Developement and Application of Patent Technology for the Improvement of Scaffolding Safety Facilities in Small-scale Muliti-Family Housing System for the Prevention of Severe Disasters (중대재해 예방을 위한 소규모 공동주택 시스템비계 안전시설물 개선 특허기술 개발 및 활용)

  • According to the official letter of the Ministry of Employment and Labor (recent guidance on the status of deaths in the construction industry and thorough safety management, April 4, 2022), 17 deaths occurred in construction works worth more than 5 billion won until March 31, 2022. In terms of the size of the construction, 7 cases of 5 billion won to 12 billion won, 5 cases of 12 billion won to 80 billion won, and 5 cases of more than 80 billion won occurred. The causes of death accidents were found to be nine cases (50%), five cases (28%), two cases of collapse (11%), one case of entrapment (5%), and one case of drowning (5%). Safety facilities need to be strengthened to reduce deaths caused by falling, which accounts for most of the deaths, and if fall prevention nets, openings, and safety rails are completely installed, most falling accidents can be prevented. Therefore, this paper intends to present cases of development and use of patent technology through improvement of safety facilities in order to prevent accidents corresponding to the fall of new urban living housing sites, which are small apartment houses.

A Study on the Importance of Real-Name System for Safety Management through Investigation of Construction Sites (건설현장 실태조사를 통한 안전관리 실명제 중요성에 관한 연구)

  • The real-name safety management system is to indicate "safety" after inspection by construction personnel before workers use it for the purpose of preventing safety accidents caused by unsafe conditions in temporary facilities and temporary constructions installed at construction sites. Purpose: By implementing the real-name system for safety management at construction sites, the objective is to respond to the "Severe Accident Punishment Act" and to improve the level of safety management at the same time. Method: In this study, a hierarchical analysis model was produced through previous studies of actual conditions such as types of safety incidents and causality at construction sites. The AHP model was used to calculate integrated weights and rankings with a pairwise comparison questionnaire for experts. Conclusion: As a result of the analysis of the upper classes, construction machinery was evaluated the highest, and real-name management system was evaluated the lowest. As a result of the lower-level analysis, it was considered that opening doors for safety facility management, tower cranes for construction equipment, management under the "Occupational Safety and Health Act" under the real-name management system, and CEO duties for safety management organizations were the most important.

Heavy Snow Vulnerability in South Korea Using PSR and DPSIR Methods (PSR과 DPSIR을 이용한 대한민국 대설 취약성 분석)

  • Recently, the risk of snow disasters has been increasing South Korea. The damages of heavy snow were categorized into direct and indirect. Direct damage is usually the collapse of buildings as houses, greenhouse or barns. Indirect damage is various, for example, traffic congestion, traffic acident, drop damage, and so on. In South Korea, direct damage is severe in rural area, mosty collapse of greenhouse or barns. However, indirect damage such as traffic accident is mostly occurred in urban area. Therefore, the regional characteristics should be considered when vulnerability is evaluated. Therefore, in this study, the PSR and DPSIR method were applied by regional scale in South Korea. The PSR evaluation method is divided into pressure, state, and reaction index. however, the DPSIR evaluation method is divided into Driving force, Pressure, State, Impact, and Response index. the DPSIR evaluation method is divided into Driving force, Pressure, State, Impact, and Response index. Data corresponding to each indicator were collected, and the weight was calculated using the entropy method to calculate the snowfall vulnerability index by regional scale in South Korea. Calculated heavy snow damage vulnerabilities from the two methods were compared. The calculated vulnerabilities were validated using the recent snow damage in South Korea from 2018 to 2022. Snow vulnerability index calculated using the DPSIR method showed more reliable results. The results of this study could be utilized as an information to prepare the mitigation of heavy snow damage and to establish an efficient snow removal response system.

  • Modern society is facing an unstable environment due to unexpected accidents and hazardous situations. For example, incidents such as the collapse of the Bundang Bridge and the crushing accident in Itaewon could serve as examples. In addition to these, critical emergencies like sudden cardiac arrests and strokes frequently occur, requiring swift actions and smooth transfers to specialized medical institutions for effective responses. In response to these risks, the country has been establishing various systems to protect the lives and safety of its citizens. Among these, the 119 First Aid Activities plays a crucial role within the emergency medical system. Its goal is to promptly respond to critical emergency situations involving severe trauma patients or patients with serious illnesses, minimizing damage and safeguarding lives by swiftly transferring them to emergency medical institutions for specialized treatment. The core activity related to this is emergency rescue operations. In particular, the 119 First Aid system serves as a crucial institution responsible for the hospital transportation of emergency patients. However, rescue personnel still encounter cases of interference with their activities during their duties. Despite efforts from the police, these interference cases persist, and they share similarities with the crime of obstructing official duties. Interference with emergency activities exhibits a comparable nature to instances such as physical assaults and equipment damage against emergency medical practitioners working within the emergency medical system. Therefore, a comprehensive understanding and improvement efforts regarding the issues of interference that arise during the process of emergency medical activities, including the 119 First Aid system, are necessary. The solution to these problems is to establish and improve the conditions for obstruction of first aid activities, focusing on the "Framework Act on Firefighting" and the "Act on 119 Rescue and Emergency."

