A project constructing sewerage facilities in 9 upstream areas of 7 multi-purpose dams will have been completed by 2011. After all constructing and retrofitting of the new and the existing sewerage facilities, integrated management system with operation and control functions for the each levels of facilities will also be utilized. In this study, we studied how to compose the organization taking responsibility of the integrated management system and analysed human resources saving effect against conventional method of individual management of each sewerage facility. As a result, a method estimating the human resources in employing the integrated management among several sewerage facilities at upstream areas of dams were presented and some 23% of human resources could be saved by integrated management. Commissioning to a specialized public institute showed the highest B/C ratio of 4.5 among commissioning to local public corporations, commissioning to private corporations, and role-sharing partnership, etc.
Renewable and unutilized energy (biogas power generation, wind power, solar, small hydro-power, sewage heat source, etc.) seems to be suitable to install for the sewage treatment facilities. There are 357 sewage treatment plants in 2007. 17 plants among these have been operating for self-supporting energy by using solar power, small hydro-power and biogas in 2008. Newly built sewage treatment plant of 96,000 $m^3$/day for a newtown is expected to get up to energy consumption of 10 GWh/yr. If solar energy, small hydro-power and biogas-equipments were applied to the new treatment plant, self-supporting energy of the new sewage treatment plant will get up to 56.1%. As a results, about 2,379ton $CO_2$/yr $CO_2$ emission reduction can be expected by using renewable energy. These efforts for self-supporting energy will lead sewage treatment plant to new energy recycle center.
In this study, the researchers have developed the greenhouse gas emission coefficients targeted at sewage sludge incineration plants that treat sewage sludge by incineration. Among the gases emitted from the sewage sludge incineration plants, the greenhouse gases showed concentrations of 6.84% for $CO_2$, 4.51 ppm for $CH_4$, and 86.34 ppm for $N_2O$; calculated into greenhouse gas emission coefficients, these gave $276.06kg\;CO_2/ton$, $0.0066kg\;CH_4/ton$, and $0.35kg\;N_2O/ton$. As the result of calculating the greenhouse gas emission quantity in sewage sludge incineration plants using the greenhouse gas emission coefficients, the gross greenhouse gas emission was $84.63ton\;CO_2\;eq./day$, and the net emission was $23.90ton\;CO_2\;eq./day$; this was $37.52ton\;CO_2\;eq./day$ less than the net greenhouse gas emission that was calculated using the standard values of IPCC, which was $61.42ton\;CO_2\;eq./day$. This difference is probably because unlike the standard values of IPCC, the greenhouse gas emission coefficients of this study reflected the special properties of subject facilities. Thus, it is thought that emission coefficient research on the facilities that deviated from the standard values of IPCC should continue to achieve the development of national greenhouse gas coefficient that reflects the special properties of Korea.
최근 우리나라의 국민들의 삶의 질이 향상됨에 따라 악취발생문제가 중요한 사회이슈가 되고 있다. 특히 환경기초시설에서 발생하는 악취물질로 인한 민원 중 약 67%가 하수처리장과 음식물쓰레기 처리시설에 의한 것으로 나타났으며, 해양오염방지법 시행규칙개정으로 2012년부터는 하수오니 등의 해양투기가 전면 금지될 예정에 있어 이들 시설의 처리량 증가에 따른 관리대책마련이 시급한 실정이다. 따라서 본 연구에서는 부산시 전역의 하수처리장과 음식물쓰레기처리시설중 상대적으로 폐기물발생량이 많은 5개 하수처리장과 5개 음식물쓰레기처리시설을 선정하여 슬러지 시료를 채집하고 이들 시료에 대한 공업분석, 원소분석, XRF 분석, 발열량분석 등을 통해 시료의 물리, 화학적 특성을 알아내었다. 또한 최종적으로 시료 내 황화수소 발생가능농도 측정을 통해 황화수소발생원단위를 산정, 악취민원의 근본적 대책마련을 위한 기초 자료로써 활용 하고자 하였다. 분석결과, 하수슬러지의 황화수소농도는 평균 57.3mg/kg, 음식물쓰레기처리시설의 것은 19.7mg/kg이었다. 최종적으로 총 10개 시설 폐기물의 황화수소 발생원 단위 산정결과 16,017,910.0mg/d로 예측 되었다.
