Analysis of Maternal Child Health Services in Korea - Perspective of the Premature Infant - (우리나라 모자보건 정책사업 분석 - 미숙아와 저체중출생아를 중심으로 -)

  • In recent years, reductions in infant mortality have mainly been accomplished by improving the survival of premature and low birth weight infants, however premature infants still remain at great risk. The purpose of this study was to review the maternal child health service related to premature infants and to provide a future direction for improving maternal child health (MCH) in Korea. We reviewed two MCH services which are directly related to premature infants: 1) a registry and financial support program for families with a premature infant, and 2) financial support to build neonatal intensive care units in rural public hospitals. Suggestions are made for the development of a national vital signs record system to identify high risk infants and to monitor the trends in infant mortality due to prematurity. Prevention efforts and preconception care for childbearing women is also an important strategy to reduce the rate of preterm births. Finally, we need consider long-term follow-up plans for premature infants for a successful transit to the special education system. Developing MCH policy related to premature infants that decreases the occurrence of premature may decrease infant mortality, and also improve maternal and child health services.

Recent trends of smart applications and implications for digital policy (스마트 어플리케이션 동향과 디지털 정책 시사점)

  • In this paper, we review recently emerging smart applications, and analyzed policy implications in light of digital convergence perspective. While extant literatures on smart applications mainly dealt with consumer behaviors based in technology acceptance model or innovation adoption, the research on digital management policy is rather limited. We intend to fill this research gap. As such, we first organize two categories of smart work and smart commerce, and investigate the representative service models, four service models were reviewed for each category respectively. Next, the three policy related constructs are extracted, which are QoL(Quality of Life), public impacts in both the positive and negative ways. Finally, empirical analysis following the Delphi principle was conducted to investigate the policy implications. The results offer useful insights for the further research in digital convergence related policy areas.

  • Mobile banking, a type of digital convergence, has recently spread in the ubiquitous age. This study intends to identify the factors that affect the adoption of the mobile banking, which is a field similar to, but even more specialized than, the Internet banking. The results indicate that the significant factors affecting the usage of mobile banking are usefulness, service quality, and instant connectivity, while usability and social influences are not significant. These results are expected to be used for marketing the mobile banking and establishing the technological strategy by the telecommunication and banking organizations.

  • Evaluating ubiquitous computing services is important for the commercialization of the ubiquitous services which will be running on electronic markets. However, despite its importance and usefulness, assessing ubiquitous computing services is still in its early stage. Moreover, sufficient study of making a distinction what are 'ubiquitous computing services' or not has not been provided yet. Hence, this paper aims to propose an integrated methodology to assess the ubiquitous computing services. A multilayered approach is considered to assess not only technical but also behavioral perspectives. To show the feasibility of the assessment model, three use cases are studied and evaluated.

  • This paper develops a business model analysis framework and suggests a step-wise approach to the exploration of new business models. Three generic business model components, Value Change Model, Value Connection Model, and Value Complement Model, are identified based on their value propositions, and a composite of them, called Value Combination Model, is proposed. In order to integrate various value propositions from these business models, a business model analysis framework is also suggested. In order to test its real-world applicability, a case study is performed on the WLAN services and the effectiveness of the framework as a business model analysis tool is demonstrated.

  • Recently, interests in IT Service Management(ITSM) are increasing internationally as well as domestically. In order to realize the benefits from ITSM, it is necessary to institutionalize it as a culture of the organization through effective change management. One of the most promising approach of effective change management is the change management framework of ITSM. In this study, we analyze a success case in which the change management framework of ITSM was applied to IT Service company which has introduced ITSM. Through the analyses, this study aims to propose a feasible and specific approach to institutionalize ITSM. To accomplish the objective, the study is designed to analyze specific methods for applying ITSM's change management framework to ITSM organizations, performance of projects and future directions based on interviews and review of project documents/deliverables. This study could not provide detailed performance measures due to lack of previous research on this topic and difficulty of obtaining quantitative data. However, this study has contributed to proposing a direction to institutionalize ITSM in organizations by analyzing a feasibility of ITSM's change management framework in implementing ITSM.