Intervention for Chest Trauma and Large Vessel Injury (흉부 및 대혈관 외상의 인터벤션)

  • Trauma is an injury to the body that involves multiple anatomical and pathophysiological changes caused by forces acting from outside the body. The number of patients with trauma is increasing as our society becomes more sophisticated. The importance and demand of traumatology are growing due to the development and spread of treatment and diagnostic technologies. In particular, damage to the large blood vessels of the chest can be life-threatening, and the sequelae are often severe; therefore, diagnostic and therapeutic methods are becoming increasingly important. Trauma to nonaortic vessels of the thorax and aorta results in varying degrees of physical damage depending on the mechanism of the accident and anatomical damage involved. The main damage is hemorrhage from non-aortic vessels of the thorax and aorta, accompanied by hemodynamic instability and coagulation disorders, which can be life-threatening. Immediate diagnosis and rapid therapeutic access can often improve the prognosis. The treatment of trauma can be surgical or interventional, depending on the patient's condition. Among them, interventional procedures are increasingly gaining popularity owing to their convenience, rapidity, and high therapeutic effectiveness, with increasing use in more trauma centers worldwide. Typical interventional procedures for patients with thoracic trauma include embolization for non-aortic injuries and thoracic endovascular aortic repair for aortic injuries. These procedures have many advantages over surgical treatments, such as fewer internal or surgical side effects, and can be performed more quickly than surgical procedures, contributing to improved outcomes for patients with trauma.

A study on improving self-inference performance through iterative retraining of false positives of deep-learning object detection in tunnels (터널 내 딥러닝 객체인식 오탐지 데이터의 반복 재학습을 통한 자가 추론 성능 향상 방법에 관한 연구)

  • In the application of deep learning object detection via CCTV in tunnels, a large number of false positive detections occur due to the poor environmental conditions of tunnels, such as low illumination and severe perspective effect. This problem directly impacts the reliability of the tunnel CCTV-based accident detection system reliant on object detection performance. Hence, it is necessary to reduce the number of false positive detections while also enhancing the number of true positive detections. Based on a deep learning object detection model, this paper proposes a false positive data training method that not only reduces false positives but also improves true positive detection performance through retraining of false positive data. This paper's false positive data training method is based on the following steps: initial training of a training dataset - inference of a validation dataset - correction of false positive data and dataset composition - addition to the training dataset and retraining. In this paper, experiments were conducted to verify the performance of this method. First, the optimal hyperparameters of the deep learning object detection model to be applied in this experiment were determined through previous experiments. Then, in this experiment, training image format was determined, and experiments were conducted sequentially to check the long-term performance improvement through retraining of repeated false detection datasets. As a result, in the first experiment, it was found that the inclusion of the background in the inferred image was more advantageous for object detection performance than the removal of the background excluding the object. In the second experiment, it was found that retraining by accumulating false positives from each level of retraining was more advantageous than retraining independently for each level of retraining in terms of continuous improvement of object detection performance. After retraining the false positive data with the method determined in the two experiments, the car object class showed excellent inference performance with an AP value of 0.95 or higher after the first retraining, and by the fifth retraining, the inference performance was improved by about 1.06 times compared to the initial inference. And the person object class continued to improve its inference performance as retraining progressed, and by the 18th retraining, it showed that it could self-improve its inference performance by more than 2.3 times compared to the initial inference.

Seven Cases of Severe Esophageal Stricture (고도의 식도 협착증 7 예)

