Sewers are important national infrastructure and play an essential part by handling both wastewater and stormwater to minimise problems caused to human life and the environment. However, they can cause urban flooding when rainfall exceeds the system capacity. Sewer flooding is an unwelcome and increasingly frequent problem in many urban areas, and its frequency will increase over time with urbanisation and climate change. Under current standards, sewers are designed to drain stormwater generated by up to 10 year return period storms, but data suggests that many in practice have been experienced flooding with exceeding system capacity under increased storm events. A large number of studies has considered upgrading or increasing the design standard but there are still lack of information to propose a suitable return period with the corresponding system quantity to achieve. A methodology is required to suggest a proper level of standard within a suitable sewerage rehabilitation planning that can avoid the exceedance problem. This study aimed to develop a methodology to support effective sewer rehabilitation that could prevent urban flooding mainly resulted from the exceedance of existing storm sewer system capacity. Selected sewerage rehabilitation methods were examined under different storm return periods and compared to achieve the best value for money.
Feasibility which is complimented before Social Overhead Capital Project and National Policy Project is analyzed by economic and political benefits. The projects will be performed if the benefits are bigger than the project cost. In this study, feasibility was examined at various viewpoints on sewer rehabilitation projects implemented with private capitals. To achieve the feasibility analysis, the B/C (Benefit/Cost Ratio), IRR (Internal Rate of Return) and the returns ratio of the Build Transfer Lease project implemented in 2007 at W city were estimated. At the same time, the correlation with B/C and benefit sensitivity of concessionary rate fluctuation were analyzed to evaluate the efficiency and feasibility of the seven sewer rehabilitation projects promoted by a local autonomous entity.
Sewer joint-related defect is one of the most common domestic sewer defects along with the lateral pipe problem. However, there are currently no criteria that precisely assess the joint-related sewer defects. Therefore, this study examined the joint-related sewer defects found in domestic circumstances, classified them according to the suggested defect code, and presented the examples of defect pictures. Each defect code was organized as the process of out of pipeline alignment (OPA) which shows the progress in deterioration. Each defect was classified into 5 grades depending on appropriate repair and rehabilitation method. The result of this study is expected to be useful for domestic CCTV inspectors to assess the sewer condition and helpful for managers to make a decision of repair and rehabilitation.
The objective of sewer rehabilitation is to improve its function while eliminating inflow/infiltration (I/I) and insufficient carrying capacity (ICC). Such rehabilitation efforts, however, have not been particularly successful due to a lack of sewer data and unsystematic field practices. The present study aimed to solve these problems by developing a decision making model consisting of two models: the rehabilitation weighting model (RWM) and the rehabilitation priority model (RPM). In RWM, the I/I of each pipe in a drainage district is estimated according to various defects, with each defect given an individual weighting factor using an analytic hierarchy process (AHP). RPM determines the optimal rehabilitation priority (ORP) using a genetic algorithm (GA). The developed models can be used to overcome the problems associated with unsystematic practices and, in practice, as a decision making tool for urban sewer system rehabilitation.
CCTV inspection method has been used in Korea for more than 20 years, but there is no proper assessment system for sewer failure severity that considers the domestic circumstances. This study classified the defects caused by the overburden load of reinforced concrete sewer pipes depending on severity and developed defect code by analyzing the domestic CCTV inspection videos. The defect score was assigned to each defect code, and it was classified into 5 grades for the decision-making of repair and rehabilitation. The result of this study is expected to be useful for domestic CCTV inspectors to assess the sewer condition and helpful for managers to make a decision of repair and rehabilitation.
Ministry of Environment has been promoting BTL business of the sewer rehabilitation which continues from 2005 up to now. Sewer rehabilitation is classified into three parts : wastewater pipe rehabilitation, rainwater pipe rehabilitation and drainage equipment rehabilitation. Drainage equipment rehabilitation is that drainage pipe connects wastewater pipe directly without water-purifier. In the drainage equipment construction, it is inevitable to have the damage of ground structures(wall, gate and U drain, etc) when an open excavation method is used. Therefore it is necessary to develop non-excavation method to connect drainage pipe and wastewater pipe like jacking method to avoid the damage of ground structure. This paper has conducted an analysis of the non-excavation method using a boring machine attached to backhoe, which is issued the verification certificate of environmental technology according to the Development of and Support for Environmental Technology Act, article.7. The index set in this analysis was sectionalized to the condition of construction, the grade of drainage pipe, the size of excavated hole, the amount of waste cement concrete and asphalt concrete and the benefit effect compared to open excavation method.
The operation performance of sewer rehabilitation projects conducted with Build-Transfer- Lease contract in Korea will be evaluated using the index of infiltration and inflow (I/I). Though I/I obtained at the fourth year should be initially evaluated based on the I/I values observed for the previous three years after the completion of sewer construction, the concrete methodology have not been proposed to rely on the so called 'performance evaluation committee'. This study suggests two statistical methodology to evaluate the I/I performance; the confidence interval method and the hypothesis-testing method. Assumed ten I/I values in each year for 20 years are used in this study. Two cases are analyzed and compared; case I to use as control data all I/I values for all years obtained before the evaluation year and case II to use I/I values for only 3 years before the evaluation year. As a result, case II tends to have relatively higher scores than case I, reflecting the low mean I/I values at the initial years.

