Currently, Korean firms are making a lot of effort to invest in research and development (R&D) by spending a lot of development costs in order to cope with the 4th industrial revolution. On the other hand, the capital market of Korea, which is the main source of funding, has caused a lot of cost of capital for firms by its reorganization mainly with safe assets in the experience of foreign exchange crisis at the end of 1997, the sub-prime mortgage crisis in 2007 and the bankruptcy of Lehman Brothers in September 2008. Thus, this study empirically analyzed the effect of development expenses on credit rating and firm value. The credit rating was measured by commercial paper(CP) credit rating which is sensitive for investors in terms of risk because it is issued only by the credit of the firms. Firm value was defined as Tobin's Q, which has been widely used in prior studies. The results of the analysis are summarized as follows; Firstly, development expenses did not affect credit rating. Development expenses are recognized as intangible assets for uncertainty of economic benefits and long-term investment. Thus, it seems that there is no effect of development expenses on CP credit rating as CP credit rating is evaluated by short-term credit rating.

Under background of global change, regional and local environmental changes in short-term are significantly influenced by human activities in recent time. This paper deals with serious environmental problems which has become a barrier of sustainable development in the lower reach of Yellow River due to over use of diverted water from Yellow River and underground water from coastal plain. Some countermeasures for improving local environment and economic development are introduced in the paper.

Objectives: The objectives of this study were to describe population-based prevention strategies for childhood obesity and to discuss its application in a city in Korea. Methods: Literature review and empirical findings for ongoing programs were performed to develop population-based prevention strategies for childhood obesity with the framework and principles of WHO population-based prevention strategies for childhood obesity. Results: The developed framework had five key strategies (supportive policies, supportive environment, supportive program, strategic development & leadership, and monitoring & evaluation) under hierarchic objectives (long-term, middle-term and short-term) with the vision of healthy growth and development of all children and youth. Each strategy included evidence-based action plans with WHO principles. Conclusions: The developed strategies have advanced the existing strategies for childhood obesity prevention by providing the sustainable and systematic framework and action plans based on ecological approach. Further, the feasibility for operating the strategies needs to be verified.

Development, availability and users' participation in the information service of agricultural food sector is slower than that of other sectors in Korea. This phenomenon comes from the lack of development strategies and comparative analyses with other sectors, as well as the agricultural food industry's own characteristics which is developed based on the offline market. In this research, we will discuss about how to improve the public information service of agricultural food sector based on the example of establishing service improvement strategy by the most representative Okdab. In this research, we have drawn the following implications for development strategy of Okdab service based on three core keywords derived from benchmarking KOSIS. Three core subjects for upgrading public information service are 'analysis information with expertise and differentiation,' 'user cooperation-oriented platform,' and 'intuitive nd effective UX,' and to strength B.I. as an integrated information service of agricultural food sector, we need to identify the users' satisfaction and needs for the existing service, establish an optimized operating strategy on a short-term, mid-term and long term bases, and implement them in a positive way. Based on this positive action, it can become a trustworthy information service for the users, and we can expect the improvement of the users' recognition for its consistent usability and efficiency.

The object of this study is to provide a framework of increasing the effectiveness of the R&D planning of experts in fisheries and the education of students with the theoretical background and analytical skills through the adoption of technology roadmapping process in the marine production industry. The study was conducted by fact-finding surveys and the response content for surveys obtained from each expert advisor in the field of fisheries and maritime affairs such as fishery industries, some government organizations and research institutes including the Ministry of Maritime Affairs and Fisheries (MOMAF), National Fisheries Research and Development Institute (NFRDI) and fisheries-related universities was analyzed. The major implementation tasks to effectively achieve the basic goals of technology roadmap for short and middle-term research and development in the fisheries production field are as follows: 1. Research in order to achieve the realization of community-based resource management fisheries or fishermen-oriented co-management fisheries with paradigm shift in fisheries management. 2. Research in order to derive the construction of cost reducing and manpower saving systems in fishery-related science, technology and engineering. 3. Research in order to create the high value-added fisheries products with a focus on the upgrading of processing, freezing and refrigerating facilities, the reduction of logistics costs and the minimization of distribution steps. 4. Research in order to achieve the realization and development of environmental-friendly fisheries and internationally competitive fisheries through restructuring the entire fishing industries, in particular, small-scale fisheries. 5. Research in order to achieve the effective utilization of fisheries resources with a new creation of clean and living marine environment by fisherman under the balanced management and protection of marine living resources and fishing grounds.