  • With the improvement of living standard and socioenvironmental change, esophageal stricture due to acetic acid, Hcl, insecticides and lye has led to decrease remarkably. Esophageal stricture has decreased because of immediate treatment and adequate management. However there are still sporadic incidents of esophageal stricture due to inadequate treatment and uncooperation of patients. The authors recently have experienced seven severe cases of esophageal stricture. All six patients were treated with 18-51 French Sippy esophageal dilating bougie. One patient was transfered to thoracic surgery department due to complete esophageal obstruction. Case 1. A 23 year old housewife who ingested Hcl for suicide. After Witzel's operation, she visited to dilate esophageal first constriction stircture due to swallowing difficulty postoperation 2 months later. We were treated successfully. Case 2. A case of esophageal stricuture in the second and third physiologic constriction part. The patient was 51 years old man who ingested lye accidently, and was dilated by bougination. Case 3. The patient was 43 year-old man who ingested acetic acid as a mistake and was treated inadequately at hopsital. Inspite of treatment, esophageal stricture developed at the third physiologic part. We are trying to dilate the esophagues now. Case 4. The patient was 55 year-old woman who had ingested Hcl for the purpose of suicidal attempt. 2 months later gastroduodenal anastomoisis due to pyloric region stenosis, the first physiologic constriction stricture was dilated successfully. Case 5. The patient was 41 year-old woman who ingested Hcl for suicide 4 months ago. There was indwelled orogastric tube for 1 month but esophageal stricture developed at the first and 3rd constriction part. She was treated by using a bougination. Case 6. An athlete 21 year old man, ingested acetic acid 2 spoonful per 3 days by purpose in order to soften the bone for last 14 months. There was complete esophageal obsturction in esophagogram and transferred to the thoracic surgery department. Case 7. A 3 year-old girl was ingested lye at a accident. She had a bougination for 16 months under the general anesthesia for dilation due to whole irregular esophageal stricture. She developed lower esophageal perforation, but healed eventually.

The status of care satisfactions of the disabled persons with community-based rehabilitation plan (장애인의 치료만족도에 따른 지역사회중심재활에 관한 연구)

  • A questionaire was conducted to obtain ran satisfactions in information of the 325 disabled persons among the total 9,314 handicapped people in Taejon area, and was surveyed during the period of June 1 to August 31, 1997. The results are as follows: 1. Among the studied disabled persons, $54.5\%$ of male, and $45.5\%$ of female. 2. Before disabled in occupation, $32.0\%$ of out of work group were high, $6.5\%$ of farm, student group were low. Before disabled in occupation by gender, male group is $29.9\%$ of out of work group were high, $0.6\%$ of housework group were low. female group is$34.5\%$ of out of work group were high, $4.7\%$ of student group were low(P<0.001). 3. After disabled in occupation, $75.1\%$ of out of work group wert high, $10.8\%$ of in working group were low. After disabled in occupation by gender, male group is $87.6\%$ of out of work group were high, $1.7\%$ of housework group were low. female group is $60.1\%$ of out of work group were hgh, $10.8\%$ of in working group were low(P<0.001). 4. Medical security status, $64.9\%$ of medical aid group wore high, $35.1\%$ of medical insurance group were low. Medical security status by gender, male group is $71.2\%$ of medical aid group were high, $28.8\%$ of medical insurance group were Iew. female group is $57.4\%$ of medical aid group wan high, $42.6\%$ of medical insurance were low(P<0.01). 5. Disabled record status, $68.6\%$ of record group were high, $31.4\%$ of non group were low. Disabled record status by gender, male group is $78.5\%$ of record group were high, $21.5\%$ of non record group were low. female group is $56.6\%$ of record group were high, $43.4%$ of non record group were low(P<0.001). 6. Disabled duration status, $42.2\%$ of loss than 9 year group were high, $10.2\%\;of\;20-29,\;30-39$ year group were low. Disabled duration status by gender,'male group is $44.6\%$ of less than 9 year group were high, $6.2\%$ of 20-29 year group wert low. female group is $39.2\%$ of less than 9 year were high, $39.2\%$ of 30-39 year group were low (P<0.05). 7. Cause of disabled status, $26.5\%$ of other group, $23.7\%$ of congenital group were high. $9.2\%$ of unknown group, $6.8\%$ of industry accident, $2.5\%$ of drug poisoning group were low. Cause of disabled status by gender, male group is $27.7\%$ of other group, $23.7\%$ of congenital group were high, $2.3\%$ drug poisoning group were low. female group is $25.0\%$ of other group, $20.9\%$ of congenital group were high, $2.5\%$ of drug poisoning group were low (P<0.001). 8. Disabled type status, $19.4\%$ of double disabled group were high, $2.2\%$ of muscle paralysis group were low. Disabled type status by gender, male group is $22.0\%$ of double disabled group were high, $2.3\%$ of muscle paralysis group were low. female group is $23.3\%$ of rheumatism group were high, $0.7\%$ of amputation group were low(P<0.001). 9. Influences of the devastated forest lands on flood damages (Observed at Chonbo and the neighbouring Mt. Jook-yop area) (황폐임야(荒廢林野)가 수해참상(水害慘狀)에 미치는 영향(影響) (천보산(天寶山)과 인접(隣接) 죽엽산(竹葉山)을 중심(中心)으로))

