Today, as interest in the importance of urban parks increases, many citied internationally are actively creating small parks, but their maintenance systems remain ineffective. Accordingly, in this study, the limitations and problems in the operation and management of urban parks were derived by examining previous studies on overall urban park maintenance and management. Based on this, the study tried to understand the actual state of maintenance and management of small parks through data surveys and field surveys related to budget execution on case sites. Then, we sought to clarify the actual state of maintenance and management of small parks through data surveys and field surveys regarding the budget execution of case sites as a basis for research to prepare an efficient and systematic improvement plan for the maintenance management system of city parks.
The purpose of this study is to analyze the color environment of urban small parks. We selected the urban small parks located in the subway stations around the line 2 and the Yamanote line in Seoul and Tokyo, and measured the environmental color with a spectroscopic colorimeter. Four urban parks, four urban parks, four urban parks, four urban parks, and four urban parks in Tokyo, and conducted field surveys. The study was divided into social sports facilities, park facilities and floor paved areas. The results of the study are as follows. The color of Y, YR, and GY colors were high in the environmental color of the first sports facilities in Seoul and Tokyo. In the case of Seoul, B, BG, PB, and Tokyo are R and P series, respectively. econd, in the case of social sports facilities, Tokyo has a different color distribution than Seoul, and Seoul has a somewhat higher brightness, so bright colors have been applied to the facilities. Third, the colors of park facilities showed similar brightness and saturation values in Seoul and Tokyo. In color distribution, Seoul is higher in Y-series and B-series, and Tokyo is higher in Y-series and R-series. The brightness and the saturation of the bottom pavement are similar to those of Seoul and Tokyo. However, the difference in color distribution shows that the color difference of the social facilities of urban small parks in Seoul and Tokyo varies depending on the color distribution rather than brightness and saturation.
The purpose of this study was to analyze land use plans of 61 residential complexes and identify the factors that caused the variation of urban parks and green space ratio depending on the land ownership processing method. The ratio of urban parks and green space of expropriation districts was higher than that of replotting districts. Within the same city and country as well as other regions, the parks and green space ratio of land expropriation districts increased higher than 7% compared to that of replotting districts. The variation of urban parks and green space ratio was mainly related to the ratio of road. Small housing complexes such as detached house and quasi-residential sites resulted to expand space for road construction, thus, the areas of urban parks or green space came to reduce. The average urban parks and green space ratio in the urban development by the expropriation method and replotting method are 24.5% and 16.8% respectively. In order to prevent the reduction of urban parks and green space ratio according to the preference of detached house sites or quasi-residential sites in development zones, it is necessary to make systematic adjustment such as adjusting the urban parks and green space ratio securing standard.

The government is planning to link a small park with the soon to be ready subway line 9 as a part of Seoul's policy, "The standard or plan for making a water-friendly space by water use" (2007). However, the specified concepts and instructions of the small parks need further work. Therefore, the policy is expected to expand to neighboring small parks near the subway station, but these are not supported by research or data which suggests the needs or actual user behavior and utilization of small parks. our country added the specified concept of small parks and theme parks to the classification of urban parks in the Urban Park Act Revision (2005.3.31), but the concept of small parks is not clearly settled in the law in the scopes of its function, scale, promotion nor particularly defined plans for small park projects. This study examines as small park near a subway station. The characteristics of there region and users vary from the characteristics of the station and region. In the "directions for concrete standards under the types of urban parks and green zones" (2007.2) the types of small parks are classified by "regional characteristics" and "user characteristics". Therefore, this study classifies the subject of neighboring small parks near subway stations as the neighborhood and small urban parks according to the Urban Park Act. The study was paralleled with observation and questionnaires on the analysis of the neighborhood and small urban parks. The actual conditions of park utilization and user behavioral characteristics were deducted by observation, while the questionnaire determined actual user utilization, importance and satisfaction level as well as the small park environment. This study is aimed at classifying different types of parks in Gwang-Ju city and providing efficient Planning and guidelines to satisfy the needs of park users. The first stage of this study was accomplished by site surveys of neighborhood parks in Gwang-Ju where park types, locations, neighboring conditions, park layout, and other physical environments were surveyed for the specific status of parks. With those basic data, urban neighborhood park types were classified into different categories: 1) urban neighborhood parks; 2) riverside neighborhood parks; and 3) natural(mountain side) neighborhood parks. For the second stage of this study, behavior patterns and satisfaction were investigated to provide empirical data on the relationship between the physical environment and human behavior. The main findings of this study can be summarized as follows: 1. The highest level of satisfaction for the users of urban neighborhood parks in Gwang-Ju city is the accessibility of the parks which are small but located in neighborhoods, The users tend to visit the nearby parks regardless of size. 2. The users have relatively high levels of satisfaction for urban neighborhood parks which have a lot of green zones or park facilities. Therefore, the park planner should consider the natural environment in the park area and should reconsider the type of park in the planning process. 3. The different types of urban neighborhood parks in Gwang-Ju city do not affect the level of satisfaction and the motivation of park visits. However, the accessibility of the parks is the most important factors of users' satisfaction regardless of the type of the park. 4. The level of user satisfaction for all of the urban neighborhood parks in Gwang-Ju city indicates that the users have a relatively low level of satisfaction. Especially, 26.2% of the users have a high level of dissatisfaction. The new parks, which have recently been developed, have a higher level of satisfaction than the old parks which have a lack of facilities, insufficient maintenance, and poor management planning in the park. 5. As a result of factor analysis, all city neighborhood parks showed a similar tendency with urban type parks, but showed a tendency that was different from the other park types.