The objective of this paper is to explore the short-term variability of sea surface temperature (SST) and chlorophyll a (Chl-a) derived from satellite in the upwelling region of the southeast coast of Korea in summer. We particularly emphasize the spatial variability of SST and Chl-a in the East Korean Warm Current (EKWC) during summer monsoon. Spatial distribution of SST and Chl-a in the EKWC are described using SeaWiFS and AVHRR images in August, 2007. Spatial distribution of SST and Chl-a around EKWC can be classified into four categories in the profile of SST and Chl-a images: (1) coastal cold water region, (2) cold water region of thermal front, (3) warm water region, (4) cold water of offshore region.

Although piglets have been delivered by embryo transfer (ET) with in vitro produced (IVP) embryos and blastocysts, a success rate has still remained lower level. Unlike mouse, human, and bovine, it is difficult to a production of piglets by in vitro fertilization (IVF) because of an inappropriate in vitro culture (IVC) system in pig. Therefore, the present study was conducted to investigate whether minimized exposure time in IVC can improve the pregnancy and delivery rates of piglets. Immediately after IVM, the oocytes were denuded and co-incubated with freshly ejaculated boar semen for 3.5 to 4 hours at $38.5^{\circ}C$ under 5% $CO_2$ in air. To avoid long-term exposure to in vitro state, we emitted IVC step after IVF. After that the presumptive zygotes were transferred into both oviducts of the surrogate on the same day or 1 day after the onset of estrus. Pregnancy was diagnosed on day 28 after ET and then was checked regularly every month by ultrasound examination. The 3 out of 4 surrogates were determined as pregnant (75%) and a total of 5 piglets (2 females and 3 males) were delivered at $118.3{\pm}2.5$ days of pregnancy period. In conclusion, a short-term exposure time may be an important factor in the production of IVP-derived piglets. It can be apply to the in vitro production system of transgenic pig by IVF, cloning, and pronuclear microinjection methods.

The 21th century is carried out a rearing activity of green industries as a part of friendly echo policy for preservation of earth environment. Korean government is spreaded on a whole country to setting up a goal to a sustainable growth power of national for low carbon green growth. The recently rolling stock is received the footlights as a best friendly echo transportation of transport system of automobile, airplane, ship etc., also that is playing a big role to reduction of $CO_2$ greenhouse gas and a discharge of air pollution. This study was carried out the investigation and analysis for technology trend of the system light-weighting of a recently urban railway vehicle on commercial operating in domestic and foreign countries. As the results are proposed a short-term development technology and a long-term development technology of the system light-weighting to be developed for reduction weight of urban railway vehicle.

This paper investigates the sales process of treasury stocks, while most previous research studies treasury stock repurchases. The sales of treasury stocks are an important measure to protect management rights only in Korea, as Korea's laws and systems allow treasury stock sales according to the board's resolution and not by the decisions made at the general shareholders' meetings. The board's resolution, which considers the owner-manager's interest on management rights, can cause damages to small shareholders. Considering (i) the economic characteristics of treasury stocks, (ii) other countries' institutions and experiences, (iii) a theoretical assessment of the possibility of small shareholder losses, and (iv) lessons from Korea's actual instances, Korea's present system should be corrected at least in the mid and long term. Even in the short-term, rules pertaining to sales enacted by the board's resolution inducing small shareholder losses should be overhauled. The autonomous discipline by various stakeholders could be an ideal measure by which to monitor ownermanager's decisions. In addition, temporary intervention measures, such as government examinations, could be implemented to protect small shareholders.