  • 1. On 13 September 1964 a storm raged for 3 hours and 20 minutes with pounding heavy rainfalls, and precipitation of 287.5 mm was recorded on that day. The numerous landslides were occured in the eroded forest land neighbouring Mt. Chunbo, while no landslides recorde at all on Mt. Jookyup within the premise of Kwangnung Experiment Station, the Forest Experiment Station. 2. Small-scalled Landslides were occured in 43 different places of watershed area (21.97 ha.) in which the survey had already been done, in and around Mt. Chunbo (378 m a.s.l.). The accumulated soil amount totaled $2,146,56m^3$ due to the above mentioned landslides, while soil accumulated from riverside erosion has reached to $24,168.79m^3$, consisting of soils, stones, and pebbles. However, no landslides were reported in the Mt. Jook yup area because of dense forest covers. The ratio of the eroded soil amount accumulated from the riversides to that of watershed area was 1 to 25. On the other hand, the loss and damage in the research area of Mt. Chonbo are as follows: 28 houses completly destroyed or missing 7 houses partially destroyed 51 men were dead 5 missing, and 57 wounded. It was a terrible human disaster However, no human casualties were recorded at all, 1 house-completly destroyed and missing, 2 houses-partially destroyed. Total:3 houses were destroyed or damaged, in The area of Mt. Jookyup 3. In the calculation of the quanty of accumulated soil, the or mula of "V=1/3h ($a+{\sqrt{ab}}+b$)" was used and it showed that 24, 168.79m of soil, sands, stones and pebbles carried away. 4. Average slope of the stream stood 15 at the time of accident and well found that there was a correlation between the 87% of cross-area sufferd valley erosion and the length of eroded valley, after a study on regression and correlation of the length and cross-area. In other works, the soil erosion was and severe as we approached to the down-stream, counting at a place of average ($15^{\circ}1^{\prime}$) and below. We might draw a correlation such as "Y=ax-b" in terms of the length and cross-area of the eroded valley. 5. Sites of char-coal pits were found in the upper part of the desert-like Mt. Chunbo and a professional opinion shows that the mountain was once covered by the oak three species. Furthermore, we found that the soil of both mountains have been kept the same soil system according to a research of the soil cross-area. In other words, we can draw out the fact that, originally, the forest type and soil type of both Mt. Chunbo (378m) and Mt. Jookyup (610m) have been and are the same. However, Mt. Chunbo has been much more devastated than Mt. Jookyup, and carried away its soil nutrition to the extent that the ratios of N. $P_2O_5K_2O$ and Humus C.E.C between these two mountains are 1:10;1:5 respectively. 6. Mt. Chunbo has been mostly eroded for the past 30 years, and it consists of gravels of 2mm or larger size in the upper part of the mountain, while in the lower foot part, the sandy loam was formulated due to the fact that the gluey soil has been carried and accumulated. On the hand, Mt. Jookyup has consitantly kept the all the same forest type and sandy loam of brown colour both in the upper and lower parts. 7. As for the capability of absorbing and saturating maximum humidity by the surface soil, the ratios of wet soil to dry soil are 42.8% in the hill side and lower part of the eroded Mt. Chunbo and 28.5% in the upper part. On the contrary, Mt. Jookyup on which the forest type has not been changed, shows that the ratio in 77.4% in the hill-side and 68.2% in the upper part, approximately twice as much humidity as Mt. Chunbo. This proves the fact that the forest lands with dense forest covers are much more capable of maintaining water by wood, vegitation, and an organic material. The strength of dreventing from carring away surface soil is great due to the vigorous network of the root systems. 8. As mentioned above, the devastated forest land cause not only much greater devastation, but also human loss and property damage. We must bear in mind that the eroded forest land has taken the valuable soil, which is the very existance of origin of both human being and all creatures. As for the prescription for preventing erosion of forest land, the trees for furtilization has to be planted in the hill,side with at least reasonable amount of aertilizer, in order to restore the strength of earth soil, while in the lower part, thorough erosion control and reforestation, and establishments along the riversides have to be made, so as to restore the forest type.

The Design of Mobile Medical Image Communication System based on CDMA 1X-EVDO for Emergency Care (CDMA2000 1X-EVDO망을 이용한 이동형 응급 의료영상 전송시스템의 설계)

  • In emergency cases, such as the severe trauma involving the fracture of skull, spine, or cervical bone, from auto accident or a fall, and/or pneumothorax which can not be diagnosed exactly by the eye examination, it is necessary the radiological examination during transferring to the hospital for emergency care. The aim of this study was to design and evaluate the prototype of mobile medical image communication system based on CDMA 1X EVDO. The system consists of a laptop computer used as a transmit DICOM client, linked with cellular phone which support to the CDMA 1X EVDO communication service, and a receiving DICOM server installed in the hospital. The DR images were stored with DICOM format in the storage of transmit client. Those images were compressed into JPEG2000 format and transmitted from transmit client to the receiving server. All of those images were progressively transmitted to the receiving server and displayed on the server monitor. To evaluate the image quality, PSNR of compressed image was measured. Also, several field tests had been performed using commercial CDMA2000 1X-EVDO reverse link with the TCP/IP data segments. The test had been taken under several velocity of vehicle in seoul areas.