Evaluation of Virtual Shopping Malls Using the Analytic Hierarchy Process (AHP를 이용한 가상쇼핑몰 평가)

  • A virtual shopping mall is like a real-world mall, supports electronic shopping by selling products or services through Interne. Although increasing numbers of products are being marketed on the Web, little efforts has been spent on evaluating what mall is more suitable for marketing electronically and for protecting consumers. Evaluation of virtual shopping malls is regarded as a major task in business-to-consumer electronic commerce. This paper considers the Analytic Hierarchy Process(AHP) method in the evaluation of virtual shopping malls and provides its applications. The AHP is a systematic procedure for representing the elements of any problem, hierarchically. A series of pairwise comparison judgments is performed to express the relative strength or intensity of impact of the elements in the hierarchy. The AHP model hierarchy consists of the four following levels: decision maker, main criteria, sub-criteria, and virtual shopping malls. the main criteria include the state of physical firms, representation of information on the virtual shopping malls, product or service, convenience for shopping, consumer protection, and consumer service. The total number of sub-criteria in the third level is twenty-nine. All decision makers selected belong to virtual shopping mall enterprises, or universities. As a case study, we show the synthesized priority of the five virtual shopping malls that have acquired an E-Trust mark. Finally a sensitivity analysis shows how well each virtual shopping mall performs on each criterion by increasing or decreasing the importance of the main criteria.

  • This study intends to make a comprehensive inquiry into the meaning and limitations of Discovery, and to explore how to make full use of Discovery in library cataloging. To this end, first discussed is the meaning of Discovery, which has a variety definitions. For the quality evaluation, 5 criteria were developed on the basis of literature review. Then this study conducted the quality evaluation on the basis of previously developed 5 criteria and usefulness of Discovery in library catalogs is thoroughly discussed. Based on these, the final discussion includes strategies for Korean LIS scholars and library practitioners to consider when applying Discovery as an integrated search tool.

  • Commercial WiBro and 3G HSDPA services are launched last year in order to provide high speed wireless Internet access and multimedia service. Currently mobile communication service providers concentrate on the deployment of indoor mobile network since indoor traffic is remarkably increased. For fine indoor wireless communication, an installation of access point system via Public IP network which is called Femtocell is required. The development of indoor Femtocell system must be considered in the viewpoint of low hardware complexity, cost reduction, interlocking with WiBro/HSDPA network without change of network component and easy element management. In this paper, we review the implementation issue and technology of dual mode AP which provides WiBro and HSDPA signal to the user simultaneously. Especially, we describe on the HSDPA Femtocell standardization status and possible 3 types of HSDPA communication module development design. Furthermore we analyze the merits and demerits of each HSDPA Femtocell design type and propose a system which enables handover between indoor HSDPA Femtocell and outdoor commercial HSDPA mobile network.

Exploring the Influence of the Internet Shopping Mall's Quality Factors on User Trust and Acceptance (인터넷 쇼핑몰이 갖는 품질요인이 사용자 신뢰와 수용에 미치는 영향에 대한 연구)

  • As the electronic commerce has grown dramatically, visiting the Internet shopping malls is accepted as one of our daily life. Despite many studies about user acceptance of the Internet shopping malls, it still remains unanswered how the Internet shopping mall's three quality factors such as system qualify, Information qualify, and service quality affect user trust, and eventually user acceptance of the mall. To investigate this issue, we propose a research model in which six external factors such as three qualify factors as well as self-efficacy, subjective norm, and trust have a significant impact on user's attitude and intention to use the mall. After garnering 244 valid questionnaires from users, we analyze them with structural equation modeling. Experiment results show that the Internet shopping mall's three quality factors such as system quality, information qualify, and service quality significantly Influence user trust for the mall, which in turn impacts user's perceived usefulness, attitude toward using the mall. Another external factors such as self-efficacy and subjective norm also influence user's perceived ease of use and perceived usefulness respectively, affecting user's attitude altogether. Implications and further research directions are presented.