Because of the intensified environmental problems such as climate change and resource depletion, sewage treatment technology focused on energy management has recently attracted attention. The conversion of primary sludge from the primary sedimentation tank and excessive sludge from the secondary sedimentation tank into biogas is the key to energy-positive sewage treatment. In particular, the primary sedimentation tanks recover enriched biodegradable organic matter and anaerobic digestion process produces methane from the organic wastes for energy production. Such technologies for minimizing oxygen demand are leading the innovation regarding sewage treatment plants. However, sewage treatment facilities in Korea lack core technology and operational know-how. Actually, the energy potential of sewage is higher than sewage treatment energy consumption in the sewage treatment, but current processes are not adequately efficient in energy recovery. To improve this, it is possible to apply chemically enhanced primary treatment (CEPT), high-rate activated sludge (HRAS), and anaerobic membrane bioreactor (AnMBR) to the primary sedimentation tank. To maximize the methane production of sewage treatment plants, organic wastes such as food waste and livestock manure can be digested. Additionally, mechanical pretreatment, thermal hydrolysis, and chemical pretreatment would enhance the methane conversion of organic waste. Power generation systems based on internal combustion engines are susceptible to heat source losses, requiring breakthrough energy conversion systems such as fuel cells. To realize the energy positive sewage treatment plant, primary organic matter recovery from sewage, biogas pretreatment, and co-digestion should be optimized in the energy management system based on the knowledge-based operation.
Sewage sludge produced in Korea was 1,275,800 tons (dewatered sludge cake) per year in 1996, which is 3,495 tons per day, 0.303% of 11,526,100 tons per day of sewage treated in 79 sewage treatment plants. Sludge production has been and will be increasing in accordance with construction of new facilities for sewage treatment. Most of the sludge is currently disposed by landfill and ocean dumping, but it is becoming difficult to find suitable sites for landfill, particularly in big cities such as Seoul. In addition, rapid increase of landfill cost is anticipated in a near future. Current trend for sludge disposal in advanced countries is land application. Over the past 10 to 20 years in the United States, sludge management practices have changed significantly, moving from disposal to beneficial use. They use biosolid for utilization instead of sludge for disposal. Under the Clean Water Act of 1972, amended in 1987 by Congress, the U.S. EPA was required to develop regulations for the use and disposal of sewage sludge. The EPA assessed the potential for pollutants in sewage sludge to affect public health and the environment through a number of different routes of exposure. The Agency also assessed the potential risk to human health through contamination of drinking water sources or surface water when sludge is disposed on land. The Final Rules were signed by the EPA Administrator and were published (Federal Register, 1993). These rules state that sewage sludge shall not be applied to land if the concentration of any pollutant in the sludge exceeds the ceiling concentration. In addition, the cumulative loading rate for each pollutant shall not exceed the cumulative pollutant loading rate nor should the concentration of each pollutant in the sludge exceed the monthly average concentration for the pollutant. The annual pollutant loading rate generally applies to applications of sewage sludge on agricultural lands. The most popular beneficial use of sewage sludge is land application. The sludge has to be stabilized for appling to land. One of the stabilization process for sewage sludge is lime stabilization process. The stabilization process is consisted of the stabilizing process and the drying process. Stabilization reactor can be a drum type reactor in which a crossed mixer is equipped. The additive agents are a very reactive mixture of calcium oxide and others. The stabilized sludge is dried in sun drier or rotary kiln.