Urban parks play the role of providing leisure spaces for people in their everyday life along with serving ecological functions in the city. Although urban parks aim to satisfy the needs of users visiting the park, most urban parks are currently uniformly created and maintained without considering the environmental characteristics based on the needs of users. This study thus analyzed parks that underwent modifications in line with the revised Park Act in 2005. There were 45 parks whose types were legally changed, of which 21 were changed from children's parks to small parks, and 19 were changed to utilize and highlight the themes such as cultural parks and historical parks. Among the parks whose types have changed, the ratio of amenities in cultural and historic parks has increased, while the facility area in small parks has decreased and the green area has increased in its place. As a result of analyzing the changes to the park facility area, it was confirmed that increasing park amenities has a positive effect in pursuing revitalization of use through park maintenance, but has a negative consequence of significantly decreasing green area. It is necessary to reorganize the park type classification system to reflect the park environment and prepare guidelines for a new installation standard by park type to expand the net function of parks in cities and maintain the sustainable ecological environment. Through in-depth discussions on the facilities of park types, it is anticipated that innovative and multilateral research could be conducted to prepare improvement measures tailored to the guidelines of urban park types in years to come.

The purpose of this study is to perform a gap analysis between public-private partnership urban parks of Korea currently in their initial stage and various foreign cases that have been established in terms of planning(formation of public-private partnership${\rightarrow}$creation of parks${\rightarrow}$operation and management of parks) and to propose improvements for each process of planning. As a result of the gap analysis on domestic and foreign public-private partnership urban parks, the future course to be followed by urban Korean parks can be summarized as follows. First, if the public-private urban parks that exist at present were led by a single or small number of partners centered on local government entities, urban parks from that point on must be created and managed based on efficient multi-sector partnerships. Since urban parks are public spaces where public benefit is more important than profit, diverse voices of public-private sectors must be reflected with a long-term perspective. Second, urban parks are not a place to be completed but a public space which continues to develop. Therefore, they must be approached with a focus on the process instead of the result. The existing concept of domestic public-private partnership is inclined to creation of urban parks. This suggests than the government had been focusing only on quantitative increase in urban parks. In order to create values as a public space for local communities, public-private partnership is also required in operation and management of urban parks. Third, public-private partnership management of urban parks can become more effective through active community participation. Participation by local communities takes long time because transition in the consciousness about values of urban parks must be presumed. Thus in Korea, non-profit organization like Seoul Green Trust should accumulate successful creation and management of small and large urban parks through public-private partnership will settle in our nation.

The disposition of public parks pursue proper distribution and hierarchy formations on the basis of the neighborhood units theory. However, problems like price of land has brought about a large gap between theories and real conditions. This paper examines the problems of the practical disposition and disposition standards of public parks to solve these contradictions with reference to examples in Japan metro-cities. Study results are as follows; 1) The existing disposition theories are based on the district-boundary of men’s acting and settling down. Therefore, the disposition standards of large-scale parks or special parks beyond the humane scale have not been explained exactly. 2) As city sizes have expanded, these large-scale parks have developed greatly, however, they are located out of urban areas on the ground of nature’s geographical features. As a result, many small parks developed in urban areas. This extreme phenomenon of location would break up proper distribution and hierarchy. 3) Large parks over 4 ha not only take an important role in forming greenbelts but their location is also mainly based on their natural geographical features so that they are absorbed into the network -structure of greenbelts. 4) It is suggested that in planning parks, location and size of large parks over 4 ha should be selected and decided in the relation not with parks but with greenbelts. Parks of 4 ha or below are properly disposed. Also, these parks take a great role in forming the district boundary for settling down. Accordingly, proper distribution and hierarchy formation needs to be based on established neighborhood as they were previously.
