficult to sufficient investment in knowledge services due to limited resources relative to large enterprises and demand for knowledge services business of government support is growing. For this reason, it is important to measure accurately the demand for knowledge services of small and medium-sized enterprises in knowledge management for effective utilization of knowledge service. In this study, we analyzed previous studies on small and medium-sized enterprises knowledge services that can be utilized in a comprehensive way. As a result, we developed knowledge service needs assessment model based on five critical success factors for continual growth and 12 types of knowledge service. This model has been modified and supplemented through expert meeting using delphi research method and topic modeling analysis using secondary data. This study is attempted to appropriately measure necessary knowledge services for small and medium-sized enterprises so that generated the evaluation model of knowledge service demands, comprehensively dealing with core knowledge services for many kinds of business entities. It is expected that the developed model will be a useful tool to understand and evaluate knowledge services demands of enterprises.

  • Despite a quantitative increase in the export of small and medium sized businesses due to various policies supporting export that have been continually promoted by the government, the majority of export growth has been centered around conglomerates. As research has shown that export companies are superior in terms of job creation and growth compared to domestic companies, the conversion of domestic companies to export companies will not only result in job creation and increase in exports, but it will also enable the improvement of such companies. It is therefore important to support the export of small and medium sized businesses and maintain their status as export companies with supporting policies. The purpose of this study is to analyze the present state of the export environment of Korean and foreign small and medium sized businesses in order to elicit ideas for establishing strategies for the promotion of export and maintaining the status as an export company.

The Effect of Ethical Leadership of Employers of Small and Medium Businesses on Job Satisfaction : Focusing on Mediating Effects of Organizational Fairness (중소기업 고용주의 윤리적 리더십이 직무만족에 미치는 영향 : 조직공정성을 매개효과로)

  • The purpose of the study is as follows. This is to understand the effect of ethical leadership of small and medium businesses employers on job satisfaction and to understand the mediating effect of organizational fairness in their relationship. The study conducted an online survey and analyzed 508 employees of small and medium-sized enterprises in Seoul and northern Gyeonggi. The research results are as follows. First, the higher the ethical leadership of small and medium businesses employers, the higher the job satisfaction. Second, the higher the ethical leadership of small and medium businesses employers, the higher the organizational fairness. Finally, the partial mediating effect of organizational fairness was confirmed in the effect of ethical leadership of small and medium businesses employers on job satisfaction. Therefore, there is a need for a plan to strengthen the ethical leadership capabilities of small and medium businesses employers to improve job satisfaction and organizational fairness of SME employees.

An Analysis on Scientific and Technological Information Status and Demand of Small Businesses: Focuses on Busan·Ulsan·Gyeongsangnam-do Branches of KISTI (중소기업의 과학기술정보 요구 실태 분석 연구 - KISTI 부산·울산·경남지원을 중심으로 -)

  • This paper aims to survey the supply status and demand of the scientific & technological information among the 1,059 small enterprises demanding the support in Busan, Ulsan and Gyeongsangnam-do which have been supported by the Branch of KISTI and to propose the approaches to improve the scientific & technological information system. As the results of this research, Busan, Ulsan and Gyeongsangnam-do have very poor business and R&D environment to the extent that 96.3% of businesses was small business (medium business only for 3.7%) and 31% of total small & medium-cized businesses has less than 10 R&D workers. Small & medium-sized businesses which have demanded the information to KISTI account for only 0.2% in average for 3 years. The information demand types are market trend (26.8%), industrial property right (22.1%), business proposal (19.9%), item exploration (16.8%) and quality certification (8.4%). The supplied informations include scientific and technological data survey, market survey, translation and information application seminar. The business achievements from the information supply include 379 cases in technological development improvement and launch of products, 88 cases in technology certifications and 414 cases in patents and utility design application and registration. By the analysis results, the small and medium-sized businesses have difficulties in using R&D information by themselves. Thus, it's proposed to establish the science and technology information center in southeastern region and develop the information advisors specialized in local specialty industry categories. It's also proposed to expand the manpower and budget of KISTI concerning the information support for small & medium-sized businesses.