Wastewater Based Epidemiology (WBE) provides useful information not only on the use of illegal drugs in the community, but also on the presence of hygiene and health products and infectious pathogens in sewage facilities. As a consequence of the SARS-CoV-19 virus epidemic in 2019, monitoring the status of the infection is of utmost importance. SARS-CoV-19 was also detected in sewage, and the number and trend of infections in the community suggest that the application of the WBE system would be useful and appropriate. This study introduces a pre-treatment concentration method including viruses in sewage samples. A total of seven methods which were subdivided into methods for adsorption-extraction, ultra-filtration, PEG precipitation, and ultra-centrifugation, and the results for analyzing the recovery rates were included. Meanwhile, it is necessary to pay attention to rapid detection technologies which analyze infectious pathogens at the site of sewage facilities. These can include ELISA, FTIR, SERS, and biosensor based on the detection principle, and the characteristics, advantages, and disadvantages of each were summarized herein. If rapid detection technologies and accurate quantitative analyses are further developed, the use of sewage mechanics in response to pandemic viruses is expected to expand further.
Sewage facilities mainly consisted of concrete structures are being deteriorated seriously by biodeterioration originated from sulfur-oxidizing bacteria. To prevent biochemical corrosion of the sewage concrete, antibiotics which prevent growth of sulfur-oxidizing bacteria were developed. Recently, to evaluate biochemical corrosion properties of concrete, antimicrobial performance and resistance to sulfuric acid were investigated respectively. But, in this study, to evaluate it complexly, concrete specimen covered with antibiotics were exposed in the actual sewage environment and were investigated about corrosion properties after three months. As a result, weight change ratio, nature potential and sulfuric ratio of concrete covered with antibiotics were less than plain concrete.
We have closely examined the concentration change characteristics, emission amounts, and the material balance of hazardous air pollutants at both early and later stages of the prevention facilities. These results will be uses as the basic data when preparing for the regulatory and management plans for hazardous air pollutants. The results of the study on heavy metals illustrated that the content of heavy metals in sludge across five facilities were as follows: copper> zinc> chrome> nickel> cadmium> mercury. In terms of heavy metal content in swage sludge, the sludge in incinerating facilities other than the sludge in the D incinerating facility containing industrial water waste, was examined in order to satisfy the ocean contamination standard and fertilizer specifications. Most of the items were shown to have satisfied the emission tolerance standards in the latter part of the prevention facilities(The average elimination rate was over 90%). Therefore, it is concluded that swage sludge containing high-concentrate heavy metals needs to be incinerated rather than recycled as fertilizer.
현재 한국 내 공공하수처리시설은 2018년 현재 600개 이상 운영 되고 있으며 하수종말처리시설은 법적으로 유입수량이 일일 500톤 이상 설계되어 운영되는 처리시설을 말한다. 마을 하수도는 50톤 이상 500톤 미만 유입되는 소규모 하수처리시설을 의미한다. 그러나 설계유입수량과 수질이 유사한 처리시설은 거의 없다. 이러한 현실은 하수관로의 노후화로 인한 빗물의 유입, 지하수의 침입과 하수관로에 폐수의 무단 투입 등으로 설계유입수량과 수질이 실제 현실과 많이 다른 것은 어쩔 수 없는 현실이다. 본 연구에서는 국내 많은 지역 하수관로 기술진단을 실시한 것 중 대표적 사례 2개소의 하수관로를 선정하여 청천시와 강우시 시간대별 유량 및 BOD 수질분석, 침입수 유량 및 비율 산정을 통해 하수처리시설의 적절한 운영과 하수관로와 그 부속 시설의 노후화 진단평가를 위한 기초자료로 활용하고자 하며, 일일 500톤 이상 공공하수처리시설 유입수 분석을 청천시 주1회 24시간 동안 시간대별 채수 및 분석, 우천시 강우영향일 고려하여 동일시간대 채수 및 분석을 주기적으로 실시하는 것을 제안한다.