Sewer rehabilitation is performed to improve the problem for urban drainage sewer system recently. However the data for the sewer system is not stored enough so that the sewer system is difficult to be managed systematically. In this study, a maintenance management system for urban drainage system is developed to store the data efficiently and manage the system systematically. In the developed system, a hydraulic and hydrologic analysis module is included to test the carrying capacity of a sewer pipe and estimate the amount of combined sewer overflows. The I/I and superannuation evaluation module is included in this system. The module distribute the total inflow/infiltration observed at the several sampling points in a drainage area to the individual pipes of the entire sewer system. Then the superannuation of a sewer pipe is evaluated according to the amount of I/I of the pipe. And in the developed system, the optimal rehabilitation priority module is included to determine the optimal priority and support the decision making for the sewer rehabilitation. The maintenance management system which is developed in this study is constructed by the association with the developed modules and the system is formed as graphical user interface system.

The purpose of this study is to improve project performance analysis indicators for BTL sewer rehabilitation projects. Among the assessment indicators for BTL sewer rehabilitation projects, an infiltration assessment indicator is given a high score of 17.5 points as a single assessment item. This infiltration assessment indicator is assessed focusing on the amount of infiltration, and presently calculated according to 'Nighttime Domestic Flow Evaluation' method. However, this assessment indicator's failure to reflect the geological features of Jeju region is emerging as a problem in the operational stage. Thus, this study intended to compare and analyze the calculation result depending on the assessment indicators and the actual amount of infiltration, centering on Jeju region. To this end, this study analyzed the amount of infiltration in five areas of Jeju Province calculated according to 'Nighttime Domestic Flow Evaluation' method. Also, a complete enumeration survey was carried out about the conditions for actual infiltration occurrence. According to the results of this survey, ground water level is distributed lower than the level of sewer pipes. The results of a sewer pipe function test show there was no infiltration occurrence caused by sewer pipe defect. So, it is concluded that 'Nighttime Domestic Flow Evaluation' method, which is utilized for the current assessment indicator, is not appropriate to apply to Jeju region, and it is thought that there is a need to establish infiltration criteria specialized for Jeju region.

Cured-in-place-pipe(CIPP) is the most adopted trenchless application for sewer rehabilitation to extend the life of the existing sewer without compromising both direct construction and indirect social costs especially applied in the congested urban area. This technology is globally and domestically known to be the most suitable for partial and full deteriorated pipe structure rehabilitation in a sewer system. The typical design of CIPP requires a significant thickness of lining to support loading causing sewage flow interruption and increasing material cost. This paper presents development of a high strength glass fiber composite lining material for the CIPP application and structural test results. The test results exhibit that the new glass fiber composite lining material has 12 times of flexural strength, 6.2 times of flexural modulus, and 0.5 Creep Retention Factor. These test results can reduce lining design thickness 35% at minimum. Even though taking into consideration extra materials such as outer and inner films for actual field applications, the structural capacity of the composite material significantly increases and it reduces 20 percent or more line thickness as compared to the conventional CIPP. We expect that the newly developed CIPP lining material lowers material costs and minimizes flow capacity reduction, and fully replaceable to the conventional CIPP lining materials.