Factors Affecting Firm Performance of Small and Medium Enterprises: Empirical Evidence from Hanoi, Vietnam

  • Enterprises play an increasingly important role in economic development in each country. Effective businesses will make the economies of countries also become efficient and develop. Enterprises play a role in creating jobs, improving labor productivity, and connecting foreign trade and import-export activities. The study aims to evaluate the factors affecting the profitability of small and medium enterprises in Hanoi by using a study of 210 enterprises in the area as well as advanced econometric regression analysis. The research results show that firm size and human capital have no impact on business performance. However, older firms are likely to have higher firm performance, and conversely, younger firms have lower firm performance. The research also confirms that the growth of businesses often has higher firm performance than low-growth ones. Furthermore, a firm with greater value is also more likely to stimulate business performance than lower its value, and this effect is the largest among the analyzed factors. Finally, the study also has some recommendations for the Vietnamese government to develop small and medium enterprises. Specifically, the government needs to create an open mechanism for the start-up movement and create a favorable financial mechanism for small and medium-sized enterprises to be able to access.

  • This study analyzed on local governmental role for strengthening of industry security in small and medium-sized businesses, Focused on case of Gyeonggido. In particular, Gyunggi-do evaluates various businesses (construction for cyber security businesses and revitalization of the private security control centers) which are promoted to strengthen industrial security in the region, by targeting SME representatives in various aspects. We focused on finding what role Gyeonggido can take to meet this demand has been explored. Based on the above research result, discuss ways to maximize promotion effects about industry security's activites, and more realistic business management. Futhermore, The need for further follow-up studies are presented.

A Study on the Management Performance and Employment of Manufacturing Business in the Period of COVID- 19 (코로나19 시기의 제조업 경영실적과 고용에 관한 연구)

  • This study is about the current status of management performance and employment prospects during the COVID-19 period, and the analysis data are based on the Q3 and Q4 2020 economic survey of manufacturing industry provided by the National Statistical Office's Microdata Integrated Service Portal. It used 83 large companies and 435 small and medium-sized businesses as analysis data. The analysis results are summarized as follows. It was analyzed that there was little change in business performance by company size on creation of jobs. In the analysis of the economic outlook for 2021, sales of large companies were analyzed to increase, but there was little change in creation of jobs at 66.3%. In terms of sales, small and medium-sized businesses are expected to see little change at 31.3% and increase at 30.3%. Therefore, it can be seen that there is no change in the company's management performance during the COVID-19 period. In other words, it can be seen that the COVID-19 pandemic does not have a significant impact on manufacturing employment and management performance of large and small businesses.

A Study on the Decision Factors and Satisfaction of SMEs

  • Purpose: The purpose of this study is to identify the determinants of store occupancy based on the rental characteristics of small and medium-sized enterprises (SMEs) renting buildings across the country, and to analyze the satisfaction level after opening. Research design, data and methodology: The study conducted an empirical survey through questionnaires targeting individual business owners, corporate representatives, and executives and employees nationwide, including Seoul, Gyeonggi, and other metropolitan areas and provincial cities. Results: In this study, the most important factor that SMEs consider when deciding whether to rent a commercial building or office is financial characteristics, followed by management characteristics, location characteristics, building characteristics, and facility characteristics. In addition, management characteristics were found to have the greatest impact on rental satisfaction of SMEs, followed by financial characteristics, building characteristics, and location characteristics in order. Conclusions: Since the lessor cannot immediately improve the location characteristics or building characteristics, in order to increase the rental satisfaction of small and medium-sized businesses in a relatively short period of time, it is necessary to improve managerial characteristics such as prompt civil complaint handling and clean management of the building. In addition, it is analyzed that if the factors that can reduce the burden on the tenants are found in advance and reflected in the financial characteristics, the satisfaction of the tenants can be increased.
